(1/3) Many in our community in the countryside alone Farm and forestry workers lone working with heavy and dangerous machinery Horse riders Cyclists Walkers Many small businesses and one large (Milton Abbey) in MA. Cellphone service now considered vital for business Visitors Street fair unable to take credit/debit card payments without a cellphone service

(2/3) One time passwords/pins for: Online banking Government Gateway logins Other secure logins and identity verification Delivery notifications Appointment alerts from doctors, dentists etc Insurance quotes, e-tickets, boarding passes etc Password recovery/updates Many properties not sat-nav friendly & drivers cannot call for directions

5 What depends on a cellphone service? (3/3) Smart Meters Impossible to install without cell signal No preferential utility rates without smart meters Economy 7/10 even harder to get without smart meter Modern home tech often needs a cellphone signal Remote heating control Lighting and CCTV

17 Operator Coverage Many virtual mobile phone operators use Vodafone and O2 infrastructure. 2G and 3G coverage for O2 and their resellers: 2G, 3G and 4G coverage for Vodafone and (depending on agreements) their resellers: Giffgaff, Tesco Mobile, Sky Mobile, LycaMobile or TalkTalk Mobile Talk Mobile, Cortel Telephone, Glemnet, Highnet, Lebara Mobile, Ownfone, Zest4 Mobile This adds up to a total of at lest 56% of the mobile operator market in the UK (BT Group Annual Report for 2017, page 62)

18 Hilton Mast Coverage EE Hilton mast covers the Abbey School and possibly lower end of The Street Does not cover: Most of The Street St Catherine's Well

19 Alternative Sites? Following the previous planning application 3 alternative sites were proposed to the contractor Fishmore Hill Farm Luccombe Farm Its location to the south of the village on lower lying land means that any form of development at this location would not provide the coverage required to their network in order to provide, particularly to the noted OFCOM Not-spot areas Due to the local topography and the dense tree coverage in the wider area a 100m mast here not provided needed coverage. Ridge south of The Street behind the church (owned by Luccombe Farm) A mast here would need to be at least 30m high to achieve needed coverage.

20 Alternative Sites? Langham Farm A suitable location at southern end of Deer Park. Running alongside the St Catherine s' Well St Catherine s' Chapel track. Between 17.5m and 20m high (~ 2 x height of cob/thatch cottage in the street) Open area & no screening

21 Alternative Style? Could a tree mast be used? A tree would need to be much larger Antennas sit within the tree, not on top Larger skyline visual impact Foliage is different is would clearly stand out much of the year

22 Planning Officer Correspondence The need for a mobile phone signal is not seen as so compelling a reason to allow development which is harmful. A mobile phone signal maybe desirable to some but not all. The ward member asked that it go to committee if it was being approved because the ward member objected to it. [Vodafone contractor] has not done an exhaustive search of alternatives. The lack of an alternative does not automatically mean that we should allow substandard sites like this.

24 What Now? Is the community happy with the proposal? Easy for community to prevent Harder to enable given NDDC's current position The Vodafone/O2 planning agent has sent the additional information gathered since the October submission to NDDC and is chasing again today
