Introduction 1.1 Report Purpose The purpose of this report is to synthesise government and externa user needs, outine soutions to meet these needs, and document the rationae for deveoping a cimate change/disaster porta in Tuvau. This report is divided into two sections: Section 1 provides the context and key considerations for the business case. Section 2 outines the business case, incuding recommendations for addressing key considerations and a transition strategy for impementation. 1.2 Background & Context The Government of Tuvau has indicated their interest in improving nationa cimate change and disaster information management. In response to the Government of Tuvau request, a muti agency team consisting of SPC ISACC Project, SPREP and Griffith University s Pacific iclim Project undertook a nationa mission in November The mission incuded consutations with key stakehoders from the Tuvau Government, non-government organisations and civi society to discuss the nationa cimate information management context. These consutations incuded brief stocktake of the types of information being used and stored in Tuvau, and an initia assessment of user needs and key consideration for the design of a nationa porta. Overa, there was agreement that there is need for a centraised repository for cimate change and disaster-reated information in Tuvau. However, there are key chaenges associated with internet connectivity, ICT infrastructure and a need for better systems support to ensure accessibiity and usabiity of that cimate change and disaster risk data. Despite this, there is a strong coaborative cuture interna and externa to government, which provides a strong foundation for information and knowedge management. 1.3 Other IKM Activities in Tuvau Word Meteoroogica Organisation / Cimate Change and Environment Canada Project SPREP is the impementing agency for the Word Meteoroogica Organisation / Cimate Change and Environment Canada Project. This project invoves deveoping information management poicies for meteoroogica offices across the Pacific. There are three core components to the project: a) estabishing a Pacific Isand Cimate Outook Forum (PICOF) a forum to meet with different stakehoders and understand seasona cimate prediction (3 competed); b) working with sectors and users of information to customise and taior sector specific information to assist with panning and day-to-day activities; and c) deveopment of a Drought Management Poicies/Pans for nationa governments. Under this project, the SPREP IT team is assisting the Government of Tuvau to design and deveop a nationa porta for the Tuvau Meteoroogica Service to house data incuding tide data, forecasts, eary warning, cimate data, tsunami information. 4 1.4 Needs Assessment summary The SPREP Pacific iclim & ISACC Mission Report (2017) identified the foowing information and knowedge management needs in Tuvau: High speed internet access; Access to reports and fina outputs from projects (incuding raw data); Information of finance and grants for cimate and disaster projects (sma to arge); Access to education materia (incuding curricuum and teaching guides for primary and secondary); Access to data for interna and externa reporting requirements; Information on who is doing what in cimate change and disaster risk reduction in each department; Indigenous and traditiona knowedge products; Best practices and essons earnt; Circuated briefs from internationa meetings and negotiations, incuding key decisions; Information to be accessibe by a communities (incuding outer isands); and Significant cimate change and disaster information to be transated to Tuvauan. High-eve considerations Based on this summary, isted beow are a number of high-eve considerations to ensure cimate change/disaster IKM is integrated and maintained in Tuvau: Improve nationa information infrastructure (incuding internet connectivity); Strengthen government information management; Support information sharing internay and externay to government; and Improve information deivery and discoverabiity. 1.5 Information and knowedge management barriers There are major chaenges associated with internet connectivity, ICT infrastructure and a need for better systems support to ensure accessibiity and usabiity of that cimate change and disaster risk data. ICT infrastructure Limited IT infrastructure and dis-ocation means that information is scattered with no common repository. Based on data coected on the iclim mission, and information from the Word Meteoroogica Organisation / Cimate Change and Environment Canada Project, there are two major chaenges associated with server connectivity and in-country hosting: 1 Server connectivity: Whie there is reativey high speed internet avaiabe to Government ICT (13Mbps: 9Mbps Upoad, 4Mbps downoad) from Tuvau Teecom, there is a ack of systems and networking capacity/resources to resove the ongoing networking infrastructure probems within Government ICT and the ministries as a whoe. 2 Hosting: Currenty, In-country hosting woud difficut to sustain, as costs are high, and avaiabiity and speeds are not in proportion to the price. The 4G aunch was expected to ower the monthy costs and increase speeds however as of Apri 2018, we cannot confirm if this has happened. Pacific iclim Project 4

5 Resourcing barriers Other barriers to cimate change IKM incude: Limited backup of data and information mosty on aptops and hard drives; Human resourcing and capacity (e.g. high staff turnover and eave); Lack of common standard for information sharing access depends on reationships; Dupication and over consutation as information is not avaiabe; Lack of capacity for cataoguing information (environment ibrary); Difficuty of geographic isoation for outer isands; Language not enough resources are transated. Business Case for Deveopment 2.1 System design Figure 1 - System Design Strategy 2.2 System hosting & Maintenance The estabishment of a nationa cimate change porta for Tuvau wi require the foowing: Hosting: the porta to be hosted at a hosting provider; and Maintenance and management: human resources to perform server management and maintenance. The provision of hosting and maintenance wi incur ongoing costs for as ong as the porta is active, and these costs wi vary depending on the where the porta is hosted and how server management and maintenance is deivered. The foowing recommendations have been made with consideration of the ICT infrastructure and resourcing barriers in Tuvau: Recommendation 2.1: Considering the genera infrastructure barriers currenty present in Tuvau, we recommend that that a new porta woud be hosted on externa coud hosting. Speed tests have been conducted from Government ICT and Tuvau Met to servers hosted in the AWS coud specificay in the US and Asia Pacific regions. SPREP IT has concuded that unti oca networking/bandwidth issues are resoved, the best web hosting option for Tuvau woud be an AWS coud server based in Sydney. Recommendation 2.2: Based on the current resourcing situation in Tuvau, it is recommended that the server and system administration of the new porta shoud be managed through SPREP IT, for at east the first 12 months, as they have the resources and skis to maintain a Drupa CMS site. To strengthen government information management/infrastructure over time, it woud be idea to graduay train in-country resources. After the initia 12 Pacific iclim Project 6

7 months, an assessment on whether its feasibe and ogica to move the hosting over to in-country resources, or for SPREP IT to continue hosting the soution can be done. Recommendation 2.3: Consideration shoud be given by Tuvau to incude charging a new cimate change projects a fee (1-2%) to go towards onger term maintenance of the system. 2.3 Porta interface (i.e. function, design and ayout) Useabiity is a key requirement of any information repository or porta. The user interface must be we branded, easy to navigate, and have good search functionaity to enabe users to easiy ocate information. Recommendation 2.4: The branding for the site shoud be aigned with Tuvau Government website(s) for consistency. This is important in order to support information sharing both internay and externay. 2.4 Porta administration and content Training in-country resources is critica to strengthening government information management and supporting the ongoing usage and maintenance of the porta. Recommendation 2.5: Whie it's recommended that the server and system administration of the porta is done by SPREP IT for an initia 12-month period, it is aso recommended that one or more resources within CCDPCU and the ICT Division (e.g. IKM & IT officers) receives training in day to day porta administration and content management. These resources wi then be abe to add/edit/remove content and users on the porta. 2.5 Data sharing and integration It is important that the new nationa porta can integrate with other sites (e.g. Met Office, Fisheries, etc.) and databases in Tuvau (e.g. IISD-supported Vunerabiity Database). Integration coud either be achieved by the websites inking to each other or via sharing data when appicabe. A nationa porta for CC/DRR data wi aso hep satisfy internationa reporting requirements associated with internationa conventions regarding reporting requirements for pubic registry. Recommendation 2.6: Using the Nationa Porta Starter Package for the Tuvau porta wi ensure it is estabished to exchange metadata with the Pacific Cimate Change Porta. Using regionay agreed metadata profies wi therefore maximise discoverabiity and sharing of Tuvau-based information. The savings in deveopment time from using the Starter Pack wi aow us to spend more time on actuay impementing the system and connecting data sources, instead of having to spend a ong time scoping out a new system. This wi ead us to focusing on impementing the soution rather than scoping out a new technica system. 2.6 Inter-agency coaboration Buiding on reationships between CCDPCU and the ICT Division wi be essentia to ensuring that the content and technica requirements of the Tuvau CC/DRR porta continue to be met. In addition, feedback must aso be sought from interna government stakehoder and externa stakehoders to ensure the design of the porta meets the needs of users. In consideration of the SPREP Pacific iclim & ISACC Mission Report findings we recommend approaching IKM improvements in three stages. These three transition stages refect contextua chaenges observed in Tuvau, and Pacific iclim Project 7

8 aim to ensure that cimate change and disaster IKM soutions are fit for purpose now, whie sti being open for scaabiity in the future. 2.7 Transition strategy / Next steps Proposed activities for porta deveopment are divided into 3 stages. Stage 1 Setup & Manua Resource Coation Phase Commence coection of Key Resources from across government Draft and consut on IKM poicies and procedures within government Commence impementation of IKM poicies and procedures SOFTWARE DEVELOPMENT: Setup deveopment/test version of the nationa porta Stage 2 Impementation Phase Continue resource coection Commence entering resources into new porta/ oca database Share technica maintenance responsibiity with ICT Continue impementation of IKM poicies and procedures SOFTWARE DEVELOPMENT: Add new functionaity and Branding to porta Stage 3 Depoyment and Handover Phase Stakehoder acceptance testing of porta Finaise data entry of coected resources Provide training and awareness raising SOFTWARE DEVELOPMENT: Depoy to ive server and handover Fu aunch with a interna and externa stakehoders This three-stage transition means that investments in resourcing, infrastructure and training can continue to be buit upon as internet connectivity and resourcing improves in the coming years. In every stage, ensuring sustainabe IKM workfows for creating, storing and sharing informationa resources to best enabe re-use and discoverabiity is vita. This transition strategy recognises the barriers identified during consutations (incuding poor internet connectivity, imited ICT infrastructure, dis-ocation, imited backup of data and information, capacity, and ack of a common standard for information sharing) whie sti ensuring that IKM improvements are progressed as soon as possibe. At a stages of this transition the ISACC and iclim Projects wi provide assistance to ensure that the design of the outputs of the different stages are designed to be scaabe and adaptabe to change. Whie this transition strategy is enabed over the coming months, the ISACC and iclim Projects wi assist the Government of Tuvau to draft poicies and procedures for IKM. These poicies and procedures wi be appicabe to a stages of the transition strategy. This wi ensure that awareness raising and impementation of these poicies and Pacific iclim Project 8
