1 CITY COUNCIL CONSENT CALENDAR FEBRUARY 4, 2013 SUBJECT: INITIATED BY: APPROVAL OF AMENDMENT NO. 3 TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF WEST HOLLYWOOD AND THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY FOR THE METRO RAPID TRANSIT PRIORITY SYSTEM PROJECT )..{;;j DEPARTMENT OF PUBLIC WORK~ (Sharon Perlstein, City Engineerl.J'r (Oscar Delgado, Director of Public Works~~ - STATEMENT OF THE SUBJECT The City Council will consider the approval of an amendment to the Memorandum of Understanding for grant funding on the Metro Rapid Transit Priority System Project to extend the term of the project. RECOMMENDATION 1. Authorize the City Manager to sign Amendment No. 3 to the Memorandum of Understanding between the City of West Hollywood and the Los Angeles County Metropolitan Transportation Authority for the Metro Rapid Transit Priority System. BACKGROUND AND ANALYSIS In May of 2007, the Los Angeles County Metropolitan Transportation Authority (LACMTA) entered into a Memorandum of Understanding (MOU) with the City of West Hollywood for a 100% grant funded project to construct the Metro Rapid Transit Priority System. The project involves upgrading the traffic signal equipment at 27 intersections to enable the West Hollywood owned traffic signal system to communicate with the Metro Rapid Busses, improving transit reliability and reduce passenger travel times. Amendment No. 3 to the MOU extends the term of the project to June 30, Previously, the term of the MOU was to June 30, However, advances in traffic signal technology have led to changes in the infrastructure contemplated for installation at the 27 intersections. Amendments No. 1 and 2 modified the scope of work and project schedule. Amendment No. 3 is an extension of the term of the MOU to ensure the City has adequate time to procure and install a wireless communication system to deploy the Rapid Bus technology. A pilot project in the San Gabriel Valley is nearing completion of all acceptance tests. Based on the success of the pilot project, the LACMTA has authorized the City of West Hollywood to implement the new technology. The wireless communication system will eliminate AGENDA ITEM 2. H.
2 the majority of the disruptive pavement trenching planned in the original project, as there will no longer be a need to install bus detectors in the pavement at every intersection. Long term maintenance of the communication system will also be easier and less expensive, due to the elimination of the bus detectors in the pavement. CONFORMANCE WITH VISION 2020 This item is consistent with the Ongoing Strategic Program of TRANSPORTATION SYSTEM IMPROVEMENT This item is also consistent with the following Goal of the West Hollywood General Plan: M-1: Develop a world-class transit system in West Hollywood. EVALUATION: This project will be evaluated quantitatively in the following ways: 1. Did the project come within budget? 2. Was the project completed on schedule? This project will be evaluated qualitatively in the following ways: 1. Are the reasonable questions and/or concerns of the business and residential community being addressed during the construction period? 2. Are notifications or information on the project being sent out in a timely manner? 3. Were the project construction mitigations effective in keeping the noise, debris and traffic disruption to a tolerable level? ENVIRONMENTAL SUSTAINABILITY AND HEALTH: By implementing Amendment No. 3 to the MOU, the City will implement a wireless technology for communication between the traffic signals and Metro Rapid Busses. This change in technology will help ensure integrity of the roadway system, as the project will no longer require pavement trenching to install bus detectors at every intersection. All work will be done in compliance with requirements to divert construction waste from landfills, prevent storm water pollution from construction runoff, and use of construction materials with recycled content. OFFICE OF PRIMARY RESPONSIBILITY Department of Public Works (Engineering Division) FISCAL IMPACT Approval of the MOU does not change the previously approved grant budget. 2
3 Amendment No.3-- MOU.MRBCMAQ71 AMENDMENT NO.3 TO MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF WEST HOLLYWOOD AND THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY This Amendment No.3 to Memorandum of Understanding (this "Amendment"), is dated as of December 1, 2012, between the City of West Hollywood (the "City"), and the Los Angeles County Metropolitan Transportation Authority ("LACMTA"). RECITALS: A. The City and LACMTA entered into that certain Metro Rapid TPS Memorandum of Understanding No. MOU.MRBCMAQ71, dated May 1, 2007, which was amended October 1, 2008 and November 1, 2010 (as amended, the "Existing MOU"), which Existing MOU provides for a grant of$1.611 million for the City ofwest Hollywood Metro Rapid Transit Priority System (TPS) Project (the "Project"); and B. The City and LACMTA desire to amend the Existing MOU as provided herein. AGREEMENT: NOW, THEREFORE, for good and valuable consideration, the receipt and adequacy of which are hereby acknowledged, the parties hereby agree as follows: L Section 1.7 of the Existing MOU is hereby amended by deleting the paragraph in its entirety and replacing it with the following new Section 1.7: "This MOU shall commence on May 1, 2007 and terminate on June 30, Any expenditure incurred after June 30, 2015 shall not be reimbursed under this MOU. The deadline for submitting invoices is December 31, 2015." 2. Attachment B to the Existing MOU is hereby amended by deleting it in its entirety and replacing it with Attachment B2 attached hereto. 3. Attachment C2 to the Existing MOU is hereby amended by deleting it in its entirety and replacing it with Attachment C3 attached hereto. 4. Attachment D2 to the Existing MOU is hereby amended by deleting it in its entirety and replacing it with Attachment D3 attached hereto. 5. Except as expressly amended hereby, the Existing MOU remains in full force and effect as originally executed. All rights and obligations of the parties under the Existing MOU that are not expressly amended by this Amendment shall remain unchanged by this Amendment. Rev MOU Amendment CMAQ

5 Attachment 82 LACMTA AND CITY OF WEST HOLLYWOOD METRO RAPID TPS SCOPE OF WORK Twenty seven signalized intersections in the City of West Hollywood are affected by the Metro Rapid Bus Corridors. This project will implement the Metro Wireless Transit Priority System (TPS) to complete "missing links" in the following Metro Rapid Bus corridors: Beverly Metro Rapid Vernon-La Cienega Metro Rapid Santa Monica Metro Rapid Fairfax-Hollywood-Pasadena Metro Rapid The wireless TPS technology provides real-time processing of transit data and advanced transit priority signalization. The result of which is a reduction in passenger travel times and more reliable bus service along the corridors. Rapid Bus wireless TPS implementation in the City of West Hollywood requires the following modifications to traffic management infrastructure: Installation of wireless technology and equipment to communicate with the approaching Metro Rapid busses on the Rapid Bus routes. Upgrade of 27 traffic signal cabinets and controllers. All of the traffic signals are currently connected to QuicNet, using Model170 controllers. The controllers on the Rapid Bus routes will be upgraded to Model 2070 (Lite) controllers. The Model 2070 controller will have wireless TPS software and will communicate to the wireless TPS equipment and Bi Tran software, both of which will communicate with their respective management systems via its own serial or Ethernet port. Connection of the new controllers to the West Hollywood QuicNet traffic signal management system. Connection of a remote TPS workstation at the West Hollywood Traffic Management Center (TMC) to the Metro TPS server. The City of West Hollywood utilizes agency-owned twisted wire pair (TWP) cable to communicate between the QuicNet central signal management software and Bi Tran firmware in signal controllers in the field. Up to six signals share each communications channel, involving two pairs. TPS communications will require a separate channel with two-pairs per channel, and with up to seven controllers on each 1200 baud channel. In addition, the City uses TWP to communicate with CCTV cameras, which require 2 pairs for each camera. West Hollywood has
6 insufficient spare pairs at some locations for the TPS application, and a new 25 pair cable is proposed on Santa Monica Blvd. Furthermore, interconnect will be installed to fill in gaps on Doheny Drive, between Santa Monica Blvd and Beverly Blvd; and on San Vicente Blvd, between Santa Monica Blvd and Melrose Ave. Rapid Bus operation requires communication between traffic signals on Metro Rapid Bus routes in West Hollywood and the Rapid buses, and between a remote TPS workstation at the West Hollywood TMC and Metro. This is to be accomplished as follows: Using the on-bus wireless equipment, Metro Rapid buses will transmit three messages with each priority request, two check-in messages and one checkout message. The on-bus system sends a check-in message to the TPS equipped intersections when the bus is an estimated 20 seconds away from the intersection. An updated message is sent to the intersection five seconds later for redundancy and also to provide an updated message of bus arrival. Finally, as the bus enters the intersection, a check-out message is sent allowing the intersection controller to cancel any additional priority strategies. All signal priority data will be sent via twisted wire pair cable between the intersections and the West Hollywood TMC. A remote Virtual Private Network (VPN) connection with Metro will be set up to transmit real-time data and bus locations. Various communication devices will be installed at West Hollywood TMC, and at various field locations. This will include Ethernet switches (e.g. RuggedCom RSG2200), Ethernet extenders (Ethernet over TWP- e.g., Actelis ML52), terminal servers (e.g., Comtrol DeviceMaster RTS8), and FSK modems (e.g., B), WLAN bridge, and wireless switches. 2

San Vicente & Pacific Design Center Rd 4. San Vicente & Melrose 5. Fairfax & Santa Monica 6. Fairfax & Norton 7. Fairfax & Fountain 8. Doheny & Santa Monica 9. Almont & Santa Monica 10. Robertson & Santa Monica 11. Westbourne & Santa Monica 12. La Cienega & Santa Monica 13. Halloway/La Cienega & Santa Monica 14. Holloway & Santa Monica 15. Kings & Santa Monica 16.
