Eng., Commissioner, Engineering Services Date: November 7, 2016 Report No: Subject: Recommendation: ENG Milton Transit Service Plan THAT ENG be received; AND THAT the service level initiatives proposed in the 2017 Milton Transit Service Plan be considered during the annual Budget process. EXECUTIVE SUMMARY The 2017 Milton Transit Service Plan outlines service adjustments, service level improvements and infrastructure investments planned for 2017, as well as long term initiatives to investigate for future consideration. REPORT Background Milton Transit will deliver over 35,000 scheduled service hours in 2016 to serve the existing conventional transit service area with eight (8) fixed routes, demandresponsive Trans-Cab service, employment shuttle service, afternoon / evening GO Drop-off shuttle service and high school special service. Highlights to date include: Introduction of fare increase in January 2016 to reflect incremental operating costs and service improvements made in 2015; Continued implementation of GO Connect (dynamic transit) pilot project, ending April 1, 2016; and subsequent reintroduction of afternoon / evening GO Drop-off shuttle service in April 2016; Alignment of fixed-route schedules and GO Drop-off departures to meet additional and modified GO Train service in September 2016, including 100% GO Train meets in the afternoon / evening; Continued legacy programming throughout the year (Seniors Month, Read and Ride, Passenger Appreciation Day, Stuff-a-Bus campaigns); and Passenger trips projecting an 8% annual increase, or an additional 32,225 trips. The 2017 Milton Transit Service Plan outlines short term service adjustments and infrastructure projects planned for 2017, as well as longer term initiatives for future

All capital and operating impacts associated with expansion and service level programming will be considered during the annual budget process. The Service Plan focuses on four (4) key objectives: 1. Continue to improve schedule reliability and adherence 2. Provide growth services to newly developed areas 3. Incrementally introduce enhanced service levels 4. Align strategic infrastructure investments with service priorities Education Village It is important to note that all proposed short and long term Service Plan initiatives provide foundational support for serving post-secondary institutional developments. Serving a university campus locally is a unique and significant opportunity for Milton Transit to leverage demand and loyalty for increased transit service levels system-wide. As has been demonstrated by many Canadian municipalities with university campuses, post-secondary students represent an ongoing market for transit demand, and it is therefore important to recognize and prepare a complimentary service level foundation. Service Plan Process The development of the 2017 Service Plan included a comprehensive approach for soliciting public input, while ensuring alignment with corporate strategic plan and Transit Master Plan objectives (Appendix I). All inputs provide rationalization of service priorities. Inputs include: Ongoing / year-round collection and analysis of service requests Review of ridership data and new growth areas Assessment of results and service requests from passenger / non-passenger onboard and online surveys in May (summarized in ENG ) Alignment of potential service initiatives with corporate goals / objectives ( Transit Master Plan, Destiny Milton 3, etc.) Development of a draft Service Plan 2017 Solicitation of public and stakeholder input on draft Service Plan via public input session on September 21 (presentation boards located in Appendix II) and online from September Finalization of draft routing and service level priorities with input into the 2017 Capital and Operating Budget process If approved, implementation of Service Plan throughout 2017 (e.g. building of service schedules, detailed routing, communication of service modifications, etc.) The communications plan throughout the Service Plan process included a variety of hard copy and electronic media channels, including media releases, advertisements in the Canadian Champion, boosted social media posts, Town and Transit website
3 The Corporation of the TOWN OF MILTON Report #: ENG Page 3 of 6 updates, online survey feedback forms, posters at Town facilities and on buses, messaging and notifications to Council members. The public input session, held at the Milton Sports Centre on September 21, elicited a positive public turnout, with over 100 participants during the two (2) hour session window. The session provided for in-person dialogue alongside the outline of the proposed Service Plan on display, with illustrated maps and routes. Further interactive comments were collected on post-it notes attached to a model Milton Transit bus, found in Appendix III. A summary of comments from the subsequent online feedback forms can be found in Appendix IV. Discussion Common themes were evident throughout the Service Planning process, which guided the development of service priorities for Comments and feedback received aligned with responses from the Let s Talk Transit survey, which was administered onboard and online in May 2016 (ENG ). Themes focused on service growth initiatives, higher service level requests / frequency and extended service availability into the evenings and on weekends, and greater service area coverage. Participants also valued the importance of service delivery, reliability, schedule adherence and customer service. The following Service Plan initiatives have been included for 2017 implementation (maps of all service additions and route modifications can be found in Appendix II): Proposed Service Additions As part of the approved 2016 Capital Budget and associated operating impacts reflected in the 2017 base budget, Milton Transit will be receiving two (2) expansion buses to serve new growth areas and target markets. Route 9, with service from Milton GO Station to Main St, Ontario St / Regional Rd 25, Britannia Rd, Etheridge Av, Farmstead Dr. o Effective: Monday, April 3, 2017 o Service Hours / Frequency: Monday-Friday: 5:25 am 8:00 pm (30 minute peak, 60 minute off-peak service); Saturday: 7:40 am 7:10 pm (60 minute service) o Additional mid-day frequency increase on Route 4 to be piloted, utilizing available bus capacity, route pairing / interlining, Monday - Friday o Objectives: Address service area growth in Willmott and Ford neighbourhoods, connecting with GO Transit and other Milton Transit routes Route 1C, with service from Milton GO Station, Main St, Ontario St N, Steeles Av, Regional Rd 25, High Point Dr, Hwy 401 Park-and-Ride. o Effective: Saturday, April 8, 2017

Service on Sundays Continued route additions, restructuring and maintenance to address service growth, coverage, reliability, efficiency and increased bi-directional service More frequent service dedicated to higher-use routes Further investigation and application of innovative alternative service delivery options to support complex service areas, including low density employment area and spatially large rural areas Interregional service with connections to Peel Region and south Halton Complimentary service to support post-secondary student travel demand Projects and Infrastructure Upcoming projects and infrastructure have been identified and are ongoing, including: Transportation Master Plan (TMP) Transit Technology: o Automated next stop announcements, pre-board announcements o Real-time bus arrivals / departures o Automated passenger counting (APCs) o Scheduling and optimization Milton Transit facility feasibility assessment Installation of bus shelters and accessible bus pads o Installation in new areas o Retrofitting in existing areas Milton Transit Accessibility Plan Update Financial Impact There are no financial impacts associated with the recommendations contained in this report. I live in Campbellville and have no access to transit, despite living 5 minutes from the 401. The parking lot at Mohawk or the 401 parking lot off Reid Sideroad would be ideal pick-up/drop-off sites. Our taxes are now the same as residents of the Town of Milton pay, but we do not have transit, a library, community centre, etc., etc. Our taxes subsidize services of Milton Transit without any service whatever...not even a long term plan of service nor did Milton lobby for a GO station on our line when GO stored their trains at Guelph junction.
