6 Strengthening relationships using APAN Provides multinational coordination capabilities for regional stability Following Russia s 14 annex of Crimea and military intervention in, there has been a steady increase in community requests around multinational coordination in support of. Activity specific to in APAN began in 1 to assist participating countries during the planning stages for Sea Breeze, an annual Partnership for Peace exercise focused around the Baltic Sea region. APAN helped multinationals during the Sea Breeze exercise to distribute and version control documents from exercise planning through execution. During the exercise, the APAN Chat capability allowed participants to effectively communicate with the USS Jason Dunham due to low bandwidth connectivity restrictions. Because of the success of APAN, lessons learned were passed on to support future Sea Breeze exercises to the point that the exercise community has grown to include Maritime Operations Center (MOC) coordination for 16 and membership has grown to a total of 6. Other Ukrainian hosted exercises have followed to include Rapid Trident 13, 14 and 15, and most recently Fearless Guardian I and II. The Joint Multinational Training Group, (JMTG-U) has built out a collection of 7 APAN communities over the past 6 months to support additional processes such as training/range operations coordination, Battle Update Briefs (BUB) in Ukrainian and English, workspaces for various S-codes, and a real-time Common Operational Picture using APAN Connect. Expanding information sharing capabilities in a constrained environment The very nature of NATO as an organization leads to many challenges to include language barriers, access to information, and controlled coordination of individuals from various countries in an organized manner. APAN has been leveraged to address some of these challenges in support of NATO exercises, focused workgroups, and regional initiatives. In the 1 NATO Annual Report, the Secretary General for NATO identified needed capabilities which have contributed to a growth of NATO s use of APAN. Following the global financial crisis and cuts in NATO forces and spending, the Secretary General proposed the Connected Forces Initiative as a component of Smart Defence. This initiative called for an increase in NATO-led training exercises, strengthening the Response Force, and making better use of existing technologies. This correlates with an increase of APAN communities for NATO of over 8% in the past 4 years. Among the APAN communities established to support the increase in NATO-led exercises, BALTOPS ranks among the largest. Since BALTOPS 13, APAN has supported planning conferences, logistics coordination, syndicate information sharing, orders and directives, lessons learned, SITREPs, exercise announcements, and Requests for Information (RFIs). BALTOPS 15 is one of the largest communities in APAN based on membership and content with 695 members and over 1,6 documents.
