3 Call Center Products and Services In January 2012, the Call Center answered 84% of the 49,499 calls received. 4 Products and Services The Customer Care Team is working with IT to determine how an electronic payment can be posted to CSIS, which would stop a turn off if the account was eligible for suspension. Currently, electronic payments do not appear on an account for a day or two after the payment has been made. As a result, customers must still call an agent so that a collection hold can be placed on the account. This would eliminate follow-up calls from customers who have received turn off notices, but have paid their bill electronically. Customer Relations Group Vacant Positions The Customer Relations Group has begun the interview process for the vacant Call Center Unit Coordinator position. All interviews are expected to be completed by the end of February. The interviews for eleven vacant (over-hire) Customer Care Agent 1 positions have also begun. Once hired, these agents will work the 10:00am-7:00pm shift, providing coverage for the peak lunch time (11:00am-3:00pm), as well as after our normal closing time. 2

6 Infrastructure Asset Management Land Application of Biosolids Legislation Maryland: The Governor s Intergovernmental Staff hosted a meeting on January 3, 2012, to discuss Maryland s Nutrient Management Guidelines (NMG). Numerous parties were invited to discuss implications of the proposed regulations. If enacted, these new NMGs would effectively ban Maryland land application of biosolids in the fall and winter, plus make application significantly more difficult in the spring. The State decided not to immediately proceed with publishing the new NMG in the Maryland Register, but instead held off pending further evaluation. Virginia: HB 186 bill was introduced to the Virginia General Assembly. This bill would have given individual counties the right to ban land application of biosolids in their county, but it was carried over (meaning the bill will not move forward this session). There are no other bills regarding biosolids application proposed in the Virginia General Assembly this year. WSSC closely monitors biosolids regulations in Virginia because the majority of our biosolids are disposed of in Virginia. Water & Wastewater Permit Compliance In the month of January, there were zero violations for both drinking water quality permits and wastewater effluent permits. Patuxent Watershed Protection Study WSSC recently issued a Task Order to EA Engineering, Science & Technology, Inc., for the Patuxent Watershed Protection Study. WSSC has provided the contractor with substantial GIS data, and work is proceeding on watershed maps showing WSSC land, trials, features, etc., including digital elevation model data from USGS to assess slope steepness and estimate erosion potential. This is intended to be a broad-based review that will support the entire community s interest in protecting source water (Rocky Gorge and Triadelphia Reservoirs) and the surrounding property. As you know, we want to focus the engagement on how we can work toward a more robust watershed protection and management strategy, while considering the concerns of all the various stakeholders who have traditionally been granted limited access to the property. 4

13 Small, Local and Minority Business Enterprise Minority Business Enterprise Program The SLMBE Office continued its training efforts on Appendix A and Good Faith Efforts to external stakeholders. On January 17, 2012, the SLMBE Office conducted its second training. This training is to educate and inform vendors about the new attachments that will be part of all Solicitations (Appendix A and Good Faith Efforts). The Appendix A is the notification that describes the contract-specific MBE/SLBE and/or SLMBE contract goal or requirements, price preference, evaluation point preference (or applicable SLMBE inclusive statement) based on the eligible project and/or contract opportunity. SLMBE Office Outreach SymTrac Training On January 11, 2012 and January 12, 2012, the SLMBE Office staff presented hands-on SymTrac training for external and internal stakeholders. SymTrac allows subcontractors to submit their invoices and validate payments. It also allows prime vendors to submit approved subcontracting plans. The Commission hosts Webinars for IDIQ Contracts for Sewer Rehabilitation Projects On January 12, 2012 and January 18, 2012, the Systems Infrastructure Group, Greeley and Hansen, the Acquisition Office, and the SLMBE Office presented webinars on the upcoming Indefinite Delivery Indefinite Quantity (IDIQ) Contracts for Trenchless Rehabilitation of Sewer Mains. The webinars were designed to attract more qualified prime contractors and subcontractors to the area to compete on the approximately twenty-three contracts that will be awarded in the FY 2012 and FY First Inaugural Maryland Minority and Women Owned Business Legislation Conference On January 19, 2012, the SLMBE Office and IRO attended the First Inaugural Maryland Minority and Women Owned Business Legislation Conference hosted by Delegate Barbara Robinson at the Lowe House Office Building in Annapolis, Maryland. The Conference consisted of a roundtable discussion about economic development projects and initiatives for Maryland; measures to assist minority businesses in becoming prime contractors; developing and implementing means of diversifying the use of State MBE/WBE opportunities beyond the area of construction; granting waivers for MBE/WBE requirements and measures for ensuring that all projects meet the required MBE/WBE goals; and techniques for improving the State s procurement process. SLMBE Office Subcontracting Plan Changes There are no subcontracting plan changes to report this month. 11

16 Accomplishments and Community Outreach General Manager/CEO Jerry N. Johnson Receives Prestigious Environmental Award The National Association of Clean Water Agencies (NACWA) selected Jerry N. Johnson to receive the Association s 2012 National Environmental Achievement Local Public Service Award. Through this award, NACWA is honoring Mr. Johnson s distinguished career as a municipal servant and champion of clean water. The award will be presented on April 24, Patuxent WFP Recognized By Inspector On January 9, 2012, Ms. Zoe Goodson of the Maryland Department of the Environment conducted an annual inspection of the Patuxent WFP and its remote facilities. Following the inspection, Ms. Goodson commented that WSSC s Patuxent WFP is the most optimized plant she inspects. Successful Day of Service Program to Benefit U.S. Troops As part of WSSC s National Day of Service Program, which honors the memory of Dr. Martin Luther King, Jr., thirty-three people from Prince George s and Montgomery counties wrote 242 letters to U.S. troops serving in combat zones on January 16, 2012 at the Consolidated Laboratory in Silver Spring. Chief Engineer Gary Gumm, a former officer in the Army Corps of Engineers, was the host. Several employees also volunteered to work at the MLK Celebration at the Strathmore Music Hall in Bethesda, MD. Service Awards Honor 90 Dedicated Employees Derrick Phillips, Acting Customer Care Team Chief, served as the Master of Ceremonies at the January 25, 2012 Employee Service Awards. Employees with years of service ranging from ten to forty were honored at the ceremony. Of special note: Richard Savage was honored for his 40 years of service; and Jimmy Taylor and Hansai Desai were each honored for their 35 years of service. How To Do Business With WSSC Supplier Outreach Event On January 27, 2012, the Acquisition Office partnered with the SLMBE and Strategic Systems Management Offices to conduct WSSC s second How To Do Business With WSSC supplier outreach session. The inaugural session was held in September January s session attracted 127 participants. Fourteen of the participating suppliers were not previously registered in our CBR and had an opportunity to do so. The General Manager offered welcoming remarks. As part of the formal presentation, including discussion about supplier diversity and the procurement process for small purchases and formal solicitations, the Engineering and Construction, Production, Logistics and Information Technology Teams presented and discussed upcoming projects. There were 14 tables staffed by WSSC representatives available after the formal presentation to discuss 93 projects. The event gave the supplier community another opportunity to be introduced to WSSC s strategic initiatives regarding procurement and supplier diversity, as well as providing them the opportunity to meet with the senior leaders in the organization. We plan to conduct another How to Do Business With WSSC session in May
17 Accomplishments and Community Outreach New Gazebo at Brighton Dam Azalea Garden The Production Team s Watershed staff built a beautiful, new gazebo (replacing a 50-year old structure) for the thousands of visitors to enjoy. Media Coverage Highlighting WSSC s Customer Advocates On February 1, 2012, an article on the role of WSSC s Customer Care Advocates, detailing how they are a dedicated resource for WSSC customers, was published in the Gazette. Succession Program Orientation Sessions The Human Resources Office completed Employee Orientation Sessions for the Succession Program the sessions were attended by 227 employees. The official launch of the selfnomination process took place February 6, Employees can apply to participate under nine different pilot positions. Community Outreach Events January 21, 2012 South County Economic Development Association Ft. Washington, MD WSSC presented information about its services to the South County Economic Development Association (SCEDA). WSSC promoted the Customer Advisory Board and encouraged residents to fill vacancies. January 25, 2012 Dr. Rita Colwell Lunch n Learn Laurel, MD WSSC coordinated the Lunch n Learn with the 2010 Stockholm Water Prize Laureate and the first female Director of the National Science Foundation. Dr. Colwell spoke about her decades of research on cholera and other infectious diseases and also noted that she has been a WSSC customer for 50 years. GM/CEO Jerry N. Johnson, who met Dr. Colwell in Stockholm, made the introductory remarks. WSSC used this opportunity to invite water utility professionals throughout the region through the Chesapeake Section AWWA Section. Commissioner Melanie Hartwig-Davis was among those in attendance. January 27, 2012 Green Day presentation Hyattsville, MD WSSC made a presentation at Lewisdale Elementary School about the treatment of wastewater. The 700-plus students and teachers also learned about the importance of watershed protection. January 31, 2012 Green Committee Meeting Speaking Engagement Gaithersburg, MD Joe Johnson, Potomac Plant Superintendent, spoke to thirty customers at the joint Muddy Branch Alliance-Kentland Community Groups Green Committee meeting. There were numerous compliments regarding Joe s detailed presentation about water quality and water treatment. The group has already requested that Joe come back and speak with area students about water treatment. 15
18 Accomplishments and Community Outreach February 1, 2012 Beltsville Academy s Science Fair Beltsville, MD Barbara Templeman, Community Outreach, and Tami Maull, Planning Group, served as judges at the Science Fair. WSSC s Celebration of Black History Month Laurel, MD A new tradition began this year. Playlists of music honoring black artists were created by several employees. Their music selections will play in the WSSC Cafeteria throughout the month. February 3, 2012 Calverton Elementary School Beltsville, MD WSSC spent the day teaching students how to make oyster reef balls (concrete creations) to enhance the oyster population in the Bay. February 6, 2012 Northwood Elementary School Silver Spring, MD WSSC spoke with students who are part of an environmental sciences advanced placement class. The students learned about the impact of fats, oils and grease on the sewer system, water quality and careers in the water/wastewater industry. February 8, 2012 WSSC s Celebration of Black History Month Various Locations Gaithersburg Depot - documentary At the River I Stand Temple Hills Depot - documentary Faces in the Water RGH - Lunch n Learn by local artist Laurence Chandler. Mr. Chandler presented African Artists Who Have Inspired Me. Mr. Chandler s artwork will be displayed in WSSC s Art Gallery, lobby level of the RGH and in the GM/CEO s Office on the 12 th Floor in February. February 9, 2012 WSSC s Celebration of Black History Month Laurel, MD RGH - documentary At the River I Stand Laurel High School s Science Fair Laurel, MD Kevin Selock, Parkway WWTP, Sylvia Anderson and Theresa Bond, both from Community Outreach, served as judges at the Science Fair. 16

Public Hearings for Proposed Fiscal Year 2013 Budget Hearings were held on February 1, 2012 in Prince George s County and on February 2, 2012 in Montgomery County for public comment on the $1.45 billion Fiscal Year 2013 Preliminary Proposed Budget. After public comment, the proposed budget will be transmitted to the Prince George s and Montgomery County Executives and County Councils by March 1,
