3 RAYMOND, NEW HAMPSHIRE POLICE STATION PROGRAM SUMMARY Space Needs Existing Police Facility The Space Needs Assessment (SNA) for the Raymond Police Department is the first step in a five part feasibility study to provide a conceptual design for a new Police facility. The needs assessment is an exercise that is independent of space planning and design. It is meant to objectively establish the current and future square footage needs for the Raymond Police Department and thus become the basis for the new building program. The SNA is an accepted step in design and construction of new police facilities by the International Association of Chiefs of Police as listed in their Police Facility Planning Guidelines publication. It is important to note that the assessment is not a wish list of spaces; it is based on the operational needs of all divisions of the Raymond Police Department. The existing facility was constructed in 1990 and was designed to house a police force roughly one-third the current size. In addition to staff increases, there have been many changes in policing strategies and professional standards which require more square footage than 26 years ago. Further, the existing facility did not provide much space for growth which has forced the department to significantly modify the spaces to continue to function within the square footage available. An example of meeting national professional standards is compliance with the Commission on Accreditation for Law Enforcement Agencies (CALEA). CALEA is the national standard of professional law enforcement standards and best practices. Compliance with CALEA means that an agency meets rigorous and current standards, both administratively and operationally. The Program Summary Page 1 of 2
4 RAYMOND, NEW HAMPSHIRE POLICE STATION Raymond Police Department, which plans to become a CALEA accredited agency in the near future, would not be able to meet their standards in the current facility. The SNA process includes interviews of staff to understand how the Raymond Police Department functions and to determine the right types of spaces for them. A chart is developed that compares the facility s current square footage with what they actually need today, and what is expected for needs in the future. The chart is based on: interview information, observations of the current facility, and utilization of national standards. Space and staffing projections are made for 5, 10, and 20 years into the future. Projections are based upon several sources including: Town growth projections, department staffing history, and Town budget history for police department staffing. Planning for future growth is essential since most public facilities will be paid for using a 20 year bond. To provide a value to both taxpayers and the municipality, it is prudent to ensure the facility remains viable until after the bond is retired. In general, the Raymond Police Department needs over three times the space they currently have. The additional square footage provides dozens of spaces that do not currently exist, but are needed for the department to conduct safe, professional, and efficient public safety work. Although some individual spaces are adequate, there are no divisions of the existing facility that meet current standards. In fact, several areas need to expand by over 400% to accommodate legitimate needs. Square footage values are based on Net Square Footage, or the space within the confines of four walls. To accommodate space taken up by wall thickness, corridors, and other non-program needs, a net-to-gross multiplier is used. That multiplier yields the Gross Square Footage, which represents the total area of the building. Law enforcement agencies typically have a slightly higher net-to-gross multiplier to accommodate wider hallways and more robust structural requirements. The SNA begins with a summary sheet that shows total square footage for each division of the Department. Subsequent sheets represent each division and contain detailed breakdowns for each space required for the Raymond Police Department to operate as a 21 st Century law enforcement agency.
