2 Mission statement The Low Carbon ICT Project will help the University of Oxford maintain its status as as a a centre of of international research excellence whilst whilst increasing the energy performance of its ICT structure. The project team will implement, monitor and research technologies that can be used by all departments and colleges to improve the energy efficiency of of their ICT ICT infrastructure. Benefits include include the the freeing-up of of computer resources through optimisation in the use of IT hardware; freeing-up of space in buildings; significant energy savings and carbon dioxide emissions reduction. Direct cost savings will will be be achieved by by reduced energy energy bills, bills, and and indirect indirect cost cost savings will be achieved by reducing the need for the expensive engineering work to build power supplies to accommodate upgrades to machine rooms and data centres. The result will be be more computing power power for less for less energy. energy.

4 Background OUCE asked OUCS to find funding for a project to reduce the environmental impact of the University ICT infrastructure, and specifically the energy used by PCs when not in use. OUCS researched technologies that could support these requirements and lobbied the JISC to release funding along these lines. OeRC had already developed a Beta of suitable software solution as part of the campus grid work This project was funded under the programme title: institutional exemplars initiative institutional concern
5 Desktop Computers at Oxford The University and Colleges of Oxford have nearly 20,000 students and over 5,000 staff. It is estimated that this population is served by approximately 12,500 desktop computers. Around 7,000 of these computers are believed to run 24/7. e.g. Machine must be left on all night to allow the Tivolli system to backup on schedule
6 Desktop Computer Usage at other Universities In May 2006, the University of Leeds found that 70% of its computers ran 24/7. The University immediately began a campaign to reduce this figure. Between 2006 and 2007, overall electricity consumption fell by 2%. Previously, consumption rose at 3% p.a.
7 Desktop Computer Usage at other Universities Harvard University found that 60% of its desktop computers were running 24/7. The Faculty of Arts and Science began a campaign to reduce this figure. The campaign highlighted some common myths held about computer energy consumption and reduced their total elecricity consumption for desktop systems
8 Energy Consumption of Desktop Computers Energy consumption varies with Power State. Five power states defined by the ACPI specification are: S0: working state or on-idle S1: soft standby hard drive powered down S2: as above with power to CPU cut S3: only the RAM receives power S4: hibernate save to disk and power down S5: power down minimal standby state
9 Typical Actual Power Demand in various ACPI states Figures are given for a Dell Optiplex 745: S0: variable - 76 to 114 Watts S1: no data (S1 being phased out in favour of S3) S2: no data (S2 rarely implemented) S3: 2.7 Watts S4: 1.9 Watts S5: 1.9 Watts In states S3, S4, and S5 it is possible to wake the computer remotely.
10 Wake on LAN (WoL) WoL provides the ability to wake desktops remotely This means that Power Management can be used to shut-down desktops at the end of the day whilst leaving them available: For updates and back-ups by system administrators For users to access their machines remotely For researchers to schedule large computation processes for just as much time as necessary
11 Advantages of WoL Desktops can be configured to be powered-up only where necessary This will result in savings: Reduced Energy Consumption Reduced Peak Power Demand CO2 emission reductions Financial Savings Reduced Summertime cooling demand
12 Anticipated Savings at Oxford Assumed for desktops only monitors excluded as assumed to go into power saving mode after 20 minutes anyway. Average desktop consumptions On Power Demand W Sleep Power Demand 4.79 W Off Mode Power Demand 3.06 W
13 Anticipated Savings at Oxford Typical assumed desktop usage patterns with Power Management enabled and WoL: On: 50 hrs/week = 3,907 Wh Sleep: 5 hrs/week = 24 Wh Off-mode: 118 hrs/week = 361 Wh Total = 4,292 Wh Typical desktop usage patterns without PM and WoL: On-idle: 168 hrs/week = 13,128 Wh Weekly savings from PM and WoL = 8,836 Wh Annual savings per desktop = 460 kwh
14 Anticipated Savings at Oxford Number of desktops to which PM and WOL could be applied = 7,000 Annual savings per desktop = 460 kwh Total annual energy savings = 3,220,000 kwh Total annual CO 2 savings = 1,385 tonnes Total direct annual cost savings = 241,500 Assumptions: per kwh (variable) CO 2 at 0.43kg/kWh of electricity (likely an underestimate)
15 OxGrid, a University Campus Grid Single entry point for users to shared and dedicated resources Seamless access to NGS and OSC for registered users Targeting better use of resources within departments
16 Departmental Contribution 16 departments and colleges already signed up to contribute resource through Condor Mix of resources in pools Teaching Labs Libraries College Terminal rooms Significant room for departmental charging for use by the campus grid
17 Work packages Develop and roll out an institution-wide wake-on-lan service, working on Windows, Linux and MAC. Change from a default on scenario to default off Monitor and evaluate the effectiveness of WoL service and virtualisation in reducing CO2 emissions and costs Communicate the findings of the project with IT officers, operations managers and the wider ICT professional community (through 2 national conferences, training courses and documentation) Research more generally the role technical innovation can play in further reducing the environmental impact of the University ICT infrastructure (including mainframes, GRIDs and machine room technologies).

21 Conclusion Usage of power management and Wake-on-LAN technology can give significant savings Developed service is almost ready to be deployed Utilisation of the service and energy savings will be monitored Software will be available to UK HEI through JISC and others through negotiation with University of Oxford Future: consideration of follow the moon compute grid system in collaboration with Harvard and Monash Universities
