CTU welcomed the participants and informed that Minutes of the 7 th Connectivity & Long Term Access Meeting with Northern Region Constituents were issued vide letter ref. no. C/CTU-Plg/N/C&LTA/ dated 10/08/2015. As no observations/comments were received on the minutes, the minutes of 8 th Connectivity & Long Term Access Meeting with Northern Region Constituents are confirmed. B. It was informed that following new Connectivity/ LTA applications need to be discussed. In addition to new applications, certain modifications of already granted Connectivity/LTA was also deliberated. Table-1.0 Sl. 5 14 Inter Regional LTA Applications to NR Details of the applications are given below: 1.0 Connectivity & LTA to GHAVP Nuclear power plant (2X700MW) of M/s NPCIL in Haryana CTU informed that the Connectivity & LTA application from NPCIL was also discussed during the 7 th Connectivity/Long Term Meeting of Northern Region Constituents held on 14/07/2015. According to the application, the connectivity as well as Long Term Access for 1400 MW is sought from upcoming Nuclear power generator (2X700MW) of M/s NPCIL for Gorakhpur Haryana Anu Vidyut Pariyojna (GHAVP) located at Fatehabad, Haryana w.e.f. Aug 2020 & Sep respectively with target Beneficiaries as Northern region. Following Transmission System for Connectivity & LTA was proposed during the 7 th meeting of Connectivity & LTA applications in NR: Proposal for Connectivity: Fatehbad - NPCIL generation 400 kv D/c line Proposal for Long Term Access: LILO of second circuit of Moga-Hisar 400 kv D/c line at Fatehbad LILO of both circuits of Moga-Hisar 400 kv D/c line at NPCIL generation switchyard During the last meeting, HVPNL had observed that NPCIL have acquired land for 4*700 MW therefore they should seek LTA & Connectivity corresponding to the same. HVPNL were of the view that the proposed scheme may need changes considering the final capacity of 4*700 MW. CEA had advised NPCIL and HVPNL to resolve the matter and confirm the capacity for which the evacuation scheme should be planned by CEA/CTU. During the meeting, representative from NPCIL stated that considering the present financial sanction of 2*700 MW, Connectivity and LTA applications have been made and it prefers to retain the same applications, rather than making new applications (4*700MW) for which no financial sanction is available. Therefore, it was proposed by NPCIL that power evacuation scheme for GHAVP may be considered based on the application (2*700MW). Accordingly, it was decided that there being no change in the Connectivity and LTA quantum, the transmission system proposed in the 36 th Standing Committee meeting of Northern region Constituents and 7 th meeting of Connectivity and LTA application in NR may be considered for grant of Connectivity & LTA. The same was agreed in 37 th Standing Committee Meeting of NR held on the same day before the present meeting. Further, as per decision in the 37 th Standing Committee meeting of Northern region Constituents a 125 MVAR bus reactor may also be provided by Page 2 of 20

6 applicant at generation switchyard and switchgear equipment may be designed with 50 ka fault level. CTU enquired from NPCIL about the status of allocation of power to different constituents. In response NPCIL informed that allocation of power is yet to be made by the competent authority. In this regard, CTU informed that as per the detailed procedure of CERC in absence of allocation of power, NPCIL shall be required to sign LTA agreement and submit construction phase Rs. 5 Lakhs/MW corresponding to the LTA quantum, so that implementation of the transmission can be recommended to the Empowered Committee. Further, they were also advised to indicate the auxiliary consumption so as to account for the same while issuing LTA intimation. Members agreed for the above proposal. 2.0 Connectivity & Long Term Access to M/s Noida Power Company Ltd. for drawl of 500 MW as a bulk consumer in Greater Noida area, Uttar Pradesh. CTU informed that the issue of grant of Connectivity and LTA to Noida Power Company Ltd. (NPCL) had been discussed in various Standing Committee/LTA & connectivity meetings, however, the same could not be resolved. Pursuant to CERC order dated 16/09/2015, NOC was issued by UPPTCL vide letter dated UPPTCL has indicated that 500MW load of NPCL can be catered to from existing and upcoming system of STU. Based on the above NOC, agenda for grant of LTA to M/s NPCL was circulated to all Northern region Constituents, wherein it was proposed that LTA may be granted for drawl of 500MW power at G. Noida 765/400kV S/s of UPPTCL w.e.f. 1/10/2017 to 30/9/2042: UPPTCL informed that their network would be adequate to deliver 500MW LTA to NPCL from Oct, 2017 from existing STU network & upcoming 765/400/220 kv, 400/220 kv, 400/132 kv, 220/33 kv, 132 kv substations in the area, therefore CTU need not develop any system for proposed LTA. It was also informed that some of 765kV, 400kV substations will be available by the end of 2015 and others by 2016 along with following connecting line: LILO of Agra-Meerut 765 kv ISTS existing line at G. Noida (765 kv) G. Noida (765 kv)- G. Noida (Pali) 400 kv D/c line G. Noida (765 kv)- Sikandrabad 400 kv D/c (Quad) line In view of the above, it was agreed to cancel the already granted connectivity at 400/220 kv G. Noida (new) proposed under ISTS. Further, LTA may be granted subject to the condition mentioned in the NOC furnished by UPPTCL. M/s NPCL requested that as some part of the U.P Transmission system associated with grant of Connectivity as bulk consumer to them is getting commissioned shortly, therefore, part LTA may be granted to them. CTU stated that, as per CERC regulations, grant of part LTA is not permitted, therefore, LTA shall be granted for total quantum ie. 500 MW from the time period as requested in the LTA application ie. October 17. Representative from M/s NPCL also agreed to the same. Members agreed to the above. Page 3 of 20

7 3.0 Long Term Access for 264 MW to M/s Jaiprakash Power Ventures Ltd. for Karcham Wangtoo Hydro Electric Plant in Himachal Pradesh. CTU informed that earlier LTA was granted for 704 MW for Karcham Wangtoo generation project with target regions as NR which was subsequently revised as NR (440 MW), WR (176 MW) and SR (88 MW). However, JPVL requested POWERGRID to reinstate the earlier granted LTA to Northern Region beneficiaries for 704 MW instead of NR, WR and SR. The matter was also discussed during the 7 th NR LTA/Connectivity meeting wherein CEA had suggested that Jaiprakash Power Ventures Ltd. may apply with a new LTA application as the change in LTA Quantum is more than 100 MW. Subsequently, as suggested by CEA, a fresh LTA application was submitted by Jaiprakash Power Ventures Ltd. in Aug 2015 for change of target region from WR- 176MW & SR-88MW to NR. It was discussed & agreed that as the Karcham Wangtoo HEP is located in Northern part of Northern Region, therefore, change of target region from WR & SR shall not require any augmentation in transmission system. Hence, change of target region sought by the applicant was agreed to subject to the fulfillment of regulatory provisions. It was also informed to the applicant that the grant of LTA and treatment of relinquishment charges shall be applicable as per the directions/guidelines of the Hon ble Commission, for which representative of Jai Prakash Power Ventures Ltd. gave their consent. Members agreed for the same. 4.0 Connectivity & Long Term Access to M/s Lucknow Solar Power Development Corporation Ltd. for 270 MW from Jalaun Solar Park in Uttar Pradesh. In the 36 th Meeting of Standing Committee on Power System Planning in Northern Region held on 13/07/2015, transmission system for Solar Power Parks in Jalaun, UP (370 MW) comprising establishment of 400/132kV, 3x200 MVA S/s at Jalaun & 400kV D/c line between Jalaun PS & Kanpur (New) was discussed and in-principally agreed. In the meeting, it was also decided that implementation of above transmission scheme shall be taken up only after receipt of application from Solar park developer for LTA of at least 25% of their installed capacity. Subsequently, M/s Lucknow Solar Power Development Corp. Ltd. (LSPDCL), the Solar Power park developer, submitted the application for Connectivity and LTA in ISTS for revised capacity (270 MW) (Further modified to 260 MW) of Jalaun Solar Power Park with NR as target beneficiary. As per the application, LTA is sought from Dec 2016 for 25 years, which was further revised as Mar 17. Subsequently, the above proposal of LSPDCL was discussed in the 37 th Standing Committee Meeting of Northern region Constituents wherein it was agreed that transmission scheme for evacuation of power from different location of Jalaun Solar Page 4 of 20

8 Power park will be evolved & developed by UPPTCL as an Intra State transmission scheme. Therefore, the implementation of above identified Interstate transmission system for Jalaun Solar power park by POWER GRID is not required. Hence, it was agreed to close the Connectivity & LTA application of M/s Lucknow Solar Power Development Corp. Ltd. (LSPDCL). Members agreed for the same 5.0 Connectivity & Long Term Access applications M/s Saurya Urja Company of Rajasthan Ltd., M/s Essel Saurya Urja Company of Rajasthan Ltd. & Adani Renewable Energy park Rajasthan Ltd. for Ultra Mega Solar Parks in Bhadla, Distt. Rajasthan. CTU informed that in the 36 th Meeting of Standing Committee on Power System Planning in Northern Region held on 13/07/2015, inter-state transmission scheme for evacuation of 3000MW of solar power in Jodhpur (Bhadla :1000MW) and Jaisalmer (Parewar and Fatehgarh : 2000MW) was in-principally agreed. In the meeting, it was also agreed that implementation of above system shall be taken up by POWERGRID only after receipt of LTA of at least 25% of their installed capacity from respective Solar park developers. It was informed that subsequently, following three Solar Power park Developers (SPPDs) have applied for Connectivity /LTA at Bhadla (Jodhpur) in Rajasthan Applicant LTA Solar Park Schedule Target Region (MW) Saurya Urja Company of Rajasthan Ltd. 500 Bhadla Ph.-III Jan 17 NR Adani Renewable Energy Park Rajasthan Ltd. 250 Bhadla Ph-IV Mar 17 NR Essel Saurya Urja Company of Rajasthan Ltd. 750 Phalodi- Pokaran Jul 17 NR-400 MW and WR-350 MW It was informed that based on the joint visit for site selection for 765/400/220kV Bhadla Pooling station by RRECL, RVPN, POWERGRID, Solar Power park developers etc., Govt land (about 130 acres) in Tehsil Bap, Jodhpur district was identified and applied to Govt of Rajasthan for land allotment. The above site for Bhadla Pooling Station is at about 20 km from M/s Saurya Urja & Adani Solar Power Park whereas M/s Essel s Park is about 60 km. The connectivity to M/s Adani (250 MW) and M/s Saurya Urja Co. (500 MW) was proposed at 220kV voltage level, whereas connectivity of M/s Essel (750 MW) was proposed at 400kV. It was decided that 220kV & 400kV D/c Interconnecting Transmission line from Solar Park Pooling station upto 220/400/765kV Bhadla Pooling station shall be developed by the respective applicants/sppd as part of its Page 5 of 20

9 internal transmission infrastructure. M/s Adani & M/s Saurya Urja Co. Ltd agreed for the development of 220kV D/c interconnection upto Bhadla PS as part of their internal infrastructure. M/s Essel Saurya (750 MW) expressed their concerns regarding laying 60 km long 400kV D/c interconnecting line upto Bhadla PS due to ROW concerns, cost economics as well as their limited technical expertise. Members decided that in view of the short gestation period of the project, it is advisable that interconnecting line may be developed by M/s Essel as its being done by other SPPD s also. However, scope of 4 nos. 220kV line bays (2 nos. 220kV each for M/s Saurya Urja & Adani Renewable) and 2 nos. 400kV line bays (for M/s Essel) at 220/400/765kV Bhadla Pooling station for termination of SPPD s interconnecting transmission lines is kept under the scope of the proposed ISTS scheme for expediting implementation. Further, to address reactive power management aspects including during low/no solar generation periods, 1x240MVAr bus reactor at 765kV & 1x125 MVAr at 400kV at Bhadla S/s is proposed. For 765kV Bhadla- Bikaner D/c line also, 1x240 MVar Switchable line reactor at each end of each Ckt. is proposed. Considering above three (3) LTA applications for 1500 MW Solar Power transfer requirement through Bhadla pooling station, following transmission scheme was agreed to be taken up for implementation as ISTS by POWERGRID: i. 765kV Bhadla (PG) Bikaner(PG) D/c ii. 400kV Bhadla (PG)- Bhadla (RVPN) D/c (Quad) iii. Establishment of Pooling Station at Bhadla (PG) (765/400kV : 3x1500MVA 400/220kV : 3x500MVA,) iv. 2 nos. 400kV & 4 nos. 220kV line bays at Bhadla (PG) for interconnection of solar park interconnection v. 1x240 MVAr switchable line reactor at each end (each ckt) of 765kV Bhadla(PG)- Bikaner(PG) D/c line vi. 1x240 MVAr (765kV ) & 1x125 MVAr (400kV) Bus reactors at Bhadla Pooling Station It was agreed that Long Term Access shall be granted to the above applicants with the above mentioned transmission system. Further, grant of Connectivity for all three applicants was agreed through following Transmission system: 1) M/s Saurya Urja Company of Rajasthan Ltd. M/s Saurya generation switchyard - Bhadla (PG) Pooling Station 220 kv D/c (Twin Zebra) line (to be implemented by the applicant) 2) M/s Adani Renewable Energy Park Rajasthan Ltd. M/s Adani generation switchyard - Bhadla (PG) Pooling Station 220 kv D/c line (to be implemented by the applicant) 3) M/s Essel Saurya Urja Company of Rajasthan Ltd. Page 6 of 20

10 M/s Essel Saurya generation switchyard - Bhadla (PG) Pooling Station 400 kv D/c line (to be implemented by the applicant) The above Tr. system was agreed during 38 th standing Committee meeting of NR. M/s Saurya Urja Co. of Rajasthan Ltd., M/s Adani Renewable Energy Park Rajasthan Ltd, and M/s Essel Saurya Co. of Rajasthan Ltd, in their LTA applications indicated schedule for Jan 17, Mar 17 and Jul 17 respectively. It was deliberated that considering the scope involvement in above transmission system, target commissioning schedule may be taken as progressively from Dec 17. Applicants/SPPD agreed to review and align their target commissioning schedule in line with the above. I. Earlier Connectivity Applications of Saurya Urja Company of Rajasthan Ltd. for 1000MW each at Bhadla & Parewar: It was informed that in the 7 th Connectivity / LTA Meeting of Northern Region Constituents held on , Connectivity applications from M/s Saurya Urja Company of Rajasthan Ltd. for Solar power projects of 1000MW capacity each at Bhadla & Parewar (Jaisalmer) in Rajasthan were discussed. However confirmation of RVPN regarding Connectivity points, space availability for 220 kv & 400 kv bays etc. could not be discussed as representative from RVPN was not present. It was deliberated that following has been observed while processing the Connectivity applications of M/s Saurya Urja Company of Rajasthan Ltd.: M/s Saurya applied for Connectivity of 1000 MW capacity each at Bhadla & Jaisalmer (Parewar) M/s Saurya vide letter dated informed that they have received authorization from MNRE to apply for Connectivity/LTA in ISTS for both Bhadla Phase-III (1000 MW) as well as Jaisalmer Phase-I solar projects (1000 MW) therefore their applicant category may be considered as Solar Power Park Developer (SPPD). Subsequently, M/s Saurya also applied for Connectivity & Long Term Access in ISTS for 500 MW at Bhadla (Jodhpur). However authorization from MNRE to above developer is given under Bhadla Phase-III (1000 MW) capacity only. Further, as per the discussion with RVPN, it was informed that M/s Saurya is already given connectivity/lta for its Bhadla Solar project (1000 MW) by RVPN for 500 MW In effect, M/s Saurya Urja applied for Connectivity of 1500 MW from its Bhadla Solar Project and SPPD authorization from MNRE is available for 1000 MW at Bhadla out of which 500 MW is granted by RRVPN, as informed In addition, MNRE vide letter dated intimated about cancellation of Jaisalmer Ph-I solar Park (1000 MW) to be set up by M/s Saurya Urja at Parewar, Joga & Kachuri villages of Jaisalmer. 11 As the earlier Connectivity applications at Bhadla (1000 MW) & Parewar, Jaisalmer (1000 MW) are pending with CTU, M/s Saurya was requested to clarify about the present status of 1000MW project each at Bhadla & Parewar (Jaisalmer) and their connectivity applications in above context. On the above representative of M/s Saurya Urja stated that the earlier Connectivity application for 1000 MW at Bhadla & Jaisailmer by M/s Saurya Urja Company of Rajasthan Ltd. may be closed and the same was agreed. II. Earlier Connectivity Application of Adani Green Energy Ltd. for 250MW: It was informed that M/s Adani Green Energy Ltd. had earlier applied for grant of Connectivity for 250 MW in the Generator category at Bhadla, Rajasthan. Also, M/s Adani Renewable Energy Park Raj Ltd. has applied for Connectivity of 250 MW at Bhadla as SPPD. All other application details including location of the project are same as given in the application by M/s Adani Green Energy Ltd. Representative of M/s Adani Green Energy Ltd. clarified that the earlier Connectivity application of 250 MW as a Generator may be closed. Members agreed to above. 6.0 Long Term Access to NSL Tidong Power Generation Pvt. Ltd. for 88 MW of Tidong HEP in Himachal Pradesh. CTU informed that Long Term Application from M/s NSL Tidong Power Generation Pvt. Ltd. for 88 MW from Tidong HEP located in Himachal Pradesh for transfer of power to Southern region was discussed during the 7 th Meeting of Northern Region Constituents regarding Connectivity/Long Term applications held on 14/07/2015. The transmission system discussed & agreed in the 30 th NR SCM for Interim as well as final arrangement for evacuation of power through Tidong-I HEP is as below: Interim Arrangement: LILO of one circuit of 220 kv D/C Kashang- Bhaba line at Tidong-I HEP Final Arrangement: 2x315 MVA (7x105 MVA units) 220/400 kv GIS Pooling Station at Jangi (with 4000 Amps. switchgear) (with space provision for 3 rd ICT) Tidong Jangi Pooling Station 220 kv D/c line Further, during the meeting held on 14/07/ 2015 it was informed that the processing of pending LTA applications since Nov 2013 for power transfer to Southern region were held up on litigation and they are gradually being processed as per the priority and availability of ATC. It was informed that after the CERC order the pending applications for power transfer to Southern Region have already been processed. Subsequently, the above proposal for grant of LTA was discussed in Connectivity/LTA meeting of Southern region constituents held on 29/12/2015 for their concurrence and after deliberations, following was agreed: Page 8 of 20

12 LTA to M/s NSL Tidong Power generation Private Limited may be granted subject to commissioning of following: Angul-Srikakulam-Vemagiri 765kV D/c line along with Constraints in 400kV bay extensions at Vemagiri (Including rearrangement of Vemagiri(PG)-Vemagiri(AP) line). (Note- To enhance the ATC from NEW grid to SR grid, certain realignment works had been proposed, the same are being discussed with AP. Accordingly this grant would be subject to the agreement of AP for the proposed realignment).. Wardha - Maheshwaram 765kV D/c link with anchoring at Nizamabad along with Connectivity lines associated with Maheshwaram substation. It was agreed that LTA to M/s NSL Tidong Power generation Pvt. Ltd. may be granted subject to above mentioned conditions & Transmission system. The start date of LTA may be considered as 1 st July, 2017 or the availability of corridor as mentioned above whichever is later. Members agreed for the same. 7.0 Connectivity & LTA to NHPC Ltd. for Kishenganga HEP for transfer of 330 MW of power CTU informed that the Connectivity & LTA application was discussed & agreed during the 7 th Connectivity/Long Term Meeting of Northern Region Constituents with the following Transmission system: o Kishenganga Amargarh 220 kv D/c o Kishenganga Wagoora 220 kv D/c CTU stated that allocation from Ministry of Power for the generation project has not been submitted by NHPC who has applied for Connectivity as well LTA as per CERC regulations, 2009 to fulfill the regulatory requirements. In this regard NHPC need to submit the power allocation from Govt of India so as the intimation of Connectivity & LTA can be issued. As NHPC was not present in the meeting, therefore, the same could not be confirmed. Members noted. 8.0 Connectivity to M/s Aditya Birla Nuvo Ltd. for 150 MW for Solar generating plant in Rajasthan. CTU informed that Connectivity application was received from M/s Aditya Birla Nuvo Ltd. in September 2015 for 150 MW quantum of power from Solar generating plant Project located in Sikar, Rajasthan. As per the application, Connectivity has been sought at Sikar (POWERGRID) 400/220 kv S/s from Oct It was also informed that space is not available for 220 kv bays at Sikar 400/200 kv (PG) substation, therefore, connectivity cannot be provided at this substation. However, connectivity can be considered through LILO of one circuit of Sikar (PG) - Sikar (RVPNL) 220 kv D/c line at Solar Generation plant. It was stated that this Page 9 of 20

13 requires consent from RVPNL, however, the consent of RVPNL could not be obtained as no representative was present in the meeting. The matter was deliberated and looking into the tight commissioning schedule of Solar Project, i.e. Oct 2016 as indicated by applicant, it was decided that CEA would convene a meeting with RVPNL and CTU on an early date to resolve the matter. Accordingly, it was decided that connectivity may be granted to M/s Aditya Birla Nuvo Ltd. for 150 MW quantum of power from Solar generating plant after resolution of issue as mentioned above. It was also agreed that as the project capacity is 150 MW, the construction of connectivity line shall have to be taken up by the applicant in-line with CERC regulations. CTU informed to the applicant that mere connectivity does not fulfill the condition of adequacy of transmission system for transfer of power to target beneficiaries and the grant of connectivity shall not entitle to interchange any power with the grid. Transmission beyond immediate evacuation system shall be evolved once the applicant applies for the LTA. Hence, M/s Aditya Birla Nuvo Ltd. was advised to apply for LTA. Members agreed to the above 9.0 Connectivity to M/s Indian Oil Corporation Limited for 100 MW as bulk Consumer for their Mathura refinery. CTU informed that Indian Oil Corporation Limited had applied for Connectivity as a bulk consumer for 100 MW quantum of power for their Mathura refinery, Uttar Pradesh, which was discussed during the 7 th Connectivity/Long Term meeting of Northern Region Constituents. However, grant of Connectivity could not be finalized due to certain issues regarding grant of Connectivity as a bulk consumer to a generator, construction of dedicated line etc. Subsequently, a meeting was held between CTU and M/s IOCL on 27/08/2015 wherein M/s IOCL has expressed its desire to connect to STU network for which STU consent is required. Accordingly, the matter was discussed in the meeting, wherein UPPTCL informed that in the vicinity of IOCL Mathura refinery, their new Math 220/132/33 kv substation has been approved and is expected to be completed by After deliberations, it was agreed that applicant shall approach UPPTCL for their concurrence and communicate the same to CTU. Thereafter, connectivity may be granted to M/s IOCL through STU network. Members agreed to the above. Page 10 of 20

14 10.0 Connectivity to Bilhaur STPP (2X660MW) of M/s NTPC Limited in Uttar Pradesh CTU informed that Connectivity application for 1320 MW from coal based Bilhaur STPP (2X660MW) generation of M/s NTPC Limited was discussed in 7 th Connectivity/Long Term Meeting of Northern Region Constituents held on 14/07/2015 and it was agreed that Connectivity may be granted to M/s NTPC for Bilhaur STPP w.e.f. Dec with the following Transmission system: Bilhaur- Kanpur(New) 400 kv (Quad) D/c line Subsequently, the above system has also been agreed during the 37 th Standing Committee Meeting of Northern region Constituents. Further, during the meeting, it was agreed that a 125 MVAR bus reactor may be provided by applicant at generation switchyard and switchgear equipment may be designed with 50 ka fault level. NTPC was enquired about the status allocation of power to different constituents to which it was informed that allocation of power is yet to be made by the competent authority. In this regard, CTU informed that as per the detailed procedure in absence of allocation of power, NTPC shall be required sign LTA agreement and submit construction phase Rs. 5 Lakhs/MW corresponding to the LTA quantum, so that implementation of the transmission can be recommended to the Empowered Committee. CTU reiterated that mere connectivity does not full fill the condition of adequacy of transmission system for transfer of power to beneficiaries and the grant of connectivity shall not entitle to interchange any power with the grid. It was informed that NTPC has not yet applied for LTA and Transmission system beyond immediate evacuation system shall be evolved once the NTPC applies for the LTA. Accordingly, NTPC was suggested to apply for LTA. Members agreed to the above Connectivity to Dhaulasidh Hydro Electric Power Project (66MW) of M/s SJVN Limited in Himachal Pradesh. CTU informed that connectivity to Dhaulasidh was included in the agenda of 7 th NR LTA/ Connectivity Meeting, however, the same could not be discussed due to absence of HPPTCL representative. Subsequently, a meeting for Connectivity to Dhaulasidh HEP was held among CEA, HPSEBL/HPPTCL & SJVNL on 09/09/15. Thereafter, SJVNL vide letter dated 08/10/2015 requested that considering technoeconomic reasons, the Connectivity of Dhaulasidh generation plant may be granted through 220 kv D/c line from Dhaulasidh HEP to 400/220 kv S/s at Hamirpur (POWERGRID). 15 The same was discussed during the meeting and it was agreed to grant Connectivity to M/s SJVNL for Dhaulasidh HEP for 66 MW with the following Transmission system: Dhaulasidh HEP- Hamirpur (PG) 220 kv D/c line It was deliberated that the connectivity line shall be constructed by SJVNL including bays at both ends, in line with CERC regulations. Representative from M/s SJVNL informed the revised commissioning schedule of the project as December 2022, therefore, connectivity was agreed to be granted from Dec CTU re-iterated that mere connectivity does not fulfill the condition of adequacy of transmission system for transfer of power to target beneficiaries and the grant of connectivity shall not entitle to interchange any power with the grid. Transmission beyond immediate evacuation system shall be evolved once the applicant applies for the LTA. Hence, M/s SJVNL was advised to apply for LTA. Members agreed for the same Pending Connectivity & Long Term Applications pertaining to Northern region CTU informed that there are many Long Term Access applications where LTA could not be granted as the LTA applicants have sought repeated extensions in grant of Long Term access by requesting to keep their applications in abeyance. Similarly, some applications could not be granted LTA as the regional constituents opined and informed about the lack of progress of generation plant. CERC has been approached for suitable directions in this regard and the list of such LTA/Connectivity applications is as below: Sl. Members noted the above LTA/Connectivity to hydro projects in Uttarakhand LTA/Connectivity for various hydro projects being developed in Uttarakhand was discussed, the details of which are given below: A) Projects for which LTA was granted beyond Kashipur: Tapovan Vishnugarh HEP(520MW), Alaknanda HEP (300 MW) & Phatabyung HEP (76 MW) CTU informed that for above projects, earlier Connectivity was granted by PTCUL and LTA was granted by CTU beyond Kashipur. Subsequently, vide order dated 31/1/2013 in Petition no. 133/MP/2012, the comprehensive transmission system identified by PTCUL in association with CEA for evacuation of power from these generation projects have been declared as deemed ISTS system. Accordingly, during the 7 th LTA/Connectivity meeting of NR constituents, these generators were asked to apply afresh for connectivity to CTU. It was further informed that Phatabyung HEP & Alaknanda HEP had signed LTA Agreements, however based on revised connectivity application the injection point for LTA would get changed to deemed ISTS network and the already signed LTA agreement shall be revised by CTU. It was also agreed that after grant of connectivity, PTCUL would sign Implementation Agreement with the generators in line with CERC Regulations. i. Connectivity to Tapovan Vishnugarh Hydro project (520 MW) of M/s NTPC Ltd. in Uttarakhand. CTU informed that connectivity application was received in October 2015 from NTPC Ltd. for 520 MW Tapovan Vishnugarh Hydro Project located in Uttarakhand. As per application, the Connectivity has been sought from 1 st Sep 2018 (commissioning of first unit). CTU informed that the associated composite transmission system for various hydro projects in Uttarakhand including Tapovan Vishnugarh HEP was revised in the 35 th Page 13 of 20

17 Standing Committee meeting of transmission planning of NR held on 03/11/14. The final agreed composite transmission is given below: Establishment of 400/220 kv, 2X315MVA Pipalkoti (GIS) substation Tapovan Vishnugad HEP Pipalkoti (THDC) S/s 400 kv D/c (Twin Moose) line LILO of one circuit of Vishnu Prayag-Muzaffarnagar 400 kv line at Pipalkoti (THDC) 400/220 kv substation Pipalkoti HEP - Pipalkoti (THDC) S/s 400kV D/C (Twin Moose) line. Pipalkoti (THDC) S/s -Srinagar 400 kv D/c (Quad) Srinagar-Kashipur 400 kv D/c (Quad) It was informed that the integrated transmission system has been evolved for Tapovan Vishnugarh, Akalnanda & Pipalkoti hydro projects, the Connectivity system needs to be segregated based on the commissioning schedule. The integrated transmission system is to be developed in a phased manner. CTU further informed that the transmission system for Tapovan Vishnugadh and Pipalkoti HEPs need to be finalised on priority as these project are expected in time frame and delay in finalisation may result into bottling up of power. It was proposed that PTCUL may take up the implementation of 400 kv D/c line with twin conductor from Tapovan Vishnugah to proposed site of Pipalkoti substation and join with 400 kv Quad line from proposed site of Pipalkoti to Srinagar. Further, the power from Pipalkoti HEP may be injected at Pipalkoti switching station. It was further stated that in the time frame of Pipalkoti HEP, only 400 kv switching station would be required and transformers are to be provided later with other generation projects like Alaknanda HEP. Note : Subsequently to discuss the evacuation of power from Tapovan Vishnugadh and Pipalkoti HEPs a meeting was held in CEA on 18/02/2016 wherein it was informed that Tapovan Vishnugadh is expected by September 2018 and Pipalkoti HEP is expected by end of Accordingly, following is proposed for grant of connectivity: a) Tapopvan Vishnugarh HEP: Transmission system for grant of connectivity to Tapovan Vishnugarh HEP shall be as below: Tapovan Vishnugad HEP Proposed site of Pipalkoti 400 kv S/s 400kV D/c (Twin Moose) line Proposed site of Pipalkoti 400 kv S/s-Srinagar 400kV D/c (Quad Moose) line b) Pipalkoti HEP: Transmission system for grant of connectivity to Pipalkoti HEP shall be as below: Pipalkoti HEP 400 kv Pipalkoti switching station 400kV D/c (Twin Moose) line Establishment of 400 kv Pipalkoti switching station Diversion of Tapovan Vishnugad HEP Proposed site of Pipalkoti 400 kv S/s 400kV D/c (Twin Moose) line at Pipalkoti switching station Page 14 of 20

18 Diversion of Proposed site of Pipalkoti 400 kv S/s Srinagar 400kV D/c (Quad) line at Pipalkoti switching station It was deliberated that for evacuation of power beyond Srinagar 400/220 kv S/s (PTCUL), Srinagar (PTCUL)-Kashipur 400 kv (Quad) D/c line shall be required. Further, it was discussed that implementation of the above system is to be carried out by PTCUL, however their concurrence could not be obtained as no representative from PTCUL was present in the meeting. It was agreed that CEA would convene a meeting among PTCUL, NTPC, THDC & CTU for concurrence of PTCUL on above system. Thereafter, Connectivity may be granted to M/s NTPC Ltd. from Sep (Subsequently to discuss the evacuation of power from Tapovan Vishnugadh and Pipalkoti HEPs a meeting was held in CEA on 18/02/2016 wherein the above proposal was agreed.) CTU informed that PTCUL need to sign the implementation agreement with the generator as per the CERC guidelines. Members agreed for the same ii. Connectivity for 259MW to Alaknanda HEP (300MW) of M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd in Uttarakhand. CTU informed that M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd had been granted Long Term Access beyond Kashipur for transfer of 259 MW power from Alaknanda HEP (300MW) in Uttarakhand. Connectivity was granted by PTCUL for the same. Also, vide order dated 31/1/2013 in Petition no. 133/MP/2012, the comprehensive transmission system identified by PTCUL in association with CEA have been declared as deemed ISTS system. Accordingly, during the 7 th LTA/Connectivity meeting of NR constituents, the applicant was asked to apply afresh for connectivity to CTU. In the last few LTA/Connectivity meetings, M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd had informed that their generation activities are on hold for want of requisite clearances and the case is pending in Hon ble Supreme Court. It was further informed that M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd. had already signed LTA Agreement, however based on revised connectivity application the injection point for LTA would get changed to deemed ISTS network and the already signed LTA agreement shall be revised by CTU. Therefore, it was reiterated that without Connectivity, LTA is infructuous and they need to apply for ISTS connectivity to CTU. After deliberations it was agreed that agreed that the matter of M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd. shall be discussed after receipt of Connectivity application. 19 iii. Connectivity to Phata Byung Hydro project (76 MW) of M/s Lanco Mandakini Hydro Energy Pvt. Ltd. in Uttarakhand. CTU informed that Connectivity application has been received in Aug 2015 from M/s Lanco Mandakini Hydro Energy Pvt. Ltd. for transfer of 76 MW power from Phata Byung Hydro Project. As per the application, Connectivity has been sought from Sep However, the applicant subsequently informed the revised commissioning schedule as Sep It was informed that the composite associated transmission system for various hydro projects in Uttarakhand including Phata Byung HEP has been developed by PTCUL under which, Phata Byung HEP is connected through: LILO of one circuit of Rambara- Baramwari 220kV line at the generation switchyard It was discussed that as Rambara generation project is uncertain, 220 kv D/c line from Phata Byung generation switchyard to Barmwari (PTCUL) S/s can be implemented by the applicant. However, the transmission system beyond Baramwari S/s upto Srinagar 400/220 kv S/s shall be implemented by PTCUL. After deliberations, it was agreed that Connectivity can be granted to M/s Lanco Mandakini Hydro Energy Pvt. Ltd. for Phata Byung HEP with the following transmission system from Sep 2018: Phata Byung generation switchyard - Barmwari (PTCUL) S/s 220 kv D/c line It was discussed that for evacuation of power beyond Srinagar 400/220 kv S/s (PTCUL), Srinagar (PTCUL)-Kashipur 400 kv (Quad) D/c line shall be required, which is to be Implemented by PTCUL. In this regard, concurrence from PTCUL is required, however, the same could not be obtained as representative from PTCUL was not present in the meeting. It was agreed that the applicant shall approach PTCUL and communicate the same to CTU, based on which connectivity shall be granted. CTU informed that Long Term Open Access has already been granted beyond Kashipur and PTCUL shall sign the implementation agreement with the generator as per the CERC guidelines. Members agreed. B) Projects for which Connectivity applied to CTU iv. Connectivity to Pipalkoti Hydro project (444 MW) of M/s THDC India Ltd. in Uttarakhand Discussed above at para 15. A) i Members agreed for the same Page 16 of 20

20 C) Other Projects: It was deliberated that there are certain other projects who had applied connectivity to PTCUL, however they had not applied LTA to CTU. In addition some of the generation developers have neither applied for connectivity nor LTA. PTCUL may impress upon those generators to apply for connectivity and LTA to CTU. Members noted the same Inter Regional LTA Applications to NR CTU informed that based on LTA applications and Central Sector allocations, total power transfer requirement towards NR comes out to about 26000MW. If certain uncertain/abandoned/closed applications are not considered, power transfer requirement reduces to about MW. CTU further stated that the above mentioned quantum of WR NR power transfer, power transfer requirement of TRN, DBPCL and MCCPL has also been included in studies considering that they have firm PPA as they may apply afresh. In addition to above applications, LTA application of Barethi STPS indicates about 871MW power allocation to Northern Region. Hence, the total power transfer requirement to NR after considering above applications is likely to be about MW. CEA informed that the above was discussed during the 37 th SCMPSPNR wherein UP raised the issue of lightly loaded ER-NR links. It was deliberated that since generation projects in WR (particularly in Chhattisgarh) and in Odisha, which have strong connectivity with WR (via Chhattisgarh), have materialized in time, the WR NR corridor gets stressed. Director, CEA further informed that during the 22 nd meeting of WR constituents regarding Connectivity/Open Access held on following new inter-regional transmission corridor was agreed: Page 17 of 20

21 Establishment of New 2x1500MVA, 765/400kV Substation at Allahabad Vindhyachal Pool Allahabad (New) 765kV D/c line Allahabad (New) Lucknow 765kV D/c line LILO of Sasaram Fatehpur 765kV S/c line at Allahabad (New) LILO of Meja Allahabad 400kV D/c line at Allahabad (New)* * On the above CTU representative stated that while carrying out the above studies it was observed that Allahabad Allahabad 400 kv D/c line becomes critically loaded. Accordingly in this case LILO of Allahabad Kanpur 400 kv D/c line at Allahabad (New) has been considered and with this problem of critical loading of Allahabad Allahabad (New) gets alleviated. CEA further informed that constituents of WR had agreed that strengthening between WR & NR is required to process the pending LTA applications, however, considering the reservations expressed by UPPTCL, it was decided that a Subcommittee comprising of CEA, UPPTCL & CTU shall be formed to discuss and finalize the transmission strengthening scheme between WR & NR. It was also decided that UPPTCL would submit their concern while finalizing the scheme. It was agreed that based on the recommendations of above Sub-Committee, LTA to the applicants may be granted in order of their priority in-line with CERC regulations.
