6 Minutes of the 17 th Northern Region constituents meeting regarding Connectivity/LTA Applications in NR held on 26/11/2018 at POWERGRID Corporate Centre, Gurugram 1.0 The List of the participants is enclosed at Annexure-I. 2.0 COO (CTU-Plg.), POWERGRID welcomed the participants to the 17 th meeting of Northern Region constituents regarding connectivity/lta applications in Northern Region and requested DGM (CTU-Plg) to take-up the agenda for discussions. The agenda was taken up for discussion as per following: 3.0 Minutes of 16 th Meeting of Northern Region constituents regarding Connectivity / Long Term Access applications It was informed that the Minutes of 16 th Meeting of Northern Region constituents regarding Connectivity and Long Term Access applications held on 24/10/2018 at POWERGRID office, Gurgaon were issued vide letter dated 06/11/2018. As no comments were received from the stakeholders, the minutes were confirmed as circulated. 4.0 Proposal for grant of connectivity to the applications received from Hydro Generation It was informed that three nos. of Connectivity Applications, as detailed below, have been received from SJVNL, which are in conformity with CERC Regulations/Detailed Procedure: TABLE 1 Sl. To discuss the issues regarding transmission system required for evacuation of power from Luhri Stage-I HEP, a meeting was held on 10/01/2017 at CEA among CEA, CTU, SJVNL and HPPTCL/HPSEB. During the meeting, representative from SJVNL informed that Luhri project is on Satluj river and its upstream & downstream projects are Rampur and Koldam, respectively. Initially, Luhri HEP was contemplated as single stage project of 775 MW. Thereafter, project layout was reviewed and it was decided to develop Luhri HEP in three stages with capacity of 210 MW (St-I), 207 MW (St-II) and 363 MW (St-III). All three stages of Luhri HEP are to be implemented by SJVNL only. The application for Luhri Stage-I was discussed in 10 th LTA/Connectivity meeting of NR held on 30/05/2017 wherein it emerged that transmission system for grant of Connectivity for Luhri Stage-I HEP may be taken up under integrated planning with future stages of the project and one Pooling Station may be proposed for the same. The Connectivity to Luhri HEP Stage-I was also discussed in 40 th Standing Committee Meeting of NR held on 22/06/2018 wherein CEA informed that a team of officers from CEA, SJVNL, HPPTCL, HPSEB and CTU visited 3 sites of Luhri-I, II and III on 14/06/2018. The team also saw the tentative locations of the pooling station. Accordingly, the team proposed that power from all the three stages of Luhri HEP would be evacuated at 220 kv level and would be pooled at 400/220 kv proposed ISTS pooling station tentatively identified at a place Nange located near Luhri-II HEP and further evacuated to Koldam through 400 kv D/C line. System beyond Koldam sub-station shall be finalized after system studies based on LTA applications. For taking up the implementation of the associated transmission system, SJVNL was advised to apply for Connectivity/LTA for Luhri Stage-II & III at the earliest. After deliberations in the meeting, following was agreed: i) Establishment of 400/220 kv Pooling Station under ISTS at Nange (tentatively identified near Luhri-II HEP) along with a 400kV D/c line to Koldam. 2

8 ii) Transmission system for further dispersal of power would be planned after receiving connectivity / LTA applications for Luhri stage-ii & III HEP. Subsequently, the Connectivity application from SJVNL for Luhri Stage-II for 172 MW was received in Aug 18 and same was discussed during 15 th LTA/Connectivity meeting held on 28/09/2018 and following transmission system was agreed subject to confirmation from NTPC Ltd. regarding availability of space for 2 nos. of 400kV bays at Koldam switchyard. 1. Connectivity system for Luhri Stage-I : (210MW - with effect from 30/04/2023) : Under the scope of Generation Developer - Luhri Stage-I 400/220kV Nange GIS Pooling Station 220kV D/c line along with associated bays at both ends 2. Connectivity system for Luhri Stage-II : (172MW - with effect from 31/03/2026): Under the scope of Generation Developer - Luhri Stage-II 400/220kV Nange GIS Pooling Station 220kV D/c line along with associated bays at both ends 3. Common system for connectivity of Luhri Stage-I & II: Under ISTS - Establishment of 400/220kV Nange GIS Pooling Station(Tentatively Identified near Luhri Stage-II HEP) - Nange GIS Pooling Station - Koldam 400kV D/c line along with associated bays at both ends CTU further informed that SJVNL has also submitted Connectivity Application for Sunni Dam for 382 MW Connectivity in Oct 18 and has sought Connectivity with effect from 31/03/2024. It was further informed that Grant of Connectivity to Luhri Stage-I, Luhri Stage-II & Sunni Dam HEP was agreed in 2 nd NRSCT meeting held on 13/11/2018 subject to confirmation from NTPC for space of 2 nos. of 400kV bays at Koldam Switchyard. In response to query about availability of space at Koldam switchyard for construction of 2 nos. of 400kV bays, representative of NTPC informed that space is available at extreme ends of switchyard, however, due to space constraints, the bays shall be GIS type involving bus extension and associated modification works etc. Accordingly, it was agreed that GIS bays alongwith associated modifications may be considered at Koldam for termination of Nange GIS Pooling Station - Koldam 400kV D/c line under scope of ISTS. NTPC also informed that in case of implementation of transmission system by TBCB licensee, inputs for RFP may be sought from them for defining detailed scope of works. 3

9 It was also informed that SJVNL vide letter dated 21/11/2018 has informed the revised date of Connectivity as follows: Project Original date from which Connectivity is required Luhri Stage-I 30/04/ /05/2024 Luhri Stage-II 31/03/ /03/2026 Sunni Dam 31/03/ /03/2025 Revised date from which Connectivity is required In view of the above, it was agreed to grant Connectivity to SJVN Ltd. for Luhri Stage-I, II and Sunni Dam HEP as per following: 1. Connectivity system for Luhri Stage-I (210MW - w.e.f. 30/04/2024 or availability of common connectivity transmission system under ISTS whichever is later) : Under the scope of Generation Developer - Luhri Stage-I 400/220kV Nange GIS Pooling Station 220kV D/c line along with associated bays at both ends 2. Connectivity system for Luhri Stage-II (172MW w.e.f 31/03/2026 or availability of common connectivity transmission system under ISTS whichever is later): Under the scope of Generation Developer - Luhri Stage-II 400/220kV Nange GIS Pooling Station 220kV D/c line along with associated bays at both ends 3. 10 Further, it was also informed after grant of Connectivity, SJVNL would be required to sign the Transmission Agreement and submit the construction phase bank guarantee at the rate of Rs. 5 Lakhs/MW. It was further informed that based on mere connectivity, implementation of the common ISTS may be difficult and accordingly, SJVNL was advised to apply for LTA at the earliest to identify transmission system for power transfer. 5.0 Proposal for grant of LTA to the applications received from RE Energy Sources It was informed that 2 nos. of LTA application, as given below, have been received during Oct 18, which are in conformity with CERC Regulations/Detailed Procedure. Simulation studies indicate that loading on transmission system is in order with system mentioned in Annexure-II. It was informed that Stage-II application ( MW) has been granted Connectivity at 400kV Switchyard of Fatehgarh and same is being considered for present LTA. 5

Simulation studies indicate that loading on transmission system is in order with system mentioned in Annexure-II. Applicant was requested to update the status of generation projects. M/s ACME Solar Holdings Ltd. informed that about 3000 acres of land would be required and land is under process of possession. Section-68 is yet to be applied to CEA. It was also informed that the Stage-II Connectivity has been granted to M/s ACME based on SECI LOA wherein project location was not informed. Applicant was requested to give undertaking in this regard. Applicant informed that they will give undertaking within two days. Subsequently, M/s ACME vide letter dated 28/11/2018 confirmed that they will not change the project connection point from Fatehgarh (TBCB) and also will not be applying for any other Connectivity points for above projects. With above applications, total power evacuation requirement works out to 6,180 MW considering 2,200 MW at Fatehgarh S/s (1600 MW - Earlier agreed/granted MW - Present proposal), 3130 MW at Bhadla S/S (earlier agreed/granted) and 850 MW at Bikaner S/S (earlier agreed), which requires additional transmission system strengthening, technically agreed in 2 nd NRSCT held on 13/11/2018, to effect desired power supply. It was also mentioned that, in addition to the above, following applications at Bhadla, Fatehgarh & Bikaner were earlier discussed and agreed for grant of LTA in 15 th Connectivity & LTA meeting of NR held on 11/09/2018 (details given below) subject to finalization of transmission system. 6

Subsequently, RVPNL has suggested minor modifications. Accordingly, during 2 nd NRSCT meeting held on 13/11/2018, the scheme was discussed in detail & subsequently finalized with suitable modifications. Further, LTA applications have been received at different locations i.e. Fatehgarh, Bhadla & Bikaner and transmission system strengthening required for desired power transfer has been segregated and mentioned at Annexure-II (for Fatehgarh), Annexure- III (for Bhadla) & Annexure-IV (for Bikaner), as agreed during 2 nd NRSCT meeting held on 13/11/2018. In view of the above, it was agreed to grant LTA to above applications (Applications discussed in 15 th LTA/Connectivity meeting and applications discussed in 17 th meeting) respectively with start date of LTA mentioned in Table-2 & Table-3 or availability of Inter State Transmission System attached at Annexure-II (for Fatehgarh), Annexure-III (for Bhadla) & Annexure-IV (for Bikaner), whichever is later. 6.0 Revision in Grant of LTA to M/s NTPC Ltd. for Tanda TPS Stage-II (2x660 MW) for transfer of MW power to NR Beneficiaries. 8

14 It was informed that for transfer of MW of power from Tanda Stage-II TPS to NR beneficiaries, LTA was granted to NTPC vide intimation dated 23/01/15 through proposed new elements in the ISTS network. Subsequently, the matter was discussed in 39 th Standing Committee Meeting on Power System Planning on NR held on th May, 2017 wherein it was agreed that proposed Inter State transmission scheme may be dropped and UPPTCL may implement the intra-state transmission system associated with Tanda-II generation project. In view of the above, LTA application was submitted by NTPC and the same was agreed for grant to NTPC for transfer of MW power from Tanda Stage-II (2x660MW) TPS located in Uttar Pradesh to Northern region beneficiaries during 40 th SCM of NR and 12 th meeting of NR constituents regarding Connectivity/LTA Applications held on 22/06/2018 with following unit wise transmission system of UPPTCL: (i) 1 st Unit ( MW LTA with proportionate quantum of NR beneficiaries w.e.f. 01/04/2019 or availability of following UPPTCL Transmission system, whichever is later) : i) LILO of Azamgarh Sultanpur 400 kv S/c line at Tanda TPS by UPPTCL ii) 400/220 kv, 2x315 MVA ICTs at Tanda TPS by NTPC iii) Tanda (NTPC)-Tanda (New) (UPPTCL) 220 kv D/c line including 220 kv bays Tanda (NTPC) by UPPTCL (ii) 2nd Unit [balance MW (cumulative MW LTA) w.e.f. 01/08/2019 or availability of following UPPTCL transmission system, whichever is later]: As per UPPTCL, implementation of Tanda- Gonda- Shahjahanpur 400 kv D/C Quad line may take time and there may be mismatch w.r.t. commissioning of 2 nd Unit of NTPC project. Accordingly, following alternate transmission system till availability of Tanda- Gonda- Shahjahanpur 400 kv D/C Quad line was agreed: i) Establishment of 400/220/132 kv, (2x x200) MVA GIS substation at Basti ii) Construction of Tanda TPS Basti 400 kv D/c quad line iii) On completion Tanda-Gonda 400 kv D/c Quad line, one ckt. of Tanda (400) Basti 400 kv D/C line and one ckt of Tanda- Gonda would be connected bypassing Tanda TPS 400 kv switchyard (due to limited 400 kv bays at Tanda TPS), resulting in following configuration: a) Tanda TPS Gonda 400 kv S/c Quad line. 9

15 b) Tanda TPS Basti 400 kv S/C Quad line. c) Gonda Basti 400 kv S/c Quad line. It was mentioned that subsequently, NTPC vide letter dated 03/10/2018 has submitted that as per work progress at Tanda Stage-II TPS, the expected COD dates of Unit-I & II are Jun 19 and Dec 19 respectively. Accordingly, they had requested to grant LTA for 1 st and 2 nd units from 01/07/2019 and 01/01/2020 respectively with aforementioned transmission system. Accordingly, the matter was taken up for discussion in 16 th meeting of NR constituents regarding Connectivity/LTA Applications held on 24/10/2018 wherein UPPTCL vide dated 24/10/2018 requested for postponement of the meeting for detailed discussion with UPPTCL. However, it was informed by them that dates of grant of LTA for 1 st and 2 nd units may be considered as 01/03/2019 and 01/01/2020. Thereafter, the matter was also taken up for discussion in 2 nd NRSCT meeting held on 13/11/2018, however, as the concerned representative of UPPTCL and NTPC were not present, it was decided that matter may be discussed in presence of the representatives of UPPTCL & NTPC in next Connectivity/LTA meeting of NR. NTPC informed that their Unit-I is likely to be commissioned in Jun 19, accordingly, LTA may be granted from 01/07/2019. The representative of UPPTCL informed that based on the request of NTPC, they have expedited the transmission system and as per present progress, the transmission system associated with Unit-I is likely to be completed by Mar 19 and therefore, LTA for first unit may be considered from 01/04/2019. It was discussed that matter regarding mismatch in generation and transmission system of UPPTCL and applicable transmission charges of UPPTCL system needs to be settled mutually between UPPTCL & NTPC. After detailed deliberations, it was agreed to grant the LTA with aforementioned transmission system w.e.f. 01/07/2019 and 01/01/2020 for 1 st and 2 nd units respectively. Further, this grant shall supersede earlier LTA granted to NTPC Ltd. for 484MW for Tanda TPS Stage-II (2x660 MW) vide LTA letters dated 23/01/15 & 23/02/ Renaming of Srinagar-Kashipur 400kV D/c (Quad) line It was informed that renaming of Srinagar-Kashipur 400kV D/C (Quad) line being implemented by PTCUL under deemed ISTS as Khandukhal-Rampura 400 kv D/C (Quad) line has been agreed in 1 st Northern Region Standing Committee on Transmission (NRSCT) meeting held on 11/09/2018. Subsequently, renaming of terminal substations at Srinagar & Kashipur has also been 10

16 agreed to Khandukhal and Rampura, respectively. It was also agreed that revision in intimations in regard to name change, shall be issued by CTU. Members noted the same. 8.0 LTA/Connectivity for hydro projects in Uttarakhand It was informed that following Connectivity and Long Term Access (LTA) applications/grants were discussed in the earlier meetings. In the 40 th meeting of SCPSPNR, it was decided that a separate meeting would be called with various stake holders to resolve the issues related to grant of connectivity / LTA. To discuss various issues related to generation projects in Uttarakhand and implementation of UITP Scheme (deemed ISTS) by PTCUL, a meeting was held in CEA on 12/09/2018. During the meeting PTCUL insisted on inclusion of Complete Associated Transmission System to be implemented by PTCUL, as agreed between Generators & PTCUL in the implementation Agreements, in the LTA intimations/lta Agreements so as to ensure its recovery through its beneficiaries. In the meeting, it was agreed that CTU will revise the intimations to various generation developers indicating that the connectivity system would also be required in addition to LTA system for effecting the LTA. Connectivity (99 MW) and LTA (99MW) to M/s L&T Uttaranchal Hydropower Ltd. for Singoli Bhatwari HEP in Uttarakhand It was stated that the connectivity to Singoli Bhatwari HEP (99MW) of M/s L&T Uttaranchal Hydropower Ltd. in Uttarakhand was earlier granted with transmission system mentioned in table below (Existing section) considering Phata Byung HEP would come up before Singoli Bhatwari HEP, however, later on implementation of Phata Byung got delayed and now expected to materialize after Singoli Bhatwari, accordingly the interim connectivity system needs to be modified. However, final connectivity system shall remain same as mentioned above. 21 as part of Common Transmission system for Connectivity of Phatabyung and Singoli Bhatwari HEPs. The commissioning of Baramwari may be matched with the later (2nd) generator, out of the two. HEPs. The commissioning of Baramwari may be matched with Phatabyung HEP. All other conditions of earlier issued intimation shall remain same. Proposal for LTA: It was informed that proposal for grant of LTA was circulated to the constituents vide CTU letter C/CTU/NR/LTA dated 06/11/2017 with Khandukhal (erstwhile Srinagar)- Rampura (erstwhile Kashipur) 400kV D/c line along with associated 400 kv bays at both ends (under scope of PTCUL as part of deemed ISTS). However, PTCUL had observed that considering the uncertainty of Phata Byung HEP, the status of 220 kv D/C line to Khandukhal (erstwhile Srinagar) needs to be reviewed and accordingly, did not give its consent to issue the LTA intimation to Singoli Bhatwari HEP due to which intimation could not be issued. During the meeting held at CEA on 12/09/2018 and 2 nd NRSCT meeting held on 13/11/2018, it was agreed that 99 MW LTA intimation to Singoli Bhatwari HEP may be issued by CTU. During the meeting, it was further agreed that LTA start date may be considered as 31/03/2019 (considering commissioning schedule as per CEA meeting) as proposed LTA start date mentioned in application is Oct 18 which has already passed. Accordingly, it was agreed to grant LTA to L&T Uttaranchal Hydropower Ltd. in Uttarakhand for Singoli Bhatwari HEP with following transmission system: Transmission System for LTA : Khandukhal-Rampura 400 kv D/C (Quad) line [erstwhile Srinagar- Kashipur 400kV D/c (Quad) line] along with associated 400 kv bays at both ends (to be implemented by PTCUL-Deemed ISTS) Note: In addition to above LTA system, completion of following Connectivity transmission system (being implemented by PTCUL as deemed ISTS Licensee) shall also be required for effecting the LTA: 16

However in view of name change of Srinagar Kashipur 400kV D/c (Quad) line and inclusion of connectivity system in LTA intimations, it was agreed to revise the system of Connectivity and LTA intimations as given below: 17

Connectivity (60 MW plus 10% overload) and LTA(60 MW) to SJVN Ltd. for Naitwar Mori HEP (2X30MW) in Uttarakhand It was informed that Connectivity had been granted to Naitwar Mori HEP of SJVNL in October, 2017 through following transmission system: Naitwar Mori HEP - # Proposed Location of Mori 220/132kV (PTCUL) Substation 220kV D/c line (Implementation under the Scope of applicant alongwith 220kV bays at generating end) # Location of Mori 220/132kV (PTCUL) Dehradun 220kV D/c line (Implementation under the Scope of PTCUL) 20

26 Note: # Mori 220/132 kv substation is not required in the time frame of connectivity of Naitwar Mori HEP. Meanwhile, PTCUL desired to change the location of their proposed Mori pooling station. In the meeting held on 04/04/2018 at CEA to discuss the status and issues related to transmission elements of UITP scheme under implementation by PTCUL, the following was agreed: PTCUL to finalize the location of Mori pooling station jointly with M/s SJVNL within days PTCUL to review the status of hydro generation projects in Yamuna basin and submit a report to CEA in 15 days time. Based on the report of PTCUL regarding Yamuna Basin hydro generation projects, decision regarding the capacity of Mori- Dehradun 220 kv D/c line would be taken It was informed that above status was enquired during the 2 nd NRSCT held on 13/11/2018 wherein PTCUL stated that land identified for Mori Substation is about 1.5km away from Mori HEP. PTCUL is yet to inform the detailed status. Proposal for LTA(60 MW): It was informed that Grant of LTA to SJVN Limited for Naitwar Mori Hydro Electric Power Project has been discussed during 12 th Connectivity/LTA meeting of Northern Region system held on 22/06/2018. However, PTCUL insisted to include Connectivity system in LTA intimation for all projects associated with deemed ISTS system being implemented by PTCUL. Subsequently, a meeting was held at CEA on 12/09/2018 wherein it was agreed to include Connectivity system in LTA intimation. The matter was again discussed in the recent 2 nd NRSCT meeting held on 13/11/2018 wherein SJVN informed that the commissioning schedule of project is under review and hence Connectivity & LTA sought date may be revised. Representative of SJVN informed that a formal confirmation in this regard will be sent. In view of PTCUL request to include Connectivity System in LTA intimations, it was agreed to include following transmission system in the LTA intimation, details of which are mentioned below: 21

However, following Connectivity transmission system shall also be required for effecting the LTA: Naitwar Mori HEP - # Proposed Location of Mori 220 kv (PTCUL) pooling station 220kV D/c line (Implementation under the Scope of applicant along with 220kV bays at generating end) # Location of Mori 220kV (PTCUL) pooling station Dehradun 220kV D/c line (Implementation under the Scope of PTCUL as ISTS Licensee along with 220 kv bays at Dehradun S/s) # Mori 220 kv pooling station is not required in the time frame of connectivity of Naitwar Mori HEP. Note: In future, when Mori 220 kv Pooling station gets materialized as deemed ISTS, the 220 kv line from Naitwar Mori shall be terminated at Mori 220 kv Pooling station by SJVN Ltd. including 220 kv bays at Mori 220 kv Pooling station. 22

Connectivity (252 MW + 10% overload) to SJVN Ltd. for Devsari HEP in Uttarakhand It was informed that Connectivity was granted to Devsari HEP of SJVNL in October, 2017 through following transmission system to be implemented by PTCUL as deemed ISTS Licensee. However in view of name change of Srinagar Kashipur 400kV D/c (Quad) line, it was agreed to revise the connectivity intimation as below: Present Devsari HEP generation switchyard Karanprayag 400/220 kv Substation 220 kv D/c (Twin Zebra) line Establishment of 2x315 MVA, 400/200 kv Karanprayag substation of PTCUL by LILO of both circuits of Pipalkoti- Srinagar 400 kv(quad) D/c line at Karanprayag TABLE 10 Transmission System for Connectivity Revised Under Scope of PTCUL: Devsari HEP generation switchyard Karanprayag 400/220 kv Substation 220 kv D/c (Twin Zebra) line. Further, during the 2 nd meeting of NRSCT (Sl. No i to vi) PTCUL was suggested to sign Tripartite Transmission Agreement with CTU and respective Applicants. PTCUL stated that they are ready to sign Tripartite Transmission Agreement with SJVN Ltd. for Naitwar Mori HEP. Subsequently, PTCUL vide letter dated 20/11/2018 stated that they do not agree to the above agenda/proposal in the present form and again submitted that complete Associated Transmission System should be considered as Transmission System required for LTA. 23

29 The above communication of PTCUL was deliberated in the meeting and CEA opined that the matter is pending since long and as agreed during the meeting held on 12/09/2018, CTU may revise the LTA intimations to various generation developers indicating that the connectivity system would also be required in addition to LTA system for effecting the LTA. Further, Tripartite Transmission Agreement (for Connectivity) and Tripartite LTA Agreement (for LTA) need to be signed among applicant, PTCUL & CTU for above generation projects. 9.0 Connectivity Application from Pakal Dul Hydro Electric Project It was informed that one no. of Connectivity Application, as detailed below, had been received from Chenab Valley Power Projects [P] Limited, which was discussed in 14 th Connectivity/LTA meeting of NR. Considering RoW constraints, due to difficult mountain terrain, a 400kV D/c (Triple HTLS Conductor Equivalent to about 2300MW) line from Kiru HEP Kishtwar GIS Pooling station was planned. Establishment of GIS pooling station at Kishtwar was proposed with hydro projects (1500MW) located in Chandrabhaga basin in Himachal Pradesh along with Kirthai-I HEP (350MW) & Kirthai-II HEP (990MW). The scheme was discussed in 31 st and 40 th Standing Committee Meeting of Power System Planning for Northern Region held on 03/01/2013 and 22/06/2018 respectively. During 40 th SCM of NR, it was informed that Kiru and Kwar HEP projects are under PIB approval stage whereas GoI approval for Pakal Dul HEP has been received and first major package of the project has been awarded in Feb 18. After deliberations, it was 24

30 agreed that various activities like identification of suitable site for establishment of Kishtwar GIS Pooling station, phasing of the identified evacuation system etc. would be taken up only after application for connectivity / LTA by the project developer. After deliberations, following system was agreed in-principle for connectivity: i. 400 kv D/c (Triple HTLS Conductor) line from Pakal Dul HEP Kishtwar GIS Pooling station ii. Establishment of 400 kv GIS Pooling station at Kishtwar by LILO one circuit of Kishenpur Dulhasti 400kV D/c (Quad) line (Single Circuit Strung). iii. GIS switchyard equipment and XLPE cables provided may be designed for carrying 4000 Amps current. iv. 420 kv, 125 MVAR Bus Reactor each at Pakal Dul HEP and Kishtwar GIS Pooling Station Provision for extension of 400 kv D/c (Triple HTLS Conductor) line from Pakaldul HEP Kishtwar GIS Pooling station to upstream side projects may be kept. It was also decided that the matter may be taken up in the next NRSCT to finalise the configuration of transmission system taking into account future hydro projects in Chenab and Chandrabhaga basins. Subsequently, the matter was discussed in 2 nd NRSCT meeting held on 13/11/2018 wherein it was informed Investment approval of Pakaldul project from GoI has been obtained and two major packages of the project has been awarded. The Commissioning schedule of Pakla Dul HEP is March For Kiru HEP, investment approval from GoI is awaited and commissioning schedule for project is 54 months from IA. PIB proposals are under consideration of Ministry of power for Kiru. For Kwar HEP, techno-economic clearance is awaited from CEA. Further, CEA stated that as Pakal Dul would be the first project in Chenab basin, the above system may be agreed. It was further informed that provision for extension of 400 kv D/c (Triple HTLS Conductor) line from Pakaldul HEP to upstream side projects (Kiru & Kwar HEP) may be kept. After deliberations, Connectivity was agreed for Grant to CVPPL for Pakal Dul HEP (1000MW) with transmission system as given below: i) 400 kv D/c (Triple HTLS Conductor) line from Pakal Dul HEP Kishtwar GIS Pooling station along with associated bays at both ends under scope of generation developer 25
