5 Minutes for 12 th Meeting of Northern Region Constituents regarding Connectivity/Long Term Access to Generation projects in NR held on 22/06/2018 at NRPC, New Delhi. A. List of participants in enclosed at Annexure-I. B. CTU representative welcomed the participants & stated that minutes of the 10 th Connectivity & Long Term Access Meeting held on 30/05/2017 with Northern Region Constituents were issued vide letter ref. no. C/CTU-Plg/N/LTA & Con-10 dated 02/08/2017. It was informed that no observations/comments were received on the minutes except from PTCUL in regard to Connectivity/LTA for the projects in Uttarakhand. It was informed that as per the discussions held in 40 th Standing Committee Meeting of NR held on 22/06/2018, the matter related to PTCUL shall be discussed in separate meeting. Accordingly, minutes of 10 th Connectivity & Long Term Access Meeting with Northern Region Constituents were confirmed. C. It was also informed that CERC has notified the Detailed Procedure for Grant of Connectivity to projects based on renewable sources to ISTS on 15/05/2018. As per the procedure, the Connectivity in Northern Region from renewable sources for application filed online before 15/05/2018 and received hardcopy before 22/06/2018 was discussed in 11 th Meeting of Northern Region Constituents regarding Connectivity/Long Term Access to Generation projects in NR held on 07/06/2018. Subsequently, the minutes of meeting for the same were issued vide letter dated 02/07/2018. Thereafter, point wise agenda was taken up for further discussions as given below: D. Connectivity to M/s NTPC Ltd for 1320 MW from Singrauli STTP stage III in Uttar Pradesh. Name of the Applicant Application no: M/s NTPC Ltd Name of Power Plant Singrauli STTP stage III, U.P Applied for Connectivity Quantum (MW) 1320 Time Frame 01 st March 2021 Connectivity Point Vindhyachal Pooling Station CTU informed that Connectivity application has been received in April 18 from M/s NTPC Ltd for Connectivity of 1320 MW Singrauli Super Thermal Power Station Stage-III at Sonebhadra, Uttar Pradesh. As per the application, Connectivity has been sought from 01/03/2021 with commissioning schedule as 01/01/

6 Further, it was informed that to discuss Connectivity of Singrauli STPP Stage III, a meeting was held in CEA, wherein it was opined that LILO of Vindhyachal-IV(2x500 MW) Vindhyachal-V(500 MW) 400 kv D/c line alongwith replacement of existing twin moose conductor of Vindhyachal-IV(2x500 MW) - Singrauli STPP Stage III line with HTLS conductor of capacity 2100 MW may be considered. However, NTPC vide letter dated 15/06/2018 has informed that the capacity of the Singrauli STPP Stage III has been revised to 1600 MW(2x800 MW) and requested that revised unit rating may be considered for planning of transmission system for evacuation of power from the generation project. In view of the above, it was deliberated that there is change of more than 100 MW in the quantum of power to be interchanged using the Inter-State Transmission System. After deliberations, it was agreed to close the 1320 MW Connectivity application and NTPC to make a fresh application in accordance with CERC Connectivity Regulations. NTPC requested to finalize the scheme for 2x800 MW in-line with the discussion held in CEA. However, CTU informed that as per the system studies, short circuit level at Vindhyachal is crossing its designed limits with proposed transmission system, hence, it emerged that further studies need to be carried out. Accordingly, it was agreed that joint study may be carried out by CEA, CTU & NTPC and Connectivity may be finalized upon receipt of fresh application for the same after exploring additional alternatives and carrying out detailed short circuit studies. Members agreed for the same. E. Revocation of 850 MW Connectivity granted to M/s GVK Ratle Hydro Electric Project Pvt. Ltd (GVKRHEPPL) It was informed that GVK Ratle Hydro Electric Project Pvt. Ltd. was granted Connectivity for 850MW vide intimation letter dated 16/12/2013. Further, LTA for transfer of 690MW power was also granted to GVK Ratle Hydro Electric Project Pvt. Ltd. vide intimation letter dated 03/02/2014. However, LTA agreement was not signed. Subsequently, notice for LTA revocation was served vide letter dated 04/02/2016. Failure to sign the LTA agreement resulted into revocation of LTA granted. The same was informed to GVKRHEPPL vide letter dated 30/11/2017. M/s GVKRHEPPL vide letter dated 09/12/2017 informed that project works has been suspended and PPA with PDD J&K Govt. has been terminated while the matter is pending for adjudication. In addition, the implementation activities at site are in stand still condition

7 It was informed that the subject matter has also been discussed in the NR Standing Committee Meeting held on 22/06/2018 wherein it was deliberated that project is not likely to materialize in near future. Accordingly, it was agreed in Standing Committee that Connectivity granted to M/s GVK Ratle Hydro Electric Project Pvt. Ltd (GVKRHEPPL) vide intimation dated 16/12/2013 may be revoked with immediate effect on account of insufficient progress. The same was also agreed by the members including GVKRHEPPL, the applicant. F. Revised Grant of LTA to M/s NTPC Ltd. for Tanda TPS Stage-II (2x660 MW) for transfer of MW power to NR Beneficiaries. 1. It was informed that NTPC was earlier granted LTA for transfer of MW power from Tanda Stage-II (2x660MW) TPS located in Uttar Pradesh to Northern region beneficiaries, vide intimation dated 23/01/2015. However, in line with discussions in various meetings, NTPC has re-applied LTA for MW from Tanda Stage-II. 8 iii) Gonda Basti 400 kv S/C Quad line iv) Gonda Shahjahanpur (PG) 400kV D/C Quad line v) Establishment of 2x315 MVA, 400/220kV S/s at Shahjahanpur by LILO of both circuits of Lucknow (PG) Bareilly (PG) 400kV D/C line vi) Establishment of 2x315 MVA, 400/220 kv substation at Gonda vii) LILO of Azamgarh-Sultanpur 400 kv S/C line at Tanda TPS viii) Tanda (NTPC)-Tanda (New) (UPPTCL) 220 kv D/C line including 220 kv bays Tanda (NTPC) ix) NTPC to provide space at Tanda TPS Generation Switchyard for two nos. of 220 kv bays 3. During the 40 th Standing Committee meeting, UPPTCL informed that the above transmission system is under implementation and shall be completed in progressive manner. Further, NTPC informed that their 1 st unit of Tanda TPS Stage-II generation is expected to be commissioned by 31 st March, 2019 and 2 nd unit by 31 st July, Accordingly, it was agreed to grant the LTA of MW to NTPC with following unit wise transmission system of UPPTCL: (i) 1 st Unit ( MW LTA with proportionate quantum of NR beneficiaries w.e.f or availability of following UPPTCL Transmission system, whichever is later) : i) LILO of Azamgarh Sultanpur 400 kv S/C line at Tanda TPS by UPPTCL ii) 400/220 kv, 2x315 MVA ICTs at Tanda TPS by NTPC iii) Tanda (NTPC)-Tanda (New) (UPPTCL) 220 kv D/C line including 220 kv bays Tanda (NTPC) by UPPTCL (ii) 2nd Unit [balance MW (cumulative MW LTA) w.e.f or availability of following UPPTCL transmission system, whichever is later]: During the meeting, it was informed by UPPTCL that implementation of Tanda- Gonda- Shajahanpur 400 kv D/C Quad line may take time and there may be mismatch w.r.t. commissioning of 2 nd Unit of NTPC project. Accordingly, following alternate transmission system till availability of Tanda- Gonda- Shajahanpur 400 kv D/C Quad line was agreed: i) Establishment of 400/220/132 kv, 2x500, 2x200 MVA GIS substation at Basti ii) Construction of Tanda TPS Basti 400 kv D/C quad line - 4 -

9 iii) On completion Tanda-Gonda 400 kv D/C Quad line, one ckt. of Tanda (400) Basti 400 kv D/C line and one ckt of Tanda- Gonda would be connected bypassing Tanda TPS 400 kv switchyard (due to limited 400 kv bays at Tanda TPS), resulting in following configuration: a) Tanda TPS Gonda 400 kv S/C Quad line. b) Tanda TPS Basti 400 kv S/C Quad line. c) Gonda Basti 400 kv S/C Quad line. 4. Upon commissioning of transmission system of UPPTCL associated with Tanda TPS Stage-II mentioned at para 2, the same shall be treated as LTA system. Regarding transfer of LTA of MW of power to other states, it was deliberated that the beneficiaries would be liable for payment of applicable Intra-State transmission charges of UP alongwith applicable Inter-State Transmission charges. Members agreed for the same. G. LTA/Connectivity for hydro projects in Uttarakhand Following Connectivity and Long Term Access (LTA) applications/grants were discussed in the earlier meetings, however due to certain issues, such applications/grants (for generation projects in Uttarakhand) need to be discussed again: S. In response to the various intimations issued by CTU, PTCUL raised certain apprehensions which primarily include the following: a) Inclusion of 400/220kV substation at Srinagar & Srinagar-Kahipur 400kV D/c line in Connectivity and LTA intimations: It was informed that CTU has already informed in various meetings that the transmission elements which have been completed are not included in the intimations, however, PTCUL is still raising the same and needs to be resolved. b) Inclusion of Connectivity system in LTA intimations also: It was informed that CTU has already clarified that as per CERC Connectivity Regulations, Connectivity and LTA are two separate products and to be dealt separately. In all other cases also, separate system is indicated for Connectivity and LTA. However the issue is still to be resolved. It was informed that as per the discussions held in 40 th Standing Committee Meeting of NR held on 22/06/2018, the matter related to PTCUL shall be discussed in separate meeting to be convened by CEA with participation from CTU, PTCUL and Generators. Further, representative of L&T Uttaranchal Hydropower Ltd. enquired about liability of transmission charges in case of delay in commissioning of transmission system by PTCUL. CTU informed that the LTA shall be granted with the commissioning of deemed ISTS being implemented by PTCUL. Accordingly, LTA shall be operationalized with the availability of deemed ISTS system of PTCUL. Further, some of the generators informed their revised commissioning schedule as below : - 6 -

Connectivity and LTA to Naitwar Mori HEP (2X30MW) of SJVN Ltd. in Uttarakhand. It was informed that Connectivity has been granted to Naitwar Mori HEP of SJVNL in October, 2017 through following transmission system: Naitwar Mori HEP - # Location near Mori 220/132kV (PTCUL) Substation 220kV D/c line (to be implemented by the applicant alongwith 220kV bays at generating end) # Location near Mori 220/132kV (PTCUL) Dehradun 220kV D/c line (to be implemented by PTCUL) # Mori 220/132 kv substation is not required in the time frame of Connectivity of Naitwar Mori HEP. Meanwhile, PTCUL desired to change the location of their proposed Mori substation and during the meeting held on 04/04/2018 at CEA, the following was agreed: PTCUL to finalize the location of Mori substation jointly with M/s SJVNL within days. PTCUL to review the status of hydro generation projects in Yamuna basin and submit a report to CEA. Based on the report of PTCUL regarding Yamuna Basin hydro generation projects, decision regarding the capacity of Mori-Dehradun 220 kv D/c line would be taken. PTCUL informed that location of Mori S/s is yet to be finalized. PTCUL was requested to expedite the actions as agreed in aforesaid meeting. Grant of LTA: CTU informed that LTA application of M/s SJVN Limited has been received in Dec 17 for 60 MW from Naitwar Mori Hydro Electric Power Project, Uttarakhand, details of which are mentioned below: - 7 -

Accordingly, it was agreed to grant LTA to M/s SJVN Limited for evacuation of 60 MW from Naitwar Mori Hydro Electric Power Project to NR(Target) from 30 th Nov, 2021 with existing transmission system. SJVNL informed that commissioning schedule of the project is under review & same shall be intimated separately. After deliberations, it was agreed to grant LTA to M/s. SJVN Ltd for transfer of 60 MW from Naitwar Mori Hydro Electric Power Project in Uttarakhand to NR(Target) with existing transmission system w.e.f. commissioning schedule(to be intimated by SJVNL). 2. LTA for 259MW to Alaknanda HEP (300MW) of M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd in Uttarakhand. It was informed that M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd had been granted Long Term Open Access beyond Kashipur for transfer of 259 MW power from Alaknanda HEP (300MW) in Uttarakhand. The applicant had earlier approached to PTCUL for grant of Connectivity. Vide order dated 31/1/2013 in Petition no. 133/MP/2012 by Hon ble CERC, the comprehensive transmission system was identified by PTCUL in association with CEA have been declared as deemed ISTS system. Accordingly, during the 7 th & 8 th LTA/Connectivity meeting of NR constituents held on 14/07/15 & 20/01/16, the applicant was asked to apply afresh for Connectivity to CTU. Further, it was informed that M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd. had already signed BPTA/LTA Agreement, however, based on revised Connectivity application the injection point for LTA would get changed to deemed ISTS network and the already signed BPTA/LTA agreement shall be revised by CTU

13 GMR had earlier requested for cancellation of LTOA/BPTA Agreement and return of Application Bank Guarantee (ABG). The matter was discussed in 10 th meeting of NR constituents regarding Connectivity and LTA Applications wherein it was informed that as there is no such provision in the extant Regulations for cancellation of LTOA/BPTA Agreement and return of BG, therefore, the applicant may approach to CERC for suitable directions. Subsequently, M/s GMR vide letter no. GBHPGPL/CTU/LTA/2017/84 dated 07/10/2017 submitted that CERC order dated 31/01/2013 in Petition No. 133/MP/2012 has rendered their LTA Agreement incapable of performance due to cessation of the express conditions like point of injection & quantum of power to be injected and requested for return of Bank Guarantee. It was informed by CTU that other applicants in the Uttarakhand have also applied for Connectivity to CTU and revised LTA has been granted with change in point of injection and quantum of power. Similarly, GMR may apply for Connectivity and their LTA shall be revised as mentioned above. It was also informed that there is no provision for cancellation of LTOA/BPTA Agreement and return of ABG on account of above. However, the applicant may approach to CERC for suitable directions, if desired. Meeting ended with vote of thanks. ----x---x----x
