All 7 wireless tower sites have been upgraded with state of the art Cambium Networks 43 line of wireless equipment, allowing available speeds up- to 4mbps of bandwidth to the customer. The first collocation site is operational. Land acquisition process is moving forward at a rapid pace, and project will be completed on time and under budget. 2 sites are very near closing and significant progress has been made on all other collocation and build sites. Fiber installation under the Illinois River at I- 72 is complete. Current Challenges: Contractors working in western Illinois have been delayed due to flooding. Waiting on Illinois Department of Transportation (IDOT) to gain access to critical fiber. Not yet received $8 Million in capital funds which is affecting ability to pay vendors given the low cash balances in the Communications Revolving Fund. Outreach Partners classes have ended. The final remaining order of BTOP- funded refurbished desktops will be delivered December 28 th. Four outreach partners have chosen to retain Connected Living as their training provider, facilitating the need for training to this undeserved population. This project has been an extraordinary experience resulting in increased family and friend connections, employment and education opportunities for our constituents. It has been a true joy to have some small role in changing lives for the better. 9 8 Partnership for a Connected Illinois Broadband Data & Development Location: Springfield Award Award Other Funding Total Project Award $6,554,641 $7, $1,9,378 $8,264,19 Update as of 4/3/13 Data and Mapping Submitted the seventh round of mapping for the National Telecommunications and Information Association (NTIA). Continued extensive updates to the Community Anchor Institution database. Continued working with Softweb Solutions for the Wi- Fi Locator Mobile Application, and are seeing excellent progress. Released the Broadband Illinois esolutions Benchmarking Report. Key findings of the household report focus on internet usage, benefits and barriers. Completed a successful site visit from NTIA program officers, and later in the month met with them and grantees from several other states in Washington, DC. Collaboration for Deployment Met with Economic Development group from Rockford and Machesney Park and identified four fiber carriers in their Tech Park, and developed a strategy on how to market their infrastructure in the available building at the park. Attended hearing in Naperville on Senate Bill 2 that would restructure the Department of Commerce and Economic Opportunity. Held eteam meetings in North Central, Southwest Central, and Southeast Central, connecting customers to providers and providing solutions to meet the needs of broadband users. Attended breakfast of the Illinois Science and Technology Coalition at Governor Quinn s Executive Mansion. Open government data, green energy research, and youth STEM development were priority items the Governor identified. Attended the 213 Broadband Communities Summit in Dallas, TX where University of Chicago, Gigabit Squared Partnership Highlighted at Broadband Communities Summit. Held Broadband Deployment Council quarterly meeting. The Council exists to improve access to broadband networks not just for residential consumers, but for public, private and not- for- profit organizations all across the state. Attended the Schools, Health, Libraries, & Broadband Coalition Conference held in Washington, D.C., where topics such as erate, FCC Lifeline Pilot, and Gigabit Communities were highlighted. Board members met together for a full- day strategizing session, in which several opportunities for partnerships and sustainability were discussed. Education for Broadband Usage Launched the Better Broadband, Better Lifeline FCC Pilot. The pilot will focus on discounted broadband for low- income households, and the effect that adding computer literacy training has on maintaining broadband service. Continued planning the Broadband Telemedicine Summit partnering with MoBroadbandNow. The Summit is to be held May 2, 213, in Saint Louis, MO, and the agenda features interactive panel discussions on healthcare needs, rural issues, policy updates, electronic health information systems and more.

10 9 Convened meetings with several stakeholders to advance our mutual interest in using better broadband to create better lives. These stakeholders included the Citizens Utility Board, Connected Living, NTIA, Adams Telephone Cooperative, Cass Telephone Company, Harrisonville Telephone Company, Madison Telephone Company, Mid Century Telephone Cooperative, Shawnee Telephone Company, Wabash Telephone Cooperative, Computer Banc, MOBroadbandNow, FirstNet, Connect2Compete, Coxcomm, Frontier Communications, City of Casey Economic Development, Farm Bureau, City of Monmouth, Eastern Illinois University, InTouch Health, Microsoft, Polycom, Dell, Charter Communications, Illinois Commerce Commission, MacArthur Foundation, 21 st Century Youth Project, Explore Locally, Bluebird Network, Senator Larry Bomke, Illinois Library, Southern Illinois School of Medicine, Broadband Development Committee, Fishin Buddies, University of Illinois Extension, Quad Cities Chamber of Commerce, Illinois Critical Access Health Network, Webitects, Strategic Networks Group, Gigabit Squared, United s Department of Agriculture, US- Ignite, and the Comcast, Schools, Health, Libraries, & Broadband Coalition. Shawnee worked diligently to complete their stimulus project well ahead of the allowable ARRA timeframe. Rural Southern Illinois citizens covered by this project are now enjoying the benefits of this collaborative effort. 12 11 City of Chicago/Smart Chicago Collaborative/Smart Communities Sustainable Broadband Adoption Location: Chicago Award Award Other Funding Total Project Award $ 7,74,369 $677,476 $852,5324 $8,64,369 Sustainable Broadband Adoption Update as of 12/31/12 Annual Highlights: The Smart Community portals had 144,7 unique visitors in the businesses were assisted through the Business Resource Networks, and 8 received desktops. 952 community residents earned netbooks. Broadband adoption increased by 11% in Smart Communities neighborhoods versus only 6% for the Citywide average. Data from Center for Working Families indicate that Smart Communities training participants receiving training at the Family Net Center and at least one additional employment service have higher rates of employments than those that did not attend Smart Communities training. Everyday Digital and Civic 2. curricula are the only digital literacy training programs offered in Spanish. The percentage of the population using the Internet anywhere increased by 17% among Smart Communities neighborhoods. Digital Youth Network (DYN) after school program served 2 youths. Continued YOUmedia curriculum and programming or CPL s Summer Reading program in which students created healthy menus, photo collages of activities and food, and podcasts around healthy living. Served 619 students through the YOUmedia program. YOUmedia shifted its population to serving both middle school and high school students to serving middle school students only. YOUmedia is better able to maximize the time middle school students have with mentors and in workshops. Working with Comcast to promote the Internet Essentials Program in Smart Communities and Chicago Public Libraries, and Chicago Public Schools. Comcast reported that there have been over 11, families connected through Internet Essentials activations in Chicago. Quarterly Highlights 1,726 instances of training in Everyday Digital, Digital 2., and Civic 2.. 13 12 City of Chicago/Smart Chicago Collaborative Public Computing Centers Location: Chicago Award Award Other Funding Total Project Award $8,974,283 $1,573,812 $2,374,128 $12,922,223 Public Computing Centers Update as of 12/31/212 Annual Highlights: The Chicago Housing Authority (CHA) Public Computing Centers (PCC) provide access for residents to conduct job searches, build resumes, and gain computer- related skills through online (over 5 courses offered) and instructor- led training. PCCs have been utilized by job clubs and for workshops The Chicago Public Libraries (CPL) CyberNavigator program served 99,356 patrons at 49 CPL PCCs. Anecdotally, CyberNavigators helped patrons find 24 jobs in 212. The CPL PCCs serve as one- on- one just in time model for patrons who need access to digital technology for immediate life needs such as applying for a job or access to a support service. At PCCs 5,451,42 people participated in open lab access and 5,314 people participated in basic internet and computer use. 133,776 hours of training were offered at PCCs. Quarterly Highlights: Completed construction of 3 community service center PCCs. Installed 25 workstations at 3 CCC PCCs. Launched city- wide PCC campaign on Chicago Transit Authority buses and trains, news racks and bus shelters. Launched campaign site weconnectchicago.org with 2,244 unique visitors and 13,939 page views. Completed 44 organizational orientations and enrollments in CTC support network. Served 343 patrons at 2 Smart Health Centers.
