2 The Deputy Manager (TNHSP Projects), Electronics Corporation Tamil Nadu Limited, Chennai, Tamil Nadu had conducted the Pre-Bid meeting. At the outset the Deputy Manager (TNHSP Project) welcomed everybody attending the Pre-Bid meeting for thencb No. ELCOT /NW / / TNHSP Phase III / NCB /AG68 P3H5 /Rev - Server / for Supply New Infrastructure, Redeployment Existing Infrastructure, Migration, Integrate and Rollout the Integrated Architecture, Commissioning, Maintenance and Support with On- Site & Off-Site resources through a Single Point Service Provider. A brief status about the project was presented before the audience. A special meeting on 2 nd April was organized to provide clarity to the SIs, OEMs and the details required were provided by TCS, TNHSP and ELCOT. The members representing the bidders were asked to furnish their queries in written format so that the replies to the same can be provided by the Purchaser. The members representing the bidders submitted their queries in written format. The meeting ended with a vote thanks to the chair.as per request many bidders (Sis and OEMs) a special meeting was organized by ELCOT to answer the required clarifications by TCS, TNHSP and ELCOT so that the Corrigendum / Amendment is issued with more clarity. The prospective bidder informed that the capacity based licence will be cheaper, but TNHSP has to clearly mention it taking into consideration, the DB size growth till the project period 5 years. Regarding L3 engineer, the prospective bidder informed that as per industry standards, no single individual will be specialised in hardware, OS, Web, App & DB layers. Hence the bid document should give what is the primary skill database size compatible to the project infrastructure during the entire contract period. The on-site support Engineer should have the following qualifications, skillets and experience. B.Tech / MCA or equivalent or higher with minimum 2 years experience in System Administration and RDBMS. only Refer S.No 3 the table 2 Remarks

The prospective bidder informed that SI will be able to do a vanilla installation and any fine tuning the stware as PostgreSQLcertified Associate is preferred. The resource provided by the bidder will be evaluated and certified for capability by the both APP / DB OEMs. The Application migration is the responsibility the Application Developer (TCS) only. The respective specifications are indicative and inclusive the use along with the existing Phase-1 and 2 servers to meet the total requirements for running HMS application. Page Integration with existing Infrastructure: The vendor has to integrate the new infrastructure with the existing Server setup TNHSP, to ensure re-use existing hardware, stware and tools for running HMS application The following additional hardware requirements are to be procured and integrated with the existing Phase-1 and Phase 2 Server environment set up at the Tamil Nadu State Data Center. Architecture Diagram Operation methodology: The technical specification both existing and new infrastructure is given below for the understanding the bidders to submit their bids by fully understanding the scope and responsibilities and SLA. The installation, commissioning, maintenance and support during the contract period should be the joint responsibility the SMT (Server Management Team) which has the members from the Phase-1, Phase- 2 and Phase-3 vendor service providers, respective OEMs, TCS as the HMIS Application Developer and Support service provider and the Project Management Team TNHSP)for knowledge share on adopting change requirements, patches, updates, upgrades and implementing or migrating to new solution etc. At present, M/s.TCS (Application Developer and consultants for TNHSP) with the Server Administrators TNHSP are functioning as the Operation Team otherwise called as SMT (Server Management Team) together with the OEMs (such as Oracle and Enterprise DB) and their authorized bidders / support partners, viz. M/s.HCL and M/s.Accel Frontline Ltd. TNSDC and TNHSP. The installation, commissioning, maintenance and support during the contract period should be the joint responsibility the SMT (Server Management Team) which has the members from the Phase-3 vendor service providers, respective OEMs, TCS as the HMIS Application Developer and Support service provider and the Project Management Team TNHSP), which includes knowledge share, adopting change requirements on patches, updates, upgrades etc. It is proposed that the new vendor finalized for Phase-3 need to support the Application Developer in migration activity, supply new infrastructure and support as single point service provider Turnkey solution.

20 It is proposed that the new vendor finalized for Phase-3 need to re-use existing infrastructure wherever applicable,, support migration, supply new infrastructure and integrate all the components and support the Integrated Architecture by the single point service provider as a Turnkey solution. In view the above arrangement, the present AMC service provider M/s.HCL ( 10 Servers etc procured in Phase-1) and the present Warranty Service Provider M/s.Accel Frontline Ltd (including the 6 Servers procured and upgradation and redeployment in Phase- 2) have to support the new team without affecting the smooth functioning the project deliverables. Any support to the existing infrastructure required should be undertaken by the new vendor by support transfer from the present service provider at the already agreed rates or any mutual agreed rates during the contract period as desired by the Purchaser / customer / Government at an appropriate
