Vol. Support Price Deduction Total value from deduction 1500 MT ,250 USD Example: Agree price is 1370 USD/MT CIF JKT for 255 MT. Then we will deduct 59.5 USD to be USD/MT CIF JKT for 255MT, remain vol. support 1245 MT. 1

Indopipe current financial is still weak and in their latest financial report, they had reported losses over the last 2 financial year. As mentioned, the mafia CEO Anton had been replaced by their financial director who is in business for quite some time. I believe he is a good guy and had been working very hard to turn around the situation. Primaplas Singapore will also continue to support them and hope to go through the hard times with customer. As below discussion in March, there is outstanding of 1785MT. In our earlier agreement, it is agreed to adjust price for the contract by US$50/MT and the total amount is US$89,250/-. The outstanding contract as below: 102MT ETD 25/APR 51MT ETD 21/MAY 51MT ETD 23/MAY 204MT ETD 8/AUG 102MT ETD 22/AUG (SI issued) 25.5MT ETD (estimate by week 22nd Aug) Total shipped: 535.5MT After August, we had only MT balance contract with Indopipe. 2

3 As the current offer price is still much lower (US$1300/MT), can you consider to adjust price for this outstanding balance quantity of MT directly? Based on agreed revision, the total price adjustment amount is US$89,250. For MT, the adjustment is US$71.42/MT. The original contract price is US$1430/MT. Thus, for this balance 1249.MT, can we adjust price to US$ /MT? In this case, it is easier and we do not need to offset from other contracts. If Indopipe payment is continuing to be on time, we should clear this contract by Sep-Nov. Hope you can support this proposal. Thank you. Below are the summary of the Indonesia Pipe and customer situation. Supply & Demand Demand is traditional sluggish in the first quarter as pending new budgets from Government agencies for infrastructure projects. On mining segment, in the coal sector, remains weak due to low crude prices. Coal prices are depressed at US$48/MT. The cost of mining was about US$25-30 dollars, excluding transportation costs. Thus, margin for coal miners remained challenging. With China declaring to cut man power in steel mills by 1.8 million, the coal demand for steel smelters in China will be very depressive in near term. On supply, Chandra Asri is defending their PE100 natural grade market share by reducing its price premium to US$50 from US$100/MT. SCG supply is also easily available on request basis. Indonesia Pipe Regulation Pipe Regulatory SNI had revised the use of raw material for Pipe projects. Before the revision, the regulatory states that only pre-compounded PE100 HDPE Black can be used for water pipes. After the revision, it states that natural PE100 HDPE resins can be used together with black master batches. The move is backwards but we believe that Chandra Asri is the driver for the change. 4

5 In Chandra Asri HDPE grades, they had been rationalising and cut down the number of grades to produce e.g. they stop the production of blow molding grade and focusing on pipe PE100 natural. On government tenders, there is a new regulation called TKDN, which requires certain % of the products/service supplied to Government to be local content. This move greatly discourages Pipe makers to use imported materials. Thus, the existing PE100 Black customers (Indopipe, Pentair, Cipta Karya Medan) will be our key accounts. Customers Situation Jakarta: Pentair: Operating at 40-50% over capacity of 1200MT. There is requirement for PE80 Yellow pipe for gas pipe applications, which they are buying from Borouge. For P901BK, production output rate had improved, but it is commented that it is still about 5% lower than SCG grade. Unilon: Total capacity 1600MT per month but consumption is about 500MT/month. Total 18 lines. They are using 100% Chandra Asri 4808 Natural. They had very good contract terms with Chandra Asri. For instance for February delivery, the contract price is US$1170 delivered. Master batch cost is about US$60/MT. Thus, the total cost (Natural plus black) is US$1230 delivered. Thus, our price before the increase last week at US$1220/MT is still higher than Chandra Asri. Wavin: We had delivered 3MT trial material to them in January. 1.8MT was used and trial for 315mm and 110mm pipes. Processing was ok except that there is orange skin problem for 315mm pipes. Lab testing was approved for 110mm pipe and the 315mm pipes is still pending. As for the orange skin, I had reviewed the processing conditions with their engineer, it is due to low melt temperature. Output is also lower by 10%. They used the same machines setting as Chandra Asri grade. The melt temperature is 186oC. I recommended to increase the melt temperature to oC to resolve the orange skin and output issues. They will trial with the balance 1.2MT. Once the whole trial is completed, by April, P901BK will be under their approved raw material list. Attached are the processing conditions for your reference. Pralon: PE Pipe production was about 3KT in They are buying 100MT/month from Chandra Asri on contract basis. Balance on spot basis. Business is weak in Q1 as above mentioned. The last import was in January from SCG. They expect to import again in April. Vinilon: We will be trying to set up a meeting with them later this month in Jakarta. As per last request, can IRPC issue a letter saying Primaplas is your authorised distributor for Indonesia market? As mentioned before, they are not willing to meet us as they claim that they had direct contact with IRPC before and we do not have proof that we are the authorise distributor. Rifai had met the CEO Vinilon in Jakarta event last month, thus, we are now trying to fix the meeting with them soon. Surabaya: Indopipe: Consumption is not regular at Indopipe. About 300 to 600MT per month. Last year, their CEO makes a mistake in the inventory calculation and cash flow management. In 2015, we had shipped MT, 2 contracts (255MT at US$1450/MT, and MT at US$1505/MT). This quantity was shipped from May till Nov For the last contract of 2499MT at US$1430/MT, 714MT is shipped in Jan & Feb There is a balance of 1785MT. Based on the forecast, they will clear this balance contract quantity of 1785MT from Mar to May period, based on demand and their cashflow situations. They also apologised on the delays due to poor cashflow and decisions from top management made last year and seeks our understanding. 5

6 As per my last to you, they are requesting us to support them on price revision on the balance contract. Due to slow consumption, they are not willing to sign a new contract to average out the costing. This issue is still under negotiating with them.
