1 Who Only Download Files From DPW PA DPW/OA/BIS/DTE
2 URL to log into SeGov: (You may want to add this as a favorite in your Internet browser.) UserIDs all start with b-. Passwords MUST be renewed every 60 Days. Vendors will receive an notice when file a is ready for download. 2
3 Before you log on for the first time, you must complete your security profile. If you do not complete the security profile, you will not be able to download files. From Sign On Screen, select Password Reset. 3
4 1. On the Keystone Key webpage, enter SeGov UserID and password. 2. Click the button next to I have read and click next. 3. Enter and confirm your new password 4. Confirm your address is correct in both and Confirm fields. If is not correct, please notify the LIHEAP Vendor Hotline at or the vendor mailbox at RA-LIHEAPVendors@state.pa.us. 6. Click the drop-down menu to choose three hint questions and answer each question. You must remember the answers to these Hint Questions! 7. Phone number must only be 10 digits. 8. When done, click Finish. 4
5 A Task Completed message will appear on the screen. Click Close Window and then log out of SeGov by clicking Sign Out. It is very important that you close the browser by clicking the X in the top right of the screen. This will set your security profile and allow you to log in using your new password. Re-open your browser and access the e-gov site with your new password! 5
6 Using the SeGov System for Download of Files Go to the SeGov Sign On webpage. Sign on to SeGov with your SeGov UserID and password. 6
7 NOTE: You may need to download Java or WebX software to access SeGov. You will be notified if you are required to download this software. If you receive the prompt, follow instructions on the screen to install software. After successful sign on to SeGov, the user will be placed in their designated Homepage. 7
8 Procedures to Download New Files: On the Home Page new files available for download will be displayed. To download a file, click the Download button that is under the file that you want to download. The pop-up below should appear: 8
9 User has option to Open or Save the file. Click OPEN and file contents will be displayed. The User can Print or Save the file to their Personal Computer (PC) or network server. NOTE: It is the User s responsibility to save the file; the file will be deleted by DPW after 30 days. After seven days, an alert Notification will be sent to the User stating that the file has not been downloaded. And after 30 days, an alert notification will be sent to the User stating that the file has been deleted. Users must download and delete their files SeGov IS NOT to be used as a storage area for data. Click SAVE and the file will be saved to an area designated by the user. The file MUST be saved on the User s local network. The file can be renamed by the user if necessary. 9
10 After you open or download a file, it will be moved to your Folders. Folders can be accessed by clicking Folders in the left-hand navigation bar. 10
11 IMPORTANT NOTES REMEMBER TO DELETE FILES AFTER YOU DOWNLOAD THEM Files will be purged from SeGov every 30 days. If a user deletes a file, it will no longer be available for use by other users. Remember to save files on your local network. For example, User 1 from A+ Oil opens the October 1 file on Monday, views it and deletes it from SeGov. User 2 from A+ Oil logs in to SeGov on Tuesday. User 2 will not be able to see the October 1 file because User 1 deleted it from SeGov the previous day. Companies are only allowed to have two users a primary user and a backup. User IDs are unique and MAY NOT BE SHARED 11
12 Setting Up and Changing Notifications When DPW downloads a file to the User, an will be sent to the User stating that User needs to download a file sent by DPW. From the Home Page, a user can access Account Options. Click Account Options to verify that your address is correct. If your address changes, please notify the Vendor Hotline at All new Users must verify that their address is correct under Edit Your Notification Settings. If the address is incorrect, please call the LIHEAP Vendor Hotline at or the vendor mailbox at RA-LIHEAPVendors@state.pa.us. 12

14 Troubleshooting SeGov for Browser Users If you are unable to view the log in page, there may be a problem with your IP address. Obtain your external (routable) IP address by calling your Internet Service Provider or by going to and contact the Vendor Hotline. If you can view the log in page but cannot log in, there may be a problem with your password or security settings. Click on Password Reset and complete your security profile. If this does not work, contact the Vendor Hotline. If you can login and view files, but are unable to download them, please contact the technical or IT support person for your company. If you receive a prompt asking you to install something, your computer may not have the required software programs. Follow the on-screen instructions to complete the install. Passwords expire every 60 days. Click Password Reset from log in page prior to end of 60 days. If your password expired or if you need help resetting your password, please call
