1 INSTRUCTIONS TO OBTAIN THE COMPARATIVE EFFECTIVENESS RESEARCH FEE (CERF) CIGNA REPORTING April 2013

2 CERF AVERAGE COVERED LIFE REPORTS Cigna has created reporting to assist you with the eligibility data needed for the Average Covered Lives calculation required for the Comparative Effectiveness Research Fee (CERF). This document provides instructions on how to access the reports. Depending on the products, some reports are available upon request and others are available through the selfservice websites. 2

3 CERF AVERAGE COVERED LIFE REPORTS TO REQUEST Cigna Behavioral Health - Slice and Standalone plans o Reports are available on request. Contact your CHC Client Manager for Integrated Cases and the CBH Subject Matter Expert for Standalone. Cigna Voluntary o Reports are available on request by contacting your Cigna Voluntary Client Manager. Cigna Global Health Benefits o For the small number of ASO cases where the CERF may apply, contact your CGHB Client Manager to request the report. 3

4 CERF AVERAGE COVERED LIFE SELF-SERVICE REPORTS The following slides will assist you in accessing the self-service reports based on the appropriate portal for your plans/policies. 4

5 CignaAccess Instructions 5

6 If you have accessed your current reports on CignaAccess, the Comparative Research Assessment reports will be available there as well. Sign in with your current ID and password. The reports are accessed in the same location as your Eligibility reporting. Enter in your internet browser. Sign in with your User ID and password as shown below. If you have never used the website, you have the option to register for the first time. Enter User ID and Password Register as a new user 6

7 In the entry screen, click on Reports and Statistics as indicated below. You will be taken to this page - Select Eligibility Reports. Clicking on reports and statistics will bring you to this screen Select Eligibility Reports 7

8 Follow the prompts below for the next steps. If you have already run the report, it will be saved for you to access again within 5 days. If you have not run the report before, select Request Ad Hoc Report to run it for the first time. If the report has been run within the past 5 days, you would select View Existing Requested Reports and you will see the report in the listing If the report has not recently run, you will select Request Ad Hoc Report For this presentation, we will run the report for the first time. 8

9 Even though you may know the fee as the PCORI Fee, or the Comparative Effectiveness Research Fee, for this purpose you will select the Comparative Research Assessment option. Select Comparative Research Assessment 9

10 Follow the online prompts to set your report criteria. You can assign the report a meaningful name If Account Number is left blank, it will return all account data associated with your User ID Date range in mm/yyyy format Begin date is required and can be on or after 10/2011 A 12-month maximum can be requested with each query 10

11 While the reporting is running, the status will show as pending. If there is a large volume of data, the reports may take a few minutes to run. Once completed, you will see four reports under Status to choose from: A Summary report in both CSV and PDF format (total = all covered lives) A Detailed report in both CSV and PDF format (total = average covered lives) The CSV format will allow you to manipulate the data as appropriate for your business structure. After report is run, you will see the Summary and Detailed reports in both CSV and PDF format 11

12 This screen is a sample of the CignaAccess Summary report. Only product types required to pay the fee are displayed in these reports. Group Number and Group Name Report time period requested Average eligible lives by Product and Month This Account just had Reimbursement. If there were more products, they would be listed by line. The report displays by plan/policy year. In this example, the date range requested was October 2011 to May The report is displayed in the client s plan year order Cigna disclaimer including more details regarding the report Report run date 12

13 This screen is a sample of the CignaAccess Detail report. This report could be pages long depending on the volume of covered lives. The Detail report will list out total covered lives under your account by product type, which is why you may see the same employee listed more than once. The Detail report may not match the summary totals due to changes in family status or benefit coverage that take place after the date the summary data was captured. As in the Summary report, only product types required to pay the fee are displayed in these reports. 13

15 If you have accessed your current reports on the Client Resources Portal (CRP), the Comparative Research Assessment Fee reports will be available there as well. You will sign in with your current ID and password. The reports are accessed under Reports, which you can access from the CRP Homepage. Enter in your internet browser. Sign in with your ID and password. If you have never used the website, there are registration instructions and training sessions listed. Comparative Research Assessment is located under the Billing Reports Category 15

16 Even though you may also know the fee as the PCORI Fee, or the Comparative Research Effectiveness Fee, for this purpose you will select the option Comparative Research Assessment Report. Report Selection screen Comparative Research Assessment Report 16

17 Follow the online prompts to set your report criteria. If there is a large volume of data, the reports may take a few minutes to run. Once completed, you will see four reports to choose from: A Summary report in both CSV and PDF format A Detailed report in both CSV and PDF format The CSV format will allow you to manipulate the data as appropriate for your business structure. Set parameters for the report and click view Begin date is required and can be on or after 10/1/2011 A 12-month maximum can be requested with each query 17

You should refer to the Summary report to obtain the reporting fee totals. The Detail report may not match the summary totals due to changes in family status or benefit coverage that take place after the date the summary data was captured. The Detail report will list out covered lives under your account by product type, which is why you may see the same employee listed more than once.
