1 2015 Certification Criterion: Secure Messaging Meaningful Use Stage 3 Objective: Objective 6: Coordination of Care through Patient Engagement Measure 2: If you are attesting to Medicare or Dually Eligible (Medicare and Medicaid) directly to CMS: For more than 5% of all unique patients discharged from the eligible hospital, CAH (inpatient or emergency department) or EP during the reporting period, a secure message was sent using the electronic messaging function of the CEHRT to the patient (or the patient-authorized representative), or in response to a secure message sent by the patient (or the patient-authorized representative) during the reporting period. If you are attesting to Medicaid or Dually Eligible directly to the state: For more than 25% of all unique patients discharged from the eligible hospital, CAH (inpatient or emergency department) or EP during the reporting period, a secure message was sent using the electronic messaging function of the CEHRT to the patient (or the patient-authorized representative), or in response to a secure message sent by the patient (or the patient-authorized representative) during the reporting period. Secure Messaging allows patients and their healthcare providers to communicate with the assistance of the Patient Portal. Secure Messaging is a purchased application. Creating a Patient Portal Login Enter a valid address for the patient prior to creating the visit. Path: System Menu > Profile Listing > Select Patient > Enter Patients on Profile Revision Date: 03/24/2017 1

2 If the patient has an Authorized Representative that they want to have access to their visit, the Authorized Representative is added when the visit is created. The Authorized Representative has to be added each visit. Path: System Menu > Profile Listing > Select Patient > Create New Visit > Use magnifying glass to select patients' Authorized Representative. The patient will receive an to sign up for the Patient Portal. A user can also assist a patient creating a Patient Portal login via the Health Information Resource (HIR) widget in the CW5 chart. Path: Thrive - Charts - Search by Number - Enter Visit Number - Health Information Resource - Patient Portal - Launches Web Browser and displays the Patient Portal registration page. The patient will need to enter their Date of Birth, address, phone number, user name, create a password and then select Register. Revision Date: 03/24/2017 2

3 The user will select an avatar for their Patient Portal and select Submit. The user will then have to answer three security questions and select Submit. Revision Date: 03/24/2017 3

4 The patient will then receive a message that they have successfully registered for the Patient Portal. The patient should now be able to access their Patient Portal. Revision Date: 03/24/2017 4

5 Provider sending Secure Message to Patient The provider can send a secure message to a patient via the CW5 chart. Path: Thrive > Charts > Search by Number > Enter Visit Number > Communication > Secure Messaging > New Message. On the New Message screen, the user will be able to send the message to the patient, authorized representative (if applicable), or both. The message defaults to being marked as 'Clinically Relevant'. Once the user selects 'Send', the message will go to the Patients' Portal. Revision Date: 03/24/2017 5

6 Path: Communication > Secure Messaging > Select Recipient(s) > Type a Subject > Type a Message > Send > Secure Message should now be on the Patients' Portal. Patient Accessing Secure Message from Provider Once a Secure Message has been sent to the patient, the patient will access their Patient Portal to view this message. Path: Open Web Browser > In the Address Field, type > Enter Username > Enter Password > Select the green checkmark. Revision Date: 03/24/2017 6

7 The patient is now logged into the Patient Portal and will access the Message Center to access their messages. The patient will see their messages listed. The patient will select the message to view the entire message. Revision Date: 03/24/2017 7

8 Patient Replying To/Sending Secure Message Once the patient views a secure message from the provider, the patient has a chance to type a reply to the provider. The patient will select Send when the reply is completed. If the patient wants to initiate a message to the provider, the patient will go to the Message Center and select the pencil icon in the top right corner. The patient will have the opportunity to select one of their visits from the Visit drop-down. The patient can choose a provider who they have had a visit with in the To: drop-down. The patient will be able to enter a Subject, Message and select Send when they are ready to send the message to the provider. Revision Date: 03/24/2017 8

9 Provider Viewing/Replying to Patients' Secure Message The provider can view the Secure Message from the patient via their Home Screen and the Communications widget in the patients' chart. Viewing/Replying to Patients' Secure Message via the Home Screen Any replies that are sent from a patient to a provider will display in the providers' Personal Inbox on their Home Screen. Path: Thrive > Home > Personal Inbox > Highlight Secure Message > Address Selected. Revision Date: 03/24/2017 9

10 The provider will have the chance to: Acknowledge: Acknowledge will clear the alert from the providers' Home Screen. The message will remain in the patients' chart via Communications > Secure Messaging. Send Reply: Once the provider has typed out their reply to the patient, they will select Send Reply to send their reply to the patients' portal. Once the reply is sent, the alert will no longer display on the Home Screen. Open Chart: Open Chart will give the provider the ability to access the patients' chart for the visit that the message is regarding. Back Arrow: The Back Arrow will return the provider to their Home Screen and the alert will remain. Revision Date: 03/24/

11 Viewing/Replying to Patients' Secure Message via the Home Screen Any replies that are sent from a patient to a provider will display in the patients' chart within the Secure Messaging Widget. Path: Thrive > Charts > Search by Number > Enter Visit Number > Communications > Secure Messaging > Highlight Message Thread > View. The provider can reply to the patients' secure message via the chart. Revision Date: 03/24/

CPSI and TruBridge Meaningful Use certified products, recommended processes and supporting documentation are based on CPSI s interpretation of the Meaningful Use regulations, technical specifications and vendor specifications provided by CMS, ONC and NIST. Each client is solely responsible for its attestation being a complete and accurate reflection of its EHR use during the attestation period and that any records needed to defend the attestation in an audit are maintained. With the exception of vendor documentation that may be required in support of a client s attestation, CPSI and TruBridge bear no responsibility for attestation information submitted by the client.
