The problem can occur if External Security is used, and the userid is to be inserted into the JCL because the SUBUID keyword is used on the SECURITY statement in the CA 7 Initfile. Note that if the job does not have any input requirements (job, data set, network, user), then the problem would not occur, and the proper userid will be inserted correctly. (If RACF is used with propagation, then the same problem can occur and this fix will correct it.) If the SUBCHECK option is used, then some checking may fail for jobs in the queues.
