4 Introduction is a web portal from which you can access all external BC Hydro web mapping and reporting tools for Vegetation and Roads Management. The home page of the portal is divided up into VEGNET and ROADSNET pages, each of which provide a platform for you to create reports and to launch web mapping applications. This user manual will cover the VEGNET side of HYDRONET. Login Credentials Access to VegNet services is achieved by using Primary and Secondary Credentials. Primary Credentials are used when signing into either a Web Map or the Collector App. Once a Web Map or Collector Map has been launched however, you will then be prompted for your Secondary Credentials to access the data layers. In addition, the reporting tool requires only the Secondary Credentials. 5 Secondary Credentials Reporting Tool Sign-in Web Map Data Layer Access Collector Map Data Layer Access Reporting Tool The reporting tool allows users to generate reports based on form data that has been previously entered using the Web Maps and/or Collector maps. Logging In To access the reporting tool you must first enter your Secondary Credentials. 6 Prework Numbers Prework numbers uniquely identify all project data that is related to a particular report and are used to auto-populate all relevant fields within that report. Always select a prework number from the feature pick-lists when entering form data using the web/collector maps. This ensures that the information gets pulled into your reports. Incorrect or missing prework numbers will lead to incomplete reports or missing data. Generating New Prework Number To generate a new prework number use the New Prework tab on the reporting tool. You can then define the Sub-region, Fiscal Year, and Circuit values that will make up a unique name for your project. Once Generate New Prework # is selected the system will suggest a unique candidate. At this point you may add text to the end of the pre-work number before creating it in the database. **Please note that in order to see newly generated pre-work numbers in the feature layer pick-lists you must create them one day in advance. 6 - VEGNET Web Map v2.0 User Manual (Last Updated September 07, 2017)

7 Generating Work Plan Projects Workplan projects are useful for building an annual workplan for BCH internal review and approval before allocating work units to a specific prework number. Generating a work plan project is nearly the same for creating a prework number. Note: only ONE workplan project is permitted per sub-region/fiscal year combination. Dashboards HydroNet provides access to two dashboards; Regional and Prework. Regional Dashboards The Regional dashboard provides a snapshot overview of the Prework projects organized by region and fiscal year. 8 The image below outlines where you can use the regional dashboard to 1) navigate a specific prework within the region and 2) export reports for the displayed region. 1 2 Prework Dashboard The prework dashboard 1) displays base information for the Prework project and 2) lists all the reports for the selected prework project. From here you can 3) modify or export reports, 4) obtain contact details for the coordinator and contractor, 5) view project status and project approvals and details of the Prework project can be approved from here as well VEGNET Web Map v2.0 User Manual (Last Updated September 07, 2017)

9 Selecting a Prework The VegNet reporting tool allows you to select a Prework project from both the regional and prework dashboards. In both of these cases you can begin typing the prework in text box and it will suggest existing preworks as you type. Click the prework to follow through the prework dashboard. If you do not see the prework youa re looking for, you may need to create it. The image below shows where you can select a prework from within the prework dashboard. This is useful for switching between prework projects. Prework Reports Prework reports can be accessed from the prework dashboard. From here you can 1) select the report listed in the dashboard, 2) download the report, or 3) use the checkboxes to select and download multiple reports VEGNET Web Map v2.0 User Manual (Last Updated September 07, 2017)

10 You can also use the drop down to select the report you wish view/edit. This technique is useful to switch between reports while in view/edit mode. Report Tool Tray The report tool tray appears on the left side of your browser window and displays available tools for the report you are currently viewing. This icon is used to generate a new PDF report. Hover your mouse over the tab on the left-hand side of the web page. You will see the Download PDF button pop-out. This icon is used to view photo attachments. It will only appear when there are attachments associated with the report you are currently viewing. 11 Web Mapping Tools This section will cover the web mapping tools provided through HDYRONET. The web mapping tools allow users to add or update geospatial and tabular VEGNET data, export VEGENET data and produce GeoPDF maps. It is an excellent tool for data review and correction and is meant to supplement field data collection using ArcGIS Collector. Logging in Upon navigating to the Web Map area of VEGNET you will be asked for your primary credentials. Refer to the HYDRONET Access Instructions document for instructions on accessing this area. The username for this login should be CCL001, CCL002, etc., along with the corresponding password. Once you have logged in you will be presented with a map gallery containing all maps that you currently have access to. Select the desired map to enter. You will be asked again for credentials to gain access to a private network. These credentials are your secondary credentials. 12 Web Map User Interface This section will cover the basic layout of the web map screen and familiarize you with the main components. Widget Bar This component across the top of the page contains most the web mapping functionality available in the form of widgets. Selecting each icon will activate the particular widget in a dialog on the right hand side of the map canvas. (See below) This dialog can be closed by clicking the X icon or minimized by clicking the arrow icon located in the top right corner of the dialog. 13 Search Widget The Search widget allows you to quickly zoom to a specific circuit, vegetation treatment point/area, or segment of preferred access. Type in a circuit number of prework ID and a list of possible features will be displayed. As your search string becomes more precise fewer features should be listed. If you wish to search only a specific dataset, use the arrow on the left side to select your desired dataset.selecting the feature from the list will zoom to that feature on the map. Layer Filter Widget The Layer Filters widget will group Veg Treatment Area and Veg Treatment Point based on one of four attributes: Prework # Treatment Status Fiscal Year Work Task These filters will persist until Reset button is clicked in the widget dialog. 14 Attribute Table Located in the bottom center of the map is a small icon with an up arrow. Click this icon to open the attribute table tab. (See below) By default the attribute table contains no tables. You must add the layer via the Layer List widget or Query widget. CSV documents of the tabular data can be exported using this tool. Refer to the section How to filter and export using the attribute table for more details. Popup Dialog Below is an example popup containing all available information for a feature. This popup occurs when a feature is selected. This dialog does not operate like a normal desktop window. To maneuver the popup in the web map, you must pan the map canvas rather than clicking and dragging the popup dialog. In this example the Gate symbol was selected. All attributes for that point are displayed. The (1 of 8) in the top left corner means that 7 other features were located near that mouse click. You can click through these features by using the right and left arrows located in top right corner next to the full screen and close icons. Coordinate Dashboard This is a small dialog in the bottom left corner of the map. 15 Web Map Widgets This section will discuss each widget available from left to right on the widget bar. Layer Summary The Layer Summary widget will summarize all vegetation treatment features within the current map window. You will be presented with the total number of features for each of the two layers. You can explore the specific number of features in each prework by using the highlighted dropdown button. You can then explore the specific site numbers in each prework using the highlighted dropdown button. From here selecting the specific site will display the popup for that feature on the web map. Bookmarks The Bookmark widget provides quick access to BCH regions. These bookmarks are the same as you will find in the Collector application. 16 Legend and Layer List The Layer List widget contains a legend far each item by clicking the item title. It also provides additional functionality. Checking and Unchecking layers will control there visibility. Clicking the arrow icon on the right side will provide even more functionally. You can control transparency, popup, layer order and even open the layer in the attribute table. Bulk Updater The Bulk Updater widget allows you to select and modify attributes for several features in both Veg Treatment Area and Veg Treatment Point layers all at once. Begin by selecting a geometry tool to define the features you wish to update. Once you have drawn you selection polygon the layer list will indicate the number of features in each layer that are selected. 17 Each field will display Keep Existing Value if there are multiple different values present within the selection set, or will show the value if all value are the same. In this example Once all data is entered, ensure you save your work by clicking the save button at the popup. **Please use this tool with caution. There is a potential to unintentionally update a lot of data. Basemap Gallery The Basemap Gallery widget allows you to control which basemap will be displayed under the BCH features. By default the topographic base map is displayed. Measurement The measurement widget allows you to measure areas, lengths and point Latitude/Longitude coordinates. 18 Edit The Edit widget allows you to create features and edit existing attributes or geometries. Once this dialog is open you are in Edit mode and you may select and edit any feature on the map that is available in the templates. To create a feature, select a feature template in the dialog (See above) and place it on the map. You will be immediately prompted to input the attributes (See below). Within this dialog you can add or edit attributes for the selected feature and also attach photos. Once the attributes are updated click the map outside of the dialog or click the close icon. The feature will remain selected, so it is best to click the map to deselect the feature. This will also update the symbol if necessary. Edit existing geometries To edit existing geometries you must have the edit widget open. Select the geometry you wish to edit. Points, once selected, are moved by clicking and dragging the selected point symbol. Lines and polygons have a similar workflow. 19 Click the line or polygon a second time and vertices will appear and the attribute dialog will disappear. Now you can move existing vertices (grey) or create new vertices (white) by clicking and dragging. To delete an existing vertex (grey) right click and select delete. Once you are finished click anywhere outside of the polygon on the map canvas to save the edited geometry. Buffer This tool is used for buffering preferred access and markup line segments with vegetation management polygons. Refer to the section How to create buffered Vegetation Treatment Polygons for detailed instructions for this widget. Export The Export widget allows you to export spatial data and tabular data in shape or KML formats. You are required to select a Layer(s) to Export, Area of Interest, and the Output File Format. The area of interest drawing tool allows you to create a polygon on the map canvas. A feature from the selected layer must touch this drawn shape to be exported. If you make a mistake click Clear to clear all drawn area of interest shapes. If you wish to view the data in Google earth, select Google Earth (.kmz) as the output format. If you will be viewing the data in a GIS program such as ArcMap or QGIS, select Shape File (.shp) as the output format and you can also export the excel spreadsheet table. Select Export Data to download features in your area of interest. This process may take a minute, be patient. You can navigate around (but not exit or reload) the web map application during this process and it will be ready when you return to the Export dialog VEGNET Web Map v2.0 User Manual (Last Updated September 07, 2017)

20 Print The Print widget allows you to print a GeoPDF from the web map. Fill in the appropriate fields for your printed map. Choose the base data you wish to see, ESRI is the same base map shown in the web map and BCH Base Data is a mix of BC TRIM data and BC Hydro data from PowerGrid data. Project Labelling will toggle treatment labels for vegetation treatment features. Base feature labelling will remain on. Choose a map template you wish to print. Selecting the options will present a red extent polygon. This can be clicked once to move which will re center the map window. You can also select the polygon and use the small white handle at the top to rotate the extent polygon to cover the print area better. Note: Any queries/filters or selections form the attribute table will be honored on the print output. The printing process may take up to two minutes, please be patient. 21 How to use the attribute table Accessing the attribute table is done through the Layer List widget. Find the layer in the list and use the dropdown on the right hand side. This automatically opens the attribute table in the bottom of the screen, from here you can explore the attributes for this layer. You can sort rows based on a column by clicking the header row of the column you wish to sort on. From the options tab you can filter records, hide columns, and export to CSV. Filtering the attribute table is a great way to select a dataset based on particular attributes that can be filtered out, such as Pre-work ID, Circuit, Date Inspected etc. Begin by clicking the Filter option under the Options tab, then Add a filter expression VEGNET Web Map v2.0 User Manual (Last Updated September 07, 2017)

22 From here you can select a field and attribute to filter the data set on. Below is an example where we have filtered on Scheduled Treatment Year to be F19. We can refine our filter by adding another expression; we ve also added the Circuit is 3L002. When working with feature sets, ensure you ve selected the appropriate operator ( All results from the filter or Any ). ALL will return the result that meets all criteria listed; ANY will return the result for every filter expression. Once you are happy with your filtered dataset, you can export this data to CSV though the same Options tab in the attribute table. How to create buffered Vegetation Treatment Polygons Open the buffer widget by selecting the buffer icon in the widget bar. Once this dialog is open you must first select a segment of preferred access (at this time you can only select and buffer one segment at a time). 23 Creating buffers from Preferred Access layer Begin by selecting the Preferred Access Layer in the dropdown Find the segment of Preferred Access that you wish to buffer. Selecting the segment will highlight it. Once selected, there will be a dialog on the right hand side allowing you to enter a buffer distance. This should be a value between 1 and 50. Enter a value and select Buffer. If you aren t happy with the result, select Clear. The created buffer is a temporary shape on the map canvas and will not persist beyond the next few moments. This allows you to review your buffered area before saving to the database. If the buffered area is correct select Save Polygon to save it directly to the database. 24 Creating buffers from Veg Markup Line layer Creating a buffer from Veg Markup Line is useful for short sections of Preferred Access that enter and exit the Treatment Area. This workflow begins in the editor widget where you will use Veg Markup Line to trace the Preferred Access section that is within the treatment area. You can hold the CTRL key while digitizing to enable snapping. Once the feature is complete, you can open the buffer tool and ensure that the targeted layer is set to Veg Markup Line VEGNET Web Map v2.0 User Manual (Last Updated September 07, 2017)

25 Once you have selected the Veg Markup Line feature, you will be able to enter buffer distance value between 1 and 50. Click Buffer to create the buffer polygon. This polygon is only temporary so ensure it is how you want it, and then select Save Polygon. This will place it in the polygon in the Veg Treatment Area layer. 26 Request a Map Users can now print their own GeoPDF maps using the Print tool from within a web map. Should you have additional cartographic requirements for your project you can still request a formal map be made by a GIS/Mapping Technician. The link to the Request a Map form can be found under the Contact CCL menu. Report a Bug Located under the Contact CCL menu in the HYDRONET is a link to the Report Bug form. If you encounter an issue with any of the HYDRONET services please provide us with as much detail about it as possible. 27 Collector Collector is a field tool used to add and update data. This section will familiarize you with its features and workflows for offline data collection. Installation and Log-in Download and install the ArcGIS Collector App from the itunes App Store for Apple IOS devices and/or the Google Play Site for Android devices. Ensure the login URL is Log in using your Primary credentials. This will take you to the map listing window. 28 You will be prompted to enter your Chartwell Database Credentials (Please contact Chartwell Consultants for this info). The Chartwell Database Credentials allow access to the spatial data layers being hosted on the Chartwell Data Server. 29 Collector App Map Window 1. Maps Tab: returns user back to the map listing window. 2. GPS Indicator: Indicates whether GPS location (blue dot showing current location) is active in Map Window. Press this to deactivate GPS indicator when making manual edits without GPS. 3. Bookmarks: Save map extents and locations. 4. 30 5. Search Button: Search for places or addresses within the webmap backgrounds. This option does not work while offline. It also uses data service to search for locations. It does not search data within map layers. 6. Measure Tool: Measure distances and areas in map window by digitizing lines and polygons within the map window. 7. Basemap Selector: Select background base map to show in map window. 31 Editing or Adding Data in the Map Window Adding Features to Layers Press the plus button on the right side of the map window to begin adding new features to the data layers. This will expand the editable layers list. Select the feature layer you would like to add features to. You can add point, line and polygon features. Point features can be added by placing the point manually by long-pressing on the screen, or use the current GPS location (blue dot) in the map window. To collect point features using GPS location, ensure GPS location is activated. Then select the point layer to edit. This will open up the data collection dialogue window for that layer. If the location accuracy is within the preferred settings the point will be added. To collect a point location manually by digitizing the location, minimize the editable layers list by pressing the plus button again. 32 Then press the Options Box to open the options dialogue. Press Collect Here and then select the editable layer you want the point added to. This will open the layer attribute window. Complete the attributes for that feature VEGNET Web Map v2.0 User Manual (Last Updated September 07, 2017)

33 Press the submit button. This will submit the addition or changes to the database when in Online Mode. Offline Mode edits/additions will be discussed later. Line and polygon features can be added in a similar method outlined above. Line and polygon features can also be added by using the GPS Streaming option. To Stream Digitize a line or polygon feature, select the layer from the editable layers list. Then select the option. The line or polygon feature will now be collected by the GPS track the user traverses on the ground. Any ground traversed, streamed geometry can be supplemented or edited with manual editing methods. 34 Editing Existing Features To edit existing features, find the feature within the map window and select it. The feature will be highlighted in the map window and the attribute window will open on the right. If two overlapping features are in the selected location they will be listed on the right. Select the feature you would like to edit. This will then activate the geometry editing. 35 Select the node you need to move (selected nodes are highlighted in red). Move to required location. Nodes can be deleted by using the Delete Node Button. Edits that are incorrect can be undone by using the Undo Button or Discard Button. The Location Accuracy Icon will display your GPS accuracy in meters. If the data layer has attachments enabled, Photos can be attached to the feature by using the Photo Attachment Tool. This will open dialogue windows that allow you to either take a photo with your mobile device or choose a photo from your existing photo library already saved to the device VEGNET Web Map v2.0 User Manual (Last Updated September 07, 2017)

36 Online/Offline Modes The ArcGIS Collector App has two modes for data collection: Online and Offline. Depending on whether your mobile device has access to a data service (WiFi, 3G, 4G, LTE) will determine which mode you use. If your device does have a reliable data service that will provide a strong connection while collecting data in your area of interest, then Online Mode will provide the most options for collecting data. Online Mode is the default mode when using the Collector App. If you will be collecting data in an area that does not have a strong reliable data service connection, then Offline Mode will be required. However, Offline Mode does require a data connection for initial setup and for synchronization of the data once data collection is completed. Preparing Offline Mode Since Offline Mode is used when there is no data service connection, you will need to sign in to Collector and download/cache your basemaps and data on to the device while a data service is available. The Collector App allows users to download multiple basemaps that can be switched while in Offline Mode. In the map listing window, click on the Cloud Icon for the map you would like to use Offline. 37 This will open the dialogue window for downloading or caching your basemaps on to the device. The Collector App also gives the option to download custom tiled map backgrounds which can be created in the GIS with your own data. These maps are exported to a.tpk file then loaded onto the device using itunes for IOS devices and a File Explorer on Android devices. Once this step is completed, these maps show up as basemap options already on the device. 38 While a data service connection is available, there is the option to download a new extent for a web basemap. If you chose to download a new basemap it will open a window that allows users to choose the Work Area (extent of area where data will be collected), and Map Detail (the detail scale of the downloaded basemap) VEGNET Web Map v2.0 User Manual (Last Updated September 07, 2017)

39 The size of the Work Area and the Map Detail will determine the file size of the cached background map and cached data. Increasing the size of the Work Area or Map Detail will increase cached file size, which will take longer to download and longer to sync. However, you are only limited by the storage capacity of your device. Once you have selected your Work Area and Map Detail, press in the top right corner. Once the download is complete, you will now notice that the Cloud Icon now has two arrows. This indicates that there is a downloaded Offline project on the device. Users can now add and edit features as outlined above without needing a data service connection. Changing Basemap While Offline While Offline, users have the ability to change from one basemap to another as long as the maps have been downloaded or cached onto the device previously while online. 40 Synchronizing Data Back to the Database Once the user has completed data collection in Offline Mode the features collected need to be synchronized back to the database. This needs to be done once the device is connected back to a data service such as WiFi. The number of features collected in Offline Mode will be indicated by the Cloud Icon in the map listing window. By pressing the Cloud Icon, the sync will begin. This will write the collected features back to the database. The Features and Basemap downloaded for the selected Work Area and Map Detail will remain on the device until they are cleared. Managing Cached Work Areas and Basemaps Work Area data downloaded to the device for Offline mode will remain on the device until removed. If you plan on doing work in a different work area, then this data will need to be removed before you can download data for a new Work Area. Open the Options Box to display the options menu. 41 Press the button to open the dialogue window for removing cached data and basemaps. Selecting will remove the cached Work Area data and the downloaded basemap for the corresponding work area. Selecting will only remove the cached Work Area data. This will keep the basemap on the device for future use. This is helpful if the downloaded basemap for that work area will be needed again. By changing the default basemap in ArcGIS Online, users can download multiple basemaps for the same area. It enables the user to have different basemaps such as Topographic and Imagery for each work area. Sign Out Once synchronization, and clearing cached info is complete, or once data collection is complete, it is always best practice to Sign out of the Collector App when not in use. 42 Advanced Geometry Editing This section will cover advanced geometric editing workflows for Collector such as digitizing, snapping, and streaming. Editing Existing Features To edit existing features, find the feature within the map window and select it. The feature will be highlighted in the map window and the attribute window will open on the right. If two overlapping features are in the selected location they will be listed on the right. Select the feature you would like to edit. This will then activate the geometry editing. 43 Select the node you need to move (selected nodes are highlighted in red). Move to required location. Nodes can be deleted by using the Delete Node Button. Edits that are incorrect can be undone by using the Undo Button or Discard Button. The Location Accuracy Icon will display your GPS accuracy in meters. 44 This will open dialogue windows that allow you to either take a photo with your mobile device or choose a photo from your existing photo library already saved to the device. Digitizing polygons with no overlap To create a polygon adjacent to an existing polygon with no overlap, you will need to copy the existing polygon and then edit the copied feature. Tap the existing polygon, the feature will be highlighted in the map window and the attribute window will open on the right. Click the options dialog and select copy. You will be presented with the following options: Like this one Copy the attributes and location (points) or shape (lines and polygons) to a new feature. Like this one, new shape (lines and polygons only) Copy only the attributes to a new feature at your current location. With the same shape (lines and polygons only) Copy only the location or shape to a new feature. You will then be prompted to select the type of feature you want to create. Once the feature type is selected, you will be able to edit the copied feature. 45 When you hold your finger on the editable node, you will get a magnifying glass, you can now move the node anywhere you want. When you are finished editing you will have a polygon with no overlaps or gaps with the adjacent polygon. 46 Editing in Continous mode To more efficiently collect multiple similar or identical features in a row, use continuous collection. To enable editing in Continuous mode: 1. Open the Map Gallery. 2. Tap action. 3. Tap Settings to open the Settings page. 4. Tap Continuous under Collection Style. 5. Collect your features following any of the other collection methods above. When you submit a feature, you are now prompted with options similar to those for copying an existing feature. However, the copy leverages the last collected feature instead of the one you tapped on a map. Like the last one this copies both the location and all of the attributes. This is a great option for capturing the same type of thing at the same location. Like the last one, at my location this copies the attributes but not the location. This is a great option for capturing the same thing at different locations. At the same location this copies the location but ignores not only the attributes but also resets the type of feature. This is a great option for capturing multiple types of things at the same location. New feature this resets the entire collection process so that you can start collecting from scratch. Loading Custom Basemaps in Collector Using a custom basemap (known as Tile Packages or TPK files) on your mobile device, rather than downloading a new one every time you go offline, provides several advantages. First, these basemaps are much faster to use and allow you to take a larger cut of data when going offline. 47 LiDAR contours as well as stream and road networks. Lastly, it will reduce the time it takes to download data for offline use. Steps: 1. Go to and log in using your Secondary User Credentials. Open the Basemap Tile Packages directory and download one of the TPK files for your subregion of choice 2. Plug your mobile device into your PC and open itunes. 3. Select your device 4. Click the Apps tab 5. Scroll to the bottom of the window and choose Collector for ArcGIS in the File Sharing section 6.
