2 ENSI, Enhanced Navigation Support Information Description of ENSI The ENSI portal is a two-way navigation service that is integral to tanker safety. The main goal of the portal is to verify the sensibility of the route planning of ships as they sail the Gulf of Finland, as vessel route plans can be used in realtime traffic images for detecting traffic congestions and risk situations in advance. At present, navigators (who might have limited experience of the Gulf) may end up planning routes that place their vessels in peril. GOFREP (the Gulf of Finland Reporting System) proposes to examine each vessel s planned route to check that it is suitable for the ship in question. As it is not possible to mandate ships to send their planned routes to GOFREP, crews must be enticed to provide this information by giving them something useful in return. For this purpose, the Finnish Transport Agency has developed the ENSI service. ENSI is an information service that focuses on providing information only on factors that influence the vessel s transit. The goal of ENSI is to detect possible errors made during route planning. This is achieved through having vessels use an ECDIS onboard to electronically plan their routes and submit them to a VTS center, where the safety of the route is checked and vessels are warned about detected risks and given useful route-specific information. The ENSI portal retrieves useful up-to-date information from providers such as the Finnish Meteorological Institute and VTT (as the provider of the icebreakers information system, IBNET). Figure 1. 3 ENSI Workflow Description of the ENSI workflow 1. Vessels plan their route on-board using an ECDIS and the internet based ENSI portal. 2. The route is transmitted to GOFREP through the ENSI portal, while the portal's Route Validator checks the route. 3. A GOFREP operator views the validated route. 4. The route is transmitted back to the vessel along with useful, route-specific information and comments about detected risks. 5. The ENSI portal displays the route observations to the vessel, so the navigator can amend the route plan on ECDIS (if necessary). Note: Though the Route Validator checks the route and creates a list of observations, it is the job of the operator to verify that vessels take these observations into account. 4 Sidebar Shortcuts Description of the sidebar shortcuts in ENSI The ENSI portal window contains a sidebar with shortcuts to the most frequently used functionalities in ENSI. The shortcuts are divided into different categories based on function. The Show on map section contains shortcuts that allow the user to define what route and weather information should be displayed on the chart. The Actions section contains shortcuts related to sending and viewing route information. The Settings section contains shortcuts that allow the user to manage the settings for a particular vessel. 6 Navigating the Sidebar How to use the different functionalities in the ENSI portal sidebar. The ENSI sidebar contains shortcuts to different functionalities within the portal. When a shortcut is selected, the shortcut button turns green. Some of the functionalities may be accessed simply by clicking on their shortcuts, but the shortcuts in the Show on map section will open into a slide-out menu when clicked. 7 Adjusting the sidebar settings How to edit the size of the sidebar shortcuts The size of the sidebar located on the left side of the chart window can be edited to suit the needs of the user. Users can select the scale at which the sidebar shortcuts are displayed. To edit the sidebar scaling: 1. Press at the top of the sidebar. This will open a window where the scaling may be adjusted. Figure 1. The Shortcut Bar Settings window 2. To adjust the size of the time bar, simply drag the slider located in the Size field. 3. Press to save the changes. After this, the sidebar shortcuts will change scale according to the selected size percentage. Parent topic: Sidebar Shortcuts

8 Route How to use the Route shortcut in the ENSI portal sidebar. The Route shortcut allows the user to select what route-related information will be shown on chart. Figure 1. The Route shortcut When clicked, the shortcut will open into a slide-out menu, displaying the following options: warning, waypoints and icebreaker dirways. Figure 2. The Route slide-out menu To select what route information is displayed: 1. Click the Route shortcut in the portal sidebar. 2. Select the information you want to display by clicking the corresponding shortcut. To deselect a display option, simply click the shortcut for that option again. Note: More than one shortcut can be selected at a time, allowing all route-related information to be displayed on the chart simultaneously. Figure 3. 9 Warning Description of the Warning option in the ENSI sidebar. When the Warning option in the ENSI sidebar Route menu is selected, all the maritime warnings related to waterway are displayed. These warnings are entered into the system manually by VTS operators, and are of use for vessel personnel when planning a route. Figure 1. The Warning option The warnings are displayed on the chart through different icons, with each icon corresponding to a different warning level. 11 Icebreaker Dirways Description of the Icebreaker dirways option in the ENSI sidebar. Icebreakers define the waypoints that ships have to follow in winter traffic. These waypoints, called dirways, are recorded in IBNet (the traffic information system for icebreakers). Normally the waypoints stay the same for several days, but some of the waypoints may change depending on weather and ice conditions 1-2 times per day. When the Icebreaker dirways option in the ENSI sidebar Route menu is selected, the icebreaker dirways related to the defined route are displayed. Figure 1. 12 Weather How to use the Weather shortcut in the ENSI portal sidebar. The Weather shortcut allows the user to select what weather-related information will be shown on chart. Figure 1. The Weather shortcut When clicked, the shortcut will open into a slide-out menu, displaying the following options: wind, sea level, wave height, sea ice and spray icing. Figure 2. Select the information you want to display by clicking the corresponding shortcut. To deselect a display option, simply click the shortcut for that option again. 13 Weather markers Description of the weather markers in ENSI. When any of the options in the ENSI sidebar Weather menu are selected, markers regarding weather information will be displayed on the chart. These markers are color coded according to warning level, and the color codes are the same regardless of the information type (e.g. wind, sea level, wave height, sea ice or spray icing.) The color codes and their warning levels are presented in the table below: Marker Color Warning level Green Light Blue Moderate Orange High Note: The spray ice markers in the above table were chosen for example purposes. The markers displayed on chart will vary according to the weather information they present. To view more information about the weather conditions at a specific location: 1. Select a wind marker from the chart. 2. Right-click the marker to open its pop-up menu. 3. Select View Info from the pop-up menu. This will open a window that displays more detailed information regarding the wind conditions at the location of the selected marker. Figure 1. Sea Level information window Parent topic: Weather

The Wind option The arrow point of the wind marker points in the direction the wind is blowing, while the number inside the marker indicates wind speed in meters. 19 Forecast How to use the Forecast shortcut in the ENSI portal sidebar. The Forecast shortcut allows the user to view the weather forecast in a separate window. Figure 1. The Forecast shortcut To view the weather forecast: Click the Forecast shortcut in the portal sidebar. Information about the weather forecast will then open in a new window. Figure 2. 20 Pilotage Info How to use the Pilotage Info shortcut in the ENSI portal sidebar. The Pilotage Info shortcut will open the website of the authority responsible for pilotage in a browser window. Figure 1. The Pilotage Info shortcut To access the website of the pilotage service: Click the Pilotage Info shortcut in the portal sidebar. The website will then open in a new browser window. 21 Import Route How to use the Import route shortcut in the ENSI portal sidebar. The Import route shortcut allows the user to import routes they want displayed on the chart. Figure 1. The Import route shortcut To import a route: 1. Click the Import route shortcut in the portal sidebar. This will open an Import dialog. 2. In the new dialog, navigate to (and select) the file for the route you wish to import. Figure 2. The Import dialog 3. Select the Import button. It is also possible to preview the route before import by selecting the View button. When a route is being imported, the system will use the entered waypoint ETA:s to calculate the route and display it on chart. In case any of the timestamps are invalid (old), users will be prompted to enter ETA-information for the route waypoints in a new window. Figure 3. Updating waypoint ETAs 4. In case of any invalid timespans, simply update the ETA-information for the first waypoint of the route, and press. The system will then calculate corresponding ETA:s for the rest of the route waypoints based on the speed that has been entered for the route. 5. Next, press to import the route. 22 Send to VTS How to use the Send to VTS shortcut in the ENSI portal sidebar. The Send to VTS shortcut is perhaps of the greatest relevance for users of the ENSI portal, as this shortcut allows the user to send a planned route to the route validator (and GOFREP) for approval. Figure 1. The Send to VTS shortcut To send a route: 1. Click the Send to VTS shortcut in the portal sidebar. This will open the Voyage Wizard window. 2. In the wizard, you will be prompted to select one of three options by clicking the radio button next to the desired option. The first option is used for submitting new routes, while the two other options are used for updating a route that has already been submitted. Create new voyage will allow you to create an entirely new route. Update pilot order will allow you to update the pilot order for the route, if a pilot is needed. Update route ETAs will allow you to update the ETA information for route waypoints. Figure 2. The Action step of the voyage wizard 3. Start by creating a new voyage. Click to proceed to the second step of the wizard. 4. In the Voyage step, type the name of a destination and LOCODE, or select appropriate ones from the respective drop-down menus. Click to proceed to the third step of the wizard. Figure 3. The Voyage step 5. In the Cargo section, you will be prompted to enter information regarding the cargo of the ship. Tick the checkboxes that apply and fill in the tonnage of the cargo. Click Figure 4. The Cargo step to proceed to the fourth and final step of the wizard.

23 6. In the Pilotage section, you will be prompted to select whether the vessel will need pilotage at any section of the route. Select the appropriate option, then press. Figure 5. Select the zone in which the pilotage should occur from the Pilotage Zone combo box. c. Select how soon the notice should be sent to the piloting authority from the Notice Type combo box. d. Enter the starting point for the pilotage in the From field. e. Enter the point at which the pilotage service should end in the To field. f. Enter the ETA (or ETD, if leaving a port) in the Time field. g. Enter the name of the agent used in the Agent field. h. Optionally, enter a message in the Message field to provide more information or additional service requests for the authority performing the pilotage. 7. In the Misc. section, you will need to enter miscellaneous information regarding the ship, such as draught, deficiencies,

24 pollution and the amount of persons onboard. Fill in the information and click Figure 7. The Miscellaneous step to send the route. 8. Before the route is submitted, you will be prompted to enter your credentials in a new window. Simply enter your username and password, and click. Figure 8. Entering user credentials Once the voyage has been sumbitted, a small dialog will open, notifying you that the voyage has been submitted successfully. Figure 9. 25 Update Functionality of the Update shortcut in the ENSI portal sidebar. The Update shortcut allows the use to perform manual updates when needed. When clicked, the shortcut will retrieve and update the following information: the latest weather information the latest predicted weather for the route (for 24 hours forward from the current time slot) the latest maritime warnings the latest information regarding icebreaker dirways The Update shortcut will also check if a newer voyage or route response is available for the user. 26 My Vessel How to use the My Vessel shortcut in the ENSI portal sidebar. When selected, the My vessel shortcut allows the user view and edit information for their vessel. Figure 1. 27 AutoUpdate Functionality of the AutoUpdate shortcut in the ENSI portal sidebar. When clicked, the AutoUpdate shortcut will perform a manual update, first checking that all credentials are in order, and then updating the same information as the Update shortcut does. 28 Route Validator Description of the ENSI Route Validator The ENSI portal uses a stand-alone module, the Route Validator, to determine whether the planned route is feasible. The module compares the submitted route with maritime data, and creates a list of observations regarding the route. The Route Validator uses S57/ENC data to analyze the validity of the route, but the data provided depends on the user subscription. The validator is designed to use the best available data, meaning whatever data provides the most detailed information about an area. If data at the greatest detail-level is not available, the validator tries to obtain data from the next-best level, moving to lesser detail-levels as required. If the submitted route crosses an area for which no data is available, the route validator will emit a warning. The validation module does not only check data along the route line the module surrounds the route with a two-tier buffer, and checks for possible problems within it. The buffer is divided into two zones based on proximity to the route line. The first zone is closest to the route, and the Route Validator therefore displays problems for this zone through warning markers, which are easily discernible on the chart. The second zone is the outer part of the buffer, and problems withing this zone are displayed on chart as notices. The Route Validator emits warnings if: the draught of the vessel is greater than that of the submitted route the draught of the vessel is greater than the soundings the route crosses the route crosses any seabed obstructions (such as underwater rocks, logs, wreckage etc.) the route crosses any ODAS (Oceanic Data Acquisition System) buoys the route crosses a traffic separation zone the route crosses a traffic separation lane in the wrong direction Note: Warnings for crossing traffic separation lanes are emitted based on the amount of degrees they deviate from the lane's designated direction. An operator can configure the degree at which warnings are generated, but keep in mind that the degree should not be so small that warnings are emitted for simply crossing the separation lane. 29 Route Status Description of the route status bar in ENSI It is possible to view the status of a route in the Route status bar, located at the bottom of the ENSI portal. The status bar presents the most vital route information, encompassing the destination, the ETA (Estimated Time of Arrival) and the Route Validator and operator's response to the submitted route. 30 View Route Response How to view the operator response to a submitted route in the ENSI portal. The main purpose of the ENSI portal is to enable vessels to submit their planned routes to GOFREP for validation, obtaining useful information about the routes as a result of the procedure. Once a route has been checked by the the Route Validator and GOFREP, a response to the route is sent back to the vessel. To view the response: 1. Select the View button located at the bottom-right of the portal window, in the Route status bar. This will open the Response window. Figure 1. The View button 2. 31 Route Warnings Description of the route warning markers in the ENSI portal. Once a route has been submitted and a response to the route has been received, warnings related to the route will be presented not only in the Response window, but also on the chart. The location of these critical areas on the chart will be indicated by exclamation point markers. Figure 1. Users can select both the size of the time bar as well as the amount of hours displayed. To edit time bar settings: 1. Press next to the time bar. The settings can be adjusted in the following way: To adjust the size of the time bar, drag the slider located in the Size field. To adjust the amount of hours past that are displayed in the time bar, drag the slider located in the Past Hours field. 3. Press to save the changes.
