1 BALTIMORE CITY PUBLIC SCHOOLS OFFICE OF INFORMATION TECHNOLOGY DEPARTMENT SPECIFICATIONS FOR PURCHASING HARDWARE AND SOFTWARE FUNCTION TYPE: SPECIFICATION PURPOSE: Spending for ITD hardware and software is based upon specific guidelines, processes, and specifications. BCPS ESSENTIAL: (5) Resources that Promote High Achievement for Every Student GOVERNING POLICY/REGULATORY IMPLICATIONS: IMPLEMENTATION GUIDELINES: HARDWARE PURCHASES Desktop PCs and Laptop purchase guidelines The Baltimore City Public Schools currently purchases all Windows based desktop, laptop, notebook and tablet computer systems through a negotiated contract awarded to Daly Computer Systems. The vehicle used for all purchases is the BCPS procurement system, K12BUY. As school principals begin to operate with more purchasing autonomy, the Information Technology Department recommends that the purchase processes currently employed by the district remain the same. It is vital that all parties responsible for the procurement of technology for schools understand that the current contract features extremely competitive pricing that encompasses matters directly relating to the total cost of ownership for a period of 4 years. Circumventing the current contract will, in most cases, result in pricing that may initially seem less expensive, but may not address the total cost of ownership during the asset s lifespan. For example, desktops, laptops and notebooks purchased through the Daly contract are shipped preconfigured with BCPS licensed, tested and approved software and applications. This includes, but is not limited to the SMS, HRMS, Microsoft Office 1

2 Suite, Adobe reader, Microsoft Photo Story, and Symantec Endpoint Protection which helps to prevent security violations and breeches. Also included are Lenovo s system utilities that assist with image creation and hardware diagnostics. The aforementioned features allow the technology to be ready for use on the same day as delivery in most cases. All technology purchased through the contract are electronically added to purchasing organizations inventory. This would not be possible with technology purchased outside of the Daly contract. Outlined below is a list of services and features included with all desktop and laptop systems purchased through the Daly contract.
