4 1 Introduction The mission of The Maryland-National Capital Park and Planning (M-NCPPC) is to manage the growth and planning of communities while protecting natural, cultural and historic resources. In coordination with the M-NCPPC, the mission of the Prince George s County Planning Department is to promote economic vitality, environmental sustainability, design excellence, and quality development in Prince George s County. A major component of this involves facilitating intergovernmental and citizen involvement through education and technical assistance in the planning process. PGAtlas.com is a web application which supports the goals of the M-NCPPC by providing both education and technical assistance. The application was developed by the M-NCPPC as a public resource that is free of charge and provides citizens access to geographic map layers and aerial imagery of Prince George s County. Additionally, users can: navigate and print maps, measure distances, query the data, zoom to selected records and print mailing labels. PGAtlas.com serves as a tool that delivers the latest county planning information to the citizens of Prince George s County. The purpose of this document is to identify the high-level design, functionality and operational requirements for the PGAtlas.com application. 1.1 Application The purpose of PGAtlas.com is to provide constituents of Prince George s County, Maryland and the larger general public with the following capabilities: Display development application information that will be discussed at future Planning Board meetings. Allow users to explore data through queries, map creation and exporting data to common formats (such as Excel or PDF). Display property, zoning and administrative information that is used to shape public policy. Allows citizens to determine if a tree conservation plans exists on a property. Generate mailing labels for specific areas. 1.2 Intended Users PGAtlas provides multiple, public user groups with access to property and development related information. Software updates should be considered during future enhancements to PGAtlas.com. Software upgrades should not be performed during periods of high user activity. 6 P a g e

8 3 Functional Requirements The following sections detail the full functional specifications for the PGAtlas.com Website. The specifications are organized by the module or grouping in which they are included within the interface. For each specification, the following information is provided: Number A unique number for the individual functional specification. Name The name or short description for the individual specification. Platform Applicability An indication of which platform(s) the functionality is available. The full, detailed description of the functional specification. 3.1 General Functionality The General Functionality section represents requirements which will be maintained throughout the system. These are composed of requirements that are not module specific or provide guidelines applicable to all modules. G -1 Disclaimer The system shall display a disclaimer message when the website first loads presenting the intended use of the information available within the website and which web browsers are supported for accessing the website. G -2 News Notification Window The system shall display a notification window containing the most recent News items posted by the System Administrator. When users click on a link within this window, the system shall display the entire list of News items and links from which users shall have the ability to open and view each news item. G -3 Default Display The system shall display the Advanced Mapping Application as active by default when the website first loads. G -4 Search Engine Positioning The system shall include meta tags within the default page to assist with placement in search results. The primary target search term is PGAtlas. 10 3.2 User Interface The User Interface section represents requirements which reflect the overall look and feel of the website across all modules as well as any browser or platform specific requirements for the application. UI-1 Color Scheme The system shall use a primary color scheme utilizing the color blue. UI-2 Icons The system shall use Icons for all navigation items. UI-3 Platform Desktop devices shall be any device with displays of 7 or more. 11 UI-6 UI-6-T Search Result Pane Layout Text Search Result Pane Layout The system shall display search results in the lower bottom portion of the page. The system shall display results appropriate to the type of search that is performed. The system shall display the details of the first search result by default. The selected search item shall be displayed in a dark blue container. All other search results shall be displayed in a light blue container. The system shall display navigation options for paging between search results and changing the number of results at the bottom of the left pane. The Search Results pane shall be split to display the list of results on the left 1/3 of the pane and the details of the selected results shall be displayed in the right 2/3 of the result pane. The system shall display the search criteria above the search results. The system shall display a list of results matching the text search on the left pane of the Search Results. The system shall display details for the selected search item in the right pane of the Search Results. Depending on the type of search, if only one search result is found, the system shall zoom to the item on the map. The system shall display a list of items for the selected category in the right pane of the Search Results. If a specific search item is clicked in the right pane, the details of the search item shall be displayed. The system shall display the details of the first search result by default. The system shall display a list of results matching the area search on the left pane of the Search Results. 14 UI-7-T Form Layout Text Search The system shall include a form for specifying search text and parameters for querying map data. The form shall be displayed or hidden when the Magnifying glass icon of the Primary Navigation menu is clicked. The form shall be displayed within the first tab of the Search Tool by clicking on the Binoculars icon. The form shall vary based on which application is currently in use on the Application Grid. The form shall display a Search For option to select the type of data to search for. Depending on the current application, this may be a single select list or a label. The form shall display a Search By option to select the type(s) of search parameters to be queried. Depending on the current application, this may be a single select list or a label. Search By options containing a Search Criteria textbox shall provide the following functionality: o An example of appropriate search criteria shall be displayed o above the text box An autocomplete suggestion shall be displayed once three characters have been entered into the textbox A search button shall be utilized to execute the search query for all searches except Proximity or Planning Board. 15 UI-7-I Form Layout Identify The system shall include a form for specifying search options when identifying map features. The form shall be displayed or hidden when the i icon of the Primary Navigation menu is clicked. The form shall also be displayed within the second tab of the Search Tool by clicking on the i icon. The form shall display a Search For option to select the type of data or layers to search. When the Search For option is set to All Layers, the form shall display an Identify Options drop down to select the type(s) of layers to search. 16 UI-7-S Form Layout Select by Area The system shall include a form for specifying search options when selecting map features with an area. The form shall be displayed or hidden when the Magnifying glass icon of the Primary Navigation menu is clicked, followed by selecting the third tab of the Search Tool by clicking on the rectangle icon. The form shall display a Select Using option to select the type of geometric shape to be drawn on the map. The form shall display a Selection Options feature for choosing between Property or Development Activity searches. The form shall display help text to guide the user on how the geometric shape should be drawn. The search shall be executed after completing a drawing on the map. 17 UI-8 Map Gallery Layout The system shall display maps in the map gallery grouped by Map Category. Each map shall be displayed within a light blue box along with the map name, file size, and last published date. The system shall provide a download button for saving a PDF of the map. The map gallery shall resize the maps based on the size of the user s browser window. The map gallery shall display filter options at the top of the page. 19 3.3 Map Display The Map Display section defines general requirements related to the display of the Map and how it is viewed by users. MD-1 Initial Map Extent The system shall display the default map so that the boundary of Prince George County, Maryland, will be displayed. MD-2 Initial Visible Map Layers The system shall display the following layers when the website is first loaded: Map Services: Default o Property Base Fill o Prince George s County Boundary o Regional Roads o Regional Hydrography o Regional Counties Background o Regional Background Map Services: Overview o Basemap General o Regional Counties Outline o Primary Road o Prince George s County Boundary Property Group o Road Text Smaller o Road Text Small o Road Text Medium o Road Text Large o Road Text Larger o Property Annotations o Road Casings o Property MD-3 Scale Bar The system shall display a map scale in the lower right corner of the map. The scale shall adjust as appropriate when the user zooms in or out on the map. The scale shall utilize U.S. units of length. MD-4 Copyright A copyright message shall be displayed. MD-5 Inset Map The map shall include an option to display an inset map in the upper right corner of the map. The Inset Map shall be displayed or hidden by clicking on an arrow icon in the upper right corner of the map. The Inset Map shall be hidden when the page is opened. The inset map shall display a smaller version of the current map at a larger scale than the current zoom level on the primary map. The current map display shall be highlighted on the inset map with a gray rectangle to provide perspective on the current map location. 19 P a g e

20 3.4 Map Navigation The Map Navigation section defines requirements related to how a user interacts with the mapping interface. MN-1 Pan The system shall allow users to move the map by clicking and dragging with a mouse. MN-2 Zoom In The system shall allow users to zoom in on the map using any of the following methods: Press the Zoom In Icon (+) Use the scroll wheel on a mouse Double click MN-3 Zoom Out The system shall allow users to zoom out from the map using any of the following methods: Press the Zoom Out Icon (-) Use the scroll wheel MN-4 Full Extent The system shall allow users to reset the map view to display the full Prince George County boundary by pressing the home icon. MN-5 Previous Extent The system shall allow users to return to the previous view of the map by pressing the Back Arrow icon. MN-6 Zoom to Area The system shall allow users to zoom in on a specific area by performing the following actions: Pressing the Magnifying Glass icon Press the start point for the area Drag the rectangle out over the full area to be zoomed Release the click to zoom 20 P a g e

21 3.5 Application Grid The Application Grid section defines requirements for the display and interaction with the Application modules of PGAtlas.com. AG-1 Active Application Display The system shall include an Application Grid icon in the primary navigation which displays the name of the selected/active Application next to Grid icon. The current Application shall be changed by clicking the Grid Icon, then selecting the Application Icon from the Application Grid. The selected/active application shall be indicated with a dark blue border around the Application Icon. When an Application is selected, the system shall limit the Search, Tools, and Map Layers to only those appropriate for the Application. When an Application is selected, the Application Grid shall close and the Search feature for the selected Application will be displayed. AG-2 Application Help When a user hovers a mouse cursor or over the Application Icon, the system shall display a brief but detailed description of the information the application provides. AG-3 Find A Property The system shall include an Application for locating property information by searching by Address. The search module shall be limited to Text searches. The search form shall include the following Search By options: o Address o Plat Number o Street Intersection o Subdivision o Tax Account A search criteria value shall be required to perform a search. The search criteria box shall display suggested values once a user has typed at least 3 characters The search shall return any Properties matching the search criteria The Find A Property Application shall be limited to the following Layer Groups: o Property o Imagery (2014 Color Only) 21 P a g e

22 AG-4 Planning Board The system shall include an Application for locating recent or scheduled development activity cases. The search module shall be limited to Text searches. The search form shall display a list of the three most recent or upcoming planning board session dates as well as an option to search All Future Session dates. The first Planning Board date shall be selected when the form is first opened. When a Planning Board date is clicked, the item shall become selected and the system shall display any Development Activities matching search criteria in the bottom Search Results pane. The Planning Board Application shall be limited to the following Layer Groups: o Property o Development Activities o Imagery (2014 Color Only) AG-5 Development Activities The system shall include an Application for locating information on development activities. The search module shall be limited to Text searches. The search form shall include the following Search By options: o Case Number o Agent o Applicant o Councilmanic District o Municipality o Parent o Planning Area o Title o Zoning The search criteria box shall display suggested values once a user has typed at least 3 characters. The search shall return any Development Activities matching the provided search criteria. The Development Activities Application shall be limited to the following Layer Groups: o Property o Development Activities o Imagery (2014 Color Only) The Tools module shall be limited to Print Map and Share Map. 22 P a g e

The search form shall include the following Search By options for properties: o Address o Proximity The address search box shall display suggested addresses once a user has typed at least 3 characters. The search shall return any Properties matching the address or proximity search criteria. The Citizen Notification Application shall be limited to the following Layer Groups: o Property The Tools module shall be limited to Print Map and Share Map only. AG-7 Economic Development The system shall include an Application for searching parcels using Economic Information. The search module shall be limited to Text searches. 24 AG-8 Environmental Information The system shall include an Application for searching for environmental conservation information. The search module shall be limited to Text searches. The search form shall include the following Search By options: o Tree Conservation Plan 1 o Tree Conservation Plan 2 o Tree Conservation Plan Exempt o Natural Resource Inventory The search form shall display a textbox for providing search criteria. AG-9 Government Boundaries The system shall include an Application for searching for government information by Address. The search module shall be limited to Text searches. The search form shall display a textbox for performing an Address search. An Address value shall be required to perform a search. The address search box shall display suggested addresses once a user has typed at least 3 characters The search shall return any Government Boundaries information matching the address search criteria The Government Boundaries Application shall be limited to the following Layer Groups: o Property o Imagery (2014 Color Only) o Administrative The Tools module shall be limited to Print Map and Share Map only. AG-10 Advanced Mapping The system shall include an Application for drawing, identifying map features, and performing advanced queries against the map. The search form shall allow searched to be performed using all available search methods The text search form shall display a single-select list for choosing what type of data to search for. For the selected Search For criteria, the system shall display a single-select list for choosing what criteria to search by. The available Search By criteria shall be specific to the selected Search For option. The Advanced Mapping Application shall include all available map layers. 25 AG-11 Development Activity Notification The system shall include a section for users to register for weekly development activity notifications of development activity in PGAtlas. 3.6 Map Layers The Map Layers section defines requirements for the display and interaction with the available Map Services on PGAtlas.com. ML-1 List of Map Layers Grouped by Map Service The system shall display a list of Map Layers shown grouped based on their corresponding Map Service. ML-2 Map Service The system shall allow the Map Services to be expanded or collapsed to view the list of individual map layers. A display arrow shall be used to indicate if the Map Service is currently expanded (arrow points down) or collapsed (arrow points right). ML-3 Map Service Toggle The system shall include a checkbox at the Map Service level to toggle the visibility of all layers in the group. ML-4 Map Service Opacity The system shall include a slider for changing the opacity of the layers contained within the Map Service. The opacity setting shall apply to all visible layers within the Map Service. ML-5 Individual Layer Display The system shall include a checkbox to toggle the visibility of individual layers within a Map Service. When all individual layers of a Map Service are turned on, the checkbox next to the Map Service group will be checked. When no layers within a Map Service are turned on, the checkbox next to the Map Service group will be un-checked. When only some of the individual layers within the Map Service are turned on, the checkbox next to the Map Service group will be in the indeterminate state. ML-6 Individual Layer Data Each layer in a layer group shall display a help icon which, when clicked, shall open a new window containing specific attribute information for the layer. ML-7 Legend The system shall display a legend containing symbols and corresponding labels for the layers that are currently visible. As the user zooms in or out on the map and layers become visible or not visible, the legend shall update accordingly. 25 P a g e

27 3.7 Search This section defines requirements for the types of searches that can be performed on the map data. The Search module allows for searching map layer attribute data, single map locations, and multiple map locations. These types of searches are described in detail in the sections that follow Text (Attribute) Search This section defines requirements for the types of attributes that can be searched and the criteria that can be provided for searching. TS-1 Search Attribute Information The system shall provide the ability to search for a variety of property and development information stored in a combination of GIS feature attributes and non-spatial database tables. The Property Search shall include an option to find properties surrounding or within a specified map location. The search shall list the next three session dates based on the dates of the next three upcoming Thursdays. Below the next three session dates, the search shall include an All Future Sessions option. The Landmark Search shall include an option to find M-NCPPC Park or Landmarks surrounding or within a specified map location. The proximity search shall include the following search tools: Select Radius and distance (in miles) Select by Polygon The search radius shall include the following distances to search within:.25 miles.5 miles.75 miles 1 mile 2 miles 3 miles The proximity search shall include the ability to filter search results based on the type of landmark. The system shall include a multi-select list of landmark types with the option to Select All or Select None. TS-7 TS-8 Search For Environmental Feature Search For Government Boundaries by Address The specific layers and attribute data used to return Landmark information in searches are described in Appendix A. The Environmental Information Search shall include the following Search By options: Tree Conservation Plan 1 Tree Conservation Plan 2 Tree Conservation Plan Exempt Natural Resource Inventory The Environment Search shall include a single text search box to find Environmental Information by Tree Conservation Plan development activity case number. The Government Boundaries Search shall include a single text search box to find Government Information by street address. TS-9 Example Search Criteria The system shall display an example of a valid search criteria value for all text search options. 30 P a g e

31 TS-10 Autocomplete The system shall provide an autocomplete suggested search value for text fields in which at least 3 characters are provided. The autocomplete shall be displayed once at least 3 characters have been entered in the text search field. The autocomplete shall display the first 10 matching results based on layers, feature and search logic defined for the associated search option. If clicked, the autocomplete suggestion shall be populated into the search text box. TS-11 Search Results When a search is performed, the results of the search shall be displayed in a list in the Search Results Pane. Search Results shall provide details of the selected search item in the right search pane for the following text searches: o Development Activity o Property o Government Boundaries o Municipality o Environment (Documents only) TS-12 Map Action If a single result is found and map data is available, the map shall automatically zoom to that result. If more than one result is found, no change to the map shall occur until the user selects the zoom to icon for the individual result in the result list. TS-13 Map Action Property Search by Plat Number For property searches by plat number, the map shall zoom to the extent of all properties associated to the plat number and highlight the boundary for all parcels associated to the selected plat number in a dark blue color. The Zoom To operation on a property from the plat search will highlight the property in cyan within the dark blue plat boundary Identify This section defines requirements for the functionality of the Identify searching tool. IS-1 Identify Map Features The system shall include a search to identify map data and attributes based on the configured map layers and point location on the map. The identify feature shall only be available for the Advanced Mapping application. 31 P a g e

32 IS-2 Search For The system shall allow the user to search for the following types of layer data: Property Properties+ Development Activities All Layers When searching for All Layers, the system shall provide the following Identify Options for searching layers: All Map Layers return results for all map layers, even if they are not currently visible Visible Map Layers only return results for layers that are visible when the identify operation is performed Custom Map Layers select the layers to search from a multiselect list of available map layers IS-3 Search Results When a search is performed, the results of the search shall be displayed in a list in the Search Results Pane. When Properties or Development Activities are identified: Clicking on the Property or Development Activity shall select it and lock it into the top position on the details pane. The currently selected Property or Development Activity shall show applicable details below the selected item. The details returned shall be identical to those returned by a Text Search. When Properties+ search results are displayed, the details for the property search listed above are included as well as the following additional information: Administrative Details Zoning Information IS-4 Map Action When an Identify search is performed, the map shall not zoom to any identified Property or Development Activity until the user performs a Zoom-To operation from the search result. 32 P a g e

33 3.7.3 Select This section defines requirements for the functionality of the Select searching tool. SS-1 Select Map Features The system shall include a search to select map features using different geometric shape selection tools and identify corresponding properties or development activities connected to or contained within the shape. The Select Search shall highlight and identify map features using the following shape tools: Boundary Point Multi-Point Polygon Freehand Polygon Extent SS-2 Clear Selection The currently selected map features shall be cleared automatically when a new Select Search is performed. Selected map features shall also be cleared using the Erase Tool of the Tools module. SS-3 Search For The Select Search shall be limited to the following Section Options: Property Development Activity SS-4 Search Results When a search is performed, the results of the search shall be displayed in a list in the Search Results Pane. Search Results shall provide details of the selected search item in the right search pane for the following text searches: o Development Activity o Property SS-5 Map Action When a select search is performed, all properties or development activities touching the shape shall be highlighted cyan and included in the Search Results. 33 P a g e

34 3.8 Toolbox This section defines requirements for the types of tools that can be utilized to interact with the map. The Toolbox module contains the following tools: Measure, Erase, Print Map, Draw, Save Map, and Load Map Measure Tool This section defines requirements for the types of Measurements that can be performed using the Measure tool. TB-1 Measure Distance The system shall include a tool for measuring the distance of features on the map. Distance shall be measured by measuring the line of each segment of the polyline. When measuring Distance, the following Units shall be available for measurement: Feet Kilometers Meters Miles Nautical Miles Yards TB-2 Measure Area The system shall include a tool for measuring the area of features by drawing polygons on the map. When measuring Area, the following Units shall be available for measurement: Acres Hectares Square Feet Square Kilometers Square Meters Square Miles Square Yards TB-3 Display Measurement Result The Measure tool shall display a list of measurements in real time, for each segment of the polygon or polyline as the measured area or distance is being drawn on the map. When the drawing is complete, the total length or area shall be calculated and displayed below the segment measurements. TB-4 Clear Measurement Measurements shall be removed from the map using the Erase Tool. TB-5 Map Display The measure tool shall allow for the drawing and display of multiple measurements on the map. The measurement for each segment of a shape shall be displayed centered above the line. When area is measured, the polygon shall be shaded red and will display the total area in the center of the shape. When distance is measured, the total distance shall be displayed at the end of the last line in the measurement TB-6 Save on Save Map and Share Map Measurements shall be saved when a map is shared or saved using the Save tool. 34 P a g e

35 3.8.2 Coordinate Tool This section defines requirements for the locations that are displayed when using the Coordinate tool. TB-7 Location Coordinates The Coordinate Tool shall display the coordinates as one of the following for one or more selected points on the map: Latitude Longitude Degrees Minutes Seconds Maryland State Plane (survey feet) Maryland State Plan (meters) The system shall set the default unit of measure to Latitude/Longitude when the user first accesses the Coordinate Tool Erase Tool This section defines requirements for the types of map elements that can be undone, redone, or cleared using the Erase tool. TB-8 Clear Drawings The Erase Tool shall include a section to manage the current Drawings displayed on the map. The Drawings section shall include the follow options: Undo remove the last drawing from the map Redo add the last drawing that was removed back to the map Erase All remove all drawings from the map and reset the undo/redo options The Drawing Erase options shall only be enabled when the corresponding action can be performed. The undo and redo options shall be limited to the last 10 drawings. TB-9 Clear Selected Map Elements The Erase Tool shall include a section to manage the current Selections displayed on the map. TB-12 Map Title The Print Tool shall provide a textbox for entering a Title for the current map. The Map Title shall be displayed at the top of the generated PDF document and corresponding Legend page, if applicable. TB-13 Paper Size The Print Tool shall provide the following page size options: 8.5 x x x x 44 TB-14 Display Legend The Print Tool shall provide an option, which when checked, will include Legend information for the current map view in the generated document. TB-15 Orientation The Print Tool shall provide the following paper orientations options: Portrait Landscape 36 P a g e

37 TB-16 Print Format and Layout The Print Tool shall generate the printer friendly map in a PDF or JPEG format. The generated map will follow the following layout: Map Title shall be displayed across the top of the first page. The Map shall be sized and oriented based on the selected Paper Size and Orientation. The map shall display the caption Data provided by Prince George s County Planning Department in the lower left corner of the map and in the lower left side of the footer The date the PDF is generated shall be displayed below the map on the left side of the page The map scale shall be displayed below the map on the right side of the page The legend, if included, shall be displayed starting on the second page of the PDF document. o When the legend is included, the system shall display a link to install Adobe PDF if needed. Page numbers shall appear in the right side of the footer Draw Tool This section defines requirements for the types of drawing tools that can be used with the Draw tool. TB-17 Point The system shall include a tool for drawing points on the map. Points shall be added using one of the following methods: Point click to add a single point to the map Multi-Point click to add multiple points to the map; double click to stop The draw tool shall provide the following options for styling a point: Color (color palette) Shape o Circle o Square o X o Diamond 37 P a g e

The label shall be added to the map by clicking on the map, where the label shall be centered on the point that is clicked. Shapes shall be added using one of the following methods: Polygon click to start the shape; continue clicking to add segments to the shape; double click to stop Freehand Polygon click and drag the cursor into the desired shape; release the click to stop Circle click and drag the mouse away from the point clicked to expand the circle or towards the center of the circle to shrink it; release the click to stop The draw tool shall provide the following options for styling a shape: Line Color (color palette) Line Style o Solid o Dashed o Dashes and Dots Fill Color (color palette) Fill Opacity TB-21 Tool Instructions The system shall display brief instructions on how each tool is used at the bottom of the tool menu. The system shall include a warning reminding users that drawings can only be saved while logged into PGAtlas. TB-22 Display Multiple Drawings The draw tool shall allow for the drawing and display of multiple drawings on the map at a time. TB-23 Clear Drawing Drawings shall be removed from the map using the Erase Tool. TB-24 Save on Save Map and Share Map Drawings shall be saved when a map is shared or saved using the Save tool. 39 P a g e

40 3.8.6 Save, Share and Load Map This section defines requirements for the options that are available to save and share the current view of the map. TB-25 Save Map The system shall include a tool for saving a user s current map. The save tool shall only be available to users who are logged in with a user account. The user shall save the map by providing a unique name for the map and pressing a Save button. The Save Map function shall store/save the following for each map: Visible Layers Layer Opacity Current Scale / zoom level All drawings and measurements on the map Once a map has been saved, the map shall be saved indefinitely and can never be deleted. TB-26 Save Map As The system shall provide an option to overwrite an existing saved map with the current map setup by selecting from a list of saved maps. The map name shall not be changed when it is overwritten. TB-27 Share Map The system shall include a tool for sharing the current map with others using a link. The share tool shall not require a user be logged in to the account and shall allow a visitor to share the map by clicking on a Share button to generate a link which can then be copied manually. When the shared map link is clicked on, the internet browser shall take the visitor to PGAtlas.com and automatically load the map and setup that was displayed when the link was created. The Share map function will display the following for each map: Visible Layers Layer Opacity Current Scale / zoom level All drawings and measurements on the map Links shall be available/active for 6 months from the date they were generated. After 6 months, the links shall be deleted from the system. TB-28 Load Saved map The system shall include a tool loading a user s saved maps. The Load Map tool shall only be available to users who are logged in with a user account. The Load Map tool shall list all maps saved by the user. When a saved map is clicked, the internet browser shall automatically load the map and setup that was displayed when the map was saved. When the saved map is loaded, any drawings, measurements and selections from the user s current map shall be removed and shall only display those that were included in the saved map. 40 P a g e
