3 1.0 DESCRIPTION OF THE PROJECT ( Interconnection Customer ) proposed interconnecting 20 MW of new generation to PacifiCorp s ( Transmission Provider ) Pavant substation located in Millard County, Utah. The project ( Project ) will consist of eleven (11) TMEiC Solar Ware Samurai PVL-L1833GRM inverters at 1818 kw each for a total output of 20 MW. The requested commercial operation date is December 1, Interconnection Customer will NOT operate this generator as a Qualified Facility as defined by the Public Utility Regulatory Policies Act of 1978 (PURPA). The Transmission Provider has assigned the Project Q SCOPE AND OBJECTIVE OF THE STUDY The objective of the Facilities Study is to: Specify and estimate the cost of the equipment, engineering, procurement and construction work (including overheads) needed to implement the conclusions of the system impact study(s). Identify: (1) The electrical switching configuration of the equipment, including, without limitation, transformer, switchgear, meters, and other station equipment. (2) The nature and estimated cost of the Transmission Provider s Interconnection Facilities and Upgrades necessary to accomplish the interconnection. (3) An estimate of the time required to complete the construction and installation of such facilities. 3.0 FACILITIES ANALYSIS RESULTS All active higher priority transmission service and/or generator interconnection requests will be considered in this study. If any of these requests are withdrawn, the Transmission Provider reserves the right to restudy this request, as the results and conclusions contained within this study could significantly change. For study purposes there are two separate queues: o Transmission Service Queue: to the extent practical, all network upgrades that are required to accommodate active transmission service requests submitted prior to Interconnection Customer s generation interconnection request will be modeled in this study. Generation Interconnection Queue: when relevant, interconnection facilities associated with higher queue interconnection requests will be modeled in this study. However, no generation will be simulated from any higher queued project unless a commitment has been made to obtain transmission service. Interconnection Customer s request for interconnection service in and of itself does not convey transmission service. This study assumes the Project will be integrated into Transmission Provider s system at the agreed upon and/or proposed Point of Interconnection. 1 March 11, 2016
4 Interconnection Customer will construct and own the any facilities required between the Point of Interconnection and the Project unless specifically identified by the Transmission Provider. Generator tripping may be required for certain outages. All facilities will meet or exceed the minimum Western Electricity Coordinating Council ( WECC ), North American Electric Reliability Corporation ( NERC ), and Transmission Provider performance and design standards This report is based on information available at the time of the study. It is Interconnection Customer s responsibility to check the Transmission Provider s web site regularly for transmission system updates ( 3.1 POINT OF INTERCONNECTION The proposed Small Generating Facility is to be interconnected at Transmission Provider s Pavant substation. Figure 1 is a one-line diagram that illustrates the interconnection of the proposed Small Generating Facility to the Transmission Provider s system. 2 March 11, 2016

6 4.0 SCOPE OF WORK 4.1 INTERCONNECTION CUSTOMER S SMALL GENERATING FACILITY (COLLECTOR SUBSTATION: CHAUTAUQUA) The following outlines the design, procurement, installation, testing and ownership of equipment for Interconnection Customer s Small Generating Facility Interconnection Customer will be responsible to As the Transmission Provider cannot submit a user written model to WECC for inclusion in base cases, a standard model from the WECC Approved Dynamic Model Library is required prior to interconnection. The list of approved generator models is continually updated and is available on the website. Obtain all necessary permits, lands, Rights of Way and easements required for the construction and continued maintenance of the Q0684 Small Generating Facility and the radial interconnect line to the Point of Interconnection substation. All easements and permits shall be recorded in the name of the Transmission Provider and shall be on forms acceptable to the Transmission Provider. All easements and rights of way will be obtained for durations acceptable to the Transmission Provider; this includes all permits/easements for ingress and egress prior to the start of construction. Engineer, purchase, and construct all facilities required for the Q0684 collector station except for those common facilities/components indicated as supplied by the Transmission Provider. Install one (1) 72.5kV 1200A circuit breaker at the Small Generating Facility for connection to the 46kV radial interconnect line. The Transmission Provider will review the specifications for the breaker to insure compatibility with the control and protection schemes. Design and procure protective relays for fault detection for the 46kV transformer and 34.5kV lines. Provide a secure space with outside access in the Small Generating Facility control building for installation of the Transmission Provider owned and maintained panels and racks. Front and rear access will be required for this equipment. The control house shall be temperature controlled to the tolerance of the electronic communications equipment being installed. Provide power supplies for common equipment at configurations and voltages as specified by the Transmission Provider. Provide a 130VDC or 48VDC battery and charger system that will support the Transmission Provider s electronic communications equipment with at least 24 hour backup. The following equipment will be owned and maintained by the Transmission Provider and located in the Small Generating Facility control building: 1. Relay panel with protective relays 2. RTU, fuse panel, rack and other miscellaneous equipment 3. DC-DC converters 4. Multiplex equipment with the appropriate channel cards and a fiber patch panel. 4 March 11, 2016
7 5. Router for Ethernet connectivity Install one (1) 3 conduit from collector substation deadend structure to the control house to be used for the fiber optic cable. Transmission Provider will provide installation and material specifications. Interconnection Customer will need to provide the secondary outputs from two three phase sets of current transformers from their 72.5 kv circuit breaker and secondary output from a three phase set of 46 kv voltage transformers for the line relays. The line relays will trip Interconnection Customer s 72.5 kv circuit breaker for faults on the 46 kv tie line to Pavant substation. The relays in this panel will communicate with the relays to be installed in Pavant substation for the detection of faults on the 46 kv line. Interconnection Customer RTU data points will all be hard wired to Transmission Provider s RTU Transmission Provider will be responsible to Provide a list of data inputs and outputs required for protection, control and data collection in accordance with the interconnection agreement. Supply all specifications required to facilitate design of the Small Generating Facility Design, procure, install, own and maintain a line protection relay system for fault detection on the 46kV radial transmission lines to the Pavant substation. This panel will be installed in the Q0684 Small Generating Facility control house, in a secure area accessible to the Transmission Provider, and will communicate via fiber cable with the relay to be installed in the Pavant substation. Design, purchase, install, own, and maintain an RTU, multiplex equipment and a fiber patch panel in the Q0684 control building. This equipment will be powered by either a 48VDC or a 125VDC battery and charger system from the Q0684 Small Generating Facility. Design, procure, install, own and maintain the underground ADSS fiber optic cable from the substation deadend tower to the control building located in the Q0684 Small Generating Facility. The cable and innerduct are to be installed in the conduit provided by Interconnection Customer. Perform final checkout and testing of the radial transmission line protection and control panels. Perform, in conjunction with Interconnection Customer, final checkout and testing of the communications devices for data acquisition and control KV PAVANT CHAUTAUQUA TIE LINE REQUIREMENTS Interconnection Customer will be responsible to Obtain all necessary permits, easements, and rights of way for the construction of the 46kV radial interconnection line from the Point of Interconnection substation to the Q0684 Small Generating Facility. Design their substation deadend to the specifications provided by the Transmission Provider. 5 March 11, 2016
8 4.2.2 Transmission Provider will be responsible to Design, install, own and maintain the 46kV radial feeder from the Q0684 Small Generating Facility to the Pavant substation. Design, install, own and maintain the fiber optic communication system from the Pavant substation control building to the Q0684 Small Generating Facility control building. The fiber optic cable will be OPGW installed in the shield wire position of the 46kV transmission line. 4.3 TRANSMISSION PROVIDER S SUBSTATION (PAVANT) The following outlines the design, procurement, installation, testing and ownership of equipment for Transmission Provider s Pavant substation Transmission Provider will be responsible to Design, procure, install, own and maintain a new 46kV line position, complete with circuit breaker, switches, instrument transformers and all necessary appurtenances, including all protective relays. Design, procure, install, own and maintain a line protection relay system for fault detection on the 46kV radial transmission lines to the Q0684 Small Generating Facility. This panel will communicate via fiber cable with the relay to be installed in the Q0684 Small Generating Facility. The line differential relay will trip Interconnection Customer s 34.5kV breakers as well as the breaker at Pavant substation in the tie line position. Design, procure, install, own and maintain a protective relay to monitor the voltage magnitude and frequency. If the voltage magnitude or frequency is outside of the normal operation range this relay will send a trip signal through the communication system for the line current differential relay system to cause Interconnection Customer s 34.5kV line breakers at the collector substation to open. Tripping the line breakers instead of the transformer breaker will facilitate the restoration of the Small Generating Facility. Design, procure, install, own and maintain a protective relay to monitor the current flow on the Pavant Sigurd 230kV line to detect an overload condition. The 46 kv breaker in Pavant substation to be installed for this Project will be tripped for the operation either of the kv transformer lockout relays, if CB 216 and CB 226 are opened, or if the Sigurd line is overloaded. The transformer lockout relays currently exist. The new relay will monitor the status of the line breakers to generate a trip for either the overloading of the line or the loss of the line. Perform final checkout and testing/commissioning of the protective relays. Design, purchase, install, and own the revenue metering system for the Q0684 Small Generating Facility, to be installed at the Pavant substation. The metering will be designed as bidirectional and rated for the total net generation of the Small Generating Facility including the retail load (per tariff) delivered to Interconnection Customer. This includes the metering transformers, metering panels, junction boxes and secondary metering wire. Perform final checkout and testing/commissioning of the metering system. 6 March 11, 2016
9 Install an Ethernet connection for retail sales and generation accounting via the MV- 90 translation system. Design, procure, install, own and maintain the underground ADSS fiber optic cable from the collector substation deadend tower to the control building located in the Pavant substation. Fiber optic cards will be installed in the existing Pavant multiplex to provide for connectivity to the new multiplex installed in the Q0684 collector substation control house. The channels required at the Pavant substation include: o A channel for the SEL-3530 and primary meter o A channel for the backup meter o A channel for a RAS relay circuit between the Sigurd substation and the Pavant substation via a Interconnection Customer supplied leased circuit between Richfield Service Center and Delta Service Center. o An additional multiplex will be installed to provide for the required RAS redundancy requirements. 4.4 OTHER SITES The following outlines the design, procurement, construction, installation, and ownership of equipment past the Point of Interconnection Transmission Provider will be responsible to Design, procure, install, own and maintain a protective relay to key transfer trip to Pavant substation for the opening of the Sigurd substation end of the line so that the status of the Sigurd breakers will be known at the Pavant end of the line. Additional multiplex equipment will be required at the Sigurd substation, the Delta Service Center, and the Richfield Service Center to provide for redundant RAS communications between the Sigurd 230 kv substation and the Pavant substation. 5.0 COST ESTIMATE See attached Appendix A. 6.0 SCHEDULE See attached Appendix B. 7.0 APPENDICES 7 March 11, 2016
10 7.1 APPENDIX A: COST ESTIMATE The following estimate represents only scopes of work that will be performed by the Transmission Provider. Costs for any work being performed by Interconnection Customer are not included. Direct Assigned Interconnection Customer s Small Generating Facility $413,000 Add RTU, relays and communication. Transmission tie line and Fiber $ 345,000 Add 46kV transmission line from Q0684 Small Generating Facility to Pavant substation Sigurd substation $132,000 Add B stage keying of transfer trip Control Centers $ 52,000 Modify communications at control centers Network Upgrades Direct Assigned Total $941,000 Pavant substation $1,608,000 Add new 46kV breaker bay Network Upgrade Total $1,608,000 Project Totals $2,550,000 Note: Costs for all excavation, duct installation and easements shall be borne by Interconnection Customer and are not included in this estimate. This estimate approximates the costs incurred by Transmission Provider in interconnecting this generator to Transmission Provider s electrical system. Interconnection Customer will be responsible for all actual costs, regardless of the estimated costs communicated to or approved by Interconnection Customer. 8 March 11, 2016
11 7.2 APPENDIX B: SCHEDULE Milestone Date Small Generator Interconnect Agreement Signed March 4, 2016 Provision of Financial Security March 4, 2016 *RAS Design Submission to WECC April 1, 2016 **Energy Imbalance Market Modeling Data Submittal May 1, 2016 Interconnection Customer Property/Permits/ROW Procured June 1, 2016 Installation and Construction Begins August 1, 2016 Construction Complete October 31, 2016 Interconnection Customer Facilities Receive Backfeed November 19, 2016 Initial Synchronization/Generation Testing December 2, 2016 Commercial Operation Date December 16, 2016 *The WECC RAS committee meetings have not yet been formally scheduled. As such, this milestone is an approximate date. Commercial operation is contingent on approval of the RAS design by WECC. As the Transmission Provider has no authority to require specific timing of said approval, the remaining milestones could be impacted. It is possible that approval may not be provided in a timeframe to support Interconnection Customer s desired commercial operation date. **Any design modifications to Interconnection Customer s Small Generating Facility after this date requiring updates to the Transmission Provider s network model will result in a minimum of 3 months added to all future milestones including Commercial Operation. Please note, the time required to perform the scope of work identified in this report appears to result in a timeframe that does not support Interconnection Customer s requested Commercial Operation date of December 1, March 11, 2016
