BACKGROUND This Facilities Study (FacS) report sets forth the scope of work, +/- 20% cost estimate, and schedule for the Network Upgrades required by the Transmission Provider (TP, Tri-State) to deliver the energy associated with an Interconnection Customer s (IC) Transmission Service Request (TSR) for point-to-point transmission service for two 25 MW (50 MW total) requests, TSR A&B. The TSR path is from the Point of Interconnection (POI) of the IC s proposed wind generation project at a new TP POI Interconnection Switching Station located approximately 20 miles north of Gladstone Substation on the Gladstone Walsenburg 230 kv line (Point of Receipt), to the Ojo Substation 345 kv bus (Point of Delivery). The System Impact Study (SIS) for this TSR was completed and a final SIS report was issued on 9/29/2011. Furthermore, the IC formerly had a Generator Interconnection Request Application in Tri-State s GIR queue (GIR #TI , 100 MW) at this POI, but this application was withdrawn by the IC 9/3/2010. This IC subsequently submitted another application in Tri-State s GIR queue (GIR #TI , 75 MW total) at this same POI, and the SIS for this GIR is in progress. Adequacy of the contemplated transmission service arrangement is contingent on the completion of the installation of a new Tri-State planned 230 kv Phase Shifting Transformer (PST) at Gladstone, with a scheduled ISD by the end of This PST will be coordinated with operation of the WECC Loop Flow Limiting PSTs, and control the power flow south from Colorado into NE NM, and west across NM including the 230 kv (near Gladstone) POI west to Ojo 345 kv applicable for this TSR study. Any Transmission Service Agreement would need to make transfer of power from the proposed interconnection point, contingent upon availability of Phase Shifting capability. 2. INTERCONNECTION OF THE GENERATING FACILITY 2.1 Scope of Work The documents in support of this TSR include: electrical one-line diagrams, general arrangement drawings, transmission line structure drawings, transmission line plan and profile drawings, transmission line route map, major material lists with cost estimates, and project schedule. The TP Network Upgrades include: a new second 32-mile, 115 kv Gladstone to Springer transmission line assumed to be constructed in parallel with (along same corridor); acquisition of additional / new 100-ft. wide ROW easements, associated permits, etc.; and construction of new 115 kv line terminations and necessary modifications required at the existing Gladstone and Springer 115kV substations. 4 Relocation of the 115 kv York Canyon to Springer line into a new line position entering Springer Substation from the west. Termination of new 115 kv Springer to Gladstone line into a new line position entering Springer Substation from the east. Relocation of capacitor bank, circuit switcher and disconnect switch from south east side of substation to north-west side of substation. Relocation of 115 kv CCVT s and CT s for the existing Springer to Gladstone line. Addition of three dead-end structures, four 115 kv disconnect switches, five 115 kv CCVT s, three 115 kv (145 kv class) Circuit Breakers, three 115 kv line entrance surge arresters, associated foundations and steel, breaker and line control panels, RTU/SCADA equipment, cable and hard bus, conduit and cabling, grounding, static protection equipment, and associated connectors and hardware. At the Gladstone Substation these modifications include: Termination of new 115 kv Springer to Gladstone line into new position entering substation from the east. Addition of one dead-end structure, three 115 kv disconnect switches, three 115 kv CCVT s, one 115 kv Circuit Breaker (145 kv class), three line entrance surge arresters, associated foundations and steel, breaker and line control panels, RTU/SCADA equipment, cable and hard bus, conduit and cabling, grounding, static protection equipment, and associated connectors and hardware. 5 Install all other necessary substation equipment including but not limited to grounding conductor, cable, conduit, foundations, support steel, yard surface, static protection, tubular and cable bus, RTU/SCADA Equipment, Relaying Panels, The estimated cost for the Springer Substation Transmission Provider s Network Upgrades is $ Million; see Appendix D Gladstone Substation Network Upgrades to be completed and owned by the Transmission Provider and initially paid for by Interconnection Customer Install one 115 kv Deadend. Install one 115 kv Circuit Breaker (145 kv class, 1200A / 40 ka). Install three 115 kv Switches (1200A). Install three 115 kv CCVT s. Install three 96 kv Arresters. Expand or modify as required all other necessary substation equipment including but not limited to grounding conductor, cable, conduit, foundations, support steel, yard surface, static protection and tubular and cable bus, RTU/SCADA Equipment, and Relaying Panels. The estimated cost for the Gladstone Substation Transmission Provider s Network Upgrades is $ Million; see Appendix E Gladstone to Springer 115kV Transmission Line (Circuit #2, est. 32 miles) Network Upgrades to be completed and owned by the Transmission Provider and initially paid for by Interconnection Customer. Transmission line design per Tri-State standard 115 kv line design: structures (wood-pole H-frame construction), insulators, hardware, conductor (795kcmil ACSR Drake, 100 deg. C conductor temp. sag), approx A / 239 MVA continuous thermal line rating, with fiber optic static wire (OPGW). ROW Easements (100-ft. ROW width), siting & permitting activities, etc., associated with new 32-mile, 115kV Gladstone Springer line. The estimated cost for the Gladstone Springer 115 kv Transmission Line (Ckt. #2) Transmission Provider s Network Upgrades is $ Million. This includes $7.888 Million for design and construction activities (see Appendix F), plus $0.215 Million for Land Rights, Siting, Permitting and Environmental activities required for the new line (see Appendix G for cost summary and list of key assumptions). 3. SCHEDULE A detailed schedule for the siting / permitting, engineering and construction of the new Gladstone to Springer 115 kv transmission line #2 and associated substation work is attached TSR AB FacS Report_HDR-RAL-Final_ DOCX Page 5 of 7
6 as Appendix H. The schedule starts with the receipt of funds and execution of an E&P agreement to be followed by a timely execution of the GIA, or with the receipt of funds and execution of a GIA. The total estimated duration from the receipt of funds until the project is placed in service is approximately 44 months. This time line assumes that the first 27 months is required for the Land Rights, Siting, Permitting and Environmental activities, and the last 17 months is required for the design, material procurement, and construction activities for the transmission line and substations. This schedule is based upon several major assumptions particularly with respect to the new 115 kv transmission line routing being able to be completed along the same corridor used for the existing 115 kv Gladstone to Springer line (Ckt. #1), and there being minimal permitting, environmental, and NM Public Regulations Commission approvals required. See Appendix G for a listing of the assumptions made in this regard as it pertains to the Land rights, Siting, Permitting and Environmental activities that could become a major gating factor regarding the overall schedule and potentially costs of this project. Should the line route be required to change, then the cost and schedule estimates described in this FacS report would be significantly different (higher & longer).
