1 Promoting Carbon Markets in Latin America and the Caribbean High Level Regional Dialogue on Carbon Pricing and MRV in the Americas January 22-24, 2018 ECLAC, Santiago, Chile In view of the December 12, 2017, Paris Declaration on Carbon Pricing in the Americas adhered to by national and subnational governments of the Americas 1, the Ministry of the Environment of Chile, with the support of the UN Economic Commission for Latin America & the Caribbean (ECLAC), the Government of Canada, the World Bank Group, IETA, GIZ and the Carbon Pricing Leadership Coalition (CPLC) is hosting a series of events on Carbon Pricing and Monitoring, Reporting and Verification (MRV) systems on January 22-24, 2018, in Santiago, Chile. The events will include a High Level policy dialogue (22nd January) and two technical workshops (on 23rd and 24 th ). The Ministry of the Environment and the CPLC will also be hosting the first meeting of the Platform of Carbon Pricing in the Americas with the participation of national and subnational jurisdictions (January 23). Also, the Ministry of the Environment will be hosting the first a meeting of the Pacific Alliance MRV Working Group (January 24). These events will bring together public authorities and experts from public and private sectors, from the Americas as well as international experts from California, Canada and Europe, to discuss carbon-pricing and the development of carbon markets in the region. High Level Event and Technical Workshops Date: January 22-24, 2018 Location: ECLAC, Av. Dag Hammarskjöld 3477, Vitacura, Santiago, Chile Meeting Objective: This event will facilitate a dialogue between the national and sub national governments of the Americas and other experts on carbon-pricing. Organizers: The Government of Chile in coordination with Government of Canada, UN Economic Commission for Latin America & the Caribbean (ECLAC), the World Bank Group s Partnership for Market Readiness (PMR) and Carbon Pricing Leadership Coalition (CPLC), International Emissions Trading Association (IETA), GIZ. Context: National and subnational jurisdictions across the Americas are committed to climate mitigation by introducing market mechanism and specifically carbon-pricing. On March 30th 2016, the Pacific Alliance Ministers of Environment signed a Declaration calling for the creation of a Green Growth platform. This declaration was the basis of the creation of the Pacific Alliance Environment and Green Growth Group (PAEGGG), in July 2016, a working group within the Alliance to coordinate initiatives on green growth, climate change and 1 Canada, Colombia, Costa Rica, Chile and Mexico; California, Washington; Alberta, British Columbia, Nova Scotia, Ontario and Quebec.
2 sustainable consumption and production within the region. In June 2016, in Cali, Colombia, the Pacific Alliance Presidents made an explicit commitment to promote a green growth strategy to face the challenges of climate change, as well as moving towards a voluntary carbon market for the region including a common system to monitor, report and verify (MRV) emission reductions. Specifically, the Cali Declaration asserts the leaders conviction to pursue a green growth strategy as the only avenue to face the challenges of climate change that especially affects the region. On the occasion of the One Planet Summit (December 12, 2017), government leaders of Canada, Chile, Colombia, Costa Rica, México, the Governors of California and Washington, and the Premiers of Alberta, British Columbia, Nova Scotia, Ontario and Quebec launched the Carbon Pricing in the Americas cooperative framework. These statements and actions have committed leaders from across the continent to introduce their shared vision of regional cooperation on carbon pricing in the Americas and commit to collaborate towards strengthening systems for measurement, reporting, and verification (MRV) of greenhouse gas emissions with the ultimate goal of setting the necessary foundations to link their carbon markets. Going forward, the commitment to establish a working group, Carbon Pricing in the Americas (CPA) will serve as a platform for cooperation among jurisdictions and, with support from varied stakeholders including, businesses, financial institutions, nongovernmental organizations, and civil society will aim to identify opportunities to increase alignment of carbon pricing systems and promote carbon markets that build on already successfully implemented initiatives, such as the Partnership for Market Readiness (PMR), among others. -- The events organized in Santiago will be the first formal meetings to discuss specific actions on carbon-pricing in the context of the Carbon Pricing of the Americas Collaborative Platform.
