1 MARTIN COUNTY, FLORIDA INTER-OFFICE MEMORANDUM TO: Taryn Kryzda DATE: January 8, 2016 County Administrator FROM: John Polley Utilities & Solid Waste Director SUBJECT: City of Stuart Sewer Expansion The City of Stuart is planning to extend their sewer system into our service area. This would violate Section 3.1 of our October 2008 Interlocal Agreement with the City for the sale and purchase of water and wastewater capacity. (Section 3.1 establishs each party s service area for water and wastewater service.) The City may be requesting an amendment to the agreements. Dave Peters and I spoke about this several months ago. We determined that the extension would require an amendment to the Interlocal. At that time I told Dave that I was not willing to pursue an amendment. The extension would provide service to Avonlea a project within the City of Stuart. The attached , service area map and sewer extension plan sheet prepared by the City s engineering consultant provide detail to the extension. This action by the City of Stuart will have adverse impact to the County s revenue stream. I will work with our rate consultant to determine the level of impact. 5 The area depicted in your exhibit appears to be outside the City s Service Territory and inside the County s territory, even though it is in the City of Stuart municipal limits. I ve attached an exhibit showing this area; the cross hatched area is the City Service Territory and everything outside is served by the County. If you are trying to connect the triangle parcel at Baker / Savanah / Cardinal, it might be easier to directional drill under Baker Road to the existing 6 force main. I pulled the record drawings in this area, but due to size limits, will send them in a second . To see the County infrastructure via our GIS database, you can do the following: Go to our website: martin.fl.us Click on: Government > Departments > Utilities & Solid Waste > Technical Services > Utilities Services Map > Accept Zoom to project location Use printer icon to create a PDF If you click on a utility line, a pop up window will appear providing the name of the record drawing on file.
