The aim of seeking Expression of Interest is to empanel Reputed System Integrators for Implementation of above mentioned services to the National institute of technology Patna. The interested System Integrators are requested to apply with their credential/information/testimonials in prescribed format given in Part-I(A). Evaluation and shortlist of the Systems integrator will be as per the Part-I(B). The decision of evaluation committee shall be final and binding. Interested Bidder is required to submit the hardcopy of same to the Director, NIT Patna, Bihar, Pin on or before the due date. 3 Scope of Work* (but not limited to) for NIT PATNA * the bidder may propose a better solution, if available A. Campus Backbone 1) The backbone should be minimum of Six core, Armored, Single Mode OM3 10G Optic Fiber Cable 2) The Back bone should be highly reliable / Robust and scalable network architecture. 3) Back bone should have 10G up to the distribution and 1G from Distribution to the Access layer. 4) The end point bandwidth shall be of 1G 5) The design of the back bone should be highly fault tolerant based network design and should be no single point of failure kind of design architecture. 6) The design should be low latency and fast convergent based design to support real time voice and video traffic. 7) The proposed design should support IPv6 from day 1. 8) The fiber optic back bone should have the required provision to extend to the upcoming new buildings / blocks of NIT Patna. 9) Suggestions should be provided to improve the central Data center infrastructure to support high availability both at the service provider and at the server level. 10) The infrastructure should support future scalability to any IP applications like Private Cloud, E Learning, Video conferencing, VOIP, Wireless technologies CCTV applications, etc. 11) It is desirable that the proposed OEM should have end to end data, voice and video portfolio for ease of management in subsequent expansions. 12) The proposal should suggest the security mechanism of the complete infrastructure. B. Building Backbone 1) The Building backbone should be six cores, Armored, Single Mode Optic Fiber Cable. 2) The Access layer switches shall be stackable for easy of management and high availability and the no of switches in stack shall depend upon the no of nodes in each building. 3) The design should not proposed using daisy chain architecture and should be directly terminated from the nearest distribution switch on Copper or Fiber based on the distance requirement. 4) No cascading will be allowed. 5) The edge switch should be manageable and should support security features like MAC address locking, 802.1x, SNMP, LLDP Etc. 3

4 6) The edge switch should be kept in 12U/9U Racks along with all necessary cooling fans. 7) NMS should be proposed to manage the switching infrastructure from the central DC 8) Nowhere external FO to UTP converter is allowed. 9) System Integrators shall suggest/ propose for a proper micro level segmentation of the network along with the security features to ensure no unauthorized users / end points get in to the network 10) Proposal should also cover how the existing DC equipment s would be utilized and interoperated for protecting the investment made on the current infrastructure. 11) The Firewall should capable of content base filtering as well as redundant. Provision must be done for integration and efficient bandwidth management of bandwidth from at least 4 different ISPs. The NIT Patna network is required to be kept safe from both internal as well as external attacks. 12) The Wireless controller should be capable to control for minimum 500 access point and the controller should be connected to the core switch as required. The Wireless LAN controller should have minimum 8 numbers of Gig Ethernet port with 802.3at support and IPV6 ready from day 1. The access points which will be connected to the edge/access switch will have single or dual radio with 2x2 MIMO or 2x3 MIMO and should support SSID mapping to VLAN. 13) The OEM/Network Integrator/System Integrator may do a site survey with prior permission. 14) The OEM should be have presence in India for more than 10 years and should have a 24X7 access to TAC (Technical Assistance Centre) with a toll free number. 4

In case the selected bidder (prime) does not have an office in the State, it must open an office within 15 days from the date of issuance of LOA. 4 The bidder (Both Prime and Consortium) should have ISO 9001: 2008 & ISO Certificate. 5 The bidder (Prime or Consortium) should have at least one IT System Integration & Networking integration Order from State/Central Govt. of value minimum 15 Crs. as on The bidder (Prime) should submit valid letter from the OEMs confirming the following: a. Authorization from OEMs for i) bidder to offer respective items quoted, and also ii) Undertake that the support including spares, patches for the quoted products shall be available for the next 5 (Five) years. b. Confirm that the products quoted are not end of life products. c. Roadmap for the proposed ICT components for the next 5 years d. Confirmation from OEM that the proposed Bill of Material for IT Components is in compliance 7 The bidder(prime or Consortium) should have commissioned andinstalled at least one LAN/WAN including Data Centre projects of value minimum 20 Crs. during the last 3 (three) years as on The bidder(prime or Consortium) should have experience of similar IT Infrastructure projects commissioned across 5-10 or more dispersed locations across a state or campus for a single project within the last 3 financial years ending Order copy and Completion Certificate from clients satisfying the same. Memorandum and Articles of Associations should be attached. Relevant Documents supporting the existence of an office in the State. If not, Declaration signed by the Authorized Signatory to open an office in the State within 15 days from the date of issuance of LOA. Valid ISO 9001:2000 & ISO Certificate Valid Copy of Purchase Order a. Manufacturer Authorization Certificate(MAF) in original confirming next 5 years comprehensive support for all items quoted by bidder b. Documentary evidence/ written declaration from respective OEM confirming that the products quoted are not end of life products for the following ICT components: Compute Infrastructure Networking Infrastructure Storage Infrastructure UPS c. Written Declaration by the bidder(prime) confirming the Bill of Material accompanied by written declarations from respective OEMs involved. 6 9 The bidder ((Prime or Consortium) ) should have net worth of INR 25 Crore and average consolidated Turnover of more than INR 100 Crore for each of the last three Financial years ending a. The bidder(prime or Consortium) must have on its payroll at least 50 technically qualified professionals in the area of networking, systems integration & prior experience in providing Data Centre /Networking Infrastructure maintenance services as on b. At least five resources should be ITIL certified. 11 The Bidder(Prime) must have valid Sales Tax Registration & Service Tax Registration 12 The bidder (Prime and Consortium) should not have and shall not be under a declaration of ineligibility for corrupt or fraudulent practices or black listed in any State in India or Central Government during last 5 years. Chartered Accountant certificate for Net-worth. The Copy of the audited profit & loss account of the company showing turnover of the company for the last three Financial years (up to ) along with declaration from Authorized Signatory certifying the amount for System Integration Business. a. 7 Empanelment will be done on the basis of marks obtained which will be derived out from the record of past experience, experience of key personal and financial strength etc, as per Table given below.
