ITEM NAME: SAN (Unified) Storage (Qty 01) Parameters certifications Controllers Controller Operating System Support Cache Description The OEM of the offered SAN storage must feature in the Gartner's Leaders Magic Quadrant for General-Purpose Disk Arrays for the years 2014, 2015 and System should be a unified storage and support file and block and should be configured with Dual controllers and controller CPU should be based on Intel Xeon or a RISC processor. There should be a single GUI for management of both file and block services. The SAN controllers should be active-active so that a single LUN is accessible by both the controllers at the same time. The operating system of the vendor should be based on Unix or Linux based operating system, incase if it is a modified Unix or Linux OS should be a SAN operations optimized OS The system should have a minimum of 48 GB of cache/ system memory across dual controllers. Data in the cache should be protected from unlimited period of power outage. Additionally the same storage should support 100GB of Cache which can be added in future in the same storage system.

7 ADDITIONAL TERMS & CONDITIONS TO BE FULFILLED BY THE BIDDERS: Evaluation Criteria: To ensure that each bidder has the necessary qualifications and resources to fulfill its obligations under the contract, the following criteria shall be evaluated. The Eligibility, Financial, Experience & Support criteria should be passed before the technical criteria. Technical criteria will be evaluated and ranked by the award of PASS and/or FAIL. Only the PASSED vendors will be considered for price bid. In case a joint venture makes a bid, any one of the members of the joint venture need to be qualified for each of the criteria mentioned below. I. Eligibility Criteria a. All technical specifications of the quoted product(s) should be verifiable through the official website of the OEM and the data sheet available on the web site on the day of the opening of the tender will be considered as final and no further clarification will be cited in this regard. The URL links to the respective documentation should be provided. b. The bidder or the OEM should not be blacklisted by IITG or any other Educational / R&D/ PSU/ Govt organizations. A certificate or undertaking to this effect must be submitted. c. The principle manufacturer of servers must have an authorised service support establishment in India. {Note: The bidders should provide sufficient documentary evidence to support the eligibility criteria} III. Financial Criteria a) The Bidders audited annual financial statements (balance sheet, Income statement) for the last three years shall be provided. b) The average annual turnover, defined as the total payments received by the Bidder for contracts completed or under execution, shall exceed Rupees 4(four) crore. IV. Experience Criteria a. Details of minimum of two(2) contracts successfully completed by the bidder within the last three years, each of value not less than Rs.40 Lac (Rupess Forty Lac only), and in which the Server is at least 80%, shall be provided, with addresses of purchasers. There shall be no objection by the bidder if references are made to such users by the purchaser, and any negative references so obtained may be grounds for the purchaser to reject the Bidder. b. The Bidder, or the subcontractor from whom the bidder is sourcing, must have a previous experience of successfully supplying minimum 2 orders of the listed items in the Purchase Order intended to be quoted against this tender in a single year for each of the last 3 years(may also include the currenty year). The purchaser s reserves the right to reject a bid as non-responsive if it does not fulfills the minimum Experience Criteria as detailed above. V. Support Criteria a. The Bidder must have their own service centre / support infrastructure located in Assam. (Preferably in Guwahati ) (Documentary evidence valid Service Tax Registration should be submitted ) b. The Bidder must have experience of supply and maintenance facilities and must have qualified support staff and resident engineers that can provide maintenance support for the hardware and software items concerned and all the items quoted must be covered by these facilities. List of spare items should be mentioned in the quotation and shall be stored in Guwahati. Similarly, all partnerships for maintenance shown as part of the above qualifying criteria must be in existence before the publication of this tender. Documentary proof of this must be provided. The purchaser reserves the right to reject a bid as non-responsive if not satisfied with the level of support as detailed above.

8 VI. Manufacturer s Authorization Certificate: A. Principle manufacturer of servers can submit only one bid either directly or through any one of their system integrator. The bidder can submit bid for only one principle manufacturer of servers. Only one solution from each bidder would be accepted. The OEM should authorize the bidder to participate in the quote. Original copy of the MAF specific to the NIQ has to be submitted along with the tender. B. Principle manufacturer of servers has to provide a certificate for End of Life, End of Support and End Sell of the quoted model(s). Original copy of the certificate has to be attached. VII. Technical Criteria The bidder should provide the standard technical literature (not photocopies) on the subject offered with dealership certificate of the offered product(s). The offers which do not meet the NIQ required technical specifications will be summarily rejected, from any further consideration. The bidder has to provide the details Bill of Materials (BOM). Technical bids will be evaluated and ranked by the award PASS & FAIL. The price bids of PASSED vendors would then be considered by the concerned Purchase Committee of the institute. VIII. Locations for the Supply, Installation & Warranty Services The entire system as described in NIQ must be supplied, installed and commissioned at Data Centre, Computer and Communication Centre, IIT, Guwahati Any document related to Exemption of Tax etc will be provided by the institute to the vendor. IX. Payment terms: 100% after complete delivery installation and commissioning. and placement of complete stock of spares as specified in this document. This procedure is subject to changes and the procedure adopted by IITG for opening and evaluating the quotations shall be final and binding on all the parties. X. After Sales Service Guidelines for all items: The awarded vendor has to sign on the After Sales Service Guidelines described below: 1. IIT Guwahati will register Service Calls only at the local (Guwahati city) vendor / company office or their authorized dealer / agent / service centre by Telephone or . For this purpose, atleast three local active service numbers, one Fax number & one ID to be provided. In any circumstance, Calls will NOT be logged or registered to the Call Centre by IITG. 2. It is mandatory that at least One technically sound experienced Service Personnel / Engineer equipped with all the required tools & gadgets to be deputed at IIT Guwahati on all working days for prompt After Sales Service / Annual Maintenance Contract Service. Working hours of IIT Guwahati is 9 AM to 5:30 PM, Monday to Friday. The Service Personnel(s) should provide services at IIT Guwahati as per the following schedule : i. for Servers and switches: 7 days + 24 hrs Telephonic support. ii. for SAN Storage: 7 days x 24 hrs. 3. Calls to be attended within two hour of the Call registered. 4. Maximum downtime of Server/UPS should not more than FOUR hrs. under normal circumstance. 5. The replacement of the spare parts of servers/san in stock should be available within TEN working days.

9 6. For each model of servers/san following brand new spare parts to be stocked at IITG all the time. (i) Motherboard (including CPU & RAM), SMPS, HDD, Monitor - minimum 2 nos. each (ii) DVD Drive, Keyboard, Mouse - minimum1 no. each iii. Ethernet Card / Graphics Card / Other Card & Devices, if any - minimum 2 nos. each iv. Necessary spare parts for SAN Storage minimum 1 nos. each. 7. The vendor may arrange Almirah of their own to keep the spare parts. Request for providing space for keeping the Almirah at Computer Centre, IITG may be considered. However, Computer Centre staff or security people may check the belongings of the Almirah time to time. 8. During the entire warranty period, defective parts of the servers/ UPS has to be replaced only by new equivalent (same make & model as the original) parts. 9. After completing one service call at the user location, proper Service Report to be filled & signed. 10. Penalty will be imposed if the After Sales Service of the vendor is not satisfactory during the warranty / AMC period. The concerned Department/ Centre/ Section will submit service reports at the end of each year of the Warranty/ AMC period to the S&P section. The S&P section will take necessary action based on the report. The bank guarantee is to be given in five equal parts (for a five year warranty). One part will be returned at the completion of every year of warranty. Deductions if any will be made by invoking a bank guarantee and in that case only the balance of the part invoked will be returned at the end of a year. 11. Following points will be marked as Unsatisfactory After Sales Service, if: (a) A Call is not attended within 4 hour of the Call given for two times in a month. (b) A Server or SAN is down for more than 12 hours. (c) Inadequate brand new spares parts maintained as stock. (d) Technical incompetence of the Service Personnel. (e) Improper / illegitimate activities by the Service Personnel. (f) Switch replacement in stock takes more than specified time. 12. Penalty will be imposed as per the following list, if the After Sales Service of the vendor is not satisfactory : for Servers and SAN Storage : Criteria Attending a Call : A Call is not attended within 1 hour of the Call Logged (Over Telephone) System Downtime : A System is down for more than 4 hours after attending a call due to technical incompetence of the service personnel or not availability of spares etc. Penalty Rs. 2,000/- + Rs. 1,000/- per hour after expiry of initial 1 hour till the Call is attended Rs. 4,000/- + Rs. 2,000/- per hour after expiry of initial 4 hours till it is fully repaired * IIT Guwhati may alter any of the above rules /criteria mentioned above as and when necessary during the Warranty / AMC running period. {For any query related to specification of the item, vendors are requested to Contact Dr. Sanjib Kumar Deka at or at skdeka@iitg.ernet.in }
