Monday, March 21, 2016 at 9:32 AM On motion of Legislator Kaplowitz, seconded by Legislator Borgia the minutes were approved 3-0. I. ITEMS FOR DISCUSSION 1. (ID # 8819) Act CBA-RP028-Playland Structural Restoration: An ACT amending the 2016 County Capital Budget Appropriations for Capital Project RP028Playland Structural Restoration. Joint with B&A and LPPH. The Capital Budget Amendment, and Bond Acts for RP028 Playland Structural Restoration (Arcades, Food Structures, Restrooms, Employee Areas, Gaming Structures) were discussed together. Peter Tartaglia, Kathy O'Connor, Paul Reitano, Parks Department and Robert Abbamont, Department of Public Works discussed the items. Mr. Tartaglia explained that before the committees was one project, Playland Structural Restoration, with many components. 5 Committee Meeting Minutes March 24, proposed capital budget amendment will increase the county share by $2,300,000, moving money from 2018 and "Under review", bringing the total to $9,598,000. The first Bond Act, $3,598,000, would fund design and construction of food structures; the second Bond Act, $480,000, would fund designa nd construction of arcades; the third Bond Act, $2,400,000, would fund design and construction of restrooms; the fourth Bond Act, $1,440,000, would fund design and construction of employee areas, and the fifth Bond Act, $1,680,000 would fund design and construction of gaming structures, including demolition of Games Row. Mr. Tartaglia explained that "Small Buildings Report" refers to these structures. While the department has project estimates, they are working on cost estimates with DPW. Legislator Shimksy asked for each of the committee reports for each bond to reflect what the money is being used for. Mr. Tartaglia detailed the food areas bond referred to structural and infrastructure work including module food stands to complement existing architecture, replacing of roofing and siding, and exterior paint coatings. The work on the two arcardes in the park, and this work includes new roofs, new exterior siding and stucco, and replacement of HVAC. The restroom bond work includes structural rehabilitation, installation of new roofs, new exterior siding and stucco, HVAC rehabilitation, and new interior finishes. The employee area bond work includes updating the interior areas with new tile and restroom fixtures, replacing roofing and siding and upgrading HVAC infrastructure. The gaming structures bond includes demolition of the games row on the west side of the cross access; part of Standards vision is to move some rides into that area and moving games to a different areas. The work also includes HVAC rehabilitation and installation of exterior siding and stucco. Legislator Shimsky asked what year the cost estimates are based on. Mr. Abbamont explained they were estimates for construction either this year or next year. Legislator Shimsky asked how far along a comprehensive timeline for what work is going to be done where and when in the park. Mr. Tartaglia stated they were working with Standard to figure out the sequencing. Legislator Shimsky asked for estimated timelines be added to the committee reports, as well as requesting the detailed cost estimates. Legislator Kaplowitz shared that the County Executive and Standard had agreed to having a one month extension to April 30, which the board will vote on next Wednesday at a Special Meeting. Standard Amusements is invited to the next committee meetings. Legislator Kaplowitz asked for the administration and Standard to assign one or two staff members to meet along with a representative from the BOL to meet to move this large project along. Commissioner O'Connor and Mr. Tartaglia concurred with this plan. Legislator Kaplowitz asked what the administrations intention was on the $3.7 million left under review. Mr. Tartaglia explained that as this was a large multi-pronged project, it is possible as design goes along, there may be more funds required. Mr. Kaplowitz pointed out that issue of future capital has be figured out with the operator. Legislator Borgia concurred that the county and the operator had to decide the process of future decision making. The next meeting on Playland will include Standard Amusements, tentatively scheduled for April 4th. The committees also plan on scheduling a public hearing.
