1 Request for Proposal 1705-B Storage Area Network The Town of Canmore (the Town) is soliciting proposals from qualified vendors (the Proponent) to provide and implement a new Storage Area Network (SAN). The objective of this project is to replace the existing SAN and storage network switches, review and update the design as required and migrate existing infrastructure to the new equipment. In order to receive consideration, Proponents must meet the requirements outlined in this document. PROJECT MANAGER Direct inquiries regarding this Request for Proposal to: Trevor Thorsteinson Network Administrator Town of Canmore Phone: tthorsteinson@canmore.ca Background The Town of Canmore has a population of 13,992 permanent residents per the 2016 Federal Census and additional non-permanent population is estimated at 3,890. Canmore is located in Alberta, roughly 105 kilometers west of Calgary on the Trans-Canada Highway. Under the direction of the Chief Administrative Officer and reporting to the Manager of Finance, the Information Technology department is responsible for technology provisioning to the municipal staff that provide services for Canmore residents. The five person I.T. team supports approximately 225 users, 175 deployed computers and 47 servers. Servers, core networking and infrastructure storage are all mainly centralized in our Civic Centre. 2 The Town of Canmore currently utilizes a NetApp 2240A filer with an attached DS4246 shelf, providing 35 TB of usable storage to three VMware vsphere 6.0 hosts supporting 35 virtual machines. The NetApp filer was originally installed in 2012 and although it functions well and has ample capacity, annual support costs have increased to the point where they are prohibitively high. The SAN is networked through two HP Procurve 2910al switches via gigabit connections over CAT 6 cabling. All SAN traffic is passed through isolated VLans that are not accessible to client devices. The NetApp SAN is used entirely as iscsi storage; CIFS is not implemented. The Town deploys servers with a virtualize first approach which has been successful and resulted in all primary servers operating as guests on the VMware hosts including SQL databases, Exchange, SharePoint and File services. All data from these virtualized servers is stored in the SAN. Physically, the SAN is installed in a server room at the Canmore Civic Centre. This server room provides enclosed 4-post racks with room for additional equipment, appropriate HVAC systems and both 110v and 208v AC power through an APC Symmetra UPS. Backups are performed by a physical Windows 2012 R2 server running Veeam 9.5. Backup data is stored on a separate NAS as well as replicated to tape, and an offsite Veeam partner. It is the Town s intention to replace the NetApp and Procurve switches with new equipment and support contracts for a planned lifecycle of 5 to 7 years. Network diagrams and current usage are provided in the Appendix. Terms and Conditions 1. Scope of Project Proponents are to submit a proposal to provide a Storage Area Network that meets the following requirements: 1.1 General Requirements All provided equipment to be in a new factory condition with full warranty All equipment is to be rack mountable in a standard four pedestal rack using square holes. All proposed equipment will be mounted in contiguous rack units All equipment is to have power connections that are capable of auto-switching between volts and include power cords with C14 ends All Equipment is to include three (3) years parts and labor warranty with same day service and/or replacement part delivery Proposed solution is to include three (3) years 24x7 manufacturer support for hardware, software and/or licenced services All equipment should provide for management and configuration by Town Information Technology staff All storage network connections are to be 10 Gb Ethernet Management network connections should be physically and logically separate from the storage network and be 1 Gb Ethernet using CAT 6 cabling; 100 Mb is acceptable dependent on proposed system s management traffic requirements. 3 1.1.9 Proposals are to include storage network cabling between switches and the SAN device s controllers. Management network cabling will be provided by the Town All equipment shall be able to be monitored by the Town s PRTG-based monitoring and notification system using SNMP or other method All equipment proposed must be configured to operate within a manufacturer supported configuration and support VMware virtualization and Veeam backup without workarounds. While not strictly necessary, it is preferable to have hardware and configuration that is certified by VMware and Veeam All equipment will be installed in the server room at the Canmore Civic Centre at Avenue, Canmore, AB. 1.2 SAN System Requirements The SAN must provide at least a total of 30 TB useable capacity as presented to the VMware environment before deduplication or compression. This usable capacity is after the SAN is fully installed and configured for production use, including the setup of the RAID volumes and space required for software if applicable The SAN is to be configured with hot spare drives in a quantity and manner that follow the manufacturers best practices The SAN is to include drives that use solid state technology, but it is expected that the SAN will include both solid state and traditional hard disk drives in a configuration will balance cost, performance and reliability The SAN is to include automation for data tiering or prioritization of data between installed storage types The SAN shall have at least two controllers that provide for automatic and seamless failover and failback Each controller will have 10 Gb Ethernet connections to each of the switches for storage data traffic Each controller should have separate management network connections The SAN shall include two fully redundant power supplies The SAN shall provide for future expansion, either externally or internally The SAN shall provide snapshot capability. 1.3 Storage Network Switch Requirements Provide two (2) 10 GB Ethernet Network switches with enough port capacity to support the SAN proposed in section 1.2, three VMware hosts and provide for a reasonable amount of future expansion Storage switches are to provide inter-switch trunking in order to aggregate capacity and be configured for path redundancy Switches are to provide for out of band management. 1.4 Implementation Services All hardware is to be delivered to the Town of Canmore Civic Centre at least two working days prior to the scheduled installation and configuration. Town Information Technology staff will check that the hardware is complete by checking it with a materials list provided by the proponent. Page 3 of 10

4 1.4.2 The proponent should provide suggestions for best practices of installation, networking and backup configurations The proponent will provide a specialist for one (1) day onsite in Canmore to work with Town Information Technology staff to install and configure the equipment. It is the intent that Town staff will perform most of the work with the assistance of the specialist in order to become familiar with supporting the equipment Town Information Technology staff will perform the subsequent migration of data to the new SAN. 1.5 Optional or Preferred Items. Please show separate and individual pricing for the following items if available: Thin provisioning for LUNs Veeam snapshot integration Deduplication Features Compression Features Provide for pinning of data to solid state storage Cold spares package Storage System training An additional two (2) years of both hardware and software support and updates, to bring the total support coverage to five (5) years. 2. Proposal Structure and Requirements Please limit responses to a maximum of 35MB in size. Responses are to consist of: 2.1. Cover letter indicating name, phone number and address of Proponent s primary contact for the proposal Detailed proposal addressing the Scope of Project in Section 1, including at least the following: Specifications and specific model numbers of all equipment proposed List of features included and licenced in the proposed solution Amounts of usable and raw storage included in the system proposed RAID levels used and/or supported by the SAN The number and types of storage tiers in proposal Rated IOPS and MB/s throughput specifications Information on how the proposed SAN uses solid state storage in the solution. (Configured as a cache or as actual storage, and whether it configured in an alternate way, etc.) Number, capacities, speeds and types of drives included in the proposed SAN For each type of drive included in the configuration, indicate the cost for additional or replacement drives Number of empty drive bays available for expansion in the proposed system, if any Provide information for deduplication, compression and snapshot methods The amount the SAN storage capacity can be expanded to in the future without the need for additional licenses or keys. 5 Provide information on support options and support costs for the proposed solution after year five (5). How are support cost increases structured after the included support and warranty period? The amount of vertical space in rack units the complete solution takes up (including switches) in a standard 19 wide four pedestal rack Provide information for future expansion, including the types of disks, controllers and any minimum requirements of add-on hardware Provide schedule indicating an estimate of time for equipment to be delivered and installation to be undertaken Provide full warranty and support information including coverage hours, support and/or monitoring services included, and which entity provides each of the included kinds of support (the vendor or the manufacturer) Provide three (3) Canadian references of similar successful implementations in the last three (3) years. References from public or municipal organizations are preferred The Proponent s quotation for the project in Canadian dollars indicating: A unique quotation number, Date issued, Payment Terms of Net 30, Quotations to remain valid for 30 days from the date issued, Any applicable taxes are to be shown separately. Pricing shall include all fees, purchases, commissions, out-sourced services, charges and duties pertaining to the delivery and installation of goods and services quoted in this RFP. 3. Proposal Evaluation 3.1. Compliance Proposals must be received prior to the closing time and date. Proposals will first be reviewed for compliance with the criteria of this RFP; any Proposal not complying with the criteria may be considered non-compliant and not receive further consideration Evaluation Matrix After the closing date, the Town will use the following evaluation criteria and weighing factors in selecting the Proponent for the project: Criteria Weight Rating Score Project understanding and Proposed Solution 40 Firm History, Experience and Client References 10 Optional or Preferred Items 10 Proposal Costs, both initial and annual reoccurring 40 Total /1000 Page 5 of 10

6 3.3. Ratings and Scoring Proposals will be evaluated and ranked according to the outline below. The evaluation will be based on a 0 to 10 scale. The score of each criterion will be determined by multiplying the criteria weight by the rating. The sum of all scores will be the total score. The Town reserves the right to reject any proposal that receives a rating of two (2) or less on any criterion. Rating Description Exceeds expectations; Proposal clearly addresses and exceeds requirements, 10 excellent probability of success. Somewhat exceeds expectations; Proposal addresses all requirements, very 8 good probability of success. Meets expectations; Proposal addresses basic requirements, good 6 probability of success. Somewhat meets expectations; minor weakness or deficiencies, Proposal 4 partially addresses requirements, fair probability of success. Does not meet expectations or demonstrate understanding of the 2 requirements, low probability of success. Lack of response or complete misunderstanding of the requirements, no 0 probability of success Description of Criteria Project understanding and Proposed Solution Responses will be evaluated for understanding of the key requirements and the methodology to be used in undertaking the project Firm History, Experience and References The Proponent s history and experience undertaking similar projects will be evaluated including checking of references provided Optional or Preferred Items Proponent s response to available optional or preferred items as listed in section 1.5 will be evaluated Total Proposal Cost Cost ratings will be determined by the price proposal price as follows: Lowest Price Cost Rating = x 10 Proposal Price 4. 7 5. Submissions 5.1. Statutory Requirements The Proponent acknowledges that any information or documents provided by it to the Town may be released pursuant to the provisions of the Freedom of Information and Protection of Privacy Act. This acknowledgement shall not be construed as a waiver of any right to object to the release of any information or documents. The proponent should familiarize themselves with all provincial legislation and regulations, Town bylaws and policies or such other matters that may affect their proposal Questions All questions regarding this RFP must be directed to the project manager at least five working days prior to the closing date. Enquires will be recorded and may, at the Town s discretion, be distributed to all known Proponents participating in the RFP. A Proponent has the responsibility to notify the project manager of any ambiguity, error, omission, oversight, contradiction or any item open to interpretation in this RFP, as it is discovered, and to request instruction, a decision, or direction required in preparing their quotation. If required, the Town s reply will be in the form of an addendum, a copy of which will be forwarded to all known Proponents prior to the deadline for quotation submission Addenda Addenda may be issued by the Town up to four days prior to the stated deadline for submissions. All addenda become part of the Request for Proposal and must be acknowledged as included in the Proponent s response Proposal Amendments Proponents may amend or withdraw their quotation prior to the closing date by submitting written notice to the project manager. All proposals become irrevocable after the closing date. The onus is on the Proponent to ensure timely receipt by the Town of any modifications to what has been quoted Closing Date Extension The Town may, by written addendum, extend the time for receiving of the responses Confidentially of Evaluation The Town of Canmore routinely releases a list of bidders, the successful bidder and the amount of the successful bid. Information contained in proponent submissions are protected by Section 16, 17, 24 and 25 of the Freedom of Information and Protection Act. Protected aspects of each proposal will be kept confidential. Proposals will be evaluated by Town of Canmore employees only and no detail of any proposal or evaluation will be disclosed without prior notification and where applicable, the consent of the Proponent RFP Acceptance and Rejection Page 7 of 10

8 Proposals received after the specified time on the closing date will be rejected. Responses which do not meet a minimum level of quality against the above criteria will not be considered. The Town may disqualify responses that are incomplete. The lowest cost proposal will not necessarily be the winning proposal. The Town reserves the right to: award the RFP in part or in whole to one or more proponents; accept or reject any or all proposals and to waive irregularities and informalities at its discretion; and withdraw the request for proposals. By submitting a proposal, the proponent waives any right to contest in any legal proceeding or action the right of the Town to award the project to whomever it chooses, in its sole discretion, and for whatever reasons the Town deems appropriate.
