1 Introduction This tender is called to supply and deliver of fourteen (14) units of Synchronous Digital Hierarchy (SDH) equipment (fully redundant 1+1 configuration) for various distribution new substations and upgrading of Regional Office Computer Room equipment. The tenderer required to quote Network Management System (NMS) for the proposed SDH Equipment complete with hardware and licensing software with no yearly renewal fees and network switch/ Network Terminal Unit (NTU) and inclusive of accessories. The proposed new equipment shall be integrated into our existing SDH Network, which comprises of Tellabs 6320, 6325, 6330, 6335, 6340 Node. This purchase including 14 units of Tellabs 6325 PIM1 Module, 21 x E1 drop to expand the existing SDH system at various new substation project. The proposed SDH equipment must be incorporated with modern communications systems and with the latest design practices in accordance with the latest IEC and ITU (ITU-T G.957 and ITU-T G.959.1) standards. All communication equipment provided by the Tenderer shall be standard product, and have operational experience exceeding two years. Any proposed type of SDH equipment that has never been use by Syarikat Sesco, a trial assessment of the equipment is required. The tenderer must provide sample equipment to be integrated to our existing SDH network for testing and evaluation for a period of not less than 3 weeks. All cost incurred by the trial testing will be borne by the tenderer. Syarikat Sesco Berhad is under no obligation to procure any of the units after successful completion of evaluation and testing period. TECHNICAL SPECIFICATION Equipment Architecture Next Generation multi-service SDH multiplexers shall be proposed in this tender. The equipment shall be modular in design and suitable for enabling equipment reconfiguration and upgrades for meeting changes in network topology and future expansions. It shall be possible to configure the same multiplexer as a terminal, add-drop, re-generator or cross-connect multiplexer by adding or removing plug-in units without the need to replace the whole sub-rack, equipment or system software. In protected networks, the STM-1 equipment shall be capable of being upgraded to a STM-4 system using the existing backplane / motherboard or sub-rack without the need to power down or disrupt traffic. The equipment shall allow software upgrades either locally or remotely from the NMS without affecting traffic. SDH Interface The physical characteristics of the interface signals shall comply with ITU-T G.703 (electrical) and G.957/G.958 (optical). Preferable Pluggable SFP transceivers to be used on the SDH interface to facilitate deployment in various type of network bandwidth. The Optical Small Formfactor Pluggable (SFP) transceiver must support either STM-1 (S1.1, L1.1 and L1.2) or STM-4 (S4.1, L4.1 and L4.2) or STM-16 (S16.1, L16.1, L16.2) with 1310nm or 1550nm wavelength. The Small Form factor Pluggable (SFP) transceiver shall comply with MSA specification and IUT-T G.957 and G.958 standard. The SFP must have Class 1 Laser Product Compliant with the Requirements of IEC and IEC Electrical SFP interface must support STM-1 capability. All the SFP must be hot swappable. For this tender the supplier must provide at least two (2) optical direction of STM-1/4 interfaces (2 x S1.1 per SDH Equipment). PDH Tributary Interface Requirement The SDH equipment must be able to support at least 21 x E1 (G Kbit/s, HDB3, 120 ohms) drop in accordance to ITU-T G.703. The E1 electrically drop cable must be terminated to a patch panel/krone block. Ethernet Tributary Interface Requirements (Optional) The SDH Equipment must have the capability of supporting both electrical 10/100 Base-Tx signals, 100 Base-Fx as well as Gigabit Ethernet signal in accordance with ITU-T G.7041, Generic Framing Procedure (GFP) which is used to map the Ethernet frames onto SDH. In addition, virtual concatenation at VC-12,

2 VC-4 or VC-4 level channel mapping (VCAT) and Link Capacity Adjustment Scheme (LCAS) in accordance with ITU-T G.7042 shall be supported. Jitter and Wander The Jitter transfer of the Electrical PDH and SDH interface must be in accordance to ITU-T G.783, G.823 and G.825 standard. Cross Connect Functions The SDH equipment shall be capable to perform cross connect functions at low order levels of E1 and higher order levels of STM-1 / 4. VC-12 VC-3 VC-4 Synchronization Function The SDH equipment must have the possibility in selecting its synchronization reference source. The synchronization sources are as follows: STM-N interface (T1) in accordance with ITU-T G.703 from an external source 2 Mbit/s tributaries (T2) interface in accordance with ITU-T G.703 from external source 2 MHz station clock ports (T3) which is its own internal clock oscillator with an accuracy and stability in accordance with ITU-T G MHz output signal clock (T4) In case of failure of the selected synchronization source, the equipment shall automatically switch to another valid clock synchronization source without any disturbance to the traffic. Upon restoration of the initial clock source, the reverse switching shall automatically take place as defined in ITU-T recommendation G.781. These actions (switch and reversion) shall be notified to the NMS. The synchronization management support must be in accordance to ETS Network Protection Functions The SDH equipment must be able to support the protection schemes as mentioned below:- The STM-1/ STM-4 Optical Interfaces shall support tributary protection using the MSP function in 1+1 mode. The protection scheme shall be individually selectable for each interface. MSP1+1 standard must be in accordance to ITU-T G.841. The PDH tributary (2.048 Kbit/s) must be supported by SNC/I and SNC/N protection switching functions that meet the requirements of ITU-T G.783 and G.841. Performance Monitoring The SDH equipment must be equipped with Trail Trace Identifier (TTI) tagging for the SDH/PDH tributary. This will enhance its operation and enable Traffic Mismatch protection to operate in the event of wrong connection. The fiber optic level for both transmit / receive side of the transceiver must be able to be monitored. This will ease operation in term of troubleshooting during the event of loss of signal / degraded signal of the fiber optic link. The SDH equipment must have inbuilt facility for monitoring the traffic quality of the SDH/PDH tributary (BER Threshold).

3 Power Supply The SDH equipment must operate using -48V DC supply with positive grounded. Power supply to the equipment shall be provided by either redundant centralised power supply modules or by decentralised/distributed power supply modules within each plug-in unit. Where redundant power supply units are used and dual DC power supply is available, separate DC lines are required to be wired (separate power feed). Failure of power supply in one unit shall not cause failure of the multiplexer equipment. Redundant power supply modules shall be hot swappable. Environmental Characteristics The equipment must be able to withstand Malaysia type of climate and operate well under normal indoor room temperature. Temperature range 0 degree c to 50 degree c and a 20% -95% relative humidity range. Reliability The SDH equipment and system proposed shall be highly reliable under all working conditions especially in high voltage substation environment. To substantiate equipment and system reliability performance, Tenderers shall provide reliability calculations and data on the offered equipment and network based on the configuration requirements of the tender. Failure rates (FITS) and/or mean time between failures (MTBF) for each element and system offered shall be provided. Tenderers should clearly state any assumptions made in arriving at the reliability data. Network reliability performance using 1+1 MSP, SNCP or MS- Spring and equipment protection shall be provided. Equipment Shelf and Accessories The SDH shelf must be mountable to our standard EIA 19-inch cubicle/ rack. The 63 x E1 (G Kbit/s, 120 ohms) drop patch panel provided must also be mountable to our standard 19-inch cubicle/ rack. The equipment shall comprise of plug-in units, sub-racks and connection frames or panel for line aggregates, tributaries, alarms, power supply, synchronizing and management interfaces. The equipment shall be designed and constructed for front access. All mounting accessories and interconnecting cables must be provided. Local Craft Interface Tenderer has to provide a latest/updated local craft terminal for accessing their SDH equipment locally when conducting commissioning and maintenance work. The cost of the local craft terminal must include the proprietary software and licensing fee (no yearly renewal). Network Management System (NMS) for SDH Equipment General This specification defines the requirements of a centralized network management system (NMS) for the proposed SDH equipment. The management features shall include, but not limited to, configuration management, fault management, performance management and security management. The system shall be able to accommodate different network management modules and seamlessly integrate them into the operating management software. The NMS shall support upgrading of network element software by providing centralized software download. Downloading of software shall not affect services or traffic in any way. Proposed SDH equipment manufactured by Tellabs are required to use the existing Tellabs 6300NM. If other than Tellabs SDH equipment is proposed, tenderers shall provide a new Network Management System (NMS) complete with Operation system, software and hardware, the proposed NMS shall be NO

4 annual license renewal requirement. Should tenderers decide to make use of the existing Tellabs 6300NM, they are required to fully integrate the proposed SDH equipment into the existing NMS and tenderer must make sure that main/production s databases/information is synchronize to backup/standby server. To obtain any information / documentation / source code etc. required in order to integrate the proposed SDH equipment with the existing NMS is solely the responsibility of the Tenderer. Existing SDH NMS Systems - Tellabs 6300NM SUN UNIX based Tellabs 6300NM with SDH element and network management facilities as well as end to end trail setup of SDH and Ethernet circuits and advanced network synchronization view. The Tellabs NMS supervises more than 80 Tellabs nodes of various types (6320, 6325, 6330, 6335 and 6340). NMS Requirements Tenderers shall propose Element Management Layer (EML) and Network Management Layer (NML) system to manage the proposed SDH equipment. All elements of the proposed SDH equipment shall be managed by the NMS. The NMS offered shall comply with the standard open interface protocols specified by ITU-T TMN Recommendations for Northbound interface. Non ITU-T open interface protocols such as XML, TL1, CORBA that are widely accepted may also be considered. The system shall consist of the following sub-systems: EML and NML system to manage all the SDH equipment supplied. All necessary hardware and license software for the offered systems shall be provided. All necessary communications accessories required to set-up the NMS at the Telecommunication Control Centre shall be provided. Existing network facilities shall be considered in the design to avoid or reduce duplication. The SDH NMS shall be able to perform fault, configuration, performance and security management as specified in this chapter. The SDH NMS shall be able to detect and display alarms generated by other existing network elements such as SDH, PDH, Access Multiplexer, Teleprotection equipment, routers and PABX s that may be colocated with the proposed SDH Network element. Training for NMS offered in this Tender shall be provided and all cost related to the training shall be included in the Schedule of Prices. Tenderers are required to submit detailed NMS configuration drawings, interfacing requirements and technical particulars of the offered NMS. The existing SDH NMS may be used to manage the SDH network element proposed in this tender provided that it is fully compatible with the offered SDH equipment. The use of the existing NMS system to manage the proposed SDH equipment and the network shall not impact the performance of the existing NMS hardware and software system. Tenderer is required to clearly list the materials required for the establishment of the NMS at the Communication Control Centre. Standards The network management system shall be based on the M.3000 series of ITU-T recommendations for telecommunication Management Network unless otherwise approved by the purchaser. Standard open interface features shall be used in compliance with the ITU-T TMN standards and shall include the following:

Pull-down menus. On-line help functions. Report generator user application. Scalable to cater for future expansion. Modular software components for addition of features as and when required. Integration of modules shall be seamless to form the total package. Open interface protocols in accordance with ITU-T Recommendations. Supports file transfer protocol (FTP / TFTP). MIB and Remote Inventory. Supports modular NMS functions that include Fault, Configuration, Performance and Security functions as detailed below: Hardware System If the proposed SDH equipment is not compatible with the existing SESCO NMS, the following minimum hardware configuration shall be provided: The tenderer must supply latest version of Mini Tower type of desktop monitoring PC (3 years full coverage warranty and onsite support) which has minimum of 2 internal 3.5 bay, support 2 full height PCIex16 slot, minimum 8 USB ports and 300W power supply or higher. Minimum 4GB (2X2GB) NECC Dual Channel DDR3 1333MHz SDRAM Memory, Intel i5 Quad core processor with minimum of 3.20GHz or higher, able to support HT and Turbo Boost. Installed with 512MB RAM display card, minimum of 21" Widescreen Monitor come with Y cable, able to support analog

6 (VGA) and Digital (DVI) port. 2 units of 500GB SATA 3.0 Gb/s hard disk or higher, 16x or higher DVD +/-RW drive, 2 units of 10/100/1000 Gigabit port NIC, USB Optical Mouse with Scroll, USB keyboard (English) and build-in speaker. It must be installed with Genuine Windows 7 Professional 32-Bit with Downgrade Rights Service to Windows XP Professional with SP3 OS and all the management software. The cost of the NMS terminal must include the software proprietary licensing fee (no yearly renewal). Software System (NMS) Tenderers shall state and provide details, if existing NMS software will be used to manage non-tellabs SDH equipment. Details of interface standards, protocols and other information regarding inter working issues shall be provided. If existing NMS software cannot be used, Tenderers shall propose the following server configuration. User friendly standard graphical interface software. NMS software for supporting fault, configuration, performance and security management and all features as stated in this Section. Networking software. Communication Interface and Network The NMS server shall be physically interfaced with a SDH gateway element using Ethernet connection. The local communication that will provide the necessary local connection (such as LAN) and transport between the NMS server and the SDH equipment shall be provided. Communication to network elements not connected physically to the NMS server shall be via embedded communication channels of the SDH equipment or through a separate data communication channel (DCN). Details of the proposed DCN shall be provided in the tender. Tenderers are required to supply, install, test and commission all communications hardware necessary for establishing the DCN. The local network terminal or laptop computer shall physically interface with a network element via F / Q3 / Ethernet interface. All necessary interface cables and connectors shall be provided and established in accordance to standard local area networking practice to the satisfaction of the Engineer. Tenderers are required to submit details of the communications interface, local area network, system configuration and other information relevant in the tender for the establishment of the NMS at the Telecommunication Control Centre. Technology Roadmap The Tenderer shall provide a roadmap indicating its plans relative to a release schedule of the SDH proposed. The Tenderer shall ensure that SDH equipment proposed (equipment and components) shall be available for at least ten (10) years from the date of purchase. The price as indicated in the tender must be valid for the next two years from the date of submission (with reference to the currency conversion rate in accordance to the country of origin). Training Under the condition of contract the TENDERER shall provide on site training for our Communication staff that are involve with maintaining and operating the equipment. The training will be conducted in English language. This will be appropriate during the commissioning of the equipment at a date deem appropriate by the PURCHASER. There will not be extra cost incurred to the PURCHASER for this on-site training as it will be provided for by the TENDERER

7 Training related to the configuration, maintenance, troubleshooting and management of the proposed equipment shall be packaged as part of the tender submission. The training shall include both theoretical and hands on aspects of all hardware and software components supplied. Documentation and training materials must also be included. On site training shall be provided for up to six (6) staffs in configurations, operation, management, maintenance and troubleshooting of all hardware and software supplied. SCOPE OF WORKS The scope of works covered in this tender is to Supply and Delivery of SDH Equipment. Part 1.1 Supply and Delivery of fourteen (14) units SDH Equipment complete with minimum two optical directions of STM-1/4 interfaces (2 x S1.1 per SDH equipment), 21 x E1s (G Kbit/s, HDB3, 120 ohms), interface cables, redundant power supply module for each and redundant fan module for cooling system. Supplier to ensure spare parts is available for at least 10 years. Unit rate to be itemized. Part 1.2 Supply, delivery, installation and commissioning of 1 lot of Network Management System (NMS) for the proposed SDH Equipment complete with PC hardware, license software with no yearly renewal fee and Network Switch / Network Terminal Unit (NTU) and other required accessories which to be installed at Communication Control Centre. (Please refer to section ) Part 1.3 Supply and Delivery of eight (8) units 42U 19 with 600mm x 700mm width and depth, EIA 310-D standard with 19 floor mounting rail/frame with glass door cabinet rack. The rack shall be able to support wide range of 19 inch chassis, sub-racks and control panel with minimum 2154 mm heights, 600 mm depth and lockable door for system integrity. Provided minimum of 3 trays with 4 units of power socket (BS-1363) preferable mounted at the side of the rack with vertical cable management and the color beige color. Part 1.4 Minimum recommended spare parts/cards to maintain proposed equipment as Schedule 3 attached. Part 2 Supply and delivery of eight (8) units complete set RCF for SDH equipment with redundancy power supply and eight (8) units of filter board with auto breaker for SDH equipment with redundancy power supply. (Refer to section ) Part 3 Supply and delivery of one unit of monitoring hardware come with local craft terminal software installed. No renewal license fee. (Refer to section and ) Part 4 Factory Acceptance and Inspection Test for 2 persons (excluded of accommodation and air tickets). Part 5

8 Training for group of 6 SESCO staff on the propose equipments. Training shall cover hardware, software and network management system on setup, install, configure and monitor the nodes. Training location shall be at authorize training center or Kuching.
