1 Shared Services Shared Goals

2 Municipal Consolidation and Shared Services Grant Program incentivize municipal projects that consolidate services, produce shared services, evaluate municipal consolidation opportunities and implementation possibilities, establish the regional delivery of services, and/or offer other efficiency improvements

4 Municipal Consolidation and Shared Services Grant Program Priorities Multi-jurisdictional Consistent with previous consolidation or shared services plans Consistent with applicable County plans Leveraged with other funding sources

5 Cloud Based Building, Permitting, Code Enforcement, Planning, Zoning Collaboration Software (Towns of Beekman, Hyde Park, Milan, Pleasant Valley, Red Hook, Rhinebeck, and Union Vale; Villages of Red Hook, Rhinebeck, Tivoli, and Wappingers Falls; and City of Beacon) Implement a web-based (cloud) permitting and enforcement system. The web-based system allows for building inspectors, code enforcement officers, and plan reviewers to provide and share information in real time.

6 Poughkeepsie-Hyde Park Automated Salt Spreader (Town of Poughkeepsie and Town of Hyde Park) Purchase automated salt spreaders. The result will be a direct cost savings and reduction in the environmental impact of salt.

7 Shared Fuel Farm for Town and Village of Pawling (Town of Pawling and Village of Pawling) Remove and replace an existing fuel farm with a more energy efficient and technologically advanced fuel delivery system to be utilized by participating municipal and county vehicles.

8 Consolidate the assessor s office responsibilities between the Towns. Shared Services- Beekman/Dover Assessor (Town of Beekman and Town of Dover)

9 Tri-Muni Waste Water Treatment System Upgrades (Village of Wappingers Falls, Town of Poughkeepsie, and Town of Wappinger) Begin the replacement of the current aeration system to a more energyefficient, higher capacity, modern alternative.

10 Electronic Document and Meeting Management (City of Beacon) Employ an Enterprise Content Management (ECM) system for the electronic management and preservation of records. The ECM system will allow for better meeting management, paper reduction, and increased community access to information.

11 Implementation Plan to Consolidate Firehouses (City of Beacon) Develop a plan to consolidate three firehouses into a single facility. The evaluation builds on two prior studies which revealed the numerous operational efficiencies and cost savings to be achieved through the consolidation.

12 Evaluate the possible consolidation of three existing sewer service systems into a single trimunicipal sewer service which would allow for a more costeffective and efficient delivery system. Tri-Municipal Sewer Services Evaluation (City of Beacon, Town of Fishkill, and Village of Fishkill)

13 Highway Shared Services Program (Town of Red Hook, Village of Red Hook, and Village of Tivoli) Develop a program of highway shared services. The program will reduce purchases of redundant equipment, maintenance and storage, administrative costs, personnel training, and material and fuel purchases.

14 Visual Inspection of Sewer and Storm Water Infrastructure (Village of Millbrook and Town of Washington) Acquire a camera for the assessment of pipe conditions and to respond to and prevent potential emergency flooding in a timely manner. The assessment will allow for efficient maintenance scheduling and capital expenditures planning.

15 Inter-Municipal Shared Technology Services (Town of Rhinebeck and Village of Rhinebeck) The shared network will foster data sharing and entry, reduce duplicative tasks, and create public internet access. It will allow for increased operational efficiencies and greater collaborative shared services between departments and the Town and Village.
