Corridor Planning Section Director, Transportation Planning & Programming Division Advisory Committee Meeting May 8, 2018; 10:00 AM-12:00 PM Location: Pitser Garrison Convention Center, 601 N 2nd St, Lufkin, TX Attending: In-person attendees as well as those attending by conference call are listed on the attached signin sheets (Attachment 1). Purpose The purpose of this meeting was to 1) introduce the new I-69 Advisory Committee members, 2) review recent I-69 system activities, 3) receive a project-level update from Texas Department of Transportation (TxDOT) representatives, and 4) review the construction funding status of the identified I-69 Advisory Committee priority projects from February 2017 and discuss if those priority projects not fully funded for construction continue to be committee priorities. The meeting agenda is included as Attachment 2. The PowerPoint presentation used during the meeting is included as Attachment 3. Welcome and Safety Briefing Roger Beall, Corridor Planning Section Director, Transportation Planning & Programming Division, welcomed the attendees and provided a safety briefing. I-69 Advisory Committee Member Introductions Harrison County Judge Hugh Taylor, I-69 Advisory Committee Chair, thanked the two outgoing I-69 Advisory Committee members, Jerry Sparks and Cindy Leleko, for their service on the committee and welcomed new members Cory Floyd from Texarkana and Cass County Judge Becky Wilbanks from Linden. 2 I-69 Timeline of Recent Activities Roger reviewed a timeline of I-69 system recent activities which covered the following information as presented in Attachment 3: Texas Freight Mobility Plan Update I-69 Texas System Designation Status I-69 Implementation Strategy Update I-69 Driven by Texans Website Update Judge Taylor informed the committee of its recent accomplishments. These activities included approval of the I-69 Implementation Strategy in March 2016, the identification of approximately $2 billion of 36 priority projects in 2017, and that 27 of them are funded or partially funded. Next, Judge Taylor provided an update on the I-69 Congressional Caucus Briefing. He reported that in March 2018, the Alliance for I-69 Texas convened in Washington DC. I (Note: the Alliance for I-69 Texas is a non-profit organization not affiliated with TxDOT advocating for the completion of the I-69 system.) More than a dozen Texas local leaders participated, along with representatives from each of the I-69 corridor states. The purpose of the trip was to explore funding opportunities for I-69 projects and to enhance the efficiency of the project development process. The participants met with members of the I-69 Congressional Caucus and representatives from the US Departments of Transportation and Commerce to stress the strategic opportunity to advance I-69 under the infrastructure proposal outlined by the Trump Administration and now being developed by Congress. Finally, the members of the Alliance requested the members of Congress to dedicate new funding for I-69 projects from the $20 billion dedicated for infrastructure in the two-year budget agreement approved by Congress in February as well as identify other infrastructure funding mechanisms that could advance I-69. I-69 Project Update by District Roger reviewed the I-69 system planning phase, project development phase, and construction phase projects and activities to meet interstate standards presented in Attachment 3 for each District. Atlanta District Atlanta District staff noted that all three projects will be advanced for public review this summer and fall. Lufkin District Lufkin District staff noted that a substantial amount of project activity is on-going in the environmental/schematic phase. It was reported that the Corrigan Relief Route project received environmental clearance in March 2018, and the District is acquiring right-of-way (ROW). Furthermore, ROW acquisition for the Nacogdoches South Interchange project is nearly complete, and the project is expected to let for construction in Spring Finally, a planning study for US 59 upgrades north of Nacogdoches will begin this summer. Beaumont District Beaumont District staff commented that environmental clearance has been received for the upgrade of US 59 to meet interstate standards from the existing I-69 terminus in Liberty County to SH 105 south of Cleveland. The District is working to let the project for construction this September. Houston District Roger noted that the designation of I-69 is complete within the Houston District. There were no further comments on the information presented in Attachment 3. Yoakum District There were no comments on the information presented in Attachment 3. 3 Corpus Christi District The District commented that the section of US 77 from south of Robstown to Kingsville will be let for construction in July Also, Roger recognized Refugio County Judge Robert Blaschke for working with the community on a path forward to advancing I-69 as part of the US 77 Woodsboro/Refugio Route Study. Laredo District There were no comments on the information presented in Attachment 3. Pharr District The District commented that they are hiring a consultant to prepare final design plans to upgrade US 77 in Kenedy County to meet interstate standards. The District recently contracted with a consultant to prepare final design plans to upgrade US 281 from FM 490 to SH 186. Finally, with regard to SH 550, there is one I-169 extension project under construction, and another project to the Port of Brownsville is expected to receive Brownsville Metropolitan Planning Organization funding for construction starting in I-69 Advisory Committee Priority Project Funding Status Roger briefly reviewed the funding status of the I-69 Advisory Committee s priority projects that members worked to identify during the November 2016 and February 2017 meetings. As presented in the I-69 Advisory Committee priority projects slide in Attachment 3, Roger noted that 36 priority projects were identified with a total construction cost of $2.2B in 2018 dollars. Of the 36 priority projects, currently 24 are fully funded projects, three are partially funded projects, and nine are unfunded. Subsequently, Roger reviewed the partially funded and unfunded projects (Attachment 4) with the Committee to determine if they remain the Committee s priorities. The Committee confirmed that these 12 projects are priorities, with Judge Taylor suggesting that they be carried forward to the top of the list during the next round of the I-69 Advisory Committee priority project identification process. There was further discussion about the need for the Districts and committee members to continually explore new and alternative funding sources. David Garza explained that Rider 11(b), tied to freight and ports of entry, may make funding available for qualifying projects on the I-69 System. Additionally, rural connectivity grants were mentioned. Finally, Roger noted that TxDOT is currently identifying projects to be funded in the Fiscal Year (FY) 2019 Unified Transportation Program (UTP) which will be finalized in August. It was discussed that some of the remaining priority projects may receive funding as part of this effort and that the Districts should keep these projects in mind when developing the FY 2019 UTP. I-69 Advisory Committee Next Steps Roger and Judge Taylor explained that during the next committee meeting, likely to be held during the Fall 2018 in Austin, the committee members will again have the opportunity to participate in another project prioritization exercise. The intent is to identify approximately $1B worth of projects to recommend to TxDOT that that could be developed over the next ten years, a reasonably foreseeable funding queue. In preparation for the fall meeting, the committee members were encouraged to engage their communities and always look for innovative and alternative funding opportunities that may provide input and possibly influence the next project prioritization effort. Finally, Roger indicated that the next prioritization process exercise should utilize a performance based prioritization tool, per federal requirements, to help identify the next group of priority projects.
