Further, the Commission is requested to authorize the Executive Director to execute ICA-related easement documents, jurisdictional offers, awards of compensation damages, leases, purchase agreements, deeds of conveyance, permits, licenses, or any other related real estate documents. The KK River Watercourse Management Plan (KKRWMP) identifies the number of structures in the floodplain and further identifies projects planned for implementation within the watershed. One of the key stream reaches of KKRWMP is the KK River Mainstem. Staff has divided the KK River Mainstem into individual reaches, including KK River Reach 2. Reach 2 limits are from S. 6 th Street to S. 27 th Street and is approximately 10,800 feet long. (See KK River Mainstem Map.) Approximately 1,900 feet of the KK River Reach 2 flows through the County-owned Pulaski Park between S. 16 th Street and the Union Pacific Railroad. The river channel within Pulaski Park was lined with concrete by the District in the 1960 s and is reaching the end of its useful life. 7 SUMMARY (Cont d) Agreement between the Milwaukee Metropolitan Sewerage District and Milwaukee County Regarding the Kinnickinnic River Reach 2 Improvements within Pulaski Park As recommended in the KKRWMP, the KK River project will replace the concrete-lined channel with a rock-lined main channel and an expanded vegetated floodplain and will have other direct and indirect impacts to County-owned park facilities. The District, in conjunction with the County, has developed several park plans that incorporate Districtplanned work into the fabric of the parklands. For KK River Reach 2, in conjunction with the County, staff has developed a Pulaski Park Plan. As the District is now proceeding with work within Pulaski Park, staff has negotiated a draft ICA between the District and the County to implement the KK River Reach 2 Project within Pulaski Park. The following are key agreement terms. Under the agreement, the District will: Manage and fund design and construction of the KK River Reach 2 Project improvements within Pulaski Park, including those park areas and facilities directly affected by the District s watercourse work. (See Pulaski Park Map.) Restore or replace these impacted areas and include a pedestrian bridge, playground, basketball courts, park trails, and natural areas. Provide the County with opportunities to review and comment upon all designs prior to the public bidding phase. Provide public outreach and opportunities for public input. Obtain all regulatory approvals and permits required for the work. Perform long-term maintenance of the naturalized stream. Provide record drawings to the County upon completion of the work. The County will: Provide input throughout the project. Provide access to the park for the construction of the project and long-term maintenance of the naturalized stream at no cost to the District. Provide any County required permits to the District at no cost. Grant a permanent flood easement to the District. Perform long-term maintenance of the park facilities and open space areas. Under a separate Commission request, staff is requesting the Commission to authorize amending the District s design consultant s (Graef-USA, Inc.) contract to include the final design of the planned improvements within Pulaski Park, including the above park features. 2

Rock Gap Engineering was the highest scoring proposer, based on a qualifications-based selection method, among five proposals received. The purpose of the project is to establish the viability of installing a combined cooling, heating, and power (CCHP) system at the District headquarters facility, which includes the headquarters and laboratory buildings, that is independent of the electric grid and fossil fuel sources. The District s 2035 Vision includes goals for the District to meet a net 100% of its energy needs with renewable energy sources and to reduce its carbon footprint by 90%. The headquarters facility is currently served by public gas and electric services as well as rooftop solar panels. If feasible, CCHP can help MMSD achieve its goals. The scope of work for this project includes a detailed engineering analysis of the economic, environmental, and technical requirements for installing a system disconnected from the public grid. The analysis includes identifying the costs for bringing a new energy source to the headquarters facility, determining the energy demands of the facility, and establishing the rate of return for the investment. 13 SUMMARY (Cont d) Contract M01026P01, MMSD Feasibility Study of a Combined Cooling, Heating, and Power System for the Headquarters Facility Project CCHP, also known as trigeneration, builds from the concept of combined heat and power, which reuses waste heat from power generation for heating. CCHP also uses absorption chillers to generate chilled water for air conditioning and refrigeration. For MMSD, CCHP may offer onsite, high efficiency production of electricity and heating/cooling capability. It may also offer significant reductions in greenhouse gas emissions and particulate matter over thermal power plants. The feasibility study for a CCHP system at the headquarters facility will include the following tasks: Reviewing equipment and technologies for providing CCHP, including costs, maintenance, and emissions; Developing a basis of design and District s current and future energy needs; Describing the projected electrical and thermal production of the recommended systems; Comparing emissions output for the selected alternatives; Identifying potential fuel sources; and Preparing a project report detailing the results of the study. The duration for this contract is 12 months. 2
