3 Issued Neilston Community Council November 2018 Minutes of Neilston Community Council 27 th November in the Glen Halls, Neilston at 7pm. Present: R Mould, J Scott, R Junner, J Sheriff, A Walker, E Mould, Cllr Gilbert, Colin McLeish ` Apologies: M Pettigrew, S Crabbe, Cllr Buchanan, Cllr O Kane 1. Police Report Police report attached: Summarised below Violent Crime 2 domestic assaults reported by same complainer. Male charged with assaults plus abduction. Male assaulted on Main St, ongoing investigation. Staff member assaulted in local store and theft of alcohol House Breaking No reports of housebreaking Theft from a garden storage shed in Madras Place Antisocial behaviour Youth stole scratch cards from local shop, charged with offence. Motor vehicle vandalised with mainly damage to rear wiper on-going investigation. Drug Dealing & misuse Male charged with growing 2 cannabis plants. 4 Issued Neilston Community Council November Locality Planning ERC are providing 25,000 for Participatory Budgeting in Neilston. They are also looking at obtaining a contribution from NWL Details are still to be worked out but it is likely to be similar to the Barrhead event in principle but controlled locally. 4. Community Council Issues Madras Place Play area/ Kingston Park Outdoor Gym Surveys complete and submitted, we have had a discussion with ERC and are working with them to produce a LEADER funding application for submission by 31 st January ERC have agreed to make the submission if NCC write the bulk of the application and secure additional external funding. Skate Park We now believe the skate park will be fully funded by ERC in the 2019/20 financial year. Crossing Main St Still no action nor update on signage. 6. Planning On Line Representations in Planning No update. Kirkton Rd No application made yet by developer. The site is in the SHIP so there was obviously been some detailed discussion with the developer and ERC Joint Campus NDT has written to Cllr O Kane with an alternative proposal to site the joint campus on Kingston Park. It is understood that the PTA accepted the Council proposal on the basis that it was the proposed solution or no new school. Minsnov2018Issued Representing the people of Neilston Page 2 of 4

5 Issued Neilston Community Council November 2018 They believe that this solution would mitigate the negative issues in the consultant s report. NDT are looking for a meeting with ERC and Architecture & Design (ADS) to discuss the proposal. NDT believe that a new joint campus in Kingston Park would have no impact on current or proposed plans for the park e.g. Skate Park, Outdoor Gym, etc. The proposal might require the loss of one football pitch replaced by an all-weather facility. Public Realm in front of shops/car Park behind shops Shopkeepers have written to ERC requesting meeting regarding area in FRONT of shops being returned to the public realm. We believe that the Council have agreed to purchase the area of public realm in front of the shops for the sum of 1 plus legal fees, however the Council are unable to indicate to the shopkeepers what the level of these fees are likely to be The turning head has been completed by ERC in this area. 9. Sports Hub Engagement No update meeting on 4 th December 10. Charter Advisory Group The approved CAG notes attached. See Joint Campus above 10. Minutes The minutes having been circulated were proposed by R Junner and seconded by E Mould and approved. 11. 7 Community Council Meeting Updates Our focus.. Your priorities INTRODUCTION This report covers progress we have made in dealing with your priorities for the Neilston Community Council area for the 2 month period 22 nd November 2018 to 23 rd January A list of these priorities is provided at the end of this report for your reference. This report aims to highlight ongoing and emerging issues in your area, and to provide crime prevention advice and guidance to the members of the Community Council and to the residents that they represent. This document does not provide a comprehensive statistical breakdown of numbers of crimes reported as this does not provide any context for the reader. INFORMATION 1. Homes being broken into No reports of homes being broken into have been received. During the evening of the 27 th November a Ford Transit van was stolen from the roadway on Kirkton Road. On the evening of the 3 rd December 2018, an attempt was made to break in to a wooden garage in a garden in Bank Street, Neilston. Nothing was stolen on this occasion. 2. Antisocial Behaviour and Disorder A 49 year old man has been identified as being responsible for conducting himself in a threatening and abusive manner following a Road Rage incident on Main Street, Neilston on the evening of the 26 th November 2018.

8 A 19 year old man was arrested on the 1 st December 2018 following a disturbance within a house in Hillside Road, Neilston. A report has been submitted to the Procurator Fiscal. A 17 year old man was arrested on the 8 th December at a car park in Neilston Road, after he was witnessed shouting and swearing. A report has been submitted to the Procurator Fiscal. Between the 15 th and 16 th January, a parked car in Kirk Glebe, had its rear window smashed. Then between the 16 th and 17 th January, an excavator parked in Kirktonfield Road, had its windows smashed. A house in Craighall Quadrant, Neilston, had a window smashed on the morning of the 20 th January. These three foregoing incidents are recorded as crimes and are under investigation. Over and above the crimes detailed above, during the 2 month period under review, a total of only three calls were received from the public relating to complaints of youth disorder in your community council area. 3. Violent Crime Reports have been submitted following an incident whereby a 16 year old boy is alleged to have assaulted a shop worker in Neilston on the evening of the 30 th November. Officers are investigating a report of a 39 year old man having been assaulted within a Public House in Neilston on the 26 th December A 16 year old boy and a 15 year old girl have been charged with assault following an incident in Main Street, Neilston, on the evening of 11 th January The victims, who were under the age of 16, sustained minor injuries. No other reports of crimes of violence in public locations in your community council area have been received during the period under review. 4. Drug Dealing and Misuse Following the execution of a search warrant at a business premises in Neilston on the 14 th December, a 40 year old man has been charged with an offence under the Misuse of Drugs Act 1971 and with possession of an unlicensed air weapon. A report has been submitted to the Procurator Fiscal. Our officers continue to carry out regular patrols in your area, during which utilise stop and search powers where legislation permits.

Please have a look at CRIME PREVENTION Neighbourhood Watch Scotland Have you signed up for Neighbourhood Watch Scotland alerts yet? We have now started issuing alerts on this system. Further information can be found at By signing up to this service you will receive crime prevention information relevant to both local and national issues. Whilst crime levels in your area remain very low, we again reiterate the importance of reviewing security measures and giving consideration to installing such things as CCTV and intruder alarms, which can be purchased and installed at relatively low cost.

Notes The notes having been circulated from the last meeting were proposed and approved. 2. Community Assets There was no update. 3. Public Realm The issue of the Main St shops was raised again. ERC have agreed in principle to the take the area in front of the shops back into public ownership by purchasing the ground for a fee of 1 but shop owners have to pay legal fees. ERC are unable to give an indication of what the legal fees might be thus the process seems to be stalled. The issue of the car park at the rear has not been addressed in this process.

13 ERC and the owners have an issue over the provision of the hammerhead at the access to the car park both in terms of its construction and the fact it should be a turning circle. The shopkeepers do not object to the public using the car park as a public car park but they feel there should be recognition of this use by ERC. Street Scape A member attended the recent Street Scape seminar hosted by ERC. It was reported that all of the proposals and suggestions in the seminar had at least in part been considered in Neilston and supported in the Going Places and other initiatives but had been largely ignored by ERC. Neilston had done all the public consultation but had seen no action. ERC are reportedly looking at a design for village centre in other areas such as Giffnock and Clarkston with allegedly layouts suggested similar to the Neilston Going Places report but no feed into Neilston residents. The hierarchy suggested is Pedestrians Cyclists Public Service Vehicles Emergency Services Cars The suggestion in Neilston appears to centre on turning Pig Square into a car park. ERC appears to want public input then appears to ignore it. LEADER We have had a meeting with ERC regarding the potential LEADER funding and the methodology of making an application to LEADER for funding to implement the CCTV and lighting to enhance the outdoor gym project in Kingston Park. No decision has been made and in some respects the response was disappointing. So far we have been unable to progress these practically with ERC. 4. School Joint Campus The discussion with Architecture & Design Scotland, ADS is ongoing and ADS are interested in participating. Meeting requested by NDT with Cllrs Buchanan and O Kane

14 5. Projects Town Centre No update on village centre proposals. The roads signage at the crossing is still outstanding. Main St Car Park (behind Killoch) still outstanding options. 7.Skate Park As previously noted Cllr O Kane is looking at options regarding the ERREF and ERC funding to ensure this project is completed. The Director of the Environment is looking at incorporating it into the capital budget proposals. The Planning Department have reported that it is planning to make a LEADER application for the skate park. 10. Funding There was a general discussion regarding concerns raised over the level of capital funding by ERC in Neilston over the years as compared with other areas of East Renfrewshire. The Locality Planning process is offering 25k for the village through the participatory budgeting scheme (PB). 10. Communication & Engagement. All organisations should encourage village wide input to projects. 11. AOCB. Support is agreed for the Renfrewshire Tapestry project with funding being sought from LEADER The next meeting of the Charter Advisory Group will be on Tuesday 22 nd January 2019 at 6pm in The Bank
