2 BACKGROUND: These projects consist of the installation of street lights at numerous locations throughout the City that have recently been developed or are in need of upgrades to the existing street lights. All costs for these projects will be special assessed to benefitting properties, with the exception of Projects 7337 and 7343 which will be paid entirely by the City. In addition, Projects 7386 and 7397 will have an 80% City cost share. Per state law, street light special assessment projects can be protested. These projects will be bid together and awarded as one project, subject to protest of any individual project, which could cancel the individual project without canceling the other projects. The Council approved the Engineer's Report, created the Special Assessment District, directed Engineering Department to prepare Plans & Specifications and advertise for Construction Bids for the projects to be special assessed on April 20, A public input meeting is scheduled to be held for project 7386 Street Lights on N 4 th St (University Ave to Gateway Dr) in early May. Project Street Light Maintenance: This project will include replacing existing High Pressure Sodium (HPS) street light fixtures with LED fixtures on Crown Cove, King Place, Earl Circle, King Cove and Baron Boulevard (17 th Ave S to King Place). By upgrading these street light fixtures to LEDs and running three new segments of conduit and cable, the City will be able to remove two feed points from use. Project 7343 Street Lights on N 4 th St (1 st Ave N to University Ave): This project will include removing and replacing the cobra head street lights in front of City Hall and in the parking lot just south of City Hall with ornamental street lights. If there is sufficient funding available an alternate that is included with this project would include relamping the existing ornamental street lights from HPS to LED on N 4 th St from 1 st Ave N to University Ave. This project will allow for the removal of one feedpoint from use. ANALYSIS AND FINDINGS OF FACT: Work on this project consists of installing street lights for several areas throughout the City. Total construction cost for all of these projects is estimated to be around $441,000. The City cost is estimated to be $258,000. City costs for special assessment projects 7386 Street Lights on N 4 th St (University Ave to Gateway Dr) and 7397 Street Lights on 17 th Ave S (S 34 th St to S Columbia Rd) are $84,000 and $63,000 respectively. City cost for project Street Light Maintenance is $32,000 City cost for project 7343 Street Lights on N 4 th St (1 st Ave N to University Ave) is $67,000 base bid or $81,000 including the alternate. All individual projects are scheduled to be bid as a combined project on May 18th, Approval of the Bids is currently scheduled for the May 26th Service Safety Committee and the June 1 st Council meeting. Construction is anticipated to take place during the 2015 construction season and be completed by the end of the 2015 construction season. All new street lights are to be LED.
