1 COUNCIL MONTHLY REPORT DEPARTMENT: SHENANDOAH POLICE MONTH: October 2017 PATROL OPERATIONS The following is a breakdown of high-priority Shenandoah Patrol activities for October In retrospect, the High Priority Call totals for September 2017 were 277 and 470 for August Per the request of City Council, the Shenandoah Officer Daily Statistics Report, attached to this monthly report are the 2015 call totals, 2016 call totals, and 2017 call to date totals. 2 AREAS OF RESPONSIBILITY (AOR) OPERATIONS The following is a breakdown of AOR activities during the month of October 2017: Page 2

SHENANDOAH PATROLS AND THE WOODLANDS TOWNSHIP ACTIVITIES During the month of October 2017, Shenandoah officers conducted 336 residential patrols, 952 commercial patrols, and 244 dedicated AOR patrols. More than 1425 patrol hours that were specific to the City of Shenandoah were logged. There were an additional 364 patrols conducted within the extended service area with more than 362 hours of activity specific to The Woodlands Township, as demonstrated by the table below: PATROLS TRAFFIC ENFORCEMENT ASSISTS/ CALLS TOTAL TIME :49 Total time dedicated to The Woodlands Township service: hours/11.69 hours per day. The per day time is based upon a full 24-hour cycle, or two 12 hour shifts. Each shift is responsible for at least six hours of patrol time within the service agreement area, per shift, barring any critical issues affecting the City of Shenandoah. Page 3
4 TRAFFIC ENFORCEMENT OPERATIONS SHENANDOAH In October 2017, Shenandoah officers initiated 232 traffic stops while engaged in aggressive traffic enforcement activities within the city. Shenandoah Police Officers wrote 24 citations and issued 208 verbal and written warnings. The following table indicates general locations and number of traffic stops in conducted in each area. 6 Criminal Investigations Continued: During the month of October, 2017, a total of 57 cases were generated. All reports were reviewed, including but not limited to the following: 12 Burglary of Motor Vehicle or Criminal Mischief Cases. Only 7 stolen items were entered into TCIC/NCIC and Leads Online. 3 Motor Vehicle Thefts One vehicle had been recovered. 5 FSGI / Hit and Run Accidents 1 Evading arrest This case is still pending investigation and warrant procurement. 4 Shoplifting / Thefts Warrants were issued on two cases. 1 - Endangering a Child Patrol arrest with CID follow up 1 - Aggravated Assault Uncooperative victim and suspect. 3 Assaults 1 Indecency with a child Safe harbor interview conducted, suspect and outcry witness interviewed, pending presentation to D.A. 2 Harassment Cases 1 Theft of Service Restitution made 1 - Aggravated Robbery - Victim was selling item on the internet. Suspect met victim at Home Depot and took the item. Victim gave chase and suspect pulled a gun. Pending Assigned Cases Gordon 19 Thompson 15 Detectives were called out twice in October All members of the Special Services Division coordinated and worked on both National Night out and Halloween Safe Streets. The department is actively seeking a system that will provide the most cost effective resource available while procuring a system that provides officers with the most accurate and real time information available. The department has hosted presentations from selected companies which has vastly increased the administration s technical knowledge for product selection and procurement. CINTEL LPR-Kevin Stauffer The department is close to making a directional selection decision with negotiations pending concerning mounting options, numeric counts for camera position options, and data storage concerns. The department is diligently working to ensure that the best decision concerning this technology is made with as much information as possible. The department realizes that this is a critical decision that initial implementation of this program precise. Page 11
