Overview Over the past 10 years SDG&E has significantly improved their reliability and response capabilities within their Transmission operations with the integration of synchrophasor data for improved wide area situational awareness. (WASA) SDG&E is now focused on integrating real-time collection of synchrophasor data as well as visualization and operator interface systems to aid in real-time systems operations. 4
Challenges Facing SDG&E: Renewable Integration
Benefits Provide improved situational awareness to operators Compute critical angle differences in real time Compute and display grid oscillations and disturbances Evaluate new event detection and system modeling technology 6
WASA System Deployment A Critical Part of SDG&E s Smart Grid Deployment Plan Objective Deploy a suite of tools by 2020 for use by Grid Operators, Engineering, and Operations Managers to improve overall wide-area situational awareness of SDG&E s transmission system Goals Full integration of synchrophasor technology into transmission system real-time operations Provide new Wide Area Situational Awareness capabilities and new ways to take advantage of synchrophasor data and applications Facilitate exchange of synchrophasor data with Peak RC, CAISO and neighboring utilities
WASA Operational Benefits Real-Time Operations Ensure Reliability and Safety of Electric Grid Digital Information System (Video Wall) Technology System-wide information, refreshed at a high report rate Key Steps: Consider value synchrophasor technology provides in the Operations Horizon Develop operational use cases with operations personnel to define how PMU data and synchrophasor application outputs can be used in the control room
SCADA vs. PMU Voltage and Current Comparing full stream sub-second PMU measurements with SCADA data. This data was captured during the testing of new generator control settings that caused unit output to swing rapidly for approx. 30 seconds and resulted in small scale voltage 9 oscillations on the 138 kv system.

Phased Deployment Approach Pilot Set up initial infrastructure Send data to Peak RC and CAISO Evaluate application software for operation use WASA system Phase 1 (WASA 1) Deploy a system with best in the class commercial off-the-shelf products at the time Enable the use of the synchrophasor data in real-time and non-real-time operations within deployed product capabilities WASA system Phase 2 (WASA 2) Deploy a WASA system that fully meets SDG&E business requirements Establish a solid foundation for future expansion and enhancement Pilot WASA 1 WASA 2
WASA 1 Status Infrastructure 100+ PMUs in 25 substations 71 delivering data to Peak RC and CAISO > 99.9% availability < 3 second latency 31 substation PDCs 25 not sending data yet except for the 6 located in MCC Data/Control centers WASA system Available now SynchroWAVe Central Realtime PGDA Non-real-time Available in early 2018 GIS dashboard Near realtime Developed by SDG&E IT in consultation with Grid Operations Incorporate Esri ArcGIS, OSISoft PI Synchrophasor Data, and System & Substation One-Line Diagrams
