1 Philadelphia Regional Port Authority 3460 North Delaware Ave. 2 nd Floor Philadelphia, PA August 9, 2018 To: All Bidders From: Kate Bailey Director of Procurement Re: Request for Information Pier 84 Security Camera System In an effort to have a better understanding of the industry s products and services, and to gain insight into contractor s understanding of the project, PhilaPort is respectfully asking that you respond to the following clarifying questions. The questions are based on the draft requirements presented at the Industry Day, industry s input on that day, and RFI Announcement issued on 7/24/18 as part of this RFI process and are incorporated by reference. Please have responses to procurement@philaport.com no later than Monday, August 13, 2018 by Noon. 1. Please provide any technical or project execution concerns, given the conditions on the ground and the draft requirements 2. What would you consider the major cost drivers for the project discussed? 3. What is an approximate timeframe for completing a project of this scale? 4. What are the most significant considerations for contractors in deciding on whether to bid on a project of this scale? The following clarifying responses to questions received on Industry Day are listed below, please note that there are attachments along with this document: Q1. Is the roof of the main building accessible, and is there a parapet? There are two staircases leading to the top floor. Access from the third-floor to the roof from the top of each staircase is via fixed metal rung ladders inside the building, leading to small enclosed structures on the roof. The roof Is nearly flat with a slight slope from the edges up to a central ridge peak. There are metal catwalks along north and south edges, about 6 feet above the roof itself.

The goal is to be able to monitor activities on the pier as well as the waterside approaches around the terminal perimeter Q3. How much input will be provided by the Port Authority, in terms of the specific camera placement and fields of view? The Port Authority expects a collaborative process, whereby the installer technicians will be working closely with personnel from the Port Authority or the pier operator, to determine the optimal positioning of individual cameras in order to provide a desirable field of view for each camera Q4. Is your preference for fixed cameras versus Pan Tilt Zoom cameras? The preference is for IP cameras with no moving parts and solid-state components, to the greatest extent possible, in order to reduce maintenance and reliability issues. Q5. Is there a scaled or dimensioned site plan available? Yes, see attached Q6. Does the site plan identify the specific locations of utility poles and their ownership? Yes, see attached. Poles within the facility are owned by the Port Authority Q7. What type of low light and nighttime capabilities are desired? While there are fixed spotlights around the perimeter of the pier, the Requirement is for cameras that have the ability to assist with monitoring in darkness conditions. Therefore, either infrared or low-light capable cameras are desired. The Port Authority is looking for recommendations and input from industry on best approach to this question Q8. Will there be any cameras on the interior of the buildings? No, the only interior aspects for the project will be: a location in the office for recording equipment and administration of the system; and a set of monitoring screens in the security guard booth Q9. Will the installer personnel require a TWIC?

3 Philadelphia Regional Port Authority 3460 North Delaware Ave. 2 nd Floor Philadelphia, PA All installer personnel will require a valid TWIC, or must be escorted by a person with a TWIC, following Federal government requirements for TWIC escorting (trained by the facility, escort and escortee must be in close proximity to one another, maintain unbroken line of sight between them, and have the able to easily communicate, at all times) Q10. What are the requirements for data cable runs? Must they be contained inside a hard conduit? Conduit is not necessary for data lines running inside the building. Conduit is required on the exterior. Q11. What data connectivity is available for the office and the guard booth? Satellite dish on roof of guard booth, cable connection for office, active internet service at both. There is satellite internet in the guard booth. The office building has an internet connection. A system must be developed to connect guard house to building. Q12. If electric outlets are not available at exact locations needed for cameras, will the bidder need to provide the electric service, or will this be provided by the Port Authority? Electric outlets would be the responsibility of the contractor. Q13. What level of identification of individuals is required? Not facial recognition in terms of access control identification purposes. The goal is to have the ability to be able to distinguish one individual from others when reviewing incidents or activities on the pier in daylight. The Port Authority is looking for input from Industry on this requirement Q14. Can WiFi connectivity be used for the camera system (between poles and between buildings)? Yes, as long as it provides reliable connectivity and is secure Q15. What is the existing camera system near the gate, given the objective to tie in those camera feeds to the new system? It consists of four Vigilon cameras, connected via private fiber optic line to a PennDot fiber network to the Port Authority main building.

What type of mounting will be allowed on the rubberized Annex building, which has a tubular support structure? Mountings may be affixed with pipe clamps [confirm this]. Any openings in the fabric must be sealed by contractor. Q17. Can cameras be mounted on light pole on north side of fence near back gate on northwest corner of facility? Yes. Port Authority owns both facilities and the pole in question Q18. Can the Port Authority share its initial concept diagram for the camera system? Yes, see attached
