2 MESSAGE FROM DISTRICT COMMANDER Staff Sergeant Stephen MacQueen On behalf of Lunenburg District RCMP, I want to thank the citizens of Lunenburg County for your continued support this past year. Throughout 2017 we worked closely with our municipalities and partner agencies to address concerns impacting our citizens in an effort to make Lunenburg one of the safest counties in Nova Scotia. As District Commander, I am able to observe firsthand the endless hours of behind the scenes work done by Lunenburg District RCMP and our partners to successfully conclude investigations, resolve complaints and help those in need. This is often challenging work, but also extremely rewarding. As your police force, the RCMP establishes policing priorities that are in line with local concerns. We work with each municipality and our policing partners to achieve this. During 2017, two of Lunenburg District RCMP s enforcement priorities were crime reduction (property and drug related) and road safety. I m pleased to share that within this past year, property crimes were reduced by 17 per cent. Over 80 drug-related charges were laid including trafficking, production and possession, along with the successful conclusion of Operation Halse, a three-month undercover investigation targeting cocaine and prescription pill traffickers. An increased presence on our roadways resulted in a 33 per cent increase in traffic stops. I also had the pleasure of inviting our Municipal officials to Dartmouth for a hands-on interactive tour of RCMP Headquarters and our state-of-the-art RCMP Training Centre. The tour showcased our resources, specialized teams and equipment that is available to Lunenburg County. It also highlighted our ability to respond to complex crimes with access to resources across the country, at no additional cost to municipalities. On a more somber note, as an RCMP family, we experienced loss this year with the passing of Cst. Amanda Swinimer. Amanda loved her job and was very committed to the people she served. Losing Amanda impacted us deeply and I want to thank the community for the countless acts of kindness we were shown during such an emotional and challenging time. An important factor of an effective policing service is having officers engaged and involved in our community. Like Cst Amanda Swinimer, who collected clothing to donate to those in need, many Lunenburg County RCMP officers spend countless hours volunteering and having a positive impact on the community. Employees coach hockey, baseball, basketball, lead youth groups, and sit on various boards and committees. We have volunteers with Ground Search and Rescue, Air Cadets, and those who dedicate hours collecting food for those less fortunate. Officers are proud to serve and call this our home. In closing, 2018 is sure to be another busy year and Lunenburg District RCMP looks forward to working within our communities to make Lunenburg the safest county in the province. 5 During 2017, Lunenburg County District RCMP s responded to 10,465 occurrences which is an increase of 13% over This increase is attributed mainly to an increase in self-generated road safety activities. A breakdown of the calls is as follows: 2017 Annual Occurences: 10, Traffic & Road Safety: 5,296 Occurrences Crimes Against Persons 581 (or 5%) Drug Enforcement 108 (or 1%) 389 Checkstop 530 Collisions Other 3,529 (or 34%) Insurance Intersection Moving Traffic Non-Moving Traffic Traffic Offences & Road Safety 5,296 (or 51%) Reported Property Crime 951 (or 9%) Examples of Crimes Against Persons include: Assaults, Robbery, Threats, Harassment, Sexual Assaults Examples of Property Crime include: Break & Enters, Thefts, Damage to Property etc. Examples of Other include: Mental Health, Firearms Offences, Assistance Calls, Wellbeing Checks Other Speeding During 2017, officers responded to 5,296 traffic occurrences. Due to our road safety initiatives, we had an increase of 33% more vehicle stops in 2017 over * Other includes but is not limited to: Impaired Driving (314), Parking Offences (71), Fail to Stop or Remain at Accident Scene (63), Driving While Disqualified (62), and Seatbelt Violations (36). Regarding property crime, there was a 17% reduction in 2017 compared to This is Lunenburg District s fifth consecutive reduction of property crime as noted in the following graph: Actual Property Crimes
6 Snapshot of a few investigations: A three-month investigation led by Lunenburg County District RCMP, dubbed Operation Halse, targeted individuals involved in the trafficking of cocaine and prescription pills in Lunenburg County. There were 12 individuals arrested and multiple charges including: Trafficking (Cocaine), Possession for the Purpose of Trafficking (Cocaine), Trafficking of a Controlled Substance (Hydromorphone), Possession of a Weapon for a Dangerous Purpose, Failing to Comply with Release Conditions, Failing to Comply with a Recognizance, and Possession of a Controlled Substance. Over a three day period in May 2017, members of Lunenburg District RCMP searched a property located in Martin s River resulting in the arrest of two people. Police utilized members from the RCMP Tactical Troop and Police Dog Services in the search as well as equipment such as an excavator, ATVs, and a drone. As a result of the search, officers dismantled and seized two sophisticated marihuana grow operations, 60 mature marihuana plants, approximately 110 pounds of marihuana, a small amount of hash oil, shatter, and methamphetamine pills. Police also seized a large amount of cash and other paraphernalia related to the trafficking of illegal drugs. Charges were laid in this matter. In February 2017, members of Lunenburg District RCMP searched a property in Pinehurst. As a result of the search, more than a dozen large pieces of machinery and equipment stolen throughout Nova Scotia were recovered with a value of approximately $350,000. In addition to the recovered equipment, police arrested and charged the suspect who was subsequently convicted and received a three year jail sentence. This means that municipalities pay 70 per cent of total policing costs. The Federal government is responsible for the remaining 30 per cent.
7 Nova Scotia Provincial Additional Officer Program Funding MUNICIPALITY POPULATION SQUARE KMS TOTAL PERCENTAGE Provincial Contribution $587,292 70% Federal Contribution $251,697 30% Provincial & Federal Total $838, % *Under the Additional Officers Program, there is a 70/30 cost sharing agreement between the Federal government and the Province. This means that the Province pays 70 per cent of total cost of these four positions in Lunenburg County and the Federal government is responsible for the remaining 30 per cent. These four positions include two Street Crime Enforcement Unit members and two School Resource Officer positions. RCMP Support Services The RCMP provides municipal, provincial, federal and international policing services across Canada. This enables the Force to effectively respond to increasingly complex crimes that requires resources and immediate action. Although Lunenburg District is comprised of 52 employees, there is a team of approximately 30,000 to draw from across Canada, at no additional cost. RCMP support services that are included in your contract, at no extra cost, include, but are not limited to: Emergency Response Team (ERT): ERT is a full-time team of members who are in a constant state of readiness to respond to emergencies. These members are trained in a number of disciplines, including armed and barricaded persons, hostage rescues, VIP protection, shooting and repelling. Tactical Armoured Vehicle (TAV): The TAV is a specially designed, one-of-a-kind vehicle built to meet the RCMP s varied operational needs. It functions on all types of terrain and in all weather conditions and can be used in many scenarios, including those involving rescues, hostage takings and armed stand-offs. Divisional Criminal Analysis Section (DCAS): DCAS provides criminal intelligence for the detection and prevention of crime that is serious, organized or threatens Nova Scotians. The team identifies efficiencies in targeting prolific offenders and provides in-depth analysis of organized crime and emerging criminal threats to increase situational awareness for the RCMP. Police Dog Service: RCMP Police Dog Service teams are trained to detect narcotics, explosives, property, persons, human remains or contraband. This includes search and rescue missions for lost and missing persons as well as calls regarding barricaded persons. Nova Scotia is home to the first and only RCMP dog specialized in human remains detection. While many of our dogs have been finding human remains since the start of the Police Dog Service program, this dog named Doc has more specialized training to find buried historical remains. Major Crimes Unit: The Major Crimes Unit is a group of members who conduct in-depth and thorough investigations of major crime scenes in Nova Scotia. Major cases necessitate a response which falls outside of the normal, substantive policing services. These cases include homicides, disaster management, national security issues, drug importation/trafficking and complicated financial crime-related investigations. Explosives Disposal Unit (EDU): EDU is a team of Explosive Disposal Technicians and Hazardous Device Technicians capable of dealing with a multitude of explosives. The Unit is comprised of full-time members outfitted with state-of-the-art specialized equipment. Tact Troop: The Tact Troop is a flexible, emergency-oriented, structured team that can be quickly mobilized. The troop is trained to assist with crowd control and maintenance, major investigations, natural disasters, search teams, scene security and disaster incident response. The team includes over 90 operational members and a Logistics Support Vehicle. Atlantic Region Air Services: Atlantic Region Air Services provide efficient, cost-effective and convenient air transportation of people and resources throughout Canada and to some international locations. This resource can be used to support investigations workshops, training and administrative activities. It can also be used for prisoner transfer. The fleet includes a helicopter, Pilatus aircraft and a covert aircraft. Technological Crime Unit: The Technological Crime Unit investigates computer crimes and provides technical assistance to other investigative units. This team seizes and searches devices for evidence and uses forensic techniques to analyze computer and mobile devices. They also recover active and deleted data from smart phones, tablets, global positioning systems (GPS) and most other mobile devices. The team also images computers and mobile devices during undercover operations. Collision Analysis and Reconstruction Services: Collision Analysis and Reconstruction Services is comprised of three full-time collision analysts focused on investigating vehicle collisions where serious or fatal injuries are caused or physical evidence is required. Internet Child Exploitation (ICE) Unit: ICE works to identify and rescue child victims of sexual exploitation and identify and charge offenders who possess, distribute and/or collect child sexual exploitation material online. Forensic Identification Section (FIS): FIS supports front line investigators by examining crime scenes for evidence. Using a variety of techniques and equipment, forensic specialists search for trace evidence such as DNA, hairs, fibres, fingerprints, tire tracks and footwear impressions. Underwater Recovery Team (URT): URT divers search for evidence such as firearms, knives, explosive devices, other weapons and stolen property. They also conduct underwater searches for missing persons as a result of an accident or during a criminal investigation.
