3 Purpose esales Tools is an application that enables external brokers to present rates to groups for Blue Cross and Blue Shield of Illinois (BCBSIL) plans. When a request for a proposal is received, we refer to this as a Quote. This document will provide the steps that are needed to create a quote or generate a proposal. Process To provide Affordable Care Act (ACA) Small Group quoting rates for: ACA compliant Small Group prospects with 1-50 lives and effective dates beginning 1/1/2014 Employers with a total of 50 or less employees Log In for External Users External Users 1. Go to the Blue Cross and Blue Shield of Illinois/Producer homepage ( 2. Log In to Blue Access for Producers SM. 3. Enter your Producer Number and Password, and select Log In. Page 2 of 26 11/13/2013

4 4. Select the Quote a Group button. 5. The esales Tools Home page will display. 6. Select ACA Small Group Quoting. Page 3 of 26 11/13/2013

5 7. The Quoting page will display. Quoting To create a proposal for insurance for a prospect, follow the process outlined below. Create New Prospect 1. To create a new prospect, select the Create New Prospect button. Page 4 of 26 11/13/2013

6 2. The Create New Prospect window will display. a. Enter the information in the *Required Fields. b. The Division, Market Segment and Producer fields are filled by default. 3. Select the Create button to create the new prospect or the Cancel button to stop the transaction. Rating Information 1. When the Create button is selected, the Rating Information for the quote will display. a. The details for the prospect you just entered will display at the top of the page, (i.e., Prospect Name, Division, Market Segment, and Producer). b. If revisions are needed for the prospect information, select the Edit button. Page 5 of 26 11/13/2013

7 c. The Edit Prospect Information window will display. d. Make the changes and select Save. 2. Enter the following information in the required fields for the Quote on the Rating Information tab. a. Employer Zip Code Note: The system will only accept a valid zip code for Illinois. b. County c. Effective Date Note: External users can see up to 10 days in the past and 90 days in the future. d. Product Type (Illinois has four choices) Health/Dental/Life Life Only Dental Only Page 6 of 26 11/13/2013

8 Life & Dental Only Life/STD Settings 1. In the Life/STD Settings section enter the SIC Code or select the Find button to locate the code if it is unknown. 2. The Find a SIC Code window will display. 3. Select the Category from drop down menu and select the Use button to choose the SIC Code. Page 7 of 26 11/13/2013

9 Life Defaults 1. Select the Life Defaults to expand the section and display the default information. a. To modify the default information, select the Change button. b. The Change Life / STD Setting window will display. Page 8 of 26 11/13/2013

10 c. Select Yes in the Dependent Life Coverage section to display dependent life coverage information. d. Make the required changes and select the Apply button or the Cancel button to exit. Page 9 of 26 11/13/2013

11 Census 1. In the Census section, enter the information in the Required Fields. a. Rows can be added or deleted from the census count by selecting the Add Row or Delete Row buttons. Note: Based on the life selections that are made, you may see variations in the Census section (i.e., Annual Salary or Life Classes could be added). Note: The Current Plan and Retiree fields only exist for the Illinois division. b. To add a dependent, select the Add Dependent icon. c. A row will be added and the dependent information can be entered. Page 10 of 26 11/13/2013

12 2. The Import Census button is used to download the Census Import Template or to view an example of a formatted import file. 3. Select the Save button to save the information. If any required data is omitted, the information cannot be saved. An Attention dialog window will display. a. All errors must be corrected before the Get All Rates button can be selected. 13 Get All Rates 1. Select the Get All Rates button. 2. The Plans & Rates information will display. a. In the Census Rates column, select the Census Rate icon. Page 12 of 26 11/13/2013

14 b. The Census Rate will display a breakdown of each member s rate and the group total. c. In the Rate Table column, select the Rate Table icon. Page 13 of 26 11/13/2013

15 d. The Rate Table window will display the full rate table for the plan. e. To print the information, select the Print button and then select Generate Proposal. Generate Proposal 1. Select the Generate Proposal button. 2. The Proposal Reports will display. 3. Double click on the Proposal or Report that you want to view. Page 14 of 26 11/13/2013

16 4. The document will display and can be saved and/or printed from the toolbar. Page 15 of 26 11/13/2013

17 Make Changes to Existing Quote 1. To make a change to an existing quote, select the Rating Information tab to view the rating information. 2. Make updates in the appropriate field or section. 3. Select the Save button to save any changes to the quote. 4. To re-rate the quote, select the Get All Rates button. Page 16 of 26 11/13/2013

18 Create New Quote 1. To create a new quote using the details from the previous quote, select the Create New Quote button from any page. Page 17 of 26 11/13/2013

19 2. A new quote will be created with the information populated from the previous quote. Page 18 of 26 11/13/2013

20 Search Existing Prospects When there is a request for a quote, search to see if the prospect already exists before creating a new one. To search for an existing prospect: 1. Select Search Existing Prospects. 2. The Search Existing Prospects window will display. 3. To find a prospect, enter the search criteria and select the Search button. Select the Clear button to clear the results. 4. The Prospects Matching Search Criteria window will display. Select the View button. Page 19 of 26 11/13/2013

22 6. Select the Plans & Rates tab to view the plan details and associated rates. Page 21 of 26 11/13/2013

23 7. Select the Rating Information Summary. Page 22 of 26 11/13/2013

24 8. The Rating Information Summary will display the main points for all plans. Page 23 of 26 11/13/2013

25 9. Place the cursor over Quote History to view a history of previous quotes. 10. The Quote History will display. Page 24 of 26 11/13/2013

26 Recently Accessed Prospects The first 20 results can be viewed in the Recently Accessed Prospects section. 1. To view a prospect that was accessed previously, select the View button next to the prospect in the Recently Accessed Prospects section. Page 25 of 26 11/13/2013
