3 G E N E R A L F E A T U R E S Chapter 1 GENERAL FEATURES exuspub through its modules manages sessions of Public Meetings (Municipal Councils, etc.) and Private Meetings (Board of Directors, Meetings in polyfunctional rooms, etc.) up to immediate and automatic generation of Synthesis Report synchronized with audio or audio-video recordings. A complete system is structured on the following elements: Integrated conference system Management even through approved wireless devices PCs dedicated to management and audio or audio-video recording Video Management module complete with: PTZ Management System PTZ Dome Cameras Application for video system integration I C O N S Block diagram NexusPub procedures Procedures functions N Software modules integrated together that allow: Check of Meeting Validity with the possibility to create and choose diversified quorum Management of different types of Conference (manual, timed, open, etc.) Full management of voting operations with the possibility for each Point at the Agenda- to choose Vote Quorum, Quorum for Legal Number Check, voting type (open or secret), voting closure mode (manual or timed). 4 G E N E R A L F E A T U R E S Chapter Organization Chapter consists of three subsections characterized by icons whose meaning is referred on the side Block diagram The system, in its complete configuration, is structured as follows: a rack containing: PC dedicated to management: on the primary screen the operator uses NexusPub software; must be available a secondary video output for Room Viewing Device which allows representing the graphic situation of Delegates seats and their state (presents - absents), the reservation to speak, the ongoing contribution, YES-NO-ABSTAINED vote, voting outcome, etc. UPS Conference System Central Unit Audio-Video Switcher for video management Software modules NexusPub Devices for video shooting and viewing Picture I : Complete Block Diagram NexusPub was realized with technological contribution of 3 rev _011111
5 G E N E R A L F E A T U R E S NexusPub procedures functions NexusPub when complete consists of the following procedures: NexusPub Settings: manages all hardware and software configuration NexusPub Meeting Manager: it s the pivot application through which you can handle the Meeting and generate its Report Voting Management: works inside NexusPub Meeting Manager and, thanks to integrated devices, interfaces movements related to delegates attendance, reservation to speak and voting procedures NexusPub PASO Integration: allows to manage automatically all the functions available in NexusPub NexusPub Statistics: allows to analyze all meetings events (attendance, interventions, votes, etc.) formulating analysis, statistics and charts exportable in standard file formats NexusPub Multimedia: allows to create individually indexed CDs or DVDs viewable on PCs equipped with Windows Media Player NexusPub Audio Recorder: allows to record on management PC the audio file of the session. Service is also available individually NexusPub Synoptic: allows to view on standard video devices (monitors, projectors, etc.) informations related to the session (presents, point at the agenda, reservation queue, ongoing speaker and intervention time, voting outcome) NexusPub Historical Synoptics: allows to view previous outcomes of voting procedures Camera Management: allows video shooting for viewing, recording and streaming of the meeting NexusPub Multimedia on Web: combined with NexusPub Multimedia, allows to publish on streaming and database servers files related to the sessions that can be viewed deferredthrough dedicated link- on User s website with video on demand download streaming modality, being able to search interventions by speaker, session and / or topic NexusPub was realized with technological contribution of 4 rev _011111
6 G E N E R A L F E A T U R E S MULTIMEDIA SERVICES FEATURES -AUDIO ONLY- 1. Properties of multimedia files in streaming are: Streaming Flash live and on demand Server Database for indexed historical archive of the sessions Total Bit Rate 64 Kbps Audio Codec MP3 Minimum access 25 Gb monthly for 12 months Minimum Disc Space 2 Gb for 12 months 2. Optionally (prices on request) it is possible to: increase audio quality (total bitrate) increase monthly guaranteed bandwidth (accesses) increase disc space keep on line for more years sessions on demand handle streaming with Windows Media Encoder or Expression Encoder 3. To better manage service of audio listening on the Internet in streaming live mode it is necessary that user is equipped with a dedicated DSL line with minimum guaranteed bandwidth of 64 Kbit/sec in upload 4. The feasibility of Live service is always conditioned by the availability of a broadband connection, availability that has to be tested in advance MULTIMEDIA SERVICES FEATURES -AUDIO/VIDEO- 1. Some of the features listed below are available only for specific integrations: functions not available because specific of certain installation present only descriptive commands (not active). 9 S E T T I N G C O N F I G U R A T I O N O F H A R D W A R E, D R I V E R A N D S O F W A R E Chapter 2 SETTING CONFIGURATION OF HARDWARE, DRIVER AND SOFTWARE I C O N S Hardware e driver Software Chapter Organization Chapter consists of two subsections characterized by icons whose meaning is referred on the side Hardware and driver settings Management PC In this section are argued the setting instructions of the elements common to each type of integration such: NexusPub, for its management, uses standard hardware components dimensioned according to activity type, used integration, required safety level, etc. For specific instructions, see manual by manufacturers of Pc and its additional items Notes: to perform the installation is necessary to have Windows administrator rights; it is also recommended that procedures are always performed by a user with Windows administrator rights in order to have permissions for full control of the program s folders. In addition, if the User Account Control of the operating system requires it, change the settings so that it is permitted to use programs non-certified for the User Account Control NexusPub Synoptic See the instruction manual by devices manufacturers NexusPub was realized with technological contribution of 8 rev _011111

11 S E T T I N G C O N F I G U R A T I O N O F H A R D W A R E, D R I V E R A N D S O F W A R E These are the setup procedures: MySQL: in the setup CD it s available the complete installation file to be used if the user has acquired a MySQL License. By default setup provides for downloading MySQL from the Internet and installing it manually clicking on Open in the download mask and, at the end, clicking on Setup.exe following on screen instructions to finish setup. After setup, it s necessary to click on the Activate button to start MySQL service and, when required, set "root" "root"as username and password Notes: With Windows 7, you must remove the connection to MySQL from Windows auto run folder NexusPub Meeting Manager: click on Install and follow the on screen instructions; at the end, when appears the mask Create DataBase click on Execute and complete the setup choosing the password desired for the Admin user. Setup will create automatically the hidden user admin with the chosen password and the default user guest with password guest Drivers Televoter: see the specific manual (if it s present the integration) NexusPub PASO Integration: see the specific manual (if it s present the integration) Camera Management: see the specific manual (if it s present the integration) NexusPub Synoptic: click on Install and follow the on screen instructions NexusPub Multimedia: click on Install and follow the on screen instructions Windows Media Encoder, Flash Media Live Encoder, Microsoft Expression Encoder: click on Install and follow the on screen instructions. Concluded the setup is required to configure the Encoder proceeding as follows: verify that the PC is properly connected with the audio-video capture device working and compatible with the desired encoder video start the Encoder and then: configure the desired settings for file recording (and eventually for streaming) test the recording (and eventually the streaming) save encoder s session Notes: It is recommended to install the Encoder dedicated to audio / video recording and streaming on the secondary PC dedicated to video management (see Camera Management manual) to avoid overloading the PC dedicated to the meeting s management NexusPub Statistics: click on Install and follow the on screen instructions; at the end, when appears the mask Borland Database Engine click on OK and complete the setup NexusPub was realized with technological contribution of 10 rev _011111
12 U S E R G U I D E Chapter 3 USER GUIDE Chapter Organization I C O N E Possible choices Use Chapter consists of two subsections characterized by icons whose meaning is referred on the side Possible choices NexusPub Settings procedure allows customizing the following functional choices: Configure Language Select Language: this function -available with multilanguage license- allows to choose language (different from the setup language) with which will be managed NexusPub General Settings DESCRIPTIONS: this function allows to customize voices related to attendance and voting Print Lists: with this function it is possible to choose which voices related to voting will be shown on Synthesis Report; it s also possible to enable or disable viewing and printing of voting outcome at the end of each voting session Editing of Reports: with this function it is possible to choose if manage (edit) various operations from procedure menus and / or from List of Delegates and / or from Synoptic Panel of Management PC Default Vote: with this function it is possible to choose if establishing a default voting status, so to act only to change votes (don t use with integrated devices enabled) Quorum for Validity of Vote: with this function it is possible to choose which quorum has to be used to calculate validity of vote. Choices made during settings will be applied for all voting sessions Check of Validity of Meeting: with this function it is possible to verify if the attendance is adequate to make the session valid; this function allows choosing validity quorum created through Quorum Table. 13 U S E R G U I D E Quorum of Outcome of Voting: with this function it is possible to choose which voices are to be considered to calculate Voting Outcome; quorum (created through Quorum Table ) can be modified -during the session- for each point at the agenda. If the function is not enabled, system will calculate voting outcome according to standard parameters SYSTEM: Use integrated device: see specific manual related to used integration Use for presence: with this function it is possible to choose if the integrated device will handle this function Enable Entries / Exits from PC: with this function it is possible to choose if entries and exits can be registered -as well as through integrated devices- even by the operator through NexusPub console Use for queuing: with this function it is possible to choose if the integrated device will handle this function. System can store up to 20 simultaneous reservation Hold-the-key Function: this function is available only with AULA system Automatic Conference: this function is available only with AULA system Enable Audio Recording: with this function it is possible to enable on the PC dedicated to meeting s management the integrated audio recording. Options available are: o use NexusPub Audio Recorder to record audio files in wav format Clicking on Config./Test it is possible: to select parameters of audio recordings and save configuration Warning: not all the audio codec are usable; if appears an error message please select a suitable codec. Availability of codecs depends on configuration of user s machine if there is a distinction between variable bit rate (ABR or VBR) and constant bit rate (CBR) for the selected codec, choose from the drop-down list a configuration with constant bitrate (CBR) on Windows Seven, to record with MP3 codec you need to install extra codec package. Use of K-Lite Codec Pack, available on the Internet is suggested to test the proper functioning o use Encoder Microsoft to record audio files in wma format with Windows Media Encoder or Microsoft Expression Encoder. Clicking on Config./Test you run the configuration proceeding: to select session file (.wme for Windows Media Encoder,.xej for Microsoft Expression Encoder) created during the encoder setup to test the proper functioning Notes: Windows 7 os compatible only with Microsoft Expression Encoder o use other Encoder to use other recording tools not integrated Integrated management of dome cameras: see specific manual related to used integration NexusPub was realized with technological contribution of 12 rev _011111
14 U S E R G U I D E OPTIONS: Don t show votes till the end of voting session: with this function it is possible to choose if, on the external synoptic video, the ongoing voting session will be shown during the session itself or only at its end Maximum length of contribution in timed conference: this function is available only with AULA and CS2100 systems System Folders Allows choosing the destination of the files (even removable disks and / or network peripherals) for Management of Meetings and Reports, Multimedia Management, Management of Movement Statistics folders Council Bodies Allows creating various bodies (Municipal Council, Boards, etc.) Types of Parties In this section it is possible to create customized subjects (like Host, Auditor etc.) in addition to procedure s default subjects Quorum Table In this section it is possible to configure quorum related to voting sessions and to legal number check for session and voting validity. The specific table is structured as follows: formula and description registered in the first line represents the default quorum for voting and will be reported at each point at the agenda in Meeting Manager formula and description registered in the second line represents the default quorum for legal number check and will be reported at each point at the agenda in Meeting Manager Synoptic Video In this section it is possible to configure elements that handle Room Viewing function, allowing aligning settings of pc graphic processor to the used video device (monitor, projector, etc.). Menus that manage the procedure are the following: 1. Configuration of Synoptic Panel where there are commands useful to place items visualized on the procedure. Items visualized are: a. Current Date and Time b. Point at the Agenda in discussion (Point number, synthetic description of the act) c. Contributions Management (first 6 in queue reservation, ongoing speaker name, ongoing contribution time) d. Informations about Attendance and Voting (Outcome of Voting/ Quorum Check, Presents, Voting Enabled, Voters, Favorable, Against, Abstained, Non-Vote) e. Attributes of Fonts related to Delegates names visualized on synoptic video 2. Position of Synoptic Panel where: a. Offset on left allows to inform the secondary output of video processor about the video device position compared to management PC Monitor position b. Offset at top function allows to lower or raise Synoptic Video NexusPub was realized with technological contribution of 13 rev _011111
15 U S E R G U I D E c. Width and Height functions must respect the parameters set on the secondary output of PC video processor d. Active flag on Position now let visualize Synoptic Video as currently configured, allowing to modify all various elements (dimensions, position, colors, etc.). If the offset on left has the value 0 Synoptic Video will be visualized on PC Monitor, if it is properly set for the external video device Synoptic Video will be shown on it 3. FormSinot where for each selected item it is possible to make changes about characters (font, dimension, color, etc.) and areas (dimension, color, etc.). It is very important that Panel1 -Synoptic generic background- is set with the same dimensions of the elements reported at point 2c. of this section Map of Room In this section it is possible to configure: Map of room, choosing background color and colors of different states of Delegates (absent, abstained, absent at vote, speaker, present, favorable, against, reserved to speak) Activating the function Display Name inside the graphic representation of the station will be reported the name set in the station registry Station properties indicating: graphic representation (dimension and image type) number of integrated device associated (if present) number of badge (if present) associated to the delegate. Warning: badge number must be equal to Seat Code [only for AULA system] Privileged Microphone: flag this box for Chairman Unit of AULA system Name and Last Name Political Group Station Type (id est subject type) Majority (flag box) Enabled to Vote (flag box) Meeting Chairman (flag box) Preset DOME associated to the station Edit Common Phrases With this function it is possible to plan common phrases that can be included in the notes during the session to facilitate and enrich the preparation of the Synthesis Report. Common phrases can be created both during settings and during the meeting Operators With this function it is possible to configure operators assigning to them the functions that they will be able to do and their hierarchical level (from 0 to 99 where 0 is the highest level). 16 U S E R G U I D E Utility Voter test: see specific manual related to used integration Historical Synoptics: function to view historical synoptics of previous votes Recover data from log, backup and restore database, check and repair tables: these are software s maintenance functions Change password: with this function it is possible to customize the password for each operator. System periodically suggests to update the password Info Product information: gives informations about products and licenses purchased On-Line Help: function for access to remote technical help License Management: function that allows: to register (on the Internet or by phone) licenses of purchased products to delete licenses of purchased products to be able to reinstall software on a different PC using the same license codes Names addiction on Synoptic Function in NexusPub Settings it is necessary: to check out, in Map Settings menu, that flag on Display name is active Notes: names are automatically inserted by the procedure according to data taken from station properties In Station properties of Map menu select (further than shape) axes X and Y dimensions so that image is compatible to overall room layout. 17 U S E R G U I D E Use In this section is explained how to use all various procedures, together with some SUGGESTIONS USEFUL TO MANAGE MEETINGS ACCORDING TO INSTITUTIONAL RULES NexusPub Setting Procedure reserved to system administrator, technicians and authorized operators NexusPub Meeting Manager Procedure that allows to fully manage the meeting, generating immediately the Synthesis Report Main steps of operations are the following: 1. Operator in charge login into the procedure so that: Audio recorder selected during the settings automatically start and will be operative after encoder s activation time (variable according to used configuration and PC features) It is possible to access to various menus If during settings console layout hasn t been created (positioning Synoptic Room, Quick Bar, List of Delegates, Attendance - Voting Status, Event List, Arguments of day windows) proceed as follows: If it is note enabled, activate for each window the function Free right-clicking on the window s header Place various windows according to your liking Select the orientation of the Room s Map by right-clicking the title bar of the window Synoptic Room During procedure s use, each window must be in Free status Each window can be closed and reopened during the seating through appropriate commands (X to close, dedicated button to open); main window can be minimized or closed with X Through dedicated commands it is possible to save and restore the created look 2. Setting of operations for seating preparation (made -when necessary- through appropriate menus and / or easy access buttons): Bodies selection (Council, Board, etc.) Acquisition of seating s List of day Template previously prepared (see instructions at the end of chapter page 19 Acquisition Template Notes Start, module that will be the base of Synthesis Report (see instructions at the end of chapter page 19 Acquisition and eventual change Template Notes for Executivity (see instructions at the end of chapter page Seating s carrying out structured according to following activities: Registration of Delegates attendance (automatically through integrated devices or manually through NexusPub console) Eventual check of seating s validity according to voting enabled present in room Appointment of Chairman (automatically or manually according to settings) Appointment of eventual Scrutineers NexusPub was realized with technological contribution of 16 rev _011111
18 U S E R G U I D E Start of Meeting: TO ENSURE THAT IN THE SYNTHESIS REPORT WILL BE REGISTERED THE CORRECT NUMBER OF DELEGATES PRESENT AT THE SEATING S START, GIVE THE START OF MEETING WHEN EACH DELEGATE HAS REGISTERED HIS ATTENDANCE Recall of Argument of day with the possibility - for each Point at the Agenda - : o Voting quorum o Legal number check quorum o Voting type: OPEN or SECRET o Voting end modality (manual or timed) Contributions and Reservation queue management (automatically through integrated devices or manually through input from NexusPub console).
