4 ESB Networks Market Release : MCR0177 DG4 for Local Authority Public Lighting Summary Information The DG4 Use of System tariff will apply to all unmetered public lighting and other unmetered load types where the registered customer is a local authority. Relevant Local Authorities include: Dublin Corporation, County Councils, Urban Councils, Borough Councils and NRA Load Types: All Public Lights types including: LED, PED, Boll, Beac, etc Burning Hour Calendar : Applicable to all three burning hour calendars - D2D, D2M & 24 Hr MP Status = E (Energised) or D (Denergised) Public Lighting registered to Private Developers, Private Public Partnerships and Harbour and Port Authorities will continue to be billed on DG3 Use of System tariff. Approx 40,000 TMPRNs are impacted by MCR 0177 and will be changed from DG3 to DG4 following go-live. The full list of all TMPRNs to be changed from DG3 to DG4 will be advised to the relevant suppliers in November 3

5 ESB Networks Market Release : MCR0177 DG4 for Local Authority Public Lighting Sequence of Events 1. The revised schema issued on 5 th August 2010, the Go-Live weekend for the schema upgrade will take place on the weekend of Friday 19 th to Sunday 21 st November. IPTs will take place with the relevant Suppliers during October 18 th to November 1 st. 2. Change over of TMPRNs from DG3 to DG4 Starting early December and after completion of the DUoS Unmetered Billing that is scheduled for Dec 1 st, Networks-ISU will run a script to change the DUoS Group from DG3 to DG4 for a portion of the affected TMPRNs Daily volumes of TMPRNs will be scheduled, and please note that throughput will be agreed in advance with each Supplier who is impacted by MCR0177 One 700 MM will be sent for each TMPRN that has been changed, transaction reason code COI Ideally the change-over will be completed by Fri 17 th Dec, but could potentially be extended if needed up to 22 nd Dec and by agreement with individual Suppliers Suppliers are asked to not send in COS or COLE requests for any unmetered MPNS during the month of December to facilitate this changeover. 3. The DUoS Unmetered billing for December 2010 charges is scheduled for 3 rd January Note :all DG3 and DG4 MPRNs will be billed at the same DUoS rates, whatever is current at that time. 4. DUoS Rates for DG4 will be changed in ESB Networks system and will be effective from 1 st Jan The Unmetered billing for Jan 2011 charges is scheduled for 1 st February 2011 DG3 and DG4 MPRNs will be billed at different rates. As normal, a 701 MM will be sent for every TMPRN 4

6 ESB Networks Market Release : November 2010 Market Release Update Upgrade to the Central Market Systems to schema Version 8.1/ MPCC Release 17.0 IPT Testing will take place with relevant Suppliers during October 18 th to November 1 st. We are expecting to receive formal confirmation from CER by November 17 th of their decision to proceed with the release upgrade, and that RMDS will advise you of the confirmation of cutover go ahead on Friday 19 th November. Cutover Plan RMDS have issued a detailed hour by hour plan of the tasks over the cutover phase any significant changes to timings will be communicated as soon as possible and all communications will be via RMDS over the cutover weekend Key Items Market Participants are asked to not send in any Market Messages from 8pm on Saturday 20 th November 2010 Market Message Reconciliation and Cutover is planned to begin on Sunday morning 21 st November 2010 from 8.00 am Connectivity testing is planned from Sunday afternoon until circa 5.15pm 5

7 ESB Networks Market Release : DR1024 Global Aggregation DR1024 Global Aggregation : April 2011 This DR is being fast-tracked by the HRDS The assumption is that it will be progressed to MCR and approved Nov/Dec In anticipation of this approval, and due to the constrained timeline, ESBN will need to start detailed planning asap As per the DR changes will be needed to the Retail Market schema involving an additional field in the 596 and 597 MM It is expected that a revised schema would issue early

10 IGG Action Item : Consider using 342 MM (QH Export details) for the extended interim/enduring solution for Micro Generation Recap on the Proposed Rules for extended Interim Solution Weekly Process Export and Import registered to Same Supplier All export data for week issued to current supplier Export QH data to Suppliers via encrypted Export kwh only No aggregation of Export Comment on the proposals These rules allow for a basic data capture of export kwh directly from a QH meter to be sent to each Supplier via encrypted . They allow for DG1/DG2 customers to continue to be processed for their Import Meter Readings and DUoS billing as NQH Domestic customers without the need to set them up as QH Commercial customers and with the cost implications for the customers of going that route. The proposed rules for an extended interim solution allow for the provision of export data to Suppliers without changes to the Central Market System or Message Model which can later be superseded by the long term solution. Action Item Consider using 342 MM (QH Export details) for the extended interim / enduring solution for Micro Generation. 9

11 IGG Action Item : Consider using 342 MM (QH Export details) for the extended interim/enduring solution for Micro Generation Background The Central Market System is the only intended mechanism for ESBN to create, send and receive Retail Market Messages on behalf of the Retail Market Market Message reconciliation checks are carried out to identify where, if any, resends may be needed Retail Market Messages and the Market processes which support them are defined in the Retail Market Design Key issue arising is with Microgen sites, which are registered as NQH Domestic DG1 / DG2 There are no Market Rules which require the Central Market System to send a 342 MM for QH Export details to a Supplier where the MPRN is registered as NQH. Initial analysis indicates that to re-engineer the CMS system to support Domestic Customers being handled fully or partially as QH will involve significant effort : DUoS billing, potentially new DUoS Groups eg for intervals for domestic PSO billing Data Aggregation : how will export and DLFs be handled Impact on all Retail MPs eg would TSO still want copies of all QH messages? Registration eg COS objection does not apply to QH, however, customer is Domestic? Reconfiguration of data for existing sites in the CMS + and there may be more To progress this further indicates that the long term requirements would need to be known, that considerable design effort would need to be deployed for the Retail Market and internally for the Central Market Systems to ensure the overall integrity of the design. 10

12 IGG Action Item : Consider using 342 MM (QH Export details) for the extended interim/enduring solution for Micro Generation Conclusion: For the long term solution the full requirements of what would need to be considered are awaited from the Smart Meter consultation, and there is no certainty that the 342 MM will be the final outcome. The proposals for the extended interim solution will allow for the provision of export data to all Suppliers without changes to the Central Market System or Message Model which can later be superseded by the long term solution. Options identified which involve changes to the Central Market Systems have the potential to be very costly and implemented for a relatively small number of MPRNs. Level of export per MPRN is very low. ESBN priority is to ensure equality in the market and to extend the existing solution to all Suppliers. 11
