Appendix A: How to Read EvaluationWeb File Process Reports What is file upload? File upload is a method you can use to upload HIV prevention-related data to EvaluationWeb for later submission to CDC. It involves exporting data from your local database to a file with a specific format, and then uploading the file to EvaluationWeb. Who can upload files? Staff at jurisdictional health departments with at least a Level 7 EvaluationWeb account can upload files. Your health department s eligibility to upload files depends on several factors, including: How your department is set up in EvaluationWeb The method your department has agreed to use for submitting data: file upload versus direct data entry (DDE) The type of data: HIV Testing, Risk Reduction Activities (RRA), Partner Services, etc. The Program Announcement for which you collect data. 6 Introduction to File Upload, Can I upload more than one file at a time? You may upload only one data file at a time. The system does not allow for simultaneous uploads. How often should I upload files? You can upload files as often as you want. We recommend uploading at least once per month for two reasons: It is easier to manage smaller amounts of data, especially in terms of correcting any data errors and warnings you may receive. You avoid longer file processing times that sometimes occur when many agencies and jurisdictions are uploading files in the weeks right before a data submission deadline. Do I have to upload all of my agency s data? No. You can upload any portion of your agency s or jurisdiction s data in a single file you do not need to wait until you have a full six months worth of data before uploading. Also, there is no minimum file size requirement. How many files can I upload per upload cycle? You can upload any number of data files that suits your agency or jurisdiction for each data submission cycle. Uploading Files to EvaluationWeb Page 6 of 48

8 Introduction to File Upload, Where can I find the upload schemas and templates? To find file upload schemas and templates: 1. Go to evaluationweb.com 2. Click the blue question mark in the upper right corner of the page 3. Click the Upload button in the Help page menu 4. Click the the Latest Schemas or Past Schemas button as appropriate to your needs in the menu on the left. Can I substitute schemas for each other? You cannot substitute schemas. This means that you must use the schema that matches the data type you will be uploading. For example, to upload Partner Services data, you must use a Partner Services schema, and you cannot use an HIV Testing, Client-level, or Aggregate-level schema. What technical knowledge do I need to create an upload file? To create a data file for upload to EvaluationWeb, the following technical knowledge is required: A detailed understanding of the database from which the data is being exported General computer programming knowledge, including nested looping procedures An understanding of how data is mapped from your local system to the schema Warning: Microsoft Office functions that save data in XML format (for example, Save as XML in Excel) will not map data to the CDC-required variables in the XML schema. Why did my file upload with a Failed status? If EvaluationWeb assigns a Failed status to a file when you attempt to upload it, the file did not upload successfully. A file may fail to upload successfully for various reasons. For more information about upload failures, see the explanation for the Failed status. Uploading Files to EvaluationWeb Page 8 of 48

9 The Four Data Types: What to Know Before Uploading Data types There are four types of data that can be uploaded to EvaluationWeb: Agency Setup Information HIV Testing Risk Reduction Activities Partner Services Although the file upload procedure is the same for all four data types, the file contents and file structures differ by type. Specific information for each type is presented in the table below. Personally Identifiable Information Never include any personally identifiable information (PII) in an upload file. For more information on what is considered PII, contact your CDC Project Officer. Do not include any PII in upload files, including the use of names, dates of birth, etc. in Form IDs, Client IDs, or any other type of data field. Agency (and Related) Information Data Before you can upload any data files, four levels of information related to your department and your HIV prevention operations must be set up in EvaluationWeb. This is sometimes referred to as your setup. If any setup information is missing, you will receive an error message when you attempt to upload. The four setup levels are: Agency Site(s) Program(s) Intervention(s) The only exception is for Partner Services data upload, in which case the only level you are required set up is the Agency level. 10 Some EvaluationWeb administrators can do their setup by creating an XML file using the AgencyInfo XML file and then uploading it to EvaluationWeb. Those who cannot use the AgencyInfo file for setup may do their setup manually. (See the Administrator Functions in EvaluationWeb User Guide for instructions.) When doing your setup, keep the following points in mind to avoid upload errors later: The setup for each level must include a Local ID (except for Program, whose Local ID may be optionally left blank) Each intervention setup must have a data type selected, either HIV Testing, Client-level, or Aggregate-level. You must have an intervention set up with the appropriate data type in order to upload a file of that data type. So for example, to upload an RRA data file, you must have an intervention set up which you have defined as an RRA intervention. The same is true for the other data types. HIV Testing Data You can upload HIV Testing data using an XML or Excel file. See What kind of files can I upload? for the specific schemas or templates that go with each type of file. The CTData_v3 and CTData_v3.1 schemas contain some changes from earlier CT versions: Agency information is not included as in the version 2 schema. To add or update agency information when using a version 3 schema, you can upload the AgencyInfo schema or you can add/update the information manually in EvaluationWeb, as noted previously. IMPORTANT Regardless of how many data types your agency uploads to EvaluationWeb, your Agency ID must be the same across all data types. Tip The Excel upload template for HIV Testing data opens with the Notes sheet active. This sheet provides information to help you create an Excel file that EvaluationWeb can upload successfully. You can delete records with just the long Form ID, or with the Form ID and Agency ID rather than uploading entire records. Uploading Files to EvaluationWeb Page 10 of 48

11 Risk Reduction Activities Data Requirements for uploading RRA data into EvaluationWeb include: Your RRA intervention setup must include the appropriate data type, either Clientlevel or Aggregate-level. Your jurisdiction must be set up in EvaluationWeb to allow data uploads rather than direct data entry. You must select the appropriate schema for your intervention. For example, if your intervention is set up as requiring Client-level data, you must use the Clientlevel schema (HDCLData_v1.xsd). Client-Level Data Upload Specifics Requirements specific to Client-level data upload include: You may upload Client-level data at any time, but you must upload at least twice per year before the CDC-required data submission deadlines. Aggregate-Level Data Upload Specifics Requirements specific to Aggregate-level data upload include: You may upload Aggregate-level data at any time, but you must upload at least twice per year before the CDC-required data submission deadlines. Partner Services Data Requirements specific to Partner Services data upload include: Although your agency must be set up in EvaluationWeb prior to upload, an intervention or program setup is not required. In the PSData_v2 schema, a Client ID can be entered for Indexes as well as for Partners. The ID will be the same for a person entered as an Index and as a Partner. Each Partner Service record is based on the Client ID in the record, regardless of the role(s) a client has. Note for PS 2 1 Excel.zip uploads: o All the worksheets in the file must be included and then zipped in order to upload the file. o When submitting records, the entire record must be uploaded, not just additions, updates, or modifications to a record. o Record update statuses are no longer used. o The following variables are no longer used: Variable A02 <populatedareavaluecode> Variable X503 <totalnumberofpartnersclaimed> Variable PCR202a <localpartnerserviceid> Variable X303a <specifyreasonunsuccessattempt> Uploading Files to EvaluationWeb Page 11 of 48

12 Accessing the EvaluationWeb File Upload Window Acessing the upload window EvaluationWeb administrators at jurisdictional health departments should perform the following steps to access the EvaluationWeb file upload window. Step Action 1. Log in to EvaluationWeb. (See the Logging in to EvaluationWeb course or the Logging in to EvaluationWeb Quick Reference for instructions.) 2. Click the Upload Data button. 14 Steps to Upload and Commit a File to the Database Uploading a file Follow the steps below to upload a file to the EvaluationWeb file upload window. Step Action 1. Go to the file upload window. (See Accessing the EvaluationWeb File Upload Window for instructions. 2. Click the Upload and Commit button, and then click the Select File button. Result: A file selection window opens. 15 Step Action 3. Select the file you want to upload, and then click Open. Notes Your file selection window may look different than what is shown above. If your data file is stored on a network drive, you may not see the file in the file selection box. If this happens, first zip the file and then return to Step 1 above to select the file. 16 Step 4. Click OK in the the dialog box. Action Results: i. Your file is added to the file list with a status of In Line, and the progress area begins to track the progress of the file upload. Uploading Files to EvaluationWeb Page 16 of 48

17 Results: () ii. EvaluationWeb begins to scan the file, the file status changes to Scanning, and the progress area tracks the progress of the scan. iii. When scanning completes, the fiile status changes to Pending, and the progress area notifies you what action is required. Uploading Files to EvaluationWeb Page 17 of 48

18 Results: () iv. You receive an notifying you that file processing is done. A File Process Report is attached to the for your review. Tip For explanations of all file upload statuses, see File Upload Status Explanations. 5. Click the radio button next to your file in the file list. Uploading Files to EvaluationWeb Page 18 of 48

19 Result: The Abandon and Continue buttons become active. 6. Do one of the following: Action Click the Abandon button. Click the Continue button. Result/Next Steps All file processing is stopped and the file is not committed to the database. You may correct any errors or warnings in your file, if needed, and try uploading it again. 23 File Upload Status Explanations Upload statuses This section describes the different statuses that EvaluationWeb may assign to an uploaded file. These statuses apply whether the upload is an XML or an Excel file. In general, the order in which the statuses are presented below is the order you may experience when uploading a file. Following the status descriptions in the table below, you will see a flowchart showing the statuses in relation to the upload process. Started A file that has a status of Started is one that has been submitted to the system for initial processing. At this stage, the file can either be waiting in queue for the system to pick it up, or the system may have already picked it up and begun processing. Files Waiting in Queue For a file in queue, it can be minutes or even hours before the system picks it up for processing, depending on when you are uploading. For example, if you are near a data submission deadline, your file will very likely experience a longer time waiting in queue. Files Picked up for Processing A file which has been picked up for processing is actively being examined by the system to make sure it meets the definitions provided by the XSD (for XML files). If the upload is an Excel file, the system checks it for basic validity requirements for Excel files. If either type of file does not meet the requirements for upload, the system will issue a status of Failed and processing will stop. In Progress A file that has a status of In Progress is one that has been examined by the system and has met the XSD definition requirements or Excel validity requirements. In this status, the system is actively processing the data in the file and comparing it against the validation rule set: processing during this stage is what generates the errors and warnings you see in the File Process Report (FPR). If a file has a critical error at this stage, the system will generate a status of Failed and processing will stop. Uploading Files to EvaluationWeb Page 23 of 48

24 File Upload Status Explanations, Pending The Pending status means the system has finished processing the file in terms of looking for errors and warnings in your data. A file in Pending status means the system is waiting for you to decide what to do next. Typically, at this stage you will want to run the File Process Report (FPR) to find out whether your pending file contains any errors, and then you will follow the guidelines below for files with errors or for files with no errors. Pending Files with No Errors If you run the FPR and find that your file has no errors and warnings, then typically you will continue processing the file to commit the file data to the database. Pending Files with Errors If there are errors in the file, you may either: i. Abandon further processing of the file this will prevent the file data from being committed to the database. ii. Address the errors and continue processing the file in order to commit it to the database Most users abandon the file in order to return to the data in their own, local databases and correct the errors there. However, in some circumstances, you may want to continue processing. Both circumstances are described below. Abandoning a File with Errors When you choose to abandon a file, the status of your file will change to Abandoned. (See Abandoned for more information.) In this case, you go to your own, local database and correct any data errors there, and then regenerate the file. Then you upload the file again to EvaluationWeb to ensure errors have been corrected. If the system confirms that issues have been corrected, you will continue processing the file to commit it to the EvaluationWeb database. Uploading Files to EvaluationWeb Page 24 of 48

25 Pending Files with Errors () Continuing Processing a File with Errors You may continue to process a file that contains errors by correcting the errors in EvaluationWeb or by setting the errors so the system will ignore them. Correcting errors in EvaluationWeb. The file upload interface allows you to correct errors in individual records manually. (See Correcting Errors in EvaluationWeb for instructions.) Note that not all errors can be corrected using this method. Setting errors to be ignored. When you set an error to be ignored, the system will ignore all the file records containing that error. (See Setting Errors to be Ignored for instructions.) Doing this allows you to commit the remaining file data to the database (except that none of the records containing the errors you set to be ignored will be committed). Warning: Be aware that setting an error to be ignored can sometimes lead to unexpected results. Remember, when you set an error to be ignored, you are actually setting all records that contain that error in the file. So, if every record in your file contains the same error, and you set that error to be ignored, then commit the file, no records will actually be saved to the database. In essence, no records will be committed even though you have completed processing the file. In Line Your file is in a queue waiting for its records to be processed or scanned. Typically, this happens because one or more other files have been uploaded before yours, and need time to finish their own processing. Commit in Progress When your file has this status, the system is actively working to commit the data in the file to the EvaluationWeb database, During this time, the system locks the tables that your data is being uploaded to so that no one else can initiate other processing on those tables, and so that table rows can be built, updated, or deleted as the system processes everything in your file. Once the system completes all processing, it will change the status of your file to Complete. Complete This status is only issued to your file when the system has finished all processing on the file. This means that no further work is needed to upload the data. Uploading Files to EvaluationWeb Page 25 of 48

26 Abandoned Files with this status are files that the user has decided to discontinue any further processing on in order to address issues or errors with the file or with the data it contains. Abandoned files can always be re-uploaded later. As a matter of fact, it is not unusual for a single file to have multiple upload runs as the user identifies more issues on the File Process Report each time he or she attempts to upload it. Failed This status occurs when the system experiences something with the upload file that it cannot reconcile. When this happens, the user must address the issue causing the failure and attempt the upload again. A failure may be due to something as small as a missing version number in the XML or may be due to significant errors within the file. A failed file doesn t always mean there is an issue with the data being uploaded. It simply means the instructions in the file could not be understood by the system, and thus the file could not be processed. Uploading Files to EvaluationWeb Page 26 of 48

28 Working with Files That Have Errors Files with errors If you upload a file and it contains errors, the number of errors will be listed in the Error Count column of the file upload window. You can commit a file that has warnings, but not one that has errors. You have three options for a file containing errors: Abandon the file in order to fix errors in your local database and upload the file again Set the errors to be ignored and Note commit the file Only Luther Consulting can Correct the errors in EvaluationWeb and commit the file to the database delete a file once it has been uploaded. This section of the user guide gives instructions for these 3 options. Abandoning the file Perform the following steps to abandon a file. Step Action 1. Click the button in the Selected column to select the pending file you want to abandon. Uploading Files to EvaluationWeb Page 28 of 48

29 Abandoning the file, Step 2. Click the Abandon button. Action Result: The status of the file changes to Abandoned. Since it is abandoned, it is no longer available for committing to the database or for error correction in EvaluationWeb. Setting errors to be ignored With this option, you can set an error to be ignored and the system will ignore all records in the file which contain that error. This allows you to commit the remaining records in the file to the database. WARNING: Records containing an error you have set to be ignored are not committed to the database. Perform the following steps to set one or more errors to be ignored in an uploaded file. Step Action 1. Click the radio button in the Selected column for the pending file having records you want to ignore. Uploading Files to EvaluationWeb Page 29 of 48

Tip: You may have to expand the message column to view the entire description of an error. To do so, hover your mouse over the right border of the column head until you see a double-headed arrow. 32 Setting errors to be ignored, Step Action 4. Click Finish in the lower right corner of the window. Result: The Commit Confirm dialog box displays. 5. Click OK in the dialog box. Result: The dialog box closes, the status of the file changes to Commit in Progress, and a message confirming the commit is sent to your address. 7. Click the radio button to select your file, and then click the Upload Data button again to refresh the window. Result: The status of the file changes to Complete. 34 Working with Files That Have Errors, Correcting errors There are two ways you can correct records containing errors: Locally, in your agency s data system In EvaluationWeb (for HIV Testing files only), by using the data correction form to correct individual records manually These methods are described in the next two sections. Correcting errors locally Once you discover you have errors in an uploaded file, abandon the file. It will not be committed to the database. Then, in your agency s data system, correct the records which contain errors. Then export a new file and upload it to EvaluationWeb. If all issues have been corrected, your file will not have any errors when re-uploaded. Correcting errors using the EvaluationWeb interface Perform the following steps to correct errors in an uploaded file using the EvaluationWeb interface. Note: Not all errors can be corrected using this method. Step Action 1. Click the radio button for the pending file which contains errors you want to correct. Result: The data entry form for the selected record opens. 5. Scroll if necessary, and then locate the item in the form which corresponds to the error in question. Click Ok in the dialog box. Result: A dialog box confirming that the upload has been committed appears. 11. Click OK in the dialog box. 40 Verifying a File Verifying a file Verifying a file is a process you can use to upload a file in order to check it for errors and warnings when you might not yet be ready to commit the file to the database. This gives you the opportunity to return to your local database and correct errors and warnings there. Perform the following steps to verify a file. Step Action 1. In the data upload window, click the Verify Only radio button and then click the Select File Button. Result: A file selection dialog box opens. 2. Locate the file that you want to verify in the dialog box. Uploading Files to EvaluationWeb Page 40 of 48

41 Verifying a file, Step Action 3. Select the file, and then click the Open button. Result: A dialog box appears confirming the file has been received and is being preprocessed. 4. Click OK in the dialog box. Result: The status of your file changes to Verify in Progress, and a message confirming the upload is sent to your address. 42 Verifying a file, Step Action 5. Open and read the message in your system. 6. Open the s attachment. Result: The File Process Report (FPR) displays. The report contains tabs at the bottom of the window for several sheets of data. Click each tab to view the data on that tab. TIP For best viewing, open the FPR attachment in Microsoft Excel. 43 Generating an Upload History Report Upload history report The Upload History report gives statistics about the data contained in each file a jurisdiction or agency has uploaded in the past. The report includes data for all the data types that may be uploaded to EvaluationWeb. Follow the steps below to generate the Upload History report. Step Action 1. Log in to EvaluationWeb. (See the Logging in to EvaluationWeb course or the Logging in to EvaluationWeb Quick Reference for instructions.) 2. Click the Upload Data button in the EvaluationWeb main menu.
