3 Introduction This tool is to help energy companies, the wider supply chain and consumers, identify areas that may be eligible for energy efficiency measures under the rural element of both the Carbon Emissions Reduction Obligation (CERO) and the Home Heating Cost Reduction Obligation (HHCRO) of the Energy Company Obligation (ECO). This is a short user guide to assist in using the website. The various tools described in this help guide can be accessed via the menu in the top right corner of the home page, as indicated in the red box below. Page 3

4 Simple Search This function allows you to search an individual postcode. The result shows you if a postcode is in an eligible CERO Rural or HHCRO Rural area. For information on the eligibility criteria please refer to the help page. In order to get a result you need to enter a full postcode and click search. Once you have searched a matrix will appear showing you the results for that postcode. You should note that postcode boundaries may move over time so you may wish to repeat the search at a later date. This database will be updated on a quarterly basis. Results Key Page 4

5 Advanced Search This function allows you to search for the postcodes within eligible areas at the geographic level: postcode or partial postcode, LSOA or Datazone Code (CERO), or OA Code (HHCRO) or local authority. You must select at least one option from the geographic filter section. You should note that postcode boundaries may move over time so you may wish to repeat the search at a later date. This database will be updated on a quarterly basis. Searches will return a results table to a maximum of 100 rows. Full results are available as an export. The following screenshots show the search criteria options, onscreen output and exported output. Results Key Page 5

7 Map Search This section lets you visualise the CERO and HHCRO eligible areas of ECO on a map. The following sections will lead you through how to view, select and export data from the map. Map Search To view data select an ECO time period from the menu on the left and one or more of the sub categories which will automatically zoom the map and display the data. You can also zoom into an area of interest either using the zoom bar at the top left of the map or by searching via full postcode, as highlighted below. Additional help on how to use the Map Search can be found by clicking the? icon at the top right of the map, as highlighted below. Background mapping can be switched between colour and black and white by clicking the button under the zoom bar on the map, as highlighted below. Page 7

8 Defining an Area to Export In order to export data from the map you can use either the Simple Box or Free Draw tools. These tools let you draw a shape on the map where data inside this shape will be exported. Please note that in order to enable these tools the map needs to be zoomed in on an area of interest. Simple Box draw a simple square Click the Simple Box button. Click and hold on the map to define the top corner of your shape, then drag the cursor to the opposite corner to define your box. Release your click and the box will turn from blue to orange and your area is ready to export as shown below. If you want to redraw click Clear Selection. Page 8

9 Click the Export button. This will run for a short time (depending on the size of your area) and will display a message Export Complete. Click here to download! Click Click Here to begin downloading the CSV results file. Free Draw draw a custom shape Click the Free Draw button. Perform a series of single clicks on the map to define a custom area. Complete the shape using a double-click. If you want to redraw click Clear Selection. The box will turn from blue to orange and your area is ready to export as shown below. Page 9

10 Click the Export button. This will run for a short time (depending on the size of your area) and will display a message Export Complete. Click here to download! Click Click Here to begin downloading the CSV results file. Once downloaded, you can open the CSV file in your chosen software and view the data. Page 10

12 Validation This function is designed for use by Ofgem, energy suppliers and installers of CERO Rural and HHCRO Rural measures wishing to validate CERO Rural and HHCRO Rural specific data. In order to use this function you need to follow the steps below: 1. Download template Download the template from the Validation page as highlighted in the screenshot below. This template shows the format in which your data needs to be in order to be successfully validated. 2. Upload template Once complete, upload your data by navigating to it using the Browse button and then click load as highlighted below. 3. Validate file If successful you will see the screen below stating Successfully uploaded file. Then press Validate File as highlighted below. Page 12

13 4. View and Export Results The tool will perform area based eligibility checks on the data giving a summary of the validation process in the green box as shown below. Results can then be downloaded as a CSV file by clicking the Download Validation Results link as highlighted below. Page 13
