However the Connectivity to these applicants were not granted due to slow progress of generation projects. (Wind Generation) kv Quad D/c line to Nagapattinam pooling station 125 MVAR Bus Reactor at generation Regen - Udumalpet (POWERGRID) 230 kv D/c (twin moose conductor) line 2.1 INTER-CONNECTION STUDY AS PER CEA REGULATIONS, 2007 The inter-connection studies as per CEA regulations, 2007 have been carried out for the new Connectivity applications and the details of which are as given below: a) Transmission System capability The Transmission system capability involves (i) transmission capability of the immediate evacuation system and (ii) Capability of the grid to further disperse the Page-2 of 8

The grant of connectivity does not entitle the connectivity applicant to inject any power unless application for LTA is made therefore transmission beyond immediate evacuation system is to be evolved once the connectivity applicant applies for the LTA. Accordingly, for the sake of grant of connectivity the transmission system capability has been checked for the transmission system proposed for the immediate evacuation system only. No Applicant 1. In the instant case as only connectivity has been applied and the transmission system is to be evolved only for immediate evacuation. The data required for carrying out transient stability studies and voltage stability studies are submitted by the applicant at a later stage when detailed engineering is completed. Hence, these studies shall be carried out as and when the applicants apply for LTA and Connection Offer for signing of Connection Agreement to CTU. c) Voltage Regulation As per IEGC code, all Users shall take all possible measures to ensure that the grid voltage always remains within the following operating range of 380 kv 420 kv in the 400 kv systems. To maintain the voltage within the operating range at the generation plant, a suitable size bus reactor has been proposed to be implemented by the generation developer. Page-3 of 8

8 Agenda for 13 th Meeting of SR constituents regarding Connectivity applications d) Electro magnetic transient In 420 kv, the system is designed for a limit of Switching overvoltage to 2.5 pu and is expected to decay to 1.5 pu in 5 to 6 cycles. Consistent with these values and protective levels, following insulation levels are generally adopted: (i) Impulse withstand voltage for - Transformer and Reactors 1300 kvp - For Other Equipment 1425 kvp (ii) Switching surge withstand Voltage 1050 kvp (iii) Minimum creepage distance mm e) Harmonics & Voltage Flicker These studies are mainly applicable for Distribution Systems and Bulk Consumers and hence not carried out. f) Machine Dynamics, Ferro-resonance & Fault duty These studies shall be carried out during detailed engineering. g) Metering requirements, Protective relaying, Substation grounding The metering details shall as per the CEA (Installation and Operation of Meters) regulations, The metering requirements, Protective relaying and substation grounding shall be detailed during the preparation of Connection Agreement. 2.2 CONNECTIVITY APPLICATIONS DISCUSSED EARLIER The Connectivity applications at Nos of Table 1.1 and No. 16 of Table 1-2 which were proposed and deliberated in earlier meetings are as given below: No Applicant 1. 10 Agenda for 13 th Meeting of SR constituents regarding Connectivity applications Regarding the bulk consumer application of Dandelion Properties, during the 12 th meeting of SR constituents regarding LTA/Connectivity applications of SR, the applicant was requested to submit information about the Section-42 clearances or relevant approval regarding SEZ and the projection of load growth as the 250 MW load shall not come at one instance. The bulk consumer has submitted the details and the same is enclosed at Annexure-I. The proposal for grant of connectivity for this applicant with details as given below: 1. Dandelion Properties Private (Bulk Consumer) Connectivity of 250 MW sought GMR Krishnagiri SEZ 220kV Sub-station Soolagiri (Hosur) 220 kv D/c line (in the scope of applicant) 2.3 TERMS AND CONDITIONS APPLICABLE FOR CONNECTIVITY The following may be noted by all the applicants who have applied for Connectivity: The grant of connectivity shall not entitle to interchange any power with the grid unless it obtains long-term access, medium term open access or short term open access. However, the IPPs shall be allowed to undertake interchange of power including drawl of power for commissioning activities and injection of infirm power in to the grid during full load testing before being put into commercial operation, even before availing any type of open access, after obtaining permission of the concerned regional load dispatch centre, which shall keep grid security in view while granting such permission Transmission system strengthening shall be identified to facilitate power transfer on long-term basis once above applicants apply for Long-term Access as per CERC Regulations, All the applicants are required to inform/confirm following to facilitate connectivity: i. Likely date of synchronization, likely quantum and period of injection of infirm power before being put into commercial operation to the SLDC and RLDC concerned at least one month in advance. ii. As per the procedure for connectivity approved by CERC, the time frame for commissioning of dedicated transmission system from the signing of Transmission Agreement would be 9 months plus the time lines as specified by CERC in tariff regulations, If the time available is less than the above stipulated time frame then CTU shall approach CERC for appropriate direction in the matter. In case the dedicated transmission system upto point of connection is to be undertaken as a party of coordinated transmission plan, then it shall be implemented by Inter-State Transmission Licensee (including CTU) as per the decision of Empowered Committee on Transmission. In such cases, the applicants need to sign transmission agreement within one month of grant of connectivity, furnish requisite Bank Guarantee and fulfill other terms & conditions as stipulated in the CERC Regulations/Detailed Procedure, 2009 in this regard. iv. The scope of works at generation like line terminal bays, bus/line reactors, associated bays etc. shall be under the scope of respective generation developer/applicant. v. The applicants shall abide by all provisions of the Electricity Act, 2003, CERC(Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-state transmission and related matters) Regulations, 2009, CEA (Technical Standards for connectivity to the Grid) and Indian Electricity Grid Code as amended from time to time. vi. The applicant shall have to apply for Connection Offer to CTU at least more than 2 years prior to physical interconnection as well as have to sign Connection Agreement with CTU prior to physical interconnection as per CERC Regulations, PROGRESS OF GENERATION PROJECTS APPLIED FOR CONNECTIVITY The progress status of the IPP generation projects as submitted by the respective IPPs through affidavit is as given below : Connectivity Applications No. Applicant 1. Department of Commerce has issued 2 notifications (copies enclosed), wherein following changes have been incorporated:- 1. Every proposal for setting up of a SEZ is to be made to the Development Commissioner concerned who is required to forward its recommendation along with his inspection report, state government recommendations and other details specified in Rule 7 to the BOA within 15 days. Hence now all the proposals for setting up a SEZ are to be routed through Development Commissioner. 2. Proposal for approval of co-developer is to be made in Form A1 (given in this notification) through the concerned Development Commissioner who shall forward it to the BOA within 15 days. 3. SEZ. Reference to Electricity Act, 2003 in this clause earlier has been deleted. 4. In the SEZ Rule 5, minimum built up area has been prescribed for various categories of SEZs like IT Sector, Biotech, Non-conventional energy, Gems & Jewellery, FTWZ. A number of developers had sought the clarification regarding the time period in which the minimum built up prescribed area is to be constructed. Now this notification has provided that the developer or co-developer shall have to construct the minimum prescribed built up area within a period of 10 years from the date of notification of the SEZ in which at least 50% of such area is to be constructed within a period of 5 years from the date of such notification. 5. SEZ Rule 6(ii)(a) had provided that LOA of a developer who has been granted formal approval shall be valid for a period of 3 years within which time affective steps shall be taken by the developer to implement the approved proposal. A number of developers had sought clarification as to what is the meaning of implementing the approved proposal. Now this rule has been amended to provide that formal approval shall be valid for a period of 3 years within which time atleast 1 unit should commence production and SEZ become operational from the date of commencement of production of such unit.

However the LTA to these applicants were not granted due to slow progress/preliminary stage of generation projects. The applicants at sl. Nos. 1-3 were proposed with transmission system for connectivity through a 400 kv D/c line to Nagapattinam Pooling Sttaion form respective generation s. The transmission system strengthening proposed for these applicants was Common Transmission System Associated with ISGS Projects in Nagapattinam/Cuddalore area of Tamil Nadu. Similarly for the applicants at No. 4 & 5 were also discussed & finalized in earlier meeting, however subsequently Tamil Nadu & Karnataka respectively made observations to re-look the transmission system again. The same is described in subsequent paras. Page-1 of 6

21 Agenda for 13 th Meeting of SR constituents regarding LTA applications For the applicants at Nos.6-7 of Table 1, the proposal for grant of LTA is as discussed in subsequent paras. 2.1 TRANSMISSION SYSTEM FOR LANCO KONDAPALLI POWER LTD. STAGE-III (2x240+2x130 MW) GENERATION PROJECT The details of the application are as given below: No. Applicant 1. Lanco Kondapalli Power Installed Capacity LTA applied for Time Frame Quantum allocated in the region SR WR NR Apr, The Stage-II of the generation project (366 MW) have already been commissioned and is connected at Vijayawada 400/220kV substation through 400kV D/c dedicated transmission line owned & operated by the IPP generation developer. Further the IPP developer was earlier granted Connectivity for Stage-III expansion (740 MW) through bus extension of their existing 400kV generation and installation of 80 MVAR bus reactor at generation. The IPP developer has applied for LTA (550 MW) for the proposed generation project with the target beneficiaries as Southern region constituents. The existing transmission system has been examined and it is found that the system is inadequate for immediate evacuation as well as supply of power to their target beneficiaries. Therefore following system strengthening for total LTA quantum (900 MW : MW) shall be required for the same. Transmission System Strengthening: (i) Generation Vijayawada 2 nd 400 kv D/c line or re-conductoring of existing line with quad moose conductor or HTLS conductor. The load flow studies with the above strengthening and the results are placed at Exhibit I. From the study results it may be observed that line loadings in the ISTS system in Andhra Pradesh are well within the limits. Proposal : In view of above it is proposed to grant LTA to above applicant as per details given above subject to strengthening of grid as proposed. Page-2 of 6

GENERATION (4x150 MW) PROJECT The details of the application are as given below: No. Applicant 1. Simhapuri Energy Pvt. Ltd. Installed Capacity LTA applied for Time Frame Quantum allocated in the region SR WR NR Dec, The Simhapuri Energy Pvt. Ltd. (SEPL) generation project at Nellore (4x150 MW) has been granted LTOA under CERC regulations, 2004 for 491 MW along with Meenakshi Energy Pvt. Ltd. (MEPL) generation project through a dedicated 400kV D/c (Quad) transmission line at Nellore. SEPL & MEPL are jointly implementing the above dedicated 400kV transmission line. Further SEPL have applied for LTA for additional 55 MW due to change in the unit capacity from 135 MW to 150 MW each, under CERC regulations, In this regard it may be mentioned that the LTOA/LTA have been granted through this dedicated transmission line till date is 1401 MW (SEPL 491 MW + MEPL 910 MW). With the present LTA, the total LTA/LTOA granted in Simhapuri & Meenakshi shall be about 1456 MW. Beyond Nellore, POWERGRID is already developing Common System Associated with ISGS projects in Krishnapatnam Area of Andhra Pradesh and this shall be adequate for power transfer. The load flow studies with the above strengthening and the results are placed at Exhibit I. From the study results it may be observed that line loadings in the ISTS system in Andhra Pradesh are well within the limits. Proposal : In view of above it is proposed to grant LTA to above applicant as per details given above subject to the availability of under construction Common System Associated with ISGS projects in Krishnapatnam Area of Andhra Pradesh. 2.3 TRANSMISSION SYSTEM FOR NEYVELI LIGNITE CORPORATION LTD. NCL-I (1000 MW) REPLACEMENT GENERATION PROJECT The details of the application are as given below: No. Applicant 1. Neyveli Lignite Corporation Ltd. 23 Agenda for 13 th Meeting of SR constituents regarding LTA applications The application was discussed in the 12 th meeting of Southern Region constituents regarding LTA and Connectivity applications and following transmission system for Connectivity & Transmission System strengthening was agreed for the generation project of the applicant Transmission System for Connectivity (i) LILO of existing Neyveli TS-II Neyveli TS-I expansion 400 kv S/c at generation (ii) Provision of 2x315 MVA, 400/220 kv transformer at generation (iii) 1x80 MVAR Bus Reactor at generation Transmission System Strengthening (i) Neyveli (replacement) Sholinganallur 400kV D/c line However subsequently TNEB has forwarded their observation to CEA that the transmission strengthening proposed under Neyveli TS-I (Replacement) may not be needed and the power may be consumed in Salem, Villupuram & Trichy area itself with upgradation of the existing 230kV network to improve the reliability. Since SR constituents agreed in the above meeting including TNEB for transmission system for connectivity & have not made any further observations, the Connectivity to the same has been granted and intimation in this regard has been sent to applicant. However regarding transmission system strengthening & the observations of TNEB, it may be mentioned that if the 230kV network is upgraded as suggested by CEA also the network shall be adequate to evacuate the power from the generation project. Further it may be mentioned here that as per the Neyveli s connectivity application the generation is to be stepped-up at 400kV level and therefore the generation developer shall provide adequate number of 400/230kV transformers for evacuation of 1000MW power through 230kV transmission network. Proposal : In view of above it is proposed to grant LTA to the applicant as per above details, subject to 400/230kV 3x315 MVA transformers augmentation for evacuation of 400 MW power through 230kV transmission network subject to upgradation of the existing network. 2.4 TRANSMISSION SYSTEM FOR NTPC LTD. GENERATION PROJECT IN KUDGI-I (3x800 MW) OF NTPC LTD. Project Details Page-4 of 6

Transmission System Strengthening* (i) Narendra (New) Madhugiri 765 kv D/c line (earlier proposed under Common Transmission System for ISGS projects of Cuddalore/Nagapattinam area) (ii) Provision of 765/400 kv, 2x1500 MVA transformers at Narendra (new), Kolhapur (new) and Madhugiri alongwith associated 765kV equipments for charging at rated 765kV voltage level (iii) Madhugiri Bangalore 400 kv D/c (quad) line. * The transmission element shall be under taken with the generation projects of Nagapattinam/Cuddalore area of Tamil Nadu, however if the projects does not materialise then it shall be taken up with Kudgi (2400MW) generation of NTPC. The NTPC in the application has mentioned that the generation is stepped-up at 400kV level, however during the said meeting, CE, CEA stated that the Unit size of the Kudgi generation is of 800MW each, and therefore generation should be stepped-up at 765kV level. After deliberations above transmission system was finalised for NTPC - Kudgi (2400MW) and it was also decided that based on the status of progress of generation project the grant of Connectivity & LTA shall be issued at a later date after fulfilling milestones by generation project. The NPTC may update the status of progress of generation project of Kudgi (2400 MW) and about the decision regarding step-up voltage at 765kV level. Further Karnataka has requested to re-look the finalised transmission system for Kudgi. Page-5 of 6
