15 Sl. No. 1 - Mytrah Energy (India) Pvt. Ltd. was earlier granted connectivity for 300 MW at Tirunelveli PS & LTA for 75 MW with NR-45 MW & SR-30 MW as target regions for the same wind generation project. The present LTA application is for balance 225 MW with NR as target region. Sl. No. 2 to 5 - Regen Wind Farm (TN) Pvt. Ltd. was earlier granted connectivity for 384 MW at Tirunelveli PS. Now Regen has submitted four LTA applications for cumulative capacity of 240 MW (4x60 MW) out of above 384 MW with NR as target region. Sl. No. 6 - Orange Sironj Wind Power Pvt. Ltd. was earlier granted connectivity for 200 MW at Tirunelveli PS. Now Orange Sironj has submitted request to enhance the connectivity from 200 MW to 250 MW and also submitted a LTA application for cumulative capacity of 234 MW out of above 250 MW (150MW NR and 84MW ER as target regions). Presently at Tirunelvelli PS 2x500MVA transformation capacity is under implementation. Here, it may be mention that LTA of 300MW has already been granted at Tirunelvelli PS. With present applications (Sl. No. 1-6) the total LTA will be 999 MW, which needs to be exported from SR to NR/ER. Sl. No. 7 - Green Infra Renewable Energy Ltd. has applied for connectivity of 250 MW at Tirunelveli PS, discussed in this agenda at para 4.3. Further, Green Infra has submitted LTA application for cumulative capacity of MW (149.9MW NR and 100MW ER as target regions). During the 21 st /LTA meeting a new substation was proposed in the vicinity of existing Tirunelveli 400/230 kv PS along with 1x500 MVA, 400/230kV ICT. Application at Sl. No. 7 has been proposed to provide connectivity at this substation. The details of proposal for connectivity have been discussed at para 4.3. POWER TRANSFER UNDER LTA: The aforesaid LTAs shall involve power transfer from SR to NR & ER. Presently SR is importing power and considering load-generation scenario in the region, it is expected to continue to import power. Hence power export from SR would be 7

16 through displacement and no constraint is envisaged in exporting power out of Southern Region. POWER TRANSFER TO ER: The LTA applications at Sl.No.(6) & (7) also involve power transfer from SR to ER. Presently SR is importing power and considering future load-generation scenario in the region, it is expected to continue to import power. Hence power export from SR would be through displacement. Accordingly, based on the detailed studies as covered in the agenda (Exhibits-I(a) & I(b)), for power transfer to ER the existing SR-ER & SR-WR-ER interconnections are adequate. Accordingly, it is proposed to grant LTA of 84 MW of Orange Sironj Wind Power Pvt. Ltd. for power transfer to ER from 30 th Nov, and 100 MW of Green Infra Renewable Energy Ltd. for power transfer to ER from 15 th Mar, subject to approval in various forums of Eastern Region constituents. POWER TRANSFER TO NR: Aforesaid LTAs shall involve power transfer from SR to WR and WR to NR. Presently the Available Transfer Capability between WR & NR is MW and entire capacity has been allocated under LTA/MTOA. Further, to enhance the ATC between WR & NR corridor various strengthening schemes are under implementation. Also, after considering various Relinquished/Abandoned generating plants in WR & ER for power transfer to NR, adequate margin shall be available between WR & NR corridor after the commissioning of second pole of 3000 MW Champa-Kurukshetra HVDC Bipole link & Jabalpur-Orai 765 kv D/c line. These links are expected to commission in. Considering the above, for transfer of MW power to NR, system studies have been carried out from generation to target region and the study results are enclosed at Exhibits-I(a) & I(b). It has been observed that all line loadings are generally in order. Accordingly, it is proposed to grant LTA of (a) 225 MW of Mytrah Energy (India) Pvt. Ltd. for power transfer to NR from 1 st Aug,, (b) 240 MW(4x60 MW) of Regen Wind Farm(TN) Pvt. Ltd. for power transfer to NR progressively from 1 st Feb, (c) 150 MW of Orange Sironj Wind Power Pvt. Further, separate 230kV bus proposed at Trichy S/s can accommodate only one 230kV bay for which connectivity for M/s Gamesa Renewable Pvt. Ltd. has already been agreed. Further, it may be mentioned that M/s Viralipatti Renewable Pvt. Ltd. and M/s Gamesa Renewable Pvt. Ltd. have indicated exactly same co-ordinates for their generation projects, which is practically not feasible. Therefore, clarification has been sought from the generation developers. It was informed by the developers that land identified for the construction of pooling station is flat in nature and suitable for construction of 2 nos. 230/33kV pooling stations. It was further informed that M/s Gamesa Renewable Pvt. Ltd. is the parent company and M/s Viralipatti Renewable Pvt. Ltd. Is wholly owned company of M/s Gamesa Renewable Pvt. Ltd. and both the projects shall be developed independently. Due to space constraints development of AIS 230kV bus would be difficult within the available space at Trichy. Feasibility of establishment of 230kV bus as GIS has been explored and it was found that GIS bus can be accommodated along with 2 nos. of 230kV bays. Accordingly, it is proposed to review the connectivity transmission system proposed for M/s Gamesa Renewable Pvt. Ltd. and connectivity may be granted to both Gamesa Renewable Pvt. Ltd. and Viralipatti Renewable Pvt. Ltd. at this separate 230kV GIS bus. Keeping above in view, it is proposed to grant connectivity to M/s Viralipatti Renewable Pvt. Ltd. with following system subject to conditions enclosed at Annexure-I. Common ISTS System for providing : Installation of 1x500 MVA, 400/230kV ICT at Trichy S/s 19

32 However after grant of connectivity to this application, the entire space at Hiriyur shall be utilized and space for terminating additional 220 kv lines would not be available. Keeping above in view, it is proposed that a new substation in the vicinity of existing Hiriyur 400/220 kv S/s may be established and inter connected with existing substation through Quad/HTLS 400 kv D/c line and connectivity to M/s INOX Wind Infrastructure Service Ltd. & Clean Wind Power (Tuticorin) Pvt. Ltd. can be provided at this new Hiriyur S/s as indicated below subject to conditions enclosed at Annexure-I. ISTS Transmission System for : Establishment of new 400/230kV S/s near Hiriyur along with 1x500 MVA, 400/220kV ICT Hiriyur (New) Hiriyur (Existing) 400kV HTLS(Quad moose equivalent) D/c line System specific to applicant: INOX Wind Infrastructure Service Ltd. Hiriyur (New) 220 kv D/c line along with the associated bays at Hiriyur (New) & generation switchyard. Clean Wind Power (Tuticorin) Pvt. Ltd. Hiriyur (New) 220 kv S/c line(with high capacity conductor suitable to carry at least 300 MW at nominal voltage) along with the associated bays at Hiriyur (New) & generation switchyard.
