5 Minutes of the 24 th Southern Region constituents meeting regarding Connectivity/LTA Applications in SR chaired by Member (PS), CEA held on at POWERGRID, Gurgaon 1.0 The List of the participants are enclosed at Annexure-I. 2.0 COO (CTU-Plg & SG), POWERGRID welcomed the participants to the 24 th meeting of Southern Region constituents regarding connectivity/lta applications in Southern Region. 3.0 Member (PS), CEA in his opening remarks highlighted that in the meeting, Stage-I & Stage-II Connectivity and the LTA applications are proposed to be discussed in accordance with the Detailed Procedure notified by CERC on and requested GM (CTU-Plg) to take-up the agenda for discussion. 4.0 Minutes of the 22 nd and 23 nd Meeting of Southern Region constituents regarding Connectivity / LTA Applications It was informed that the Minutes of the 22 nd and 23 rd Meeting of Southern Region constituents regarding Long Term Access and Connectivity applications of Southern Region held on and respectively were issued vide letters and respectively. As no comments were received from the stake holders, the minutes were confirmed as circulated. 5.0 Proposal for grant of connectivity and LTA to the applications received from renewable energy sources CTU informed that 4 nos. of completed applications for Stage-I Connectivity and 7 nos. of completed applications for Stage-II Connectivity has been received online till 30 th June, 2018 as per the CERC Detailed Procedure for Grant of connectivity to projects based on renewable sources to ISTS. Further 7 nos. of connectivity applications were not discussed in the 23 rd meeting of Southern Region constituents held on due to non-participation of the applicants, are being taken up for discussions again for grant of Stage-I connectivity. 1

6 (i) Stage-I Connectivity applications CTU further informed that the Connectivity application of M/s Green Infra Renewable Energy Limited has been agreed under Stage-I Connectivity in the 23 rd meeting of SR held on , however from the details it appears that it had again submitted the Stage-I Connectivity application for same capacity, accordingly the representative was requested to clarify. Towards this, representative from M/s Green Infra Renewable Energy Limited informed that the Stage-I Connectivity application no submitted on may be treated as withdrawn and earlier agreed application may be processed. Representative also confirmed that they shall be submitting the formal request for withdrawal of above application within a day. It was informed that the grant of Stage-I Connectivity shall not create any vested right in favor of the grantee on ISTS infrastructure including bays at any location. The Stage-I Connectivity grantee shall be required to update the quarterly progress of development of their generation project and associated transmission infrastructure as per format RCON-I-M, failing which appropriate action shall be taken. Further Stage-I Connectivity grantee is required to secure the Stage-II Connectivity for physical connection with the ISTS grid within 24 months from grant of Stage-I Connectivity. The Stage-I Connectivity grantees who fail to apply for Stage-II Connectivity within 24 months from grant of Stage-I Connectivity shall cease to be Stage-I grantee and their Application fees shall be forfeited. It was also informed that the new substation/location, if needed to be established, shall be planned in consultation with CEA, MNRE and other stakeholders. Further, the proposed alternative locations for connectivity are yet to be discussed and shall be firmed up, if needed, in consultation with CEA and other stakeholders. Implementation of new substations and other infrastructure shall be undertaken only after grant of Stage-II Connectivity and fulfillment of all terms and conditions by the applicants including submission of Connectivity Bank Guarantee. (ii) Stage-II Connectivity applications CTU informed that 7 nos. of completed Stage-II connectivity applications have been received as per the criteria stipulated in the detailed procedure. Further it was observed that like the Stage-I Connectivity applications, M/s Green Infra Renewable Energy Limited has submitted 2 nos. of Stage-II Connectivity applications for same capacity. Representative of M/s Green Infra Renewable 4

9 Energy Limited confirmed that the application no submitted on may be processed and the application no submitted on may be treated as withdrawn. Representative also confirmed that they shall be submitting the formal request for withdrawal of above application within a day. After detailed deliberations, following applications were agreed for grant of Stage-II connectivity, the details given as below: Sl. Further, wind power developers who have emerged successful in the bidding conducted by Central/State Government designated agency, before coming into force 5

10 of this Procedure, shall have the option to implement the bays associated with their dedicated lines at the ISTS sub-station by themselves or through the transmission licensee owning the sub-station subject to compliance of relevant provisions of tariff policy. Towards this, the applicants confirmed that looking into the tight time lines they themselves shall take up the implementation of the terminal bays at ISTS substations at their own cost. CTU informed that irrespective of the Connectivity quantum, as per the Detailed Procedure, the minimum capacity of the dedicated transmission line (per circuit) shall be 300 MW for 220/230 kv lines and 900 MW for 400kV lines. It was also informed that considering Right-of-Way constraints near substation for termination of number of 220/230kV dedicated transmission lines, 220/230kV lines shall be implemented through multi circuit tower near the substation entry for about 2-3 kms stretches. For this applicants may coordinate among themselves, applicants agreed for the same. Following application was withdrawn by the applicant, the details given as below: Sl. It was informed that the Stage-II Connectivity grantees are required to the sign the Transmission Agreement within 30 days from the date of intimation of Grant of Stage-II Connectivity and shall furnish the applicable Connectivity Bank Guarantee (Conn-BG), no extension shall be granted on any ground and in case of failure to sign the Agreement and / or to furnish the Conn-BG, Grant of Stage-II Connectivity shall be revoked without any prior notice. It was also informed that in accordance with the CERC Regulations, 2009 / Detailed Procedure as amended from time to time, the grant of Connectivity shall not entitle an applicant to interchange any power with the grid unless it obtains LTA/MTOA/STOA for power transfer requirements. In case of LTA, there may be requirement of further transmission system strengthening, therefore, the applicants are advised to apply for LTA to enable power transfer to its beneficiaries on long term basis. It was further informed that Stage-II Connectivity grantee shall furnish progress of the monitoring parameters on quarterly basis in the format given at FORMAT-RCON-II-M by the last day of each quarter. Failure to update progress of the monitoring parameters shall be considered as adverse progress and in such case CTU shall approach the Commission for appropriate directions. Further, the Stage-II Connectivity grantees shall be required to complete the dedicated transmission line(s) and pooling sub-station(s) within 6

11 24 months from the date of intimation of bay allocation at existing or new / under-construction ISTS sub-station. If the grantee fails to complete the dedicated transmission line within the stipulated period, the Conn-BG of the grantee shall be encashed and Stage- II connectivity shall be revoked. (iii) LTA applications CTU informed that following LTA applications are due for processing with the details given below: Sl. Ltd. is to be considered as deemed Stage-I Connectivity grantee. As the applicant has yet to submit the Stage-II Connectivity application, the LTA applications shall be processed alongwith or after the grant of Stage-II Connectivity applications. Further the Sprng Renewable Energy Private Ltd. has submitted the revised application in the month on July, 2018 due to change in beneficiaries / region and the application shall be due for processing in August, LTA applications of M/s Green Infra Renewable Energy Ltd. only is being considered for grant of LTA. It was informed that in the Tirunelveli area of, following LTA applications have been granted / received : Sl. 12 The LTA applications of M/s Orange Sironj Wind Power Pvt. Ltd. (OSWPPL) and M/s Mytrah Energy (India) Pvt. Ltd. (MEIPL) were discussed in the 22 nd meeting of Southern Region constituents regarding Connectivity/LTA Applications of IPPs in SR held on During the meeting, it was deliberated that the LTA of 300 MW {MEIPL-75 MW & Suzlon - 3x75 MW} has already granted at Tirunelveli PS and with the grant of LTA of 200 MW to M/s Orange Sironj Wind Power Pvt. Ltd. at Tirunelveli,, total 500 MW of LTA shall be evacuated from 2x500 MVA transformers at Tuticorin-II PS (erstwhile Tirunelveli PS GIS). Further for the grant of additional 225 MW of LTA to MEIPL, augmentation of 1x500 MVA transformer at Tuticorin-II PS was agreed for considering N-1 redundancy criteria at Tirunelveli PS. Subsequently, CERC has notified the Detailed Procedure for Grant of connectivity to projects based on renewable sources to ISTS on as per which the LTA shall be granted along with grant of Stage-II Connectivity or after the grant of Stage-II Connectivity. In line with the above, SPIL is deemed Stage-I Connectivity grantee and the LTA granted for 3x75 MW is to be considered upon receipt of Stage-II Connectivity application. Accordingly, it was proposed that the LTA to OSWPPL (200 MW) and MEIPL (225 MW) may be granted with the existing transmission system and LTA to M/s Green Infra Renewable Energy Ltd. for MW may be granted with the augmentation of 1x500 MVA (3 rd ) 400/230kV transformer at Tuticorin-II GIS (erstwhile Tirunelveli GIS PS). The representative of MEIPL informed that they have won the SECI bid for 250 MW only and therefore would like to reduce the LTA quantum of the application from 225 MW to 175 MW as per the provisions of the Detailed Procedure and submitted the formal request vide letter dated The representative of M/s Green Infra Renewable Energy Ltd. has stated that as per the Transmission Planning Criteria para-16.2 the N-1 criteria may not be applied to the immediate connectivity of wind/solar farms with the ISTS/Intra-STS grid i.e. the line connecting the farm to the grid and the step-up transformers at the grid station and accordingly they may be granted the LTA on the existing transmission system with 2x500 MVA transformers at Tuticorin-II GIS. Towards this CTU had opined that as per the planning philosophy and the general guidelines of the Transmission Planning Criteria, the transmission system is generally augmented to cater to the long term requirements and to operate within permissible limits both under normal as well as credible contingency(ies). Representative of SRLDC stated that the N-1 contingency of the transformer shall be considered for grant of LTA, as under the outage of one transformer the other transformer may also trip due to the overloading conditions and may cause disturbance in the grid. 8

13 Member (PS), CEA stated that the Transmission Planning Criteria has been formed after the detailed deliberations and feedbacks from the stakeholders as well as the wind/solar generation developers wherein it is specifically provided that N-1 may not be considered for the wind/solar generation for immediate connectivity including step-up transformers at the grid station. Representative of TANGEDCO stated that the implementation of the termination bays at ISTS stations shall not be taken-up without having commitment from the wind developers to bear the applicable charges and firm beneficiaries through a suitable agreement. In this regard, it was clarified that the proposal for grant of Stage-II Connectivity and LTA are for SECI bid winners from Tranche-I to IV and shall have the firm PPAs through SECI. After detailed deliberations, it was agreed that the N-1 criteria may not be applied to the immediate connectivity of wind/solar farms with the ISTS/Intra-STS grid i.e. the line connecting the farm to the grid and the step-up transformers at the grid station and in case of outage of the Transformer at Tuticorin-II GIS, suitable mechanism including SPS for backing down the corresponding generation on pro-rata basis of wind generators may be incorporated by the applicants at their own cost in consultation with POSOCO and SRPC. Accordingly, LTA to the following applications was agreed to be granted with existing transmission system and 2x500MVA transformer at Tuticorin-II GIS. Further to cater to the long term requirements, augmentation of 3 rd, 1x500 MVA transformer at Tuticorin-II GIS has already been agreed. Sl. There has been consistent non-participation from Surana Power Limited since 13th JCC held on The issue was discussed in various JCC meetings wherein it was opined that representative not attended JCC, however submitted status through , project uncertain due funding problems, award for line yet to be placed. Further the issue was also discussed in the 19 th Connectivity/LTA meeting of SR, wherein in the applicant was advised to approach POWERGRID for provision of bays at Raichur (New) S/s and also advised to apply for LTA. However, no response has been received so far. After deliberations, it was decided to close the Connectivity application. M/s VSF Projects Ltd. has been granted connectivity at Nellore PS in 2011 through VSF Projects Nellore PS 400 kv D/c line to be taken up by the applicant. There has been consistent non-participation from VSF Projects Ltd. since 16th JCC held on The issue was discussed in various JCC meetings wherein it was opined that Representative repetitively not attending JCC meetings.
