4 Minutes of 20 th Meeting of Southern Region constituents regarding Connectivity/LTA Applications of IPPs in SR held on at List of participants enclosed in Annexure- I Gurgaon 1.0 Minutes of 19 th Meeting of Southern Region constituents regarding Connectivity / Long Term Access applications The Minutes of the 19 th Meeting of Southern Region constituents regarding Long Term Access and Connectivity applications held on 29 th Dec, 2015 at NRPC office, New Delhi were circulated vide letter dated 29 th been received, the Minutes were confirmed as circulated. Feb, As no comments have 2.0 Amendment in Detailed Procedure COO(CTU) welcomed the participants and informed that, CERC has issued directions for treating long pending applications by amending the Detailed Procedure vide letter dated and also directed CTU to give wide publicity to the amendment for the information of all concerned. The amended provision states that: : CTU shall not hold any LTA application in abeyance and process the applications within the timeline prescribed in Regulation 7 of the Connectivity Regulations. If any LTA applicant requests CTU in writing for deferment of consideration of its applications or does not participate in the LTA meetings despite being invited by CTU, the application shall not be further processed. CTU shall in such cases close the applications and return the bank guarantee. In respect of applications which are already pending with CTU on request of the applicants or for their non-participation in the LTA meetings, CTU may give a notice of 15 days in writing to the concerned LTA applicants about the closure of the application. If any applicant is willing to pursue his application the same shall be processed in the next LTA meeting. If the applicant seeks further deferment of extension of application or does not respond to the notice, CTU may proceed to close the applications and return the bank guarantee
5 In view of the above CTU representative stated that Connectivity/LTA application shall not be kept on-hold/in abeyance. It was further requested that applicants should sign the necessary agreements as per the time lines mentioned in the intimation to grant of connectivity/lta Members noted the same 3.0 Long Pending Connectivity Applications In light of the new amendment, the following long pending connectivity applications were discussed: Sl. The application has been pending since Mar, No representative of M/s R.S India Global Energy Ltd was present in the 18 th and 19 th Meeting of SR for Connectivity/ LTA Applications. The representative from R.S India Global Energy
6 Ltd. was not present in the meeting also, hence looking into the recent amendment to the Detailed Procedure, as the applicant is not participating in the LTA meetings despite being invited by CTU, it was agreed to close the application 3.2 M/s Vestas Wind Technology India Private Ltd CTU representative informed that M/s Vestas Wind Technology India Private Ltd had applied for connectivity of their 150 MW generation in Coimbatore/Tiruppur districts of Tamil Nadu. The application is pending since Aug, No representative of Vestas Wind Technology India Private Ltd was present in the previous three Meetings of SR for Connectivity/ LTA Applications to update the status of the generation project. However in the 19 th meeting, it was agreed to grant connectivity to Vestas Wind Technology India Private Ltd. at Anikkadavu through Vestas Wind Technology India Private Ltd. Anikkadavu 230kV D/c line. The 230kV D/c line along with bays at both ends needs to be developed as dedicated system by the developer. The representative of M/s Vestas Wind Technology India Private Ltd informed that Watson Infrabuild Pvt. Ltd. has taken over the project and that they have already been granted connectivity by STU. Accordingly the 230 kv connectivity line is already under construction. As per prevailing CERC regulations, connectivity for the same project cannot be given at ISTS and Intra STS network. The representative of M/s Vestas Wind Technology India Private Ltd agreed to formally withdraw the application within 15 days. It was agreed to close the application. 3.3 M/s IL&FS Tamil Nadu Power Company Ltd CTU representative informed that M/s IL&FS Tamil Nadu Power Company Ltd had applied for connectivity for its Phase-II expansion of the generation project (4x600 MW) at Cuddalore. The application is pending since Mar, No representative of ITPCL was present in the 19 th Meeting of SR for Connectivity/ LTA Applications. No representative from M/s IL&FS Tamil Nadu Power Company Ltd was present in the meeting. Hence looking into the recent amendment to the Detailed Procedure, as
7 the applicant is not participating in the LTA meetings despite being invited by CTU, it was agreed to close the application 3.4 Enerfra Projects (India) Pvt Ltd CTU representative informed that Enerfra Projects (India) Pvt Ltd had applied connectivity for their 300 MW wind generation in Kurnool, AP. The application is pending since Feb, No representative of Enerfra Projects (India) Pvt. Ltd. was present in the 18 th and 19 th Meeting of SR for Connectivity/ LTA Applications. CTU representative informed that in the 19 th meeting of SR for Connectivity/ LTA Applications, grant of connectivity at 220 kv yard, owned by APTRANSCO, at 400/220 kv Gooty S/S was proposed. Representative of APTRANSCO stated that there is no space for 220kV bays at Gooty S/s however, adequate space for termination of connectivity line is available at Jammalamadugu substation which is being specifically developed for Wind Generation. Accordingly, it was agreed that the connectivity for Enerfra Projects (India) Pvt. Ltd. may be granted at Jammalamadugu(Kondapuram), APTRANSCO through Enerfra Projects (India) Pvt. Ltd. Jammalamadugu(Kondapuram) 220kV D/c line. As the representative of Enerfra Projects (India) Pvt. Ltd. was not present in the 19 th Meeting, it was agreed that matter to be deliberated further. The representative of Enerfra Projects (India) Pvt. Ltd. informed that connectivity to Jammalamadugu (Kondapuram) S/s is not convenient. The representative also informed that though the land for proposed wind farm is yet to be acquired; however, likely location is about 120 km from Jammalamadugu S/s of APTRANSCO. Hence, the proposed connectivity is economically not viable, therefore, they requested connectivity at Gooty S/s. CTU representative informed that the connectivity to Gooty S/s cannot be granted without the consent of APTRANSCO. The applicant requested for One(1) month time to get the consent from APTRANSCO for connectivity at Gooty S/S. In case of non-receipt of the above consent within the above time period, the applicant agreed that their application may be closed.

9 4.1 M/s Samalkot power Limited CTU representative informed that Samalkot power Limited has applied for connectivity of their 2214 MW Gas based combined cycle generation [6x236+3x266] in Samalkot, AP. As per the application, connectivity is required from Feb 17. The project is to be commissioned progressively from Feb 17 to June 18. Generation would be available at the step-up voltage of 400 kv. The nearest substation to the proposed project is the Vemagiri-II (PG) S/S. The Samalkot Power Limited was earlier granted Connectivity (2400 MW) & LTA (2200 MW) in Dec, However pursuant to the CERC directions in petition no.127/2012 & 128/2012, both Connectivity & LTA applications were withdrawn in Oct, As per regulation,the capacity of the transmission system for Connectivity to the nearest grid has to be adequate to sustain full load power transfer of one Unit at a time which in this case is 266 MW. However looking into the plant size & judicious utilisation of the RoW, it is proposed that the Connectivity line to the nearest grid point may be considered with 400kV Quad conductor so that subsequently when power is to be evacuated by any form of access then there is judicious utilization of RoW. CTU representative, however clarified that the 400kV D/c line with Quad conductor shall not be adequate for evacuation of entire quantum of the plant under N-1 condition. Further it was informed, mere connectivity shall not entitle power evacuation unless, the applicant obtains LTA, MTOA & STOA. Further, since MTOA & STOA are granted on the margins available in the grid and firm transfer of power is granted only with the LTA, therefore, the applicant was advised to apply for the LTA to plan transmission system that assure power evacuation & transfer to its beneficiaries. Also CTU representative pointed out that, as per preliminary examination, in order to accommodate injection from proposed generation, further strengthening will be required. CTU representative also clarified that Fault level at Generating station switchyard may be considered as 50 ka. 125 MVAR bus Reactor may be provided at Generating station switchyard and space for four (4) additional line bays and 1 Bus reactor may be kept at generating station switchyard.. As regards Transmission
10 System for Connectivity it was intimated that the under implementation 765/400kV GIS substation in Vemagiri has adequate bay space to accommodate line terminations. Representative of Samalkot Power Limited informed that the proposed lines was partly constructed as per earlier grant of Connectivity & LTA. Accordingly, representative of SPL stated that they shall be taking-up the transmission system for connectivity. Further SPL has made arrangement for start-up power with APTRANSCO system, with which some of the units are being tested for full load. Accordingly, it was proposed to grant connectivity to SPL for 2241 MW [6x236+3x266] through Samalkot Vemagiri-II (PG) 400 kv D/c Quad line. Members agreed for the same. 4.2 M/s Regen Wind Farm (Vagarai) Pvt Ltd. CTU representative informed that Regen Powertech Private Limited was earlier granted 600 MW connectivity at Pugalur 400/230kV substation in 2011 with dedicated transmission line Regen PS Pugalur 230 kv D/c (twin moose) line. In the meantime, while making the present Connectivity application, Regen Powertech Pvt. Ltd. vide letter dated has informed that they now want to develop the generation project by a group of generators (48x x1) for which Regen Powertech Private Limited shall be the lead generator. Accordingly they had requested to withdraw/surrender the earlier connectivity and has submitted fresh application for 600 MW connectivity at the same location vide application dated As per the new application the start date of connectivity is mentioned as which has already elapsed. Regen Powertech Pvt. Ltd. vide letter dated 8th July 2016 informed that the generation is scheduled progressively from March The connectivity was proposed to be granted at Pugalur 400/230kV substation through Regen PS Pugalur 230 kv D/c (Twin Moose) line under the scope of applicant. The transmission system is planned based on the prevailing Transmission Planning Criteria of CEA as per which N-1 criteria may not be applied to the immediate connectivity of wind/solar farms with the ISTS/Intra-STS grid and the wind
11 developer shall provide adequate reactive compensation so that under all dispatch scenarios Power Factor of 0.98 shall be maintained. CTU representative also informed that Regen Wind Farm (Vagarai) Pvt Ltd has submitted 4 nos of LTA applications for cumulative capacity of 240 MW ( MW) from their Wind generation project in Dindigul, Tamil Nadu. The LTA is sought progressively from May 17 with NR as target beneficiary. The aforesaid LTA shall involve power transfer from SR to NR via WR/ER. Regarding power flow from the SR to NEW Grid, it is to mention that power flow is in reverse direction from the normal prevailing power flow, therefore no constraints are envisaged. However, for power transfer on WR to NR corridor, studies indicate that 240 MW to NR can be accommodated with commissioning of Jabalpur- Orai 765 kv D/c line Accordingly, it was proposed to withdraw/close the earlier grant of connectivity and grant connectivity for 600 MW and LTA of 240 MW with the following system Transmission System for Connectivity: Regen PS Pugalur 230 kv D/c (Twin Moose) line Transmission system for LTA: WR- NR 765kV Inter-regional corridor Jabalpur- Orai 765 kv D/C line Members agreed for the same. 4.3 M/s Inox Wind Infrastructure Services Ltd. CTU representative informed that Inox Wind Infrastructure Services Ltd has applied for connectivity of their 500 MW generation in Tirunelveli, Tamil Nadu. As per the application, connectivity is required from Sept 17. The project is to be commissioned progressively from December 17 to July 18. The generation would be available at the step-up voltage of 230kV. The nearest substation to the proposed project is the existing Tirunelveli S/S However due to space constraints at existing Tirunelveli S/s, the connectivity for M/s Inox Wind Infrastructure Services Ltd. was proposed to be granted at Tirunelveli Pooling Station through 230 kv D/c (Twin Moose) line. M/s Inox Wind Infrastructure
12 Services Ltd requested that connectivity for their 500 MW wind farm may be granted with Single Moose instead of Twin Moose, as this is in conformity to the prevailing Transmission Planning Criteria of CEA as per which N-1 criteria may not be applied to the immediate connectivity of wind/solar farms with the ISTS/Intra-STS grid. M/s Inox Wind Infrastructure Services Ltd also informed that they will be constructing the 230 kv D/c (Single Moose) line for connectivity. The representative from Inox Wind Infrastructure Services Ltd informed that the connectivity is required from Sept 17.Keeping above in view, it was proposed to grant connectivity for 500 MW with the following system subjected to the availability of Tirunelveli PS and the wind developer shall provide adequate reactive compensation so that under all dispatch scenarios Power Factor of 0.98 shall be maintained.: Transmission System for Connectivity : Inox PS Tirunelveli PS 230 kv D/c (Single Moose) line Further, the applicant was advised to apply for LTA at the earliest. Members agreed for the same. 5.0 M/s Coastal Tamil Nadu Power Ltd CTU representative informed that the following application was pending since long: Sl. Kanchipuram, Tamil Nadu March (LTA & Connectivity) CTU representative informed that M/s Coastal Tamil Nadu Power Ltd has applied for LTA & connectivity of 4000 MW from Cheyyur UMPP. It was discussed in the 19 th Meeting of SR constituents regarding LTA & Connectivity wherein it was decided to close the long pending application due to uncertainty of the project schedule. However Coastal Tamil Nadu Power Ltd (CTNPL) vide letter dated
13 requested CTU to re-consider the decision, as CTNPL has informed that MoP, GoI has listed Cheyyur UMPP under Plug and Play and it was proposed to bid out in FY Subsequently, Coastal Tamil Nadu Power Ltd (CTNPL) vide letter dated 12 th July 2016 further informed that the UMPP is proposed to bid out in FY As bidding is yet to start and UMPP projects takes 48 months from the date of award, the project is expected beyond 13 th Plan. No representative of M/s CTNPL was present during the meeting. After detailed deliberations in light of the latest amendment in detailed procedure, it was agreed to close the application. The applicant may apply for new connectivity & LTA as and when the project progresses to the required milestones. Members agreed for the same. 6.0 Review of Generation Projects granted only Connectivity CTU representative informed that M/s Surana Power Limited was granted connectivity for 350 MW at Raichur (New) 765/400 kv substation (PGCIL) in 2011 through Surana Power Raichur (New) 400kV D/c line. The connectivity line was to be implemented by the applicant. Surana Power Limited about an year back in Mar 15 had informed that their project is expected by 2 nd quarter of No representative from Surana Power Limited was present to update the progress of their generation project & status of dedicated line. Further, the developer has not approached POWERGRID for implementation of bays at Raichur (New) end for termination of dedicated line. No progress has been made in implementation of the Connectivity system during past five years. Director (CEA) suggested for a seperate meeting with Surana Power Limited by CTU to discuss the progress of generation project. Members agreed for the same.
14 7.0 WR LTA applications for approval. 7.1 M/s Srijan Energy System Private Limited (SESPL) CTU representative informed that M/s Srijan Energy System Private Limited (SESPL) a wholly owned subsidiary of M/s Continuum Wind Energy (India) Pvt. Ltd. is developing a Wind Power Project around Bhuj, District Kutch, Gujarat. SESPL has applied LTA in ISTS for 300 MW (NR-150 MW, WR-90 MW & SR-60 MW) in which 60 MW power transfer is envisaged on target basis to SR from 31 st March, For transfer of power to SR, various inter-regional transmission links are already under implementation which would progressively enhance the ATC between NEW Grid & SR Grid. Accordingly, LTA for transfer of 60 MW to SR is proposed to be granted with progressive enhancement of ATC with progressive commissioning of following links: Wardha Nizamabad 765 kv D/c line along with Nizambad Dichpally 400 kv D/c Line (HTLS) Nizamabad Hyderabad (Maheshwaram) 765kV D/c line along with associated 400 kv Transmission System. The same was approved in 23 rd meeting of Western Region constituents for Connectivity / LTA applications held on Members agreed for the same. 7.2 Karnataka Power Corporation Limited (2x800 MW) CTU representative informed that KPCL, against their LTOA application of Dec, 2008 under the CERC Regulation 2004, was earlier granted LTOA vide intimation (revised) dated Aug, 2011 for 763 MW transfer of power from its 2x800 MW generation project in Janjgir-Champa, Chhattisgarh to Southern Region. Further, the BPTA was signed on As per the grant of LTOA, (i) target beneficiaries were Southern Region for entire 763 MW, (ii) the commissioning schedule for generation project was Sept, 15 and March, In the time frame of the grant of above LTOA, Southern region was
15 projected to be in huge surplus on account of large number of proposed generation project in SR having target beneficiaries in WR & NR. Therefore, the power transfer to SR from the project was planned through displacement. Accordingly, the transmission system associated with the grant of above LTOA included +800 kv 6000 MW HVDC bipole along with downstream network in NR. During the past five (5) years since grant of LTOA, generation project has not progressed. Further during this period there has been lot of development on the power scenario in SR, as per which the SR has turned into net importing region on account of delay of large number of generation. During the 11 th JCC meetings the generation developer has provided the status and stated that they are yet to receive some of the clearances because of which the work at site has not yet started. In the JCC meeting of WR held in Feb, 2016 KPCL has stated that they are yet to receive the MoEF clearance and the time frame of the project is uncertain. In view of the above, the transmission requirement for the LTOA earlier granted needs to be reviewed in view of the present scenario and the expected time frame of the generation project. Towards this the generation developer has stated that the time frame of the generation project shall be 48/54 months for Unit-I/II from the award which shall be after receiving MoEF clearance. The representative of KPCL informed that they are yet to receive the MoEF clearance and the time frame of the project is uncertain but it may be expected in the year of By this time frame the under implementation inter-regional links between NEW grid and SR grid shall be commissioned and shall be adequate for this transfer of power from generation project in Janjgir-Champa, Chhattisgarh to Karnataka. Hence it was proposed to delink the project from Champa- Kurukshetra. Further, action with regard to modification of LTA intimation of associating with above mentioned under construction transmission lines shall be undertaken after the commissioning schedule of generation projects attains certainity. Members agreed for the same
16 8.0 Reduction of LTA quantum of Neyveli Lignite Corporation Limited NNTPP(2x500 MW) (Replacement) generation in Tamil Nadu CTU representative informed that Long Term Access of 400 MW was granted to Neyveli Lignite Corporation Limited for its generation project in Tamil Nadu vide intimation no. C/CTU-Plg/LTA/S/2015/02-R1 dated and details of drawl of power is given below TANGEDCO MW (includes NLC share of 66 MW) AP Discoms MW Telangana Discoms MW Karnataka Discoms MW KSEB MW Puducheery 4.24 MW Unallocated MW All the beneficiaries have signed the LTA Agreement for the respective LTAs granted, wherein TANGEDCO has agreed and signed the LTA agreement for 53.07( ) MW only as against MW(includes NLC share of 66 MW) as the 66 MW is being availed by NLC. The matter has been taken up with NLC for signing of LTA agreement and NLC vide their letter dated informed that the 66 MW allocation from NNTPP(2x500 MW) is for NLC s internal loads of Mines & Township consumption and the same will be transmitted using NLC s own 220kV & 33kV transmission infrastructure & no ISTS network is being utilized for the same. In support to this NLC had quoted a CERC order dated in petition no. 89/2004 wherein it was stated that NLC is not a Long term customer utilizing the Regional Transmission System and should not be liable to share the transmission charges for the intra-regional assets within Southern Region and the regional transmission losses shall be shared by the Long term customers of Transmission System. Keeping above in view. It was proposed to reduce the quantum of LTA to 334 MW from 400 MW and same was agreed.
17 9.0 Other Issues (Additional Agenda) 9.1 Connectivity & Long term access for Tumkur (Pavagada) Ultra Mega Solar Power Park in Karnataka CTU representative informed that Karnataka Solar Power Development Corporation Ltd.(KSPDCL) has submitted connectivity & LTA application for transfer of power (2000 MW) from Tumkur (Pavagada) UMSPP. In the 39th standing committee meeting of southern region held on 28th-29th December 2015, transmission scheme was agreed in 2 phases for evacuation of power from proposed Tumkur (Pavagada) UMSPP (2000MW). However, implementation of all the elements in 2 phases may not be required for providing connectivity and therefore segregation of entire system into that for connectivity & LTA is necessary. Accordingly, following separate transmission system shall be considered for connectivity & LTA. Transmission System for Connectivity LILO of 400kV Gooty Tumkur (Vasantnarsapur) D/c at Tumkur (Pavagada) Pooling station 2x500 MVA, 400/220KV Pooling station at Tumkur(Pavagada). 220kV Bays(8 Nos) at Tumkur (Pavagada) PS for interconnection with solar project. Transmission System for LTA Phase-I (1000MW) Tumkur (Pavagada) Pooling station - Hiriyur 400 kv D/c(as part of Tumkur (Pavagada) Pooling station - Mysore line) LILO of 400kV Bellary Pool Tumkur (Vasantnarsapur) D/c (Quad)(both circuits)[kptcl line] at Tumkur (Pavagada) Pooling station Augmentation of 1x500 MVA, 400/220KV transformer at Tumkur(Pavagada) Pooling station 1x125MVAR bus reactor at 400/220KV Tumkur (Pavagada) Pooling station

Mytrah Energy India Ltd. vide letter dated informed that as the generation is planned in phases and that only 75 MW is planned in first phase, they would like to connect with the grid through 230 kv D/c line with one circuit strung initially. Hence they requested to provide one 230 kv Bay at Tirunelveli PS, initially. Members agreed for the same 9.3 LVRT Compliance CTU representative informed that all applicants of Wind/Solar Power should comply to the provision of LVRT (Low Voltage Ride Through) in accordance with CERC order on Petition No: 420/MP/2014.
