Minutes ofthe Meeting on the review ofgeneration and transmission projects and firming np ofthe Power System Master Plan for the State ofsikkim held on rs" November 2013 at Gangtokby the Energy & Power Department, Government of Sikkim. List ofparticipants is enclosed at Annexure 1. Secretary(Power), Govt. ofsikkim welcomed the participants from CEA, PGClL and various project developers and stated that the meeting has been arranged to take stock ofthe on-going and future generation projects in the State and their associated transmission system and the inputs would be used to firm up the Power System Master Plan for the State of Sikkim. Director, CEA in his opening remarks stated that the Masterplan ofsikkim would be updated in coordination with CTU(POWERGRID) and Govt. ofsikkim based on inputs from various upcoming generation projects. The latest updates as stated by the various Developers and the status of related transmission system were noted, the details of which is enclosed at Annexnre-I1. The salient issues on the various projects is given below: Teesta Stage III (1200 MW) : The developer informed that 81 % of their project is completed. The first unit would commissioned by July 2014 and the other units would be commissioned by Jan The first part (Pkg-A) of the associated transmission Teesta-Ill HEP to Kishanganj transmission line would be constructed upto Rangpo and the same is expected to be ready by Mar The 2 nd part of the line from Rangpo to Kishanganj (Pkg-B) is facing ROW problem in Darjeeling & south Sikkim area and may get delayed. The LILa of this line at Rangpo is being carried out by POWERGRID. It was informed that the looping in portion would be completed by June 2014 but there are ROW problem in the looping out portion. CEA and CTU emphasised the importance of completion of the line from Teesta-Ill to Kishanganj via Rangpo for evacuation. of power from various on-going HEPs including Teesta-I1I. Any delay in completion of the line may result in various generations getting stranded in view of limited capacity margin of Teesta- V - Siliguri 400kV Ole line(twin moose). It was felt that the Teesta-II! - Kishanganj line should be expeditiously implemented. Dikchu HEP (96 MW): The developer indicated that 64% ofthe project has been completed. The project is expected to be completed by Feb-March, It was also informed that the associated transmission

Dikchu-Rangpo 220kV D/c line with twin moose conductor to be operated at 132kV has been included as a part ofcomprehensive system which is under consideration by Govt, ofindia for providing grant. As there is not much time left before commissioning ofthe project, an alternate arrangement for the power evacuation through LILO of the 400 KV Teesta-IlI-Rangpo-Kishanganj line at Dikchu was proposed by Sikkim. The project developer informed that though it is a relatively costly option, they are willing to construct 400kV switchyard at their powerhouse along with construction oflilo portion. The proposal was discussed and both CEA and PGCIL expressed serious reservations to the alternate arrangement stating reasons that it would not be desirable to LILO a 96MW project to the main 400kV quad moose trunk line. Besides, this would lead to uneven loading and non-optimal utilisation of the 400kV Dlc corridor apart from system security, protection and various operational problems. The 220kV(twin moose) Singhik-Dikchu-Bermoik Samardong(Rangpo) corridor has already been planned to be developed as a main intra-state corridor to draw power by Sikkim from various HEPs in Northern Sikkim. With the proposed alternative for Dikchu evacuation, this 220kV corridor would not be fairly loaded and its creation may not be justifiable in respect of the drawal of the State's share from various HEPS. Representatives of Dikchu HEP stated that it may not be possible to complete the 220kV (to be operated at 132kV Dikchu-Rangpo portion matching with the commissioning of the HEP anticipating delays in obtaining Forest & Environment clearances and land acquisition. Dikchu HEP suggested that PGClL may undertake the work of construction of the Dikchu Rangpo portion ofthe line as a deposit work (funds to be provided by SNEHA KINETIC) to be completed matching with the commissioning of the HEP. PGCIL was of the view that line could not be taken up by them at this stage. CEA and CTU were of the opinion that Govt. ofsikkim and Dikchu project developer should jointly work out the modalities for construction of Dikchu-Rangpo portion on best effort so that there would not be any evacuation problem for Dikchu HEP. However, the Project Developer opined that they would explore other viable alternatives and inform Government of Sikkim/CEA/CTU shortly. Legship Pooling Station: The 220 KV Pooling Station to be constructed by the Energy & Power Department at Legship for pooling of power from generation projects like Tashiding, Rangit-Il, Sada Mangder etc and its subsequent connectivity to the Pooling Station at New Melli were

Energy & Power Department has stated that the work would be taken up and completed timely to avoid any bottling up of power in the Generating Stations to be connected to this Pooling Station. Chuzachen HEP (99 MW) : The developer raised the issue of backing down of generation. In this regard, it was assured by PGCIL that the Pooling Station at New Rangpo would be commissioned by March However, Chuzachen/Energy & Power Department need to construct 2 no. ofbays at Rangpo for termination of planned Chuzachen-Rangpo 132kV Dlc line. It was emphasised that even after commissioning of Rangpo substation, the backing down of Chuzachen project may continue till commissioning of the above line bays at Rangpo by Chuzachen. However, the Energy & Power Department requested that in the event of any delay in procuring the Bay equipments, other 132 KV bays may be made available on temporary basis for termination of the Chuzachen project at Rangpo to avoid sustained backing down of Chuzachen HEP and should be viewed against the backdrop of a backing down of generation from Chuzachen HEP for the last seven months and continuing due to delays in the transmission projects. Other issues: It was pointed out by E&PD, Sikkim that there are communication gap between Sikkim and the project developers including transmission developers with regard to details of the status and issues of the generation and transmission projects including ROW problem. They requested that the details of the transmission as well as generation projects should be furnished to them on regular basis by respective developers. The project developer insisted on forming a committee to take stock of and assist in resolving various common issues relating to projects. CEA suggested that it would be prudent to form a cell by E&PD, Sikkim in this regard. Sikkim was agreeable to the proposal. POWERGRID also agreed to submit all relevant documents and drawings of ongoing projects in the State of Sikkim to Energy & Power Department, Government ofsikkim. Finally, it was agreed that all data regarding status relating to all upcoming Generating Stations in the State ofsikkim would be made available to CEA in the shortest time possible for formulating a Masterplan ofpower System for the State ofsikkim.
